Meanwhile, Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp, causing tear-gas related injuries. 7 Palestinians were arrested, including 4 during late-night raids in Dheisheh refugee camp, Husan, and Kafr al-Labad, and 3 at checkpoints near Salfit and Qalqilya. In East Jerusalem, Israeli forces violently dispersed a protest in Sheikh Jarrah, physically assaulting protesters and confiscating Palestinian flags; 2 were arrested. 1 other was arrested during a late-night raid in Silwan. In Jordan, thousands of Jordanians protested the Jordan-Israel deal to swap energy for water in Amman. The agreement was signed on 11/22 in the UAE and witnessed by U.S. climate envoy John Kerry. (AJ, HA, MEMO 11/26; TOI 11/27)

Israel’s transportation minister Merav Michaeli of Labor said she opposes the Jerusalem Cable Car project in East Jerusalem. The project has been condemned by Palestinians and Israelis and is set to have its final hearing of petitions against it at the Israeli high court of justice on 11/28. Transportation Minister Michaeli said the project does more scenic and political harm than it does good. (HA 11/26)

A bipartisan group of members of the House of Representatives led by Ritchie Torres (D-NY) sent a letter to the Securities and Exchange Commission chairperson Gary Gensler asking him to review if Unilever is complying with US regulation after its subsidiary Ben & Jerry’s chose not to sell its products in West Bank settlements. The UK parliament approved UK home secretary Priti Patel’s decision to designate Hamas, in its entirety, as a terrorist organization. The UK said the designation was part of the country’s fight against anti-Semitism. The inclusion of Hamas in the Terrorism Act means that people expressing support for Hamas could face 10 years in prison. Both Hamas and the PA condemned Home Secretary Patel’s decision. In the West Bank, Israeli settlers and Israeli forces attacked Palestinian journalists filming in the vicinity of the Ariel settlement. Israeli settlers also began construction on a tract of land in ‘Ayn Bus. Israeli forces seized and demolished residential tents in Khirbet Humsa provided by humanitarian agencies to displaced residents after Israeli forces demolished and confiscated and demolished 46 residential structures on 2/1 and 2/3. Israeli forces also demolished 1 water well in al-Mughayyir and 2 residential structures in Khirbet Yarza. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against stop-work orders delivered in al-Twana, leading to tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid near Jenin. Meanwhile, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work near the separation barrier in Barta‘a. 14 Palestinians were arrested, including 13 during late-night raids in and around Jalazun refugee camp, Hebron, Nablus, Qabatiya, and al-Bireh, and 1 was arrested at a checkpoint near Nablus. In East Jerusalem, 4 Palestinian citizens of Israel were arrested at the Haram al-Sharif compound. Israeli prime minister Benjamin Netanyahu pleaded not guilty in response to the corruption charges against him in an Israeli court. Prime Minister Netanyahu was forced to appear in court but left after 30 minutes as the judges excused his absence. (REU 2/7; AJ, AP, AX, CBS, CNN, HA, WP 2/8)

The U.S. said it will rejoin the UN Human Rights Council as an observer after the Donald Trump administration left the UN body, citing anti-Israel bias in 2018. The Biden administration wants to rejoin as a full member at an unset date. (NYT 2/7; TOI 2/8)

In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. Politico publishes a 2/17 letter signed by 11 mbrs. of the U.S. Congress, including Sen. Israel’s Knesset passes a 1st reading of 2 bills that would create economic incentives for settlement growth. The 1st would reduce bureaucratic restrictions on home purchases in settlements, preventing settlers from paying taxes to both the govt. and the Civil Admin. The 2d would entitle settlers to tax breaks as long as they are eligible for a grant promoting capital investment. (HA 3/29)

In East Jerusalem, Israeli forces shoot and injure a Palestinian youth during clashes in Qatanna n. of the city. In the West Bank, IDF troops shoot and injure a Palestinian driver after he allegedly rams his car into a group of Israeli security forces at a junction nr. Nablus, injuring 4. They also violently clash with Palestinian protesters at Palestine Technical University in Tulkarm (the IDF maintains a shooting range close to the university and blocked administrators from building a wall to deter violent protests at the range last mo.), w. of Qalqilya, and outside a settlement nr. Ramallah, injuring 16 Palestinians. The IDF assaults 1 Palestinian and arrest 19 others during raids and house searches in Jenin r.c.; 4 villages, Qaddura r.c., and Qalandia r.c. nr. The Israeli crackdown on the oPt amid the ongoing wave of violence continues. IDF troops clash with stone-throwing Palestinians outside a settlement nr. Ramallah and along Gaza’s border e. of Khan Yunis, injuring 4. Meanwhile, the IDF patrols in 1 village each nr. Jerusalem and Jenin, sparking clashes with stone-throwers (2 Palestinians are injured with live ammunition); conducts raids around Jenin and patrols across the West Bank. Masked assailants assault Palestinian Legislative Council mbr. Mustafa Barghouti in Ramallah, shouting “let the intifada protect you” and causing minor injuries before fleeing the area. The PA then launches an investigation into the attack. Israeli settlers continue assaults on Palestinians and their property, damaging a Palestinian greenhouse nr. Jenin; setting fire to a car in East Jerusalem and leaving price-tag graffiti nr. the scene. In Israel, an Israeli rabbi succumbs to injuries sustained on 11/18/2014 when 2 Palestinians attacked a synagogue in West Jerusalem, bringing the number of Israelis killed in the attack to 6. Israel’s High Court of Justice issues an injunction temporarily freezing the punitive demolitions of 7 West Bank homes of Palestinians accused of serious crimes against Israelis in recent mos. The demolition orders were delivered on 10/14 (the court will reject petitions calling for indefinite suspension of 6 of the demolitions on 11/12, effectively allowing them to go forward). U.S. secy. of state Kerry meets with Israeli PM Netanyahu in Berlin to discuss a series of proposals to quell the ongoing violence in Israel and the oPt. Kerry says he is “cautiously optimistic” about the proposals discussed, and says that he will bring them to Jordan’s King Abdullah and PA pres. Abbas on 10/24. (HA, JP, NYT, TOI 10/22)

Following 3 days of clashes in East Jerusalem, Israeli PM Netanyahu announces that “a modification of the rules of engagement will be examined as well as the establishment of a minimum penalty for those who throw stones”. In East Jerusalem, Israeli police assault 2 Islamic Waqf guards and a number of Palestinian women at Haram al-Sharif after they attempt to confront several right-wing Jewish activists in the sanctuary. They also arrest 3 Palestinians in the Old City. In Gaza, unknown assailants fire a rocket toward Israel, and it falls short of the border nr. Dayr al-Balah. Meanwhile, the Israeli authorities permit 500 Palestinian farmers to access their land (3,500 to 4,000 dunams, or 863 to 988 acres) along the border with Israel, from which they have been barred for 15 years. In the West Bank, IDF troops conduct late-night raids and house searches in and around Hebron, arresting 6 Palestinians and issuing arrest summons to 1; patrol nr. Hebron and Ramallah during the day. In the West Bank, thousands of Palestinians march in Duma, nr. Nablus, in solidarity with the victims of the 7/31 arson attack in the village. Israeli forces erect mobile checkpoints outside the village to stop the march, sparking clashes in the evening; there are no serious injuries. IDF troops assault 1 Palestinian each in c. Hebron and Bethlehem; conduct late-night raids and house searches in 2 villages nr. Nablus, arresting 2 Palestinians; patrol during the day in 3 villages nr. Hebron. Israeli settlers return to the evacuated Sa-Nur settlement, harassing Palestinians in the area; throw rocks at a Palestinian bus s. of Hebron, causing minor damage. In the West Bank, Israeli forces violently disperse around 300 Israeli settlers in the Beit El settlement protesting the High Court’s 7/26 injunction on building in the settlement and its order for 2 residential buildings to be demolished by 7/30; 2 settlers are arrested. The settlers throw stones at empty Palestinian vehicles in the area. A separate group of over 200 Israeli settlers reoccupies the Sa-Nur settlement outpost nr. Netanyahu meets with Cypriot pres. Anastasiades in Cyprus and, according to PA sources, Anastasiades reportedly outlines a new European and Cypriot initiative to restart the Israeli-Palestinian peace negotiations . The PA sources say that Anastasiades discussed the initiative with PA pres. Abbas on 7/27, and it includes an invitation for Netanyahu and Abbas to separately address EU leaders in Brussels at a future summit. (JP 7/27; JP, MNA, REU, TOI 7/28)

The U.S. Parole Commission announces that imprisoned Israeli spy Jonathan Pollard’s parole has been approved and that he will be released from prison on 11/21, having completed a 30-year sentence after being convicted of passing military intelligence to Israel in 1985. Pollard will be required to stay in the U.S. for 5 years after his release. Israel’s Defense Ministry lifts its gag order on the news of 2 Israeli civilians—a Palestinian bedouin and a Jewish Ethiopian—allegedly being held in Gaza. The Israeli govt. holds Hamas responsible for the men and reportedly lifts the order in the hope that it might lead to negotiations over their release. Hamas does not confirm it is holding the men.
