In the West Bank, Israeli forces shoot and injure a Palestinian man with live ammunition in al-Jalama. Israeli forces also shoot and injure a Palestinian man with a baton round in Beita; others suffer tear-gas related injuries. Elsewhere, Israeli forces punitively demolish the family home of a Palestinian prisoner in ‘Urif, displacing 5 people. Israeli forces also seize the roof of a building in Ya’bad, turning it to a military post. Israeli forces arrest 35 Palestinians during late-night raids in and around Awarta, ‘Urif, Sabastia, Bani Na’im, Dura, Bruqin, and Kafl Haris. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, mobile phone services are partially restored in southern Gaza, internet services remain out throughout the entire strip. Israeli forces bomb Khan Yunis, Jabalia refugee camp, al-Bureij refugee camp, Maghazi, Nuseirat, and Beit Lahiya, killing at least 210 people, including 13 from tank shells fired at a UN shelter and 3 at a Red Crescent shelter in Khan Yunis. Israeli forces also use tanks and drones to kill Palestinians fleeing the area around the Nasser Hospital in Khan Yunis. In Lebanon, Hezbollah fires rockets at an Israeli base in Shebaa Farms. More than 25,700 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 63,740 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 364 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,348 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,250 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 153 trucks carrying aid enter Gaza via the Rafah crossing. Prime Minister Netanyahu says at a Knesset session that Israel’s attacks on Gaza “must end with the eradication of the new Nazis.” Heritage Minister Amichai Eliyahu reiterates his call to drop nuclear weapons on Gaza. (HA 1/24)

The Qatari Foreign Ministry says the country is “appalled” by statements by Prime Minister Benjamin Netanyahu, who reportedly called Qatari mediations between Israel and Hamas “problematic.” The foreign ministry says “[t]hese remarks if validated, are irresponsible and destructive to the efforts to save innocent lives, but are not surprising.” Israeli finance minister Bezalel Smotrich claims in response that Qatar supports and funds terrorism. 5 members of the U.S. House of Representatives, led by Rashida Tlaib (D-MI), write letters to the White House and the Government Accountability Office (GAO) asking the GAO to conduct a review of whether U.S. arms transfers to Israel are violating U.S. and international law. (AJ 1/24)

Russian foreign minister Sergey Lavrov says the Arab League should be leading efforts to create a Palestinian state, saying the Quartet “exists no longer” as the U.S. believes it can mediate efforts alone. (AJ 1/25)

16 human rights organizations, including Amnesty International, Oxfam, and Save the Children, send a letter to the UN asking for an end to arms transfers to Israel and armed Palestinian groups. (AJ, HA 1/24)

The Wall Street Journal reports that Israel is demolishing buildings within 0.6 miles of the Gaza fence to expend the buffer zone, citing a study from Hebrew University. According to the study, 40% of buildings located within 0.6 miles of the fence have been demolished. (AJ 1/25)

In the West Bank, Israeli forces demolish a 4-story building in al-Bireh near Ramallah; an agricultural structure in Khirbet al-Marajim near Nablus; and a makeshift residential structure, 3 tents, and 3 agricultural structures in Bardala near Jericho. IDF troops patrol near Hebron, Tulkarm, and Qalqilya. Approximately 50 Israeli settlers throw stones at a Palestinian school in Urif village near Nablus, sparking clashes between their IDF escort and Palestinian students and residents of the area; 1 Palestinian is injured. The IDF reinforces its troops stationed along Gaza’s border with additional tanks, artillery and engineering forces ahead of the planned protests on the other side of the border fence on 10/19. Meanwhile, Hamas announces plans to investigate the rocket fire on 10/17, likely in an effort to reduce tensions ahead of the planned protests on 10/19. (HA, TOI, YA 10/18)

Al-Hayat reports that Hamas and the other factions in Gaza recently agreed to scale back the Great March of Return protests along Gaza’s border fence to help facilitate the Egyptian effort to mediate a long-term Hamas-Israel cease-fire. The deal was reportedly reached on 10/15, before rocket fire and air strikes heightened tensions on 10/17. Meanwhile, a delegation of senior Egyptian officials shuttle between Gaza and Israel throughout the day, negotiating with both Hamas and Israeli officials on a long-term cease-fire and the stalled Palestinian reconciliation process. U.S. secretary of state Mike Pompeo announces that the U.S. consulate general in Jerusalem, which serves Palestinians, is to be merged with the new U.S. embassy in Jerusalem. “This decision is driven by our global efforts to improve the efficiency and effectiveness of our operations,” he says. “We will continue to conduct a full range of reporting, outreach, and programming in the West Bank and Gaza as well as with Palestinians in Jerusalem through a new Palestinian Affairs Unit inside the U.S. Embassy Jerusalem.” (JP, MNA, MNA, REU, TOI, WAFA, YA 10/19)

Israel’s High Court of Justice rules in favor of Lara Alqasem, the U.S. student who the Israeli authorities denied entry into Israel on 10/2 and have detained ever since over her support for BDS. “Since the appellant’s actions do not raise satisfactory cause to bar her to entry to Israel, the inevitable impression is that invalidating the visa given to her was due to the political opinions she holds,” the court’s ruling reads. “If this is truly the case, then we are talking about an extreme and dangerous step, which could lead to the crumbling of the pillars upon which democracy in Israel stands.” (EI, HA, MNA, TOI 10/19)

Along Gaza’s border fence, unidentified Palestinians open fire on Israel Defense Forces (IDF) patrols near Jabaliya refugee camp causing no injuries. Israeli tanks then shell several Hamas posts near the border fence, causing damage. Later, Palestinians fire machine guns across the border into Israel, this time causing minor damage to an Israeli home near Sderot. The IDF then bombs Hamas sites in northern Gaza, including an alleged weapons production facility, causing an unclear amount of damage. Separately, IDF troops violently disperse Palestinians gathering along the border fence to protest and throw stones near al-Bureij refugee camp, Gaza City, and Khan Yunis; 4 Palestinians are injured. In the West Bank, IDF troops violently disperse Palestinians protesting the 5/14 opening of the U.S. embassy in Jerusalem at the Beit El checkpoint; there are no serious injuries. They also arrest 5 Palestinians during late-night raids in and around Bethlehem and Nablus, and patrol in Hebron and near Nablus. Israeli settlers cut down approximately 400 grapevines in a Palestinian vineyard near Hebron. In East Jerusalem, Israeli forces arrest 4 Palestinians during a raid in Silwan. Unidentified parties fire a rocket from Gaza toward Israel. It lands in an open area short of the border, causing no damage or injuries. An IDF tank shells and destroys a Hamas observation post east of al-Maghazi refugee camp. Israeli artillery also target a site east of Gaza City, causing a fire to break out; there is no major damage or injuries. Separately, IDF troops stationed along the border fence arrest 2 Palestinians attempting to cross from Gaza into Israel near Rafah, and open fire on Palestinian lands near al-Bureij refugee camp, causing no damage. In East Jerusalem, approximately 524 Israeli settlers tour Haram al-Sharif in the morning, commemorating the Jewish holiday Sukkot. Some of the settlers reportedly pray at the sanctuary. In the West Bank, the Israeli authorities shut down al-Ibrahimi Mosque in Hebron to Muslim worshippers to make way for Sukkot-related activities at the site. IDF troops arrest 16 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Jerusalem, Qalqilya, Bethlehem, Nablus, Salfit, and Jenin, and patrol near Tulkarm and Hebron. In Israel, approximately 30,000 Palestinians and Israelis gather in Jerusalem to call for a resumption of IsraeliPalestinian peace talks. The Israeli NGO Women Wage Peace organized the demonstration. In Gaza City, 6 senior Hamas mbrs. are killed, 3 bystanders are wounded when a car laden with explosives blows up; Hamas accuses Israel of remote detonating the device, assassinating the men. The IDF clashes with Palestinians in Nablus during a raid on an office building, leaving 3 Palestinians dead, 23 wounded; senior Democratic Front for the Liberation of Palestine (DFLP) mbr. and PLO Exec. Comm. mbr. Taysir Khalid, three other Palestinians are arrested in the raid. In response to the mortar attack on Gilo on 10/18, the IDF sends tanks, bulldozers into Bethlehem, Bayt Jala; occupies 10 Palestinian buildings in Bethlehem (including 2 hotels to house troops), several in Bayt Jala. The incursions spark clashes, which leave 3 Palestinians dead and at least 16 Palestinians, 1 IDF soldier injured. Israeli-Palestinian clashes continue, leaving 5 Palestinians dead. At 1:00 a.m., the IDF sends a bulldozer protected by armored vehicles into Khan Yunis in Gaza to demolish an earthen embankment (see 11/24). PSF officers open fire on the advancing soldiers, who fire heavy machine guns and tanks shells at the camp, killing 4 PSF officers, injuring 43 Palestinians, damaging 10 homes, igniting fires, cutting electricity. During the 9-hr. battle, frightened Palestinian families pile their goods into cars, flee the area. Ubayyat (attended by 10,000 Palestinians), a Palestinian sniper fires on IDF troops outside Rachel's Tomb nearby, killing 1 soldier, wounding another. A small bomb explodes in East Jerusalem, slightly injuring an Israeli border policeman. More than 50 IDF shells fall in the Ramallah area, hitting the PA civil administration building, the PA Central Bureau of Statistics headquarters, the Islamic Elementary School, several apartment complexes and homes. On the 4th day of Palestinian-Israeli clashes, another attempt to secure a cease-fire fails, and rioting spreads to Israeli cities, including Acre, Jaffa, Nazareth, Tel Aviv, and Israeli Arab towns across the Galilee. In Umm al-Fahm, 1 Israeli Arab is shot dead by Israeli police, sparking massive rioting.
