Israel says it would only seriously consider resuming peace talks with Syria if Damascus “renounces terror” (including halting all aid to Hizballah and Palestinian groups) and agrees to resume talks “without preconditions” (i.e., without starting talks fr. the point at which they left off in 3/00). A leaflet signed by the AMB denounces the Geneva Accord, threatening Palestinians who took part in its drafting. At the Rafah-Egypt border crossing, some 200 Palestinians harass some 50 Palestinian drafters of the Geneva Accord en route to the Geneva Accord unveiling in Switzerland, hitting and kicking several drafters, causing no serious injuries. A female Islamic Jihad suicide bomber detonates a device in a Haifa restaurant, killing 14 Israeli Jews, 5 Israeli Arabs, wounding around 50. (The bomber, Hanadi Taysir Jaradat, who had just graduated fr. law school in Jordan, watched as IDF undercover units assassinated her brother and cousin, both Islamic Jihad mbrs., outside their family home in Jenin on 6/12/03.) Israel says Arafat is to blame for failing to order the PSF to take steps to dismantle Islamic Jihad. Bush says the bombing “underscores once again the responsibility of the Palestinian authorities to fight terror,” says “the new Palestinian cabinet must dedicate itself to dismantling the infrastructure of terror,” does not call for Israeli restraint; Powell also phones Israeli FM Silvan Shalom to express condolences and strong condemnation of the attack, but does not urge restraint. In response, the IDF shells, demolishes an empty Palestinian home in Gaza City, and empty garage in Bureij r.c.; makes a failed assassination attempt on an Islamic Jihad mbr. in central Gaza, firing missiles at him in an open field, but missing him; moves troops into Jenin. The IDF assassinates wanted Hamas mbr. Hamdi Kalakh, firing a missile at his donkey cart as he rides through Gaza City, injuring 3 bystanders. Palestinians fire 4 Qassam rockets at Israel, none of which cause damage or injuries but 1 of which lands 8 mi. n. of Gaza in the industrial zone of Ashkelon, marking the farthest a Palestinian rocket has traveled. The PSF rushes to the scene, fires on a vehicle leaving the area, possibly wounding 1, but fails to capture the assailants. The PA also freezes the bank accounts of 12 Muslim charities, prompting protests by 1,000s of Palestinians in s. Gaza. Retaliating for the rocket fire, the IDF bulldozes 98 dunams of land in Bayt Hanun. Mbrs. of the AMB’s Jenin faction pull Jenin mayor Haidar Irshayd fr. his car, beat and kidnap him, alleging he is corrupt and has collaborated with Israel, demanding the PA put him on trial; they release Irshayd after receiving a call fr. an aid to Arafat. Meanwhile, Dahlan announces that the PSF has begun “a large-scale campaign” to bring security to Gaza; the DFLP reports that the PSF has arrested 2 of its mbrs. The IDF begins construction of a permanent fence in the Old City of Hebron separating the Ibrahimi Mosque/Tomb of the Patriarch fr. the Palestinian-controlled section of the city; shoots, wounds a Palestinian “acting suspiciously” in Tulkarm; fires on Palestinians who reportedly attack an IDF outpost in s. Gaza, wounding 1; conducts arrest raids in Jenin, detaining 15 Palestinians, including a local Islamic Jihad leader. Late in the evening, an Islamic Jihad suicide bomber detonates a device in a home in Kfar Yavetz, in central Israel nr. the West Bank, killing 1 Israeli; a statement by Islamic Jihad’s Jenin cell says it has broken the ceasefire since Israel has not complied with requirements to free all Palestinian prisoners, but senior Islamic Jihad officials, including chief spokesman in Gaza Muhammad al-Hindi, say the attack was not coordinated with the group’s leadership, which reaffirms its adherence to the cease-fire. In Nazareth, Israeli bulldozers tear down the foundation of a mosque on a site adjacent to the Church of the Annunciation over the tomb of a Muslim saint. Muslims, Christians have disputed the construction of the mosque for 6 yrs. In 4/99, PM Ehud Barak gave formal permission for the project, sparking riots and bringing formal protests fr. the Vatican. A Palestinian dies of injuries received in the IDF assassination on 6/11, bringing that toll to 9. Palestinian gunmen fatally shoot an Israeli businessman outside Jenin, fire on Jewish settlers in Hebron, causing no injuries; the AMB, Hamas each claim responsibility. The IDF obstructs streets in the Palestinian section of Hebron by digging trenches, creating rubble berms, also cutting water and electricity lines. The IDF attempts to assassinate, wounds Hamas political leader and chief spokesman ‘Abd al-‘Aziz Rantisi, firing missiles at his car as he drives through Shati‘ r.c., killing a bodyguard and a Palestinian woman walking nearby, wounding 27. In a rare acknowledgment, Israel confirms it targeted Rantisi, saying it took the decision after Rantisi called off Hamas cease-fire talks with the PA.
