In the West Bank, Israeli settlers assaulted 3 Palestinians in Burqa and threw stones at vehicles and homes in the town. Israeli forces closed the main road between Nablus and Qalqilya, impeding Palestinian movement. Israeli forces also leveled 3 dunams (0.75 acres) of land planted with olive trees near Wadi Rahal. 24 Palestinians were arrested during late-night raids in Silwad, Ramallah, Huwwara, Qalqilya, Ya‘bad, Yatta, Sa‘ir, and Bani Na‘im. In East Jerusalem, 5 Palestinians were arrested during raids. In Gaza, Israeli forces opened fire at Palestinians east of Khuza‘a and Maghazi; no injuries were reported. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards. The PA will not hand over the bullet to Israel, as Israel had requested. The PA handed a copy of its investigation to the U.S. (AJ, AP, AX, HA, REU, WAFA, WAFA 5/26)

PA president Mahmoud Abbas appointed PA minister for civil affairs Hussein al-Sheikh the new secretary-general of the PLO Executive Committee. The position of secretary-general had been vacant since Saeb Erakat passed due to complications from the COVID-19 virus on 11/10/2020. (HA, MEE, WAFA 5/26)

Al Jazeera said it was preparing a file to be sent to the ICC pertaining to the Israeli killing of its journalist Abu Akleh and the Israeli bombing their offices in Gaza in May 2021. (AJ, MEE, REU 5/26; AP, HA 5/27)

The Iraqi parliament approved a law criminalizing the normalization of Israel, with 275 out of 329 votes in favor. The law applied to all Iraqi citizens, state and independent institutions, and foreigners working in Iraq. Violations of the law can be punishable by death sentences or life imprisonment. 83 Democrats in the U.S. house and senate signed a letter to U.S. secretary of state Antony Blinken urging him to intervene against Israeli plans to forcefully displace more than 1,000 Palestinians living in Masafer Yatta, an area Israel has converted into a firing zone. The letter underscored that the Israeli move “could further undermine efforts to reach a two-state solution” and contravenes international law. (ALM, HA 5/26; MDW, MEE, WAFA 5/27; TOI 5/31)

The U.S. company Meta, which operates Facebook, turned down an Israeli request to block a Facebook page Israel claims is “clearly linked to Hamas.” Meta said that the Israeli claim did not hold any merit. (HA 5/26)

In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. In Israel, Israel said it had shot down a drone entering Israeli air space from Lebanon, claiming it was operated by Hezbollah. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. It was Prime Minister Bennett’s 1st visit to an Israeli settlement outside of East Jerusalem since he took office. The PA denounced Bennett’s trip. (HA 5/17)

PA civil affairs minister Hussein al-Sheikh met with Russian foreign minister Sergei Lavrov and deputy foreign minister Mikhail Bogdanov in Moscow. Deputy Foreign Minister Bogdanov met with a Hamas delegation in Moscow earlier this month. (WAFA 5/18)

Israel’s public security minister Omer Bar-Lev decided to allow Israeli settlers and right-wing activists to march through the Damascus Gate plaza and the Muslim quarter of the Old City on “Jerusalem Day” on 5/29. Prime Minister Bennett spoke to French president Emmanuel Macron. According to the official French readout of the conversation, President Macron expressed concern about Israel’s decision to advance 4,000 settlement units and urged Israel to swiftly investigate the killing of Al Jazeera journalist Shireen Abu Akleh on 5/11. In the West Bank, Israeli forces prevented Palestinian farmers from working their land in al-Diyouk al-Tahta and Khirbet Humsa, confiscating 1 tractor in Khirbet Humsa and demolishing 1 fence and 1 storage room in al-Diyouk al-Tahta. Israeli forces also delivered demolition notices for 3 poultry sheds in Ya‘bad. 16 Palestinians were arrested during late-night raids in Beitunia, al-Bireh, Jenin, Halhul, Tulkarm refugee camp, Qalqilya, and Bethlehem. In East Jerusalem, Israeli forces violently dispersed the funeral procession for 1 Palestinian man who, on 5/14, succumbed to injuries sustained by Israeli forces at the Haram al-Sharif compound on 4/22; 1 Palestinian man was resuscitated after being shot by Israeli forces using a baton round, some 70 were injured, including 13 that were taken to hospitals, and 20 were arrested. 11 journalists were prevented from covering the event. Israel said 6 police officers were lightly injured by stone throwing. Israeli forces also arrested 1 of the pallbearers who was attacked by Israeli police during the funeral procession for Shireen Abu Akleh on 5/13. U.S. congressperson Rashida Tlaib (D-MI) introduced a resolution to the U.S. House to recognize the Nakba. The resolution was co-sponsored by Betty McCollum (D-MN), Marie Newman (D-IL), Ilhan Omar (D-MN), Alexandria Ocasio-Cortez (D-NY), Jamaal Bowman (D-NY), and Cori Bush (D-MO). The Intercept reported that 2 U.S. congresspeople André Carson (D-IN) and Lou Correa (D-CA) were circulating a letter demanding that the FBI investigate the 5/11 killing of Abu Akleh, who was an American citizen, in the West Bank. In the West Bank, Israeli settlers raided Palestinian farmlands south of Hebron, leading to a confrontation between Israeli activists assisting Palestinians in protecting their lands and Israeli forces. 1 Israeli activist was headbutted by an Israeli soldier. Israeli settlers also threw stones at Palestinian vehicles near the Za‘atra checkpoint. Elsewhere, Israeli settlers blocked the Nablus-Ramallah road near Sinjil. Israeli settlers also unleashed dogs on Palestinians in Wadadi, causing injuries to 2 Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in ‘Azzun. Israeli forces later violently dispersed the funeral procession for the Palestinian killed earlier in the day, injuring 2 with live ammunition. Israeli forces also took measurements for punitive home demolitions in Qarawat Bani Hassan of the family homes of 2 Palestinians accused of killing 1 Israeli settlement guard at the Ariel settlement on 4/29. 3 Palestinians were arrested in Qarawat Bani Hassan and 10 were arrested at the Qalqilya checkpoint after returning to the West Bank from East Jerusalem. In Israel, Israeli police arrested the imam at the Great Mosque in Lydda, Sheikh Yusuf Albaz, claiming he had incited violence. Israel prevented the director of Addameer Sahar Francis from boarding a plane at the Ben-Gurion Airport. Director Francis, who is an Israeli citizen, was travelling to participate in the World Social Forum in Mexico via the U.S. Addameer was declared a terrorist organization by Israel in 10/2021. Police in Berlin banned all pro-Palestinian protests until 5/2, saying that anti-Semitic statements were made by some protesters at demonstrations on 4/22 and 4/23. (MEE, MEMO 4/30)

In the West Bank, Israeli settlers attacked Palestinians working their land near Sinjil. Israeli settlers also assaulted Palestinian shepherds near Kisan. Elsewhere, Israeli settlers blocked a road between Nablus and Qalqilya.

In East Jerusalem, Israeli forces violently dispersed Palestinians protesting an incursion by Israeli settlers at the Haram al-Sharif compound; 30 were injured by baton rounds and tear gas.

In Gaza, 5 rockets were fired at Israel; 4 of them were intercepted and 1 caused damage to a house in Sderot. Israel subsequently conducted air strikes, causing damage to several homes in al-Bureij refugee camp, Gaza City, and Nusseirat refugee camp. U.S. acting assistant secretary of state for Near East affairs Yael Lempert and deputy assistant secretary for Israeli and Palestinian affairs Hady Amr met with PA president Mahmoud Abbas and Israeli foreign minister Yair Lapid in separate meetings in an effort to calm the situation surrounding the Haram al-Sharif compound, where Israeli forces have attacked Palestinian worshippers for a week, including in al-Aqsa Mosque. The Arab league slammed Israel for interfering with Muslims’ rights to worship at the Haram al-Sharif compound and criticized the Israeli government for continuing to allow Jewish people to worship at the Holy site. The statement was released after a meeting of Arab League foreign ministers in Jordan from the UAE, Morocco, Tunisia, Algeria, Saudi Arabia, Qatar, Egypt, Jordan, and the PA. (AJ, REU, WAFA 4/21)

Israeli forces also demolished 1 fence in Jericho. 24 Palestinians were arrested during late-night raids in Silwad, Beitin, Ein Yabrud, Bayt Rima, Qalqilya, Jaba‘, Dayr Abu Da‘if, Dheisheh refugee camp, and As-Samu; Israeli forces violently dispersed Palestinians protesting the raid in Dheisheh refugee camp, injuring 1 with live ammunition. The Knesset passed a bill amending the citizenship law to ban Palestinians from the West Bank and Gaza married to Israeli citizens from obtaining Israeli residency or citizenship. The bill passed 45–15, with the United Arab List and Meretz in the government coalition opposing it. Prominent Palestinian lawyer and activist Salah Hamouri was placed in administrative detention after arrest on allegations of being a member of the PFLP. Hamouri, who lives in East Jerusalem, was 1 of the 6 Palestinians who in November 2021 discovered that his phone was infected with Pegasus spyware from the Israeli NSO Group. Israeli foreign minister Yair Lapid met with Jordan’s king Abdullah II in Amman. King Abdullah II called for Israel to preserve the status quo of the holy sites in Jerusalem and to establish a Palestinian state with East Jerusalem as the capital along the 1967 borders. The U.S. Senate passed a $1.5 trillion omnibus spending bill, including $1 billion of “emergency” Iron Dome missile defense system funding to Israel. The House and Senate tried to pass the standalone bill for the Iron Dome funding to Israel, but the military aid was consistently blocked from being fast-tracked by senator Rand Paul (R-KY). Also in the omnibus spending bill was an additional $3.3 billion in military aid on top of the $1 billion for Iron Dome spending, and $500 million for missile-defense partnerships between the U.S. and Israel. Additionally, the bill included funding for the Israel Relations Normalization Act, $219 million in aid to Palestinians in the West Bank and Gaza via the Economic Support Fund, $40 million in security assistance to the PA, and $50 million for the Middle East Partnership Act. In the West Bank, 1 Israeli settler was injured in a stabbing incident in Hizma; Israel claimed the man was stabbed by a Palestinian; 1 Palestinian man was arrested on 3/3 for the stabbing and for a different stabbing of an Israeli settler on 3/3. Israeli settlers attacked Palestinians and Israeli soldiers near the Homesh settlement outpost, throwing stones at Palestinian cars and assaulting Israeli soldiers; 8 Israeli settlers were arrested. Israeli settlers also attacked Palestinian farmers near Kisan, threatening Palestinians picking gundelia plants in Khirbat Makhul and forcing them to leave. Israeli forces violently dispersed the funeral procession for 1 Palestinian killed by Israeli forces on 3/1 in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces also fired a tear gas canister into a schoolyard in Tell, causing tear-gas related injuries. Elsewhere, Israeli forces delivered stop-work orders for 3 houses in al-Juwaya. The PA closed the Christian organization Beit Al Liqa in Bethlehem for a week while it probed an event at the organization where prominent Israeli settler and former MK Yehuda Glick was present. Beit Al Liqa claimed that it was not aware of who Yehuda Glick was when he participated in the event and that he did not introduce himself to the organizers. (MEMO 3/3)

German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. Prime Minister Bennett said that the 2 had agreed to a new strategic partnership, which Bennett called a “big upgrade” in the 2 countries’ relations. Chancellor Scholz was also scheduled to meet with PA and Jordanian representatives in the West Bank and Jordan, but cut his visit to the region short. (AP, HA, HA, REU 3/2)

The Jewish Agency said that that up to 10,000 Ukrainian immigrants could arrive in Israel to seek Israeli citizenship based on their Jewish heritage. The Jewish Agency said that 5,000 Ukrainians had contacted the agency since Russia’s invasion of Ukraine on 2/24. 30,000 Ukrainian Jews immigrated to Israel between 2014 and 2018 after Russia annexed Crimea and fomented insurgencies in eastern Ukraine. The World Zionist Organization said on 2/27 that it wants to erect 1,000 portable structures for Ukrainian immigrants in the West Bank, the Golan Heights, and Israel. In the West Bank, 1 Israeli settler hit 1 Palestinian child with his car near Qalqilya, causing the child to be treated at a hospital in Israel for his injuries. Israeli settlers with military escort also demonstrated near Beita. Israeli left-wing activists were also demonstrating against the settlers who want to reopen the Evyatar settlement outpost near Beita. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 7 with rubber-coated bullets and 87 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3, including 1 child with live ammunition and 2 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 16, including 2 with rubber-coated bullets, the rest with tear gas. In East Jerusalem, UN officials met with the Salem family who are threatened by eviction in Sheikh Jarrah, calling on Israel to stop all evictions in East Jerusalem. In Israel, Israel said a drone crossed from Lebanon into Israel but that it lost radar contact with the drone shortly after. Hezbollah said it had flown a reconnaissance drone over Israel for 40 minutes. Later, Israel violated Lebanese air space by flying 2 low-flying fighter jets over Beirut. Patriarch of the Orthodox Church of Jerusalem Theophilos III, Custos of the Holy Land Francesco Patton, and Armenian Patriarch of Jerusalem Nourhan Manougian wrote a letter to Israel’s environmental protections minister Tamar Zandberg, requesting that she stop plans to expand the Jerusalem Walls National Park. The plans would expand the park into the church properties on the Mount of Olives. The 3 Christian leaders called the plans “a brutal measure that constitutes a direct and premeditated attack on the Christians in the Holy Land,” saying “we cannot help but feel that various entities are seeing to minimize, not to say eliminate any non-Jewish characteristics of the Holy City by attempting to alter the status quo on this holy mountain. They have failed due to the objection and lack of cooperation from the Churches. After their attempts failed, they resorted to statutory powers by advancing a plan to declare vast parts of the mountain as a national park.” The proposal to expand the park was scheduled to be heard at the Jerusalem Municipality’s local planning and construction committee on 3/2. In the West Bank, Israeli forces seized equipment worth around $30,000 in a quarry near Beit Fajjar, Israeli forces had earlier in the day sealed off a road leading to the quarry. Israeli forces also set up mobile structures on Palestinian-owned land in Khirbat Humsa. Elsewhere, Israeli forces demolished 3 Palestinian-owned structures near al-Ramadin; 1 Palestinian journalist working for WAFA was assaulted and another Palestinian was detained during the demolition. Israeli forces also demolished 25 produce stands near al-Jalama checkpoint north of Jenin. 32 Palestinians were arrested during late-night raids, including 21 in al-Am‘ari refugee camp, 1 Palestinian was also was bitten by a police dog. PA forces opened fire at a sit-in protest in front of the education directorate headquarters in Tubas, injuring 2 with live ammunition bullet shrapnel. The Palestinian students were peacefully protesting in Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus, demanding that parts of the matriculation exams are removed due to the COVID-19 virus. The Tubas governor said that an investigation into the incident was underway and that it was the action of 1 individual. 11 others were arrested during late-night raids in Qalqilya, Qatanna, Tuqu‘, and Sa‘ir. In East Jerusalem, Israeli forces punitively demolished the family home, in Shu‘fat refugee camp, of 1 Palestinian man who was killed after killing 1 Israeli settler and injuring 4 others in the Old City on 11/21/2021. In Gaza, Israeli forces made incursions and leveled agricultural land east of Khan Yunis and north of Bayt Lahiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of the shore; no injuries were reported. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. The Jerusalem Media and Communications Center released a survey conducted in October with 715 participants from the West Bank and East Jerusalem and 485 from Gaza. The survey found that support for a 2-state solution had dropped from 39% in April to 29% and support for a 1-state solution had increased from 21.5% to 26%. A large discreptency was found between the West Bank and Gaza. In the West Bank, 30% supported a 1-state solution—more than the support of a 2-state solution—while in Gaza, 20% supported a 1-state solution and 38%, a 2-state solution. The survey also found 70% of respondents wanted a new date for general elections and 42% said that they did not plan to participate. 34% would vote for Fatah at PLC elections (highest among Palestinians in Gaza), 10% for Hamas, and some 34% said that they would not vote. The tech company Apple said it had filed a lawsuit against NSO Group and its parent company OSY Technologies for its hacking of Apple users’ phones with the Pegasus software. Israel handed over the corpse of a Palestinian boy to the PA. It later recognized that it mistakenly handed over a corpse it did not intend to and would deliver the intended body soon. The deceased Palestinian it intended to hand over to the PA was a Palestinian minor who was shot and killed by Israeli forces on 10/14. Israel said it would return intended corpse on 11/20. UK home secretary Pitri Patel announced that she had “taken action to proscribe Hamas in its entirety” as a terrorist organization. The decision will mean that anyone expressing support for Hamas or holding a meeting for the group can receive up to 10 years in prison. Home Secretary Patel’s decision still needs parliament approval. Patel said the decision was linked to combatting anti-Semitism in the UK. Hamas criticized the decision, saying that the UK chose to align itself with Israel’s occupation rather than apologizing for the Balfour Declaration and British imperialism. The PA said the decision will make Palestinians’ reconciliation efforts more complicated and undermines Palestinian democracy. The UK along with the EU had already designated Hamas’s military wing as a terrorist organization. The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. Israel’s Central Command extended defense minister Benny Gantz’s order to declare 6 Palestinian rights organizations “terror groups,” from 10/22, to the West Bank. The extension to the West Bank, where the 6 Palestinian rights organizations operate, means that the Israeli military will be able to arrest their employees, raid their offices, and confiscate their equipment. According to statistics from the Israeli ministry of defense, 8 Palestinians have been killed in 2021 during protests in the West Bank by Israeli soldiers using the Ruger rifle, which Israel uses as a crowd-dispersal tool. In comparison, 1 Palestinian was killed by Israeli soldiers using the Ruger rifle in 2020 and a total of 12 were killed by soldiers using the rifle between 2016 and 2021, according to the Israeli  data. The statistic was released as part of a parliamentary question by Gaby Lasky of Meretz (Vigor), who argued that Israeli forces should stop using the weapon at Palestinian demonstrations. (HA 11/7)

The resolution calls the decision repressive and anti-democratic. The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. The EU noted that Israel in the past has misled the EU in saying it was funding terrorist-supporting rights groups. 12 European countries, including Germany, Denmark, Belgium, Finland, France, Ireland, Italy, the Netherlands, Poland, Spain, Sweden, and Norway released a joint statement, calling on Israel to reverse its decision from 10/27 to advance plans for new Israeli settlement units in the West Bank. 2 Israeli settlers, both minors, were indicted for partaking in an attack on Palestinians and their property in Khirbet al-Mufkara on 9/28. The younger of the 2, a 15-year-old, was charged with attempted assault and rioting that damaged property. The older, a 17-year-old, was charged with aggravated assault of a public servant, an Israeli soldier. Palestinian residents said that around 100 settlers raided the village for some 30 minutes. Peace Now reported that Israeli settlers in Hebron had started construction of a new neighborhood that will include 31 housing units near the Old City. Israel’s Higher Planning Committee approved the building permits for the settlement expansion in 2017 but no construction had been allowed as Peace Now and the Hebron municipality sued to have the permits revoked. It was reported by Turkish media that Turkey had arrested 15 people on 10/7 for spying on the country for Israel’s intelligence service Mossad. According to reporting, all 15 arrested were Arabs, with at least 7 said to be Palestinians from the West Bank and Gaza. They had been monitored by Turkish intelligence for a year. In Israel, 1 Palestinian Israeli man was shot dead in Ba’ana, marking the 100th member of the Palestinian Israeli community to be killed in what is described as intra-communal violence in 2021. Some Palestinians in Israel have complained that Israeli police are uninterested in solving murders in the community. The issue is said to be addressed in the upcoming Israeli budget negotiations as more money will be allocated to policing in Palestinian towns and cities. The Israeli police solve 71% of murders in the Jewish community, but only 23% within the Palestinian communities in Israel. 83 of the 100 Palestinians killed had died in cases that involved firearms. The New York Times reported that Israel used a 1-ton “killer robot” placed in the bed of a Zamyad pickup truck to assassinate Iranian scientist Mohsen Fakhrizadeh on 11/27/2020 in Absard, Iran. According to the reporting, the “killer robot” had been smuggled into Iran over in several stages and was controlled by an Israeli sniper using a computer program to control a modified FN MAG machine gun. Prime Minister Shtayyeh said that “[t]he occupation authorities are trying to divide us from our brothers, and we need to strengthen the connection.” Shtayyeh also called on the UN to ensure that the prisoners are not tortured as rumors were circulating that at least 1 of the prisoners had been subjected to severe torture, leading to hospitalization. The New York Times detailed that a report by the International Atomic Energy Agency suggests that Iran is within 1 month of having enough material to build 1 nuclear warhead. The 4 Palestinian prisoners who were caught by Israeli forces after escaping Gilboa prison on 9/6 were at a court in Nazareth for a closed-off remand hearing. The Shin Bet asked the court to extend the prisoner’s detention with the Shin Bet for 13 days. The 4 have not been allowed to meet with a lawyer. 1 of the prisoners, Zakaria Zubeida, was later admitted to a hospital after receiving heavy beatings by Israeli interrogators. In the West Bank, PA forces arrested, for the 3d day in a row, Palestinian activists critical of the PA; at least 3 were rounded up. Israeli settlers set up 2 mobile homes in Deir Istiya. Israeli settlers also set fire to dozens of olive trees near Burin. Israeli forces razed a tract of land near Qalqilya to expand a settler-only road and sealed the entrances to Sinjil. Israeli forces arrested 5 Palestinians in and around Birzeit, Tulkarm, Kafr Qaddum, and Hebron. In Gaza, Israeli forces fired missiles at structures in Khan Yunis, Jabalia refugee camp, and Shuja‘iya, causing damage but no injuries. Israel said it was responding to incendiary balloons sent to Israel from Gaza. 2 Palestinians were arrested at the Erez crossing after receiving calls to come to the crossing for their trader permit applications. 1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that it would not extend his detention. The man was placed on administrative detention after being arrested on 2/22/2020 and had been hunger striking for 43 days. (WAFA 8/23)

Human Rights Watch (HRW) said that Israel’s targeting of 4 high-rise residential buildings in Gaza during Operation Guardians of the Wall violated international law. In the West Bank, Israeli forces violently dispersed Palestinians during a raid in Tayasir, injuring 2 with live ammunition, 1 with a rubber-coated bullet, and other suffered tear-gas related injuries. Israeli forces raided a printing company in Hebron, seizing 19 printing machines and closing the company indefinitely. Israeli forces also demolished 1 agricultural structure and 1 water tank near Qiffin and 1 commercial structure in Ya‘bad. 15 Palestinians were arrested during late-night raids in and around Qalqilya, Deir Abu Mash’al, Tubas, Qusra, and Beit Umar. PA president Mahmoud Abbas met with the head of Egypt’s general intelligence service Abbas Kamel in Ramallah. The readout from the meeting said that the 2 discussed bilateral relations. However, it is likely that the 2 also discussed the Egyptian mediation efforts to create a long-term ceasefire agreement between Hamas and Israel. Egyptian security officials met with Israeli security officials earlier in the day in Cairo and Israeli prime minister Naftali Bennett and Defense Minister Benny Gantz met with Kamel prior to his visit to Ramallah. Palestinian factions in Gaza said they would resume protests at the Gaza fence on 8/21 if no progress had been made in easing the restrictions imposed on the Gaza blockade after the May assault on Gaza and if Qatari aid continued to be stalled. The Israeli high court of justice rejected a petition by the family of Ahmad Erekat, who was killed by Israeli forces on 6/23/2020, to have his remains handed over to his family. PA president Mahmoud Abbas and Israeli defense minister Benny Gantz spoke on the phone. According to Gantz’s office, the 2 discussed trust-building steps between Israel and the PA and Gantz gave Abbas best wishes on the occasion of Eid al-Adha. Their conversation was the 1st between Abbas and an Israeli minister since 2017, when Abbas spoke to then prime minister Benjamin Netanyahu. A freedom of information request revealed that the director general of the Israeli interior ministry lives in a house in the illegal settlement outpost Keida, which has had a demolition order against it since 2008. King Abdullah II of Jordan met with U.S. president Joe Biden in the White House. King Abdullah II was the 1st Middle Eastern leader to visit President Biden in Washington, as the U.S.-Jordanian relationship was tarnished during the Donald Trump administration due to the 1-sided peace proposal made by the administration. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. Israel’s prime minister Naftali Bennett said that Ben & Jerry’s had decided to brand itself as an “antisemitic ice cream.” Foreign minister Yair Lapid, who weeks ago said his government would not call all criticism of Israel anti-Semitic, said the company was surrendering to BDS and anti-Semitism and that he would ask 35 U.S. states with anti-BDS laws to enforce them against the U.S. company. On 7/20, Prime Minister Bennett called the CEO of Unilever, the parent company of Ben & Jerry’s, to criticize the decision and Israel’s ambassador to the U.S. Gilad Erdan urged states with anti-BDS laws to take legal action against Ben & Jerry’s. The Israeli president Isaac Herzog likened the Ben & Jerry’s decision to terrorism. Ben & Jerry’s is known to engage publicly on progressive issues. Both founders of the company are Jewish-Americans.
