Meanwhile, Israeli forces raze 500 dunams (approximately 123 acres) of Palestinian land near Nablus and cut down dozens of Palestinian trees near Hebron. Israeli border police arrest a Palestinian carrying pipe bombs into an Israeli military court near Nablus. IDF troops arrest 11 Palestinians during late-night raids in and around Hebron, Ramallah, Qalqilya, and Bethlehem; and patrol near Tulkarm and Hebron. Two PIJ engineers are killed and tens of bystanders are injured in an explosion in Umm al-Nasr village near Bayt Lahiya in northern Gaza. PIJ initially accuses Israel of targeting the engineers with a drone strike. An IDF spokesperson denies any Israeli involvement, and PIJ later says that the explosion was an accident and that the 2 men mishandled explosives. Separately, unidentified parties fire 2 rockets from Gaza toward Israel late at night; 1 falls short of the border and the other lands in an open area in southern Israel, causing no damage or injuries. For a 6th day in a row, Palestinians across the oPt and Israel gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (protests have steadily declined in size since 12/8). IDF troops violently disperse them in Tulkarm, Bethlehem and nearby al-‘Arub refugee camp, and along Gaza’s border near Gaza City, Khan Yunis, and Rafah; 14 Palestinians are injured. Meanwhile, an elderly Palestinian woman suffers a fatal heart attack late at night when Israeli soldiers raid her home near Jericho. They also shoot and seriously injure a Palestinian they claim was attempting to stab Israeli soldiers outside the Ariel settlement. An IDF spokesperson later states that the Palestinian was not carrying a knife, but was among a group that was “suspected of an attempt to attack on the border.” Meanwhile, IDF troops arrest a Palestinian youth in central Hebron, allegedly after he is found to be carrying a knife; arrest 34 Palestinians during late-night raids in and around Ramallah, Hebron, Nablus, Tubas, Jenin, and Tulkarm; and patrol near Tulkarm, Salfit, and Nablus. In East Jerusalem, Israeli forces arrest 19 Palestinians during late-night raids in Issawiyya and Silwan. Unidentified parties fire a rocket from Gaza toward Israel. It lands in an open area short of the border, causing no damage or injuries. An IDF tank shells and destroys a Hamas observation post east of al-Maghazi refugee camp. Israeli artillery also target a site east of Gaza City, causing a fire to break out; there is no major damage or injuries. Separately, IDF troops stationed along the border fence arrest 2 Palestinians attempting to cross from Gaza into Israel near Rafah, and open fire on Palestinian lands near al-Bureij refugee camp, causing no damage. In East Jerusalem, approximately 524 Israeli settlers tour Haram al-Sharif in the morning, commemorating the Jewish holiday Sukkot. Some of the settlers reportedly pray at the sanctuary. In the West Bank, the Israeli authorities shut down al-Ibrahimi Mosque in Hebron to Muslim worshippers to make way for Sukkot-related activities at the site. IDF troops arrest 16 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Jerusalem, Qalqilya, Bethlehem, Nablus, Salfit, and Jenin, and patrol near Tulkarm and Hebron. In Israel, approximately 30,000 Palestinians and Israelis gather in Jerusalem to call for a resumption of IsraeliPalestinian peace talks. The Israeli NGO Women Wage Peace organized the demonstration. In the West Bank, Israeli forces demolish the 2d floor of a Palestinian residential building in al-Za’ayem village near Jerusalem. IDF troops arrest 8 Palestinians, issue 1 arrest summons, and confiscate 1 car during latenight raids in and around Bethlehem, Hebron, Jenin, and Nablus, and patrol near Hebron and Qalqilya. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Sur al-Bahir. On 3 separate occasions, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp off Gaza’s coast. They arrest 2 fishermen and confiscate 1 boat. PA pres. Abbas tells Hamas leader Haniyeh by phone that he is “satisfied with the atmosphere” created by Hamas’s 9/17 pledge to dissolve its administrative committee in Gaza. He also promises to follow up when he returns from his trip to the UNGA in New York this week. (TOI, WAFA 9/18)

On the sidelines of the UNGA in New York, U.S. pres. Trump meets with Israeli PM Netanyahu to discuss the 7/14/2015 Iran nuclear deal and the Palestinian-Israel peace process. In a joint press conference, Trump says he still believes there is a “good chance” Palestinian-Israeli peace will happen. Netanyahu, for his part, focuses his remarks on Iran. After the meeting, the White House releases a statement saying that Trump and Netanyahu discussed their “continuing efforts to achieve an enduring Israeli-Palestinian peace agreement, the optimism in the region about peace, and expanding economic opportunities to improve conditions for peace.” (HA, NYT, TOI 9/18; HA, TOI 9/19)

Also in New York, Netanyahu publicly meets with Egyptian pres. Abdel Fattah al-Sisi for the first time. They discuss ways to resume Palestinian-Israeli peace talks, according to the Egyptian embassy in Washington. (HA 9/18; HA, YA 9/19)

The U.S. military opens its first base on Israeli soil in the Negev. The base will house dozens of U.S. soldiers, who will operate a large ballistic missile radar system. (HA, YA 9/18)

PA minister of education Sabri Saidam visits the Jubbet al-Dhib school that the IDF dismantled on 8/22 and 9/9 to celebrate its rebuilding and opening. Elsewhere in the West Bank, Israeli forces confiscate machinery from a Palestinian farm near Tubas. Palestinians throw stones at Israeli forces on patrol in Tulkarm and nearby Nur Shams refugee camp, sparking minor clashes; there are no serious injuries. IDF troops arrest 11 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, and Ramallah, and patrol near Hebron. In East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking minor clashes with Palestinian youths; there are no serious injuries. They also arrest 5 Palestinians during raids in Silwan. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp on 2 separate occasions, causing no damage or injuries. In Cairo, Hamas leader Ismail Haniyeh chairs the first meeting of Hamas’s top officials since their election earlier this year (see JPS 46 [4] and 47 [1]). They discuss relations with Egypt, the possibility of reconciliation with Fatah, and their regional position. Several Hamas officials then meet with top Egyptian security officers to discuss the Rafah border crossing and other bilateral issues. (TOI 9/10; TOI 9/11)

IDF troops shoot and kill a Palestinian at al-Jaba‘ checkpoint nr. Ramallah after he allegedly attempts to stab 1 of them. After the incident, the IDF raids the alleged attacker’s home in al-‘Izzariya and arrests his father. Elsewhere in the West Bank, Israeli forces begin leveling land nr. Nablus to expand settlement infrastructure in the area. IDF troops arrest 2 Palestinians during late-night raids nr. Hebron. A day after the Israeli authorities began cutting the electricity supply to Gaza, a Hamas-affiliated source says that the Egyptian govt. has agreed to ship diesel fuel into the region via the Rafah border crossing to allow Gaza’s sole power plant to resume operations for a limited time. It’s unclear if the shipments are linked to a rumored agreement between Egypt and Hamas earlier this mo. (HA, TOI 6/20)

Israeli forces begin construction on Amichai, a new settlement to house residents of the illegal Amona outpost, which was demolished in early 2/2017 (see JPS 46 [3, 4]). Amichai is reportedly the 1st settlement built officially by the Israeli govt. in 25 years. (HA, MNA, TOI 6/20)

Israeli forces shoot and kill a Palestinian citizen of Israel (PCI) and injure 2 others amid late-night clashes sparked by an arrest raid in Kafr Kassim. In the West Bank, IDF troops conduct raids in Nabi Salih nr. Ramallah, sparking minor clashes with stone-throwing residents (1 Palestinian is injured); arrest 7 Palestinians, and issue 2 arrest summons during additional raids nr. Hebron, Bethlehem, and Salfit; and patrol nr. Qalqilya and Hebron. In East Jerusalem, Israeli forces arrest 4 Palestinians during late-night raids in Shu‘fat r.c. and the Old City. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr. Jabaliya r.c. and Juhur al-Dik. They also violently disperse Palestinians protesting the Israeli blockade nr. Jabaliya r.c., Khan Yunis, and Rafah; 3 Palestinians are lightly injured. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bahrain, Egypt, Saudi Arabia, and the United Arab Emirates sever economic and diplomatic ties with Qatar, citing Doha’s support for so-called terrorist groups, including Hamas, inter alia. Israeli forces arrest a Palestinian at a checkpoint in Shu‘fat r.c. after he allegedly attempts to stab 1 of them, causing no injuries. In the West Bank, 3 Israeli settlers go missing in the Hebron region. The IDF then shuts down checkpoints and conducts raids across the region, including in al-‘Arub r.c. nr. Hebron, where they spark minor clashes; 2 Palestinians are injured. Meanwhile, further IDF raids nr. Qalqilya spark clashes with stone-throwing Palestinians; there are no serious injuries. The IDF arrests 8 Palestinians during late-night raids nr. Tulkarm, Ramallah, Hebron, Nablus, and Bethlehem; and patrols nr. Nablus and Hebron throughout the day. An Israeli settler driver rams a Palestinian child in Yatta village nr. Hebron, moderately injuring him. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no injuries or damage. In Gaza, Hamas forces arrest several local Fatah leaders across the region and issue arrest summons to a number of others. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. The announcement comes absent a High Court ruling, but after a hearing at the court, in which the justices appeared to support Adalah’s position. Previously, lawyers were only given access to prisoners at Ofer and Ashqelon Prisons. (HA, JP, WAFA 5/3; MNA 5/5)

Elsewhere in the West Bank, they arrest 2 Palestinians during raids nr. Hebron; and patrol nr. Hebron and Nablus. Israeli settlers hang dozens of Israeli flags on the walls of al-Ibrahimi Mosque in c. Hebron in commemoration of Israel’s Independence Day, which starts in the evening. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in al-Tur. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Dayr al-Balah and again nr. In Doha, Hamas unveils a new platform, titled “Document of General Principles and Policies,” including provisions accepting the notion of a Palestinian state with borders based on the pre-1967 armistice lines and calling for resistance to Israel, rather than a war against Jews. Marking Palestinian Prisoners’ Day, approx. 1,500 Palestinian prisoners embark on a mass hunger strike organized by Fatah leader Marwan Barghouti under the banner of “freedom and dignity”. Meanwhile, thousands of Palestinians gather across the West Bank and East Jerusalem to mark Palestinian Prisoners’ Day and show solidarity with the hunger strikers. Israeli forces violently disperse protests outside the Ofer Prison nr. Ramallah, in Bethlehem, and in Abu Dis and al-‘Izzariya, arresting 4 Palestinians and injuring at least 11. A Hamas fighter dies in a tunnel collapse along Gaza’s border. No details about his death are made public. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In the West Bank, IDF troops raid 2 bookstores in Hebron overnight, confiscating materials and sealing them off in response to alleged incitement. The IDF also shuts down the entrances to Tell village s. of Nablus, following reports of stone throwing in the area; arrests 3 Palestinians during late-night raids nr. The Egyptian authorities refuse senior Palestinian Authority (PA) official Jibril Rajoub entry into Egypt for an Arab League meeting on terrorism and extremism. Rajoub does not respond publicly; the Palestinian delegation withdraws from the meeting in protest. Egyptian officials will later say that Rajoub’s name was on a no-entry list, but will not give any further explanation. (HA, REU 2/28; ALM 3/10)

Along Gaza’s border, unidentified Palestinians open fire on Israeli forces doing maintenance work on the border fence nr. Rafah, hitting a military vehicle and causing minor damage. In response, IDF troops and artillery fire on a Hamas post along the border, causing an unspecified amount of damage. Earlier in the day, Israeli forces conducted a limited incursion to level land nr. Khan Yunis. In the West Bank, IDF troops violently suppress a Palestinian demonstration in Bethlehem calling for the Israeli authorities to return the corpses of slain Palestinians; there are no serious injuries. They also arrest 14 Palestinians during late-night raids nr. Ramallah and Hebron, and patrol nr. Hebron and Qalqilya during the day. In East Jerusalem, Israeli forces arrest 9 Palestinians during raids in Jabal Mukabir and Hizma, and assault and arrest 2 Palestinian youths in Silwan. Representatives from more than 70 countries, including U.S. secy. of state Kerry, gather in Paris for a conference aimed at restarting Israeli-Palestinian peace talks. After reportedly intense negotiations, the conferees unanimously agree to a joint declaration calling on both the Palestinians and Israelis to officially restate their commitments to a 2-state solution and to demonstrate that commitment through policies and actions. Conferees also welcome the prospect of closer cooperation between the Middle East Quartet and the Arab League; and agree to meet again within a year; inter alia. The Israeli govt. and the PA agree to restart the Joint Water Comm. after 6 years of inactivity. The comm. will discuss allocating additional water to the West Bank and Gaza, increasing water sources with new drilling, environmental issues, agricultural water use and other hydrological matters. The agreement also gives the PA autonomy to deal with select water projects in the West Bank. (JP, YA 1/15; JP 1/17)

Israel’s security cabinet grants Israeli banks dealing with Palestinian banks immunity from terrorism-related lawsuits in Israel and indemnity from similar suits filed abroad. Two Israeli banks have threatened to end partnerships with Palestinian banks because of the prospect of litigation in the U.S. (HA, TOI 1/22)
