In the West Bank, PA officials said that 144 settler attacks were recorded in the Nablus area overnight, including damage to some 120 vehicles and 22 shops. Israeli settlers set a Palestinian-owned vehicle on fire and wrote racist graffiti on nearby walls in Jalud. Israeli settlers also threw stones at Palestinian vehicles traveling near Rawabi and Yasuf. Elsewhere, Israeli settlers set fire to a house and a vehicle and threw stones and sprayed racist graffiti at other houses in Turmus ‘Ayya. Israeli settlers also assaulted 1 Palestinian near Shaab al-Batum in the Masafer Yatta area. Meanwhile, Israeli settlers vandalized some 200 olive trees in Majdal Bani Fadil and Aqraba and vandalized crops and an agricultural structure in Ein al-Beida. Israeli forces violently dispersed Palestinian protesters in Nabi Salih, injuring 2, including 1 minor, with baton rounds. Israeli forces also seized artifacts from an archeological site in Sabastia. Elsewhere, Israeli forces issued demolition notices for 4 homes in Yatta. Separately, Israeli forces began a siege of Jericho after an unidentified assailant opened fire at a restaurant at a nearby settlement; no injuries were reported. In East Jerusalem, Israeli forces sealed the family homes of 2 Palestinians killed during attacks on Israelis on 1/27 and 1/28. Israeli national security minister Itamar Ben-Gvir released a video showing the family of the accused assailant from the 1/27 shooting removing their belongings from their home before their house was sealed. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Huwwara, causing damage. Israeli forces shot and killed 10 Palestinians, including 3 by surface-to-air missiles and wounded more than 28 others during a raid in Jenin refugee camp. The PA and Hamas called the Israeli actions “a massacre” and the PA said it was halting security cooperation with Israel in response. Israeli forces also shot and killed 1 Palestinian during a protest in al-Ram against the raid in Jenin earlier in the day. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, causing tear-gas related injuries. Several countries condemned Israel’s raid in Jenin, including Saudi Arabia, Jordan, Kuwait, and Oman. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf said that the U.S. has reached out to Israel to understand the circumstances of the raid and urged the PA not to end its security coordination with Israel. The UN Security Council scheduled a closed-door session to discuss the raid on 1/27. The UN coordinator for the Middle East peace process Tor Wennesland called the raid alarming. UNRWA said it needs $1.6 billion in funding to be able to continue its basic services. In a statement the agency said “[c]ompounding challenges over the last year including underfunding, competing global crises, inflation, disruption in the supply chain, geopolitical dynamics and skyrocketing levels of poverty and unemployment among Palestine refugees have put immense strain on UNRWA.” UNRWA workers in the West Bank began a general strike on 1/23 demanding higher wages. In the West Bank, Palestinians rallied in Khan al-Ahmar in protest against Israeli plans to demolish the village. 16 Palestinians were arrested during late-night raids in Jalazun refugee camp, Rawabi, Dheisheh refugee camp, Aida refugee camp, Kharas, Dura, Idhna, Jericho, Nablus, Ya‘bad, Jenin, and Nur Shams refugee camp. Israel released Maher Younis, the second-longest serving Palestinian prisoner, from the Eshel prison. Younis was convicted in 1983 for killing an Israeli soldier in the Golan Heights in 1980 and is a cousin of Karim Younis who was released two weeks ago. Israel’s national security minister Itamar Ben-Gvir had ordered Israeli police to disperse the celebration of his release if Palestinian flags were waived. U.S. national security advisor Jake Sullivan met PA president Mahmoud Abbas in Ramallah. President Abbas urged National Security Advisor Sullivan to intervene against Israeli unilateral actions that hinder the prospects for peace and stability. Earlier in the day, Sullivan met with Israeli prime minister Benjamin Netanyahu, Foreign Minister Eli Cohen, and Defense Minister Yoav Gallant during the second day of his 2-day trip to Israel. Prime Minister Netanyahu said he and Sullivan discussed efforts to make a normalization deal with Saudi Arabia. In an interview with Bloomberg TV, Saudi foreign minister Prince Faisal bin Farhan Al Saud said that Saudi Arabia will not normalize relations with Israel without an agreement to create a Palestinian state. UN Security Council members discussed the punitive Israeli sanctions imposed on the PA in response to the UN General Assembly resolution asking the International Court of Justice to provide a legal opinion on the legality of the Israeli occupation. PA UN envoy Riyad Mansour urged the members to assert their influence to have Israel reverse its sanctions. U.S. ambassador to the UN Linda Thomas-Greenfield said that the U.S. opposes unilateral actions that undermines the 2-state solution, including changes “to the historic status quo at the Haram al-Sharif/Temple Mount, this includes settlement building and the legalization of outposts, and this includes, annexation, acts of terrorism, and incitement.” (AP, HA 1/19)

In the West Bank, Israeli forces shot and killed 1 Palestinian man near Halhul, saying the man had opened fire at Israeli forces at a checkpoint. 19 Palestinians were arrested during late-night raids in Fawwar refugee camp, Hebron, Qabatiya, Silwad, and Bethlehem. In East Jerusalem, Israeli police prevented the Jordanian ambassador to Israel Ghassan Majali from entering the Haram al-Sharif compound, saying he would have to coordinate his visit with Israeli authorities, which he rejected. The Palestinian man’s wife said her husband had gone outside to stop the soldiers’ assault on their son when he was shot and killed. Peace Now and Bimkom said that a clause in the Likud Party and Religious Zionism Party coalition agreement could see Israel seize 13,000 dunams (3,250 acres) of Palestinian-owned land in the West Bank and 70 buildings in Hebron transferred to settlers as Israel claims that the land and buildings were owned by Jewish people before 1948. Israeli media reported that the Israeli military began to prepare the eviction of more than 1,000 Palestinians from the Masafer Yatta area 2 months ago and that it had presented the plans to the new Israeli government after it was sworn in at the end of December. The Israeli Supreme Court greenlit the evictions in May last year, accepting the government’s position that there were no permanent structures in the area when Israel declared it a firing zone. In retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation, the Israeli cabinet imposed a series of sanctions against the PA and Palestinians in the West Bank. First, seizing $39 million from the tax collected on behalf of the PA to pay to Israeli victims of Palestinian attacks. Second, seizing the funds from the PA which Israel deems the PA spent for payments to Palestinian prisoners and their families in 2022. The Palestinian prisoner Karim Younis was released after 40 years in Israeli prison for allegedly partaking in the kidnapping and killing of an Israeli soldier in 1980. Younis was driven to a train station in Ra’anana where a passerby helped him reach his family. The decision not to release him directly from the prison was made by Israeli national security minister Itamar Ben-Gvir. The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The Hamas-affiliated media outlet Shehab News Agency leaked a 3-minute audio clip of PLO secretary-general Hussein al-Sheikh criticizing PA president Mahmoud Abbas and other leaders in the PA. In the clip Secretary-General al-Sheikh says that President Abbas “is a partner in the chaos and has an interest for it to remain.” Al-Sheikh told Al-Araby al-Jadeed that the recording was fabricated. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The amendment, which was part of the Religious Zionism Party’s coalition deal with the Likud Party, allows 2 ministers to serve in 1 government office and paves the way for Religious Zionism leader Bezalel Smotrich to appoint a minister at the defense ministry in charge of the administration of the West Bank. The IDF chief of staff Aviv Kochavi expressed his concern about the changes to the defense ministry to prime minister-elect Benjamin Netanyahu. Another amendment to the Basic Law allows Shas leader Arye Dery to serve as a minister in the government, despite being convicted of tax offenses. The Palestinian prisoner Nasser Abu Hamid died of cancer in an Israeli hospital while incarcerated on 7 life sentences. Abu Hamid was sentenced in 2002. The Palestinian Prisoners’ Administration said Abu Hamid died due to Israeli medical neglect. The PA called for a day of mourning and condemned Israel’s decision to hold Abu Hamid’s body for future negotiations. Israel deported Salah Hamouri to France. The deportation led to condemnation from France, calling it illegal. The French statement said that France has taken all measures to ensure that Hamouri could “lead a normal life in Jerusalem, the city where he was born, lives and wishes to stay.” Hamouri called his deportation to France a part of Israel’s “policy of ethnic cleansing.” The PA condemned the deportation, calling it outrageous and setting a dangerous precedent. The U.S. state department spokesperson Ned Price told reporters that the U.S. defers to Israel explanation of security concerns related to the decision to deport Hamouri but said “regarding any broader implications of this beyond this discrete situation, we of course have serious concerns about any broader practice of revocation of residency and deportation from East Jerusalem. In an interview in Haaretz, U.S. ambassador to Israel Tom Nides said that the U.S. still intends to reopen the consulate to Palestinians in Jerusalem but that the Israeli government has made it clear that it does not want the consulate to reopen.
