In the West Bank, Israeli settlers open fire at Palestinian farmers in as-Samu; no injuries are reported. Israeli settlers also set up a mobile home in al-Rakiz in the Masafer Yatta area. Israeli forces bomb a house with a drone strike in Tulkarm refugee camp, injuring 9, demolish a memorial for Palestinians killed by Israeli forces, and cause vast damage using bulldozers. Israeli forces also shoot and injure 14 Palestinians and demolish a home, displacing 12 people, during a raid in Askar refugee camp. Elsewhere, Israeli forces fatally shoot a Palestinian at the Ein Siniya checkpoint, claiming he had attempted to stab a soldier. Israeli forces also shoot and injure a Palestinian man working his land in al-Jalama. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli forces punitively demolish the family home of 2 Palestinians killed by Israeli forces in November in Sur Baher. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Nuseirat refugee camp, Jabalia refugee camp, and Gaza City, killing at least 126 people. An Israeli soldier is killed in combat. In Lebanon, Israel says it has assassinated Hezbollah commander Ali Hussein Burji. Hezbollah denies the claim. 3 Hezbollah members are reportedly killed in a drone strike in Ghanduriyah. Hezbollah attacks an Israeli military base in Safed with a suicide drone; no damage or injuries are caused. In the Red Sea, the U.S. says it has shot down 18 suicide drones, 2 anti-ship cruise missiles, and an anti-ship ballistic missile launched from Yemen. More than 23,210 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 59,167 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 334 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 84 children. More than 4,042 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 183 Israeli soldiers have been killed and 1,065 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 131 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. Israel approves the expansion of the Givat Shaked settlement in East Jerusalem with 695 housing units. Israeli forces evacuate an Israeli settlement outpost south of Jerusalem. National Security Advisor Itamar Ben-Gvir criticizes Defense Minister Yoav Gallant over the evacuation. U.S. secretary of state Antony Blinken meets with Israeli president Isaac Herzog, Foreign Minister Israel Katz, and Prime Minister Netanyahu. Blinken says Saudi Arabia, the UAE, Jordan, Qatar, and Turkey have promised to help rebuild Gaza when Israel is done destroying it, calling on Netanyahu to avoid “further civilian harm” and adding normalization with Saudi Arabia is still on the table. Blinken also calls South Africa’s case against Israel at the ICJ “meritless” and announces that Israel has agreed to allow a UN “assessment mission” into northern Gaza. In the West Bank, Israeli forces shot and killed 2 Palestinians during raids in Beit ‘Anan and Sa’ir. Israeli forces also shot and injured 10 Palestinians during raids in Tulkarm refugee camp, Arrabah, and Sa’ir. Elsewhere, Israeli forces shot and injured 1 Palestinian girl at the Qalandia crossing, claiming she was carrying a knife. Israeli forces also seized 1 vehicle and vandalized 2 others during a raid in Shaab al-Butum in the Masafer Yatta area. 56 Palestinians were arrested during late-night raids in and around Hebron, Jericho, Jenin, and Bethlehem. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed 306 Palestinians, including mass casualties in strikes on residential buildings and UNRWA schools in Rafah and Khan Yunis. Israel also killed WAFA journalist Mohammad Abu Hasira and 42 members of his family in an airstrike in Gaza City. 450 people were injured in the Israeli airstrikes. The Red Cross said 5 trucks carrying aid to health facilities in Gaza City came under fire, damaging 2 of the trucks and lightly injuring a driver. The Red Cross did not say who attacked the convoy. Rockets were fired at Israel, causing damage. In South Lebanon, Israeli forces attacked several sites, causing damage. Israeli fighter jets were also reported to be flying over Beirut. The Ministry of Health in Gaza said at least 10,328 Palestinians have been killed, including 4,100 children and 2,550 women, and 25,956 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 153 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,386 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 30 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. At least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7. 93 aid trucks entered Gaza. 19 Palestinians, including 12 children suffering from cancer, and around 600 foreign nationals were evacuated to Egypt. The WHO said 160 health care workers have been killed while on duty in Gaza and that in some hospitals operations are performed without anesthesia due to lack of supplies. The Israeli military released a video showing thousands of Palestinians fleeing south from the northern part of Gaza. The UN said that 15,000 people fled from the north to the south today, 5,000 on 11/6, and 2,000 on 11/5. PA Wall and Settlement Resistance Committee head Muayad Shaaban said 9 Palestinian communities, totaling 1,000 people, in the eastern West Bank have been displaced from their homes since 10/7. (AJ 11/7)

The Israeli human rights organizations ACRI, HaMoked, and Ir Amim petitioned the Israeli High Court of Justice to lift restrictions on Kafr ‘Aqab in East Jerusalem, which has been under a strict closure since 10/7, including being completely shut off from 5 p.m. to the next morning. Only private vehicles can leave and enter the neighborhood in the period that the checkpoint is open. (HA 11/7)

Israeli prime minister Benjamin Netanyahu called the Israeli ground invasion of Gaza a ‘phenomenal success.’ Defense Minister Yoav Gallant said the intention of the ground invasion was to remove Hamas and guarantee the Israeli military free access to Gaza “without limitations on operations.” Hamas said Israel had not made big military gains in Gaza. The Israeli National Planning and Building Council approved the establishment of a new community named Hanon near Gaza. (HA 11/7)

United Arab List leader MK Mansour Abbas told Radio al-Nas that he denounced the Hamas operation on 10/7, saying innocent civilians were killed and that Islam is against taking women, children, and elderly as captives. He added that Hamas’ actions did “not represent our Arab society, nor our Palestinian people nor our Palestine nation.” (HA 11/7)

U.S. vice president Kamala Harris urged Israel to hold Israeli settlers accountable for the many attacks they commit against Palestinians in the West Bank during a conversation with Israeli president Isaac Herzog. Herzog wrote a letter to 700 U.S. university presidents demanding that they deal with students that allegedly support the actions of Hamas. (AJ, HA 11/7)

The U.S. House of Representatives voted 234-188 to censor Palestinian American representative Rashida Tlaib (D-MI) for defending the pro-Palestinian phrase “from the river to the sea.” 22 Democrats joined Republicans in voting to censor Tlaib. Senator Chris Murphy (D-CT) blocked the fast-tracking of a bill that would provide Israel $14 billion in aid and cut the same amount from the budget of the Internal Revenue Service. UK Labour Party MP and shadow minister for employment rights and protections Imran Hussain resigned from the party’s frontbench in protest over leader Keir Starmer’s refusal to call for a ceasefire in Gaza. (AJ 11/8)

Germany said it had decided to release $75.8 million in aid to Palestinians that it suspended nearly month ago when it said it would review its support of Palestine. Germany also pledged an additional $21.5 million in support for Palestine. The majority of the aid will go to Palestinians in Gaza and Jordan through UNRWA. (REU 11/7)

In the West Bank, Israeli forces installed an iron gate at the northern entrance to Halhul. Israeli forces also razed an agricultural road in Khirbat al-Makhul near Ya’bad and placed dirt mounts on it, making it impassable. Elsewhere, Israeli forces took measurements for punitive demolitions of 2 homes in Hebron belonging to the family of 2 Palestinians who are accused of killing an Israeli settler on 8/21. 21 Palestinians were arrested during late-night raids in Tulkarm, Jenin, Nablus, Ramallah, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian farmers east of Khan Yunis; no injuries were reported. Israeli national security minister Itamar Ben-Gvir told Israeli Channel 12 News’ Mohammad Magadli during a panel discussion that “my right, the right of my wife and my children to move around Judea and Samaria [the West Bank] is more important than freedom of movement for the Arabs [Palestinians]. The right to life comes before freedom of movement. Sorry, Mohammad, but that is the reality.” Ben-Gvir also said that he “is handing out arms to anyone who can defend themselves,” referring to settlers. The U.S. State Department later condemned Ben-Gvir’s remarks on Palestinians’ freedom of movement, calling them racist. Israel said it would increase its natural gas extraction from the Tamar offshore gas field in order to increase exports to Egypt by 38.7 billion cubic meters over the next 11 years. Israeli energy minister Israel Katz said the deal would strengthen diplomatic ties with Egypt. (REU 8/23; ALM 8/24)

In the West Bank, Israeli forces shot and killed 1 Palestinian at the Havat Gilad settlement outpost near Nablus, claiming he had tried to ram his car into an Israeli soldier and a police officer. The PA condemned the killing, saying it occurred after a normal traffic accident, and the man’s family rejected the notion that he would have tried to commit an attack. Israeli forces also shut the main entrance to Beit Umar. Elsewhere, Israeli forces fired tear gas and sound bombs at Palestinian activists trying to enter al-Twana. 6 Palestinians were arrested during late-night raids in Burin, Balata refugee camp, and Kafr Ein. In Gaza, Israeli forces fired tear gas at Palestinians working in a quarry east of Dayr al-Balah, forcing them to leave the area. Israeli defense minister Benny Gantz said that he does not think that there will be a 2-state solution in the foreseeable future, during an interview with Kan. Defense minister Gantz also said he would not form a coalition with the 3 Palestinian parties Hadash, Ta‘al, and Balad at the upcoming elections but said he would cooperate with the United Arab List. In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Kafr Dan on 4/14. Israeli forces violently dispersed Palestinian protesters in Qarawat Bani Hassan, injuring 1 Palestinian minor with live ammunition and others with tear gas; the minor was also arrested. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 3 with baton rounds and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Qaryut, Beita, and Bazariya, leading to tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound, including inside al-Aqsa Mosque, injuring more than 152 Palestinians with baton rounds, batons, and tear gas, including 8 who were admitted into intensive care facilities. Several Palestinian journalists at the compound were violently beaten by Israeli police, causing broken limbs. 3 Israeli police officers were lightly injured. Some 470 Palestinians were arrested at the compound before noon prayers, where some 50,000 worshippers were praying, about half from the West Bank. Around 440 were released within 24 hours, some of whom were banned from entering the compound until after the end of Ramadan. Hamas, the PA, Jordan, Morocco, UAE, Bahrain, the United Arab List, and the Organisation of Islamic Cooperation condemned the Israeli-led violence at the Haram al-Sharif compound (see above). The U.S. state department released a statement urging “all sides to exercise restraint, avoid provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount.” The spokesperson for UN secretary general António Guterres expressed grave concern about the situation in Jerusalem. At a Passover seder hosted by U.S. vice president Kamala Harris and 2nd gentleman Doug Emhoff, the couple served wine made by the settler winery Psagot Winery in the West Bank. In the West Bank, Israeli settlers attacked 1 Palestinian surveyor in Kafr Qalil, causing injuries to his head. Israeli settlers with military escort made roadblocks around Sabastia. Israeli forces arrested and assaulted 1 80-year-old Palestinian American man in Jiljilyya during a late-night raid, leading to his death; the man was found dead by Palestinians in an empty house in Jiljilyya after being arrested by the Israeli forces; the U.S. called for an investigation into his death. Israeli forces also delivered stop-work notices for 2 houses and for work on the electric grid in Bayt Dajan. Haaretz reported that U.S. military personal charged with training Palestinian forces were given a tour of Hebron, including of al-Ibrahimi Mosque by settler advocate Noam Arnon. The tour was arranged by the Israeli military’s central command leader Yahuda Fuchs. (HA 1/12)

The Israeli supreme court reduced the sentence handed to an Israeli settler who had thrown a stun grenade at a Palestinian home in Sarta from 20 months to 12 months, reinstating a plea agreement a lower court had deemed too lenient. (HA 1/12; MEMO 1/13)

The United Arab List (UAL) boycotted sessions in the Knesset today in protest over a Jewish National Fund (JNF) forestation project in Bedouin-inhabited areas of the Naqab desert. In wake of the UAL boycott, the Israeli opposition passed 5 bills in preliminary votes. In the West Bank, Israeli settlers uprooted some 50 olive saplings in Kafr ad-Dik. A contractor working for the Israeli military intentionally rammed a 75-year-old Palestinian man, who was said to be in critical condition; the man was standing in front of a tow truck to prevent it from seizing cars from his village Umm al-Khair, when the truck driver plowed into him. Israeli soldiers at the scene did not assist the man after he was hit and instead left the area with the cars. Israel said that stones had been thrown at the truck leading up to the incident and that the driver had been hit by 1 of the stones. The man succumbed to his injuries on 1/17. 5 Palestinians were arrested during late-night raids in Burqa, Beita, and Abu Dis. In East Jerusalem, Israeli authorities demolished 1 Palestinian-owned home in Silwan, displacing 6. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and al-Fukhari; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of the shore; no injuries were reported. In Israel, a right-wing Israeli protester assaulted 1 Palestinian journalist interviewing him outside of the hospital where a Palestinian prisoner is being treated in relation to his hunger strike. The Knesset passed legislation to connect homes constructed without permits to the electric grid in the Naqab desert. The legislation was put forward by Mansour Abbas of the United Arab List. It passed 61-0 as the Israeli opposition boycotted the vote due to the legislation being fast-tracked. During discussions of the legislation, Walid Taha of the United Arab List gave a speech in Arabic, angering members of the Likud party and leading Abbas to ask Taha to continue in Hebrew. 1 Palestinian American man was sentenced by an Israeli military court to 2 life sentences and $820,000 in fines, in addition to having his home demolished, for the killing of 1 Israeli settler and injuring 2 other settlers near Za’tara on 5/2/2021. (HA, MEE 1/5)

1 Jewish Israeli man was sentenced to 1 year in prison for partaking in a mob attack in Bat Yam that in May 2021 caused serious injury to 1 Palestinian man. The Palestinian man was pulled out of his car and beaten by at least a dozen Israelis. The Jewish Israeli man was not charged with incitement to terror and theft with racist motives after entering a plea deal. (AP, HA 1/5)

In Syria, Israeli tanks opened fire at Syria from the Israeli-occupied Golan Heights. Israel said it had fired warning shots at 6 suspicious people in Syria. (MEMO, REU, REU 1/5)

Haaretz reported that, due to a technical error, the Israeli state archive had revealed censored material from the Israeli cabinet meeting during the Nakba in the summer of 1948. Amongst the information accidentally released was agricultural minister Aharon Zisling’s statement to other high-level Israeli leaders that he “can forgive instances of rape” by Jewish militants against Palestinian women, which he considered less severe than stealing from Jews. In another instance, Israel’s prime minister David Ben-Gurion told the cabinet that he is against “wholesale demolition of villages . . . but there are places that constituted a great danger and constitute a great danger, and we must wipe them out. Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. Israel advanced 1,355 Israeli settlement units in the West Bank by inviting bids for construction, the last step before they are constructed. It was the 1st time that Israel promoted new settlement units since U.S. president Joe Biden took office in 1/2021. Of the 1,355 units, 729 are for the Ariel settlement, 324 are for the Beit El settlement, 102 are for the Elkana settlement, and some are for the Geva Binyamin, Immanuel, Karnei Shomron, and Betar Illit settlements. The Israeli construction and housing ministry said it is working toward doubling the settler population in the Jordan Valley by 2026. The UN envoy to the Middle East Tor Wennesland said that the UN is “deeply concerned” about the settlement expansion. The U.S. state department spokesperson Ned Price said, after being asked, that the U.S. is “concerned” and asked both Israel and the PA not to take steps to undermine a 2-state solution. The Knesset voted to confirm the new Israeli government headed by Naftali Bennet of Yamina (Rightwards). Yair Lapid of Yesh Atid (There Is a Future) will serve as alternate prime minister and foreign minister. After 2 years, the coalition agreement will rotate the minister posts so Prime Minister Bennett will become alternate prime minister and interior minister, while Yair Lapid will become prime minister. Ra’am (United Arab List), headed by Mansour Abbas, received roles as deputy ministers, deputy Knesset speaker, chairman of the Arab affairs committee, and will chair Knesset’s interior committee, in return for the party’s support of the government. Abbas also pushed through demands, such as a freeze of the Kaminitz law and large budgets for ending gun violence and infrastructure in Palestinian Israeli communities. During his address to Knesset, Prime Minister Bennett said that he, like his predecessor, opposes the Iran nuclear deal and that he would address the housing needs of Palestinian citizens of Israel. In an interview with Vice News, the Hamas leader in Gaza Yahya Sinwar said that Hamas was ready for an immediate and unconditional ceasefire hours after firing the 1st rocket during the escalation of violence last month and that Hamas had communicated this to the Egyptian, Qatari, and UN mediators every day of the assault on Gaza. Sinwar reiterated that the Hamas rockets fired at Israel on 5/10 were intended to be a message to Israel that Hamas will not allow Israel’s aggression at al-Aqsa Mosque and in Shaykh Jarrah, and about Israel’s violations of international law in the occupied Palestinian territories in general. Yair Lapid of Yesh Atid (There Is a Future) told Israeli president Reuven Rivlin that he had formed a government coalition 30 minutes before his mandate to do so ran out. The coalition consisted of an extremely diverse group of parties and people, including Naftali Bennett of Yamina (Rightwards) who will be prime minister for the 1st 2 years. The other party leaders were Mansour Abbas of Ra’am (United Arab List), Gideon Sa’ar of Tikva Hadasha (New Hope), Avigdor Lieberman of Yisrael Beiteinu (Israel Our Home), Nitan Horowitz of Meretz (Vigor), Merav Michaeli of Labor, and current deputy and defense minister Benny Gantz of Kahol Lavan (Blue and White). The only factor binding these parties, which range from far-right to left, was the desire to unseat prime minister Benjamin Netanyahu. According to the government agreement, after the 1st 2 years with Bennett as prime minister, Lapid will become prime minister in a rotation deal similar to the 1 made between Prime Minister Netanyahu and Deputy Prime Minister Gantz, which never materialized. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. Israeli police dispersed Palestinian-Israeli protesters in Nazareth, Kafr Kana, Kafr Manda, Shefa-Amr, Majdal Krum, Dayr Khana, Umm al-Fahm, Baka al-Garbiyeh, Taiba, Jaffa, Haifa, and Jaljulya; 46 were arrested. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action. The PA civil affairs minister Hussein al-Sheikh said the Palestinian leadership is “examining all options to respond to this heinous aggression against the holy sites and the citizens.” PA president Mahmoud Abbas also discussed the situation with Turkish president Recep Tayyip Erdoğan. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. In the West Bank, some 30 Israeli settlers with military escort threw stones at Palestinians and buildings in Kafr al-Dik, injuring 1 Palestinian and damaging 1 agricultural structure and 1 vehicle. Israeli settlers also set up tents on Palestinian-owned land near Taqqua. Israeli forces arrested 1 Palestinian who allegedly tried to ram Israeli settlers with a car at a spring near the Allon settlement; no injuries were reported. Israeli forces also seized 1 tractor near Bidya. Elsewhere, 1 Palestinian was injured during a fall after being chased by Israeli forces at the separation barrier west of Jenin. In East Jerusalem, Israeli forces violently disbanded Palestinians preparing for a Mother’s Day event at a stadium in al-Tur, saying it was funded by the PA; 1 Palestinian was physically assaulted by the forces. Leader of Ra’am (United Arab List) Mansour Abbas met with Yesh Atid (There Is a Future) chairman Yair Lapid to discuss the possibility of forming a government. There are currently 2 blocs, pro-Netanyahu and anti-Netanyahu, with neither having enough mandates to form a government. 2 parties, Yamina (Rightwards) and Ra’am, have not pledged their support to either bloc. According to a source, Abbas and Lapid discussed recognizing unauthorized bedouin villages in the Negev, revoking racist sanctions on illegal construction in Palestinian towns in Israel, freezing the Nation-State Law and combatting violence in Palestinian-Israeli areas of Israel. Yisrael Beiteinu (Israel Our Home) chairman Avigdor Lieberman said that his party would recommend to president Reuven Rivlin that Lapid should be tasked with forming a government. (HA, HA, JP 3/28)

In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israeli forces demolished 15 tents, seized 3 vehicles, and arrested 1 Palestinian activist trying to prevent the forces from demolishing and seizing Palestinian property in Khirbat Humsa; Israeli forces demolished 25 structures in Khirbet Humsa on 2/1. The EU said it would send representatives to Khirbet Humsa on 2/4 to witness the destruction; more than 70 Palestinians were displaced during the mass demolitions on 2/1 and 2/3. Israeli forces also conducted military drills in the Masafer Yatta area, damaging crops and agricultural structures for the 2d day in a row. Elsewhere, Israeli forces demolished 1 house under construction in Anata and 11 vending stalls near Jenin. The Israeli high court of justice approved the punitive demolition of the family home of 1 Palestinian accused of killing an Israeli settler on 12/20/2020. The punitive demolition will displace 7 people: the accused Palestinian, his wife, 3 children, and 2 parents. (HA 2/3)

Israeli prime minister Benjamin Netanyahu appointed retired police major general Aharon Franco to lead efforts to combat violence in Palestinian communities in Israel and said he had allocated $30 million for the efforts. Franco has made degrading comments about Muslims in Israel in the past. The Israeli plan to combat violence in the Palestinian communities includes confiscating weapons and the construction of police and fire stations in several cities and towns. Ayman Odeh of Hadash (The Democratic Front for Peace and Equality) called the plan inadequate and an “election ploy.” (HA 2/4)

3 of the 4 parties in the Joint Arab List announced they will remain on the same slate for the March elections as the more conservative Ra’am (United Arab List) broke with the alliance. The 3 remaining parties in the Joint Arab List are Hadash, Ta’al (Arab Movement for Renewal), and Balad (National Democratic Alliance). Hadash leader Ayman Odeh will continue to lead the slate. The PA said it would pay its civil servants their full salaries for November plus an additional 50 percent as the PA starts repaying its civil servants who have only received 50 percent of their salaries for months. The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. The country’s main embassy will remain in Tel Aviv. The president of the Czech Republic is a proponent of moving the country’s embassy to Jerusalem. The Knesset passes a new law that raises the threshold for entering the parliament from 2% to 3.25% of the vote in a general election. (The bill was previously approved by the cmte. on 3/3.) srael holds parliamentary elections, dealing a significant setback to current PM Benjamin Netanyahu and the Likud-Yisrael Beiteinu joint ticket. The next Knesset will be almost evenly split between the right-wing/religious bloc and centrist/center-left blocs, with the headlines dominated by the rise of centrist party Yesh Atid (‘‘There Is a Future’’) and its leader Yair Lapid. The final tally gives 31 seats to Likud-Yisrael Beiteinu, 19 to Yesh Atid, 15 to a resurgent Labor party, 12 to Naftali Bennett’s Jewish Home, 11 to Shas, 7 to United Torah Judaism, 6 each to Meretz and Tzipi Livni’s party Hatnuah, 4 each to United Arab List and Hadash, 3 to Balad, and 2 to Kadima. Voter turnout overall is high, with the estimated turnout for Palestinian citizens of Israel at 56%, according to figures cited by Army Radio.
