Israeli forces also shot and injured 2 Palestinians with live ammunition as they were trying to enter Israel through the separation barrier for work near Ya‘bad. Elsewhere, Israeli forces raided al-‘Arub refugee camp, clashing with Palestinians; tear-gas related injuries were reported. 9 Palestinians were arrested during raids in and around Ramallah and al-‘Arub refugee camp. Jonathan Pollard, the former U.S. navy intelligence analyst who spied on the U.S. for Israel, arrived in Tel Aviv on a private jet belonging to the mega donor to Israeli settlements and U.S. Republicans, Sheldon Adelson. He was received by Israeli prime minister Benjamin Netanyahu, who handed him and his wife Israeli passports. Pollard, who have been living under strict restrictions in New York City after being granted parole in 2015, was able to move freely when his parole was lifted in November. Pollard received a life sentence after being convicted of spying in 1987; Israel had since that time lobbied consecutive U.S. presidents to have him released to Israel. In the West Bank, Israeli settlers set up 1 tent and 1 water tank on Palestinian-owned land east of Ramallah. Israeli settlers with military escort also toured Sabastiyya, closing off parts of the town to Palestinians. Elsewhere, Israeli settlers razed a tract of land near Awarta. 7 Palestinians were arrested, including 1 who was shot and injured by Israeli forces while near Bani Na‘im, and 6 others during raids in and around Salfit, Tuqu‘, Bethlehem, Qalqilya, and Jenin; during the raid in Salfit, 2 Palestinians were assaulted and 1 car was damaged. A new Federal Registration Notice by the U.S. Customs and Border Protection said that all products from Area C of the West Bank must be labelled as originating in Israel, while goods from Areas A and B must be labelled “product of West Bank.” The change was, according to the notice, made to reflect the “guidance from the U.S. Department of State that the country of origin marking requirements for goods produced in certain areas of the West Bank be updated to reflect the fact that producers in these areas operate within the economic and administrative framework of Israel.” (HA 12/23; WAFA 12/24; WAFA 12/26)

The EU contributed $22.5 million and Spain $1.22 million to the PA Ministry of Social Development for the distribution of cash aid to 115,000 vulnerable families in the West Bank and Gaza. (WAFA 12/23)

In the West Bank, Israeli settlers with military escort threw stones at Palestinians protesting settlement expansion west of Salfit; Israeli forces also beat several Palestinian protesters. Israeli forces delivered demolition notices for 3 Palestinian-owned homes in Ya‘bad and demolished 1 house in al-Khadir; 1 house under construction and 1 well near Halhul; and 2 shacks in Qalqilya. 13 Palestinians were arrested during late-night raids in and around Izzariya, Anata, Bethlehem, Ramallah, Jericho, and Jenin. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid paying exorbitant Israeli demolition fees; 6 people were displaced. In Gaza, Israeli forces made incursions to level agricultural lands east of al-Bureij. Israeli forces also opened fire on Palestinians near the Erez crossing; no injuries were reported. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . [and] funding school rides for Arab students . . . could change the demographic balance and damage the city’s character.” (Adalah, HA, HA 11/30)

Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. The flight was said to be at risk of being canceled; however, according to a U.S. official, U.S. special advisor to the president Jared Kushner and Saudi officials were able to “reconcile the issue.” Special Advisor Kushner is scheduled to visit Saudi Arabia, Kuwait, and Qatar this week. In the West Bank, Israeli settlers used clubs to vandalize Palestinian-owned cars traveling near the Yitzhar settlement on the Nablus-Qalqilya road. Israeli forces demolished 1 house under construction in Halhul. 4 Palestinians were arrested during a raid near Ramallah; during the raid, Israeli forces clashed with Palestinians, leading to 1 injury and 1 Palestinian-owned vehicle was seized by the Israeli forces. In East Jerusalem, Israeli forces harassed several Palestinians in al-Tur, leading to clashes; tear-gas related injuries were reported and 2 Palestinians were arrested. 4 Palestinians were also arrested during raids in Issawiyya and the Old City. The PA announced new lockdown measures against the spread of the COVID-19 virus, including a lockdown from 6 p.m.-7 a.m. every day and a general all-day lockdown on Fridays and Saturdays. The lockdown will be in effect for 2 weeks. The West Bank had 5 new deaths and 869 new cases on 11/23. (WAFA, WAFA 11/23)

The Jerusalem District Court rejected the appeal of a Palestinian family against their eviction from their home in Silwan. The court said the family of 26 had to leave the house they have occupied since 1967 to allow Israeli settlers to move in. (PCN 11/24; HA 11/26)

PA prime minister Muhammad Shtayyeh said that the PA will start repaying its dues to public servants and retirees who have not been receiving full payments since February, when the PA starts receiving the money owed to it by Israel later this week. Prime Minister Shtayyeh said payment of dues for salaries remained the priority but recognized that the PA also will pay back all of its other unpaid bills to various sectors and contractors. According to the deputy leader of Fatah Mahmoud Alalul, the PA and president-elect Joe Biden’s team have made several understandings on how to proceed with the U.S.-PA relations after President-elect Biden is sworn in come January. Among the issues are definition of settlement products and the U.S. recognition of people born in East Jerusalem as Israelis. (HA 11/24)

An Israeli court forced the Israeli ministry of interior to publish guidelines for a scheme that would allow some 20,000 Palestinians from East Jerusalem to obtain Israeli citizenship faster than the normal process, which is extremely strenuous for Palestinians. (HA 11/24)

Without formally conceding the election, U.S. president Donald Trump said in a tweet that he had allowed the General Services Administration to prepare for President-elect Biden’s transition to the presidency. President Trump continues to maintain that he really won the election because Biden’s victory was based on voter fraud, an assertion he has not backed with any evidence. (HA 11/23)

In the West Bank, Israeli settlers toured an archaeological site in Sabastiyya; during the settler tour, the site was closed to Palestinians by Israeli forces. Israeli settlers also attacked Palestinian shepherds near ‘Ayn al-Hilwa. Israeli forces delivered an eviction order to 1 Palestinian near Bethlehem as Israel is seizing his property. 15 Palestinians were arrested during raids in and around Tulkarm, Qalqilya, Nablus, Ramallah, and Bethlehem. In East Jerusalem, 3 Palestinians were arrested during raids in Issawiyya. At the UN General Assembly, member states passed 6 resolutions related to Palestine with large majorities, including support for the UNRWA, Palestinian refugee property rights, and support against Israeli settlements. (TOI, WAFA 11/5; WAFA 11/8)

In the West Bank, Israeli settlers assaulted 2 elderly Palestinians south of Jenin, leading to the hospitalization of both Palestinians. Israeli settlers also threw stones at Palestinians driving near Burqa, causing damage. Elsewhere, Israeli settlers vandalized dozens of olive trees in Jalud and 25 olive trees in ‘Ayn Bus. Israeli forces demolished the Palestinian village Khirbet Humsa in the Jordan Valley, including 18 residential tents, displacing 74 people, including 41 minors. Agricultural structures and water tanks were also demolished, and 3 vehicles were seized. The village is located in what Israel deems a firing zone. Israeli forces also seized 9 tractors, 5 water tanks, 2 vehicles, and solar panels near Tubas. 12 Palestinians were arrested during raids in and around Ramallah, Tulkarm, Ya‘bad, Jenin, and Hebron. Egypt opened the Rafah crossing. It is planned to be open until 11/5. People entering Gaza must isolate at an isolation facility for 21 days before being able to enter the general public. (MEMO 11/1)

Israel’s intelligence affairs minister Eli Cohen said that Saudi Arabia, Oman, Qatar, Morocco, and Niger are “on the agenda” for normalization deals. (HA, REU 11/2)

In the West Bank, Israeli forces demolished 1 nursery in al-Samou and 1 house south of Hebron. 10 Palestinians were arrested during raids in and around al-‘Arub refugee camp, Nablus, Jenin, Tulkarm, and Ramallah. Haaretz reported that Israel had asked the U.S. to approve sales of F-22 fighter jets to Israel so Israel can preserve its quantitative military edge in light of U.S. sales of F-35 fighter jets to the UAE as part of the normalization deal. The U.S. is the only country that operates F-22 fighter jets. (HA 10/27)

U.S. president Donald Trump told reporters that up to 10 other countries are in talks to normalize ties with Israel, saying “We have five, but we really have probably nine or 10, that are right in the mix. We have a lot. I think we’ll have all of them . . . It will be after the election. We’re doing a lot of work right now.” (HA, TOI 10/27)

The Islamic Development Bank contributed $6.58 million to a number of PA projects in the health sector. The German government donated 50 ventilators to the PA to help it treat COVID-19 patients. (WAFA, WAFA 10/27)

Israeli forces also delivered stop-work orders for 3 houses in al-Khadir. Elsewhere, Israeli forces demolished 1 house in Taybeh. 12 Palestinians were arrested in and around Sabastiyya, Dura, Bethlehem, Jenin, Jericho, Ramallah, and Huwwara. In East Jerusalem, 1 Palestinian family started demolishing their own home in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Issawiyya; during the raid, clashes erupted, leading to tear-gas related injuries. At the UN security council, PA foreign minister Riyad al-Maliki called for an international peace conference to resolve the Palestinian-Israeli conflict. (WAFA 10/26)

The head of the sovereign council in Sudan, General Abdel-Fattah al-Burhan, said that Sudan had normalized ties with Israel because the country would have to wait until August or September of 2021 to be removed from the U.S. list of state sponsors of terrorism. General al-Burhan also stated that Sudan still supports a Palestinian state within the 1967 borders and urged Israel to engage the Arab Peace Initiative. (HA 10/26)

In the West Bank, Israeli settlers emptied wastewater on Palestinian agricultural lands, damaging crops in Luban al-Sharqiyya. 23 Palestinians were arrested during raids in and around Hebron, Ramallah, Jenin, Nablus, Bethlehem, and Tubas; during a raid in Jenin, 1 Palestinian was shot in the foot before being arrested. In Gaza, Israeli authorities claimed that 2 rockets were launched at Israel from Gaza, 1 being intercepted by the Iron Dome. Israel then fired rockets at Nuseirat refugee camp and Khan Yunis, causing damage; no injuries were reported. Sudanese government sources told Reuters that the prime minister of Sudan’s transitional government, Abdalla Hamdok, is ready to proceed with normalization of relations with Israel if the transitional parliament approves. The transitional parliament has not yet been formed. (HA 10/23)

In East Jerusalem, 4 Palestinians were arrested during raids. In Gaza, Israeli forces fired 2 missiles, hitting empty land east of Dayr al-Balah, claiming that 1 rocket was fired toward Israel earlier in the day; no injuries were reported. Israel also said it had found a tunnel running near Khan Yunis tens of meters into Israel. Israel later claimed that the tunnel was built by Hamas. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles off the shore of al-Sudaniyya; no injuries were reported. 1 Palestinian man died while working in a quarry owned by the settler company Shapir Engineering and Manufacturing near the Modi’in Illit settlement in the West Bank. His employer did not call the Israeli ambulance service that the worker was entitled to as he was employed by a settler company, but rather called the Palestinian Red Crescent, which took 30 minutes to arrive at the scene and brought the Palestinian to a hospital in Ramallah, where he was pronounced dead. The employer also did not notify the police of the death. The family of the deceased Palestinian said that if the Israeli ambulance had been called he might have survived as they were stationed closer to the accident. (HA 10/26)

An envoy from the UAE accompanied by U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz was welcomed in Tel Aviv airport by Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and finance minister Israel Katz. In the Tel Aviv airport, Israel and the UAE signed a mutual visa waiver agreement allowing citizens of both countries to travel to and from each other without obtaining a visa. The parties also signed a preliminary agreement to have oil from the UAE run through an Israeli pipeline supplying the European market. A member of the PLO executive committee Wasel Abu Youssef called the visit “shameful” and said such a visit emboldens Israel in committing crimes against Palestinians. A Hamas spokesperson, Hazem Qassem, said the visit “only encourage[s] the occupation to pursue the gradual annexation of West Bank lands.” Last week on 14 and 15 October, Israel announced 5,000 new settlement units in various settlements in the West Bank. Israel struck a target in Syria; according to Syrian state media SANA, Israel hit a school in a village in Quneitra Province. However, the London-based Syrian Observatory for Human Rights said it was a Hezbollah facility that was hit by the Israeli strike. (HA 10/21)

In the West Bank, Israeli forces violently dispersed Palestinian farmers and activists during an olive-picking event in Burqa, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. At the same time, Israeli settlers set fire to 5 olive trees in the area. Israeli forces also violently dispersed the weekly anti-settlement protest in Kafr Qaddum; 2 were shot by rubber-coated bullets, others suffered tear-gas related injuries. 6 Palestinians were arrested during late-night raids in and around Bayt Awa, Jalazun refugee camp, Ramallah, and al-‘Arub refugee camp. In East Jerusalem, Israeli forces clashed with Palestinians during late-night raids in Silwan; tear-gas related injuries were reported. 1 Palestinian was arrested during a raid in Issawiyya. In the West Bank, Israeli settlers set up caravans on Palestinian-owned land in the northern part of the Jordan Valley. Israeli forces handed stop-work orders for 7 houses south of Hebron. Israeli forces also seized 1 bulldozer and 1 truck near Tubas. 12 Palestinians were arrested during raids in and around Bethlehem, Ramallah, Nablus, Qalqilya, and Salfit. In East Jerusalem, Israeli forces raided Shu‘fat, firing tear gas at Palestinians. 12 Palestinians were arrested during late-night raids in Issawiyya; during the raids, clashes ensued between Palestinians and Israeli forces; tear-gas related injuries were reported. Israel’s civil administration’s supreme planning council approved 3,071 new settler units in 19 different settlements throughout the West Bank. On 10/14, the same planning council approved 1,877 settler units, making the total of 4,948 settler units for the 2 days combined. According to Peace Now, 2020 has surpassed all other years in approved settler units since Peace Now began counting in 2012. The total amount of settler units approved in 2020 is 12,159. The UN special coordinator for the Middle East peace process Nickolay Mladenov condemned Israel’s settlement expansion, as did the UK, Germany, France, Spain, and Italy in a joint statement. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said during an event with the Washington Institute for Near East Policy that “the only thing that can deliver lasting peace and lasting stability is an agreement between the Palestinians and the Israelis,” suggesting that Saudi Arabia is not close to normalizing relations with Israel. He also said that Saudi Arabia does not have an opinion about other countries that normalize relations with Israel as the UAE and Bahrain have done. U.S. secretary of state Mike Pompeo had said 1 day earlier during a press conference with Foreign Minister Prince Faisal bin Farhan that “[w]e hope that Saudi Arabia will consider normalizing its relationships as well. In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. According to Haaretz, tens of thousands protested throughout Israel, including in front of Netanyahu’s official residence for the 16th Saturday in a row. (AJ, HA 10/10; HA, WAFA 10/11)

PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. It is unclear what the meeting was about. The World Jewish Congress said that Lauder was in Ramallah “for a private visit at Abbas’ invitation, to discuss a range of issues regarding Palestine and the Middle East.” (HA, WAFA 10/10)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling between Bethlehem and Hebron; 1 Palestinian child was injured by broken glass in his eye. Israeli settlers also uprooted dozens of Palestinian-owned olive saplings east of Yatta. Israeli forces opened fire at a vehicle with 5 Palestinians inside at a military checkpoint near Jenin, causing damage to the vehicle; no injuries were reported. 7 Palestinians were arrested in and around Hebron, Qalqilya, and Nablus; during a raid in Tammun, Israeli forces seized mobile phones, leading to confrontations with Palestinians; no injuries were reported. During a different raid in Sabastiyya, Israeli forces clashed with Palestinians, leading to tear-gas related injuries. In East Jerusalem, Israeli forces detained the secretary of Fatah in Jerusalem Yasser Darwish and banned him from entry to the West Bank for 3 months. 7 Palestinians were arrested during raids in Issawiyya, the Old City, and al-Tur. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. Israel’s high court of justice rejected a petition to free a 49-year-old Palestinian who is held on administrative detention and has been hunger-striking for more than 60 days. The petition was rejected despite the Shin Bet and the Israeli Central Command caught lying about the Palestinian’s affiliation to Islamic Jihad. According to the prosecutors, he had been filmed saying he was a proud member of Islamic Jihad while interrogated; however, the transcripts do not back up their claim. (HA 10/6)

At a signing ceremony in Washington D.C., Bahrain and the UAE formalized their deals to normalize relations with Israel, breaking with the stipulations of the Arab Peace Initiative. The text of the UAE-Israel agreement mentioned the Israeli-Palestinian conflict in 1 paragraph: “Recalling the reception held on January 28, 2020, at which President Trump presented his Vision for Peace, and committing to continuing their efforts to achieve a just, comprehensive, realistic and enduring solution to the Israeli-Palestinian conflict.” The text did not mention halting Israeli annexation of parts of the West Bank nor halting settlement expansion, which has also been linked to the agreement between the UAE and Israel. PA president Mahmoud Abbas called for a Day of Rage and the establishment of a Palestinian state within the 1967 borders. Israeli prime minister Benjamin Netanyahu apologized for the killing of a Palestinian-Israeli man who Israeli police shot during the demolition of the Bedouin village of Umm al-Hiran in the Negev in January 2017. Prime Minister Netanyahu said Israeli police, after the shooting, falsely had claimed the man was a terrorist. Chairman of the Joint List Ayman Odeh accused Netanyahu of having created the idea that the Palestinian-Israeli man was a terrorist when he was killed in 2017. The son of Chadian president Idriss Déby, Abdelkarim Déby, represented his country during a visit to Israel and meeting with Prime Minister Netanyahu. U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. The Israeli high court of justice ruled that 1 Israeli settler outpost with some 50 homes, Mitzpeh Kramim, is to be evacuated. The court found that the settler outpost was built in bad faith as the authorities knew it was being built on Palestinian-owned land. (AJ, HA, REU 8/27)

Israeli forces attacked Hezbollah infrastructure in Lebanon, claiming that shots were fired from Lebanon toward Israeli troops the day before. U.S. secretary of state Mike Pompeo met with senior members of the royal family in Bahrain to discuss “the importance of building regional peace and stability,” including normalizing ties between Bahrain and Israel. According to Bahrain state news, King Hamad bin Isa al-Khalifa told Pompeo that Bahrain is committed to the Arab Peace Initiative and the creation of a Palestinian state before normalizing relations with Israel.
