Retaliating for the 10/31 UNESCO vote, Netanyahu suspends the transfer of VAT taxes Israel collects on the PA’s behalf and orders accelerated construction of 2,000 settlement housing units in East Jerusalem’s Har Homa settlement and the nearby West Bank settlements Efrat and Ma’ale Adumim, calling it Israel’s “right and obligation” to build in Jerusalem. Meanwhile, Palestinian IP addresses and Palestinian phone networks in the West Bank and Gaza come under “multiple attacks” by computer hackers originating from many countries; the PA says the attacks appeared linked to the UNESCO vote and it believes they were “organized by a state” [i.e., Israel]. The IDF drops flyers over Khan Yunis warning residents to stay away fr. the 300-m. no-go zone. IDF troops manning the observation towers on the Israeli side of the Erez crossing fire warning shots at Palestinians and international activists marching toward the border to protest Israel’s imposition of a no-go zone; no casualties are reported. In the evening, unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus and nr. Jenin; conducts late-night patrols in Jenin. The Israeli Comm. against House Demolitions (ICHAD) submits a report to the UN special rapporteurs on Palestine that concludes that Israeli policies in East Jerusalem (e.g., restricting building permits, demolitions, revoking permanent residency status) are forcing Palestinians to flee in what may constitute a war crime. In the West Bank, the IDF rearrests senior Hamas official Hassan Yousef in Ramallah for having links to a “terrorist” organization; Yousef was 1st arrested in 2005, was released on 8/4/11 as part of a mass release to ease prison overcrowding. Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). Ramadan begins. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, lightly injuring 1 bedouin woman. Late at night, the IDF retaliates with air strikes on a smuggling tunnel on the Rafah border and a “terrorist center” in n. Gaza, causing no reported injuries. In the West Bank, the IDF searches a home in Issawiyya in the morning; conducts synchronized raids into 3 villages e. of Qalqilya, searching several homes and summoning 4 Palestinians for interrogation; conducts late-night arrest raids, house searches in Bayt Umar. Israeli and Lebanese troops briefly exchange fire across their common border, causing no injuries. Lebanese troops fired first, believing the IDF patrol strayed into Lebanese territory, though the IDF denies this. (DS 8/1; NYT, WP 8/2; WJW 8/5; JPI 8/12)

Netanyahu warns Hamas that Israel will retaliate if rocket and mortar fire fr. Gaza resumes. Though no rocket or mortar fire is reported during the day, the IDF makes a late-night air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF patrols in 4 villages nr. Jenin, Ramallah, and Tulkarm during the day and 1 nr. Jericho late at night; raids 2 villages nr Qalqilya late in the evening, searching homes for Palestinian youths who allegedly threw stones at troops earlier in the day, arresting 1 teenager. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. In the West Bank, the IDF patrols without incident in 2 villages nr. Tulkarm and 1 nr. Jenin in the morning; enters Azun village nr. Qalqilya in the evening, closing the main road No. 55 toward the village, sealing all the entrances to the village, and searching nearby fields for 2 hrs. looking for Palestinian youths who threw stones at passing troops (no arrests are made); conducts late-night arrest raids, house searches in Jenin town and r.c. and nr. Ramallah. Jewish settlers set fire to a mosque in Bayt Fajjar nr. Bethlehem and write “revenge” and “price tag” in Hebrew near the doorway. Netanyahu denounces the incident and orders security forces to “act firmly to quickly uncover the criminals and bring them to justice.” DM Barak calls the assailants “terrorist(s) in every sense of the word.” (JAZ, MNA, YA 10/4; NYT, WP 10/5; PCHR 10/7; OCHA 10/8)

Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), takes responsibility for shooting at a Jewish settler vehicle driving nr. Hebron (in area C, under full Israeli control, where the PASF is not allowed to operate), killing 4 Jewish settlers, including a pregnant woman, marking the deadliest West Bank attack on Israelis in more than 2 yrs. and the first staged by Hamas since before the 1/2006 elections. Both Abbas and Netanyahu say the attack should not derail peace talks. The YESHA settlement council vows to renew construction in West Bank settlements immediately, before the temporary freeze ends, to demonstrate Israelis’ “resolve against terrorism.” Following the attack and throughout the night, the IDF seals the entrances to Hebron, Halhul, and al-Fawar r.c. and imposes a curfew on nearby Bani Na‘im village, raiding and searching homes and detaining Palestinians with suspected connections to Hamas. Meanwhile, Jewish settlers implementing their “price-tag” doctrine to punish Palestinians for any state acts against settlers, beat Palestinian farmers working their land nr. Emanuel settlement nr. Salfit and stone Palestinian vehicles traveling on the Nablus–Qalqilya road (2 separate incidents) as well as on a road bypassing Yitzhar settlement nr. Nablus. Jewish settlers fr. Kiryat Arba in Hebron attempt to break into a nearby Palestinian home but are prevented by the IDF. Late at night, the IDF patrols 2 villages nr. Salfit; no incidents are reported. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that in the previous wk. 3 Palestinians were killed in 2 separate tunnel collapses on the Rafah border. Under continued pressure fr. Obama and Quartet special envoy Tony Blair, Israel’s security cabinet agrees in principle to switch fr. a blanket ban on entry of goods to Gaza to a prohibited list of items considered “weapons and war-supporting materiel” and to allow “a significantly greater volume of goods” into the Strip. The easing would affect overland transportation only. The naval blockade and all restrictions on exports and the entry and exit of individuals remain. Separately, the U.S. and Israel announce that the Obama-Netanyahu meeting originally set for 6/1 will be held at the White House on 7/6. In addition, Mitchell, who has just returned fr. meetings with the Palestinian (6/18) and Israeli (6/19) peace teams, reports that the sides are ready to consider renewing proximity talks. The IDF makes a brief incursion into the no-go zone in n. Gaza to investigate a heavy explosion, searching the area and pulling back into Israel without incident. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinians staging a nonviolent demonstration against the separation wall nr. Bethlehem, also violently beating 3 Palestinian cameramen for Palestinian and foreign news outlets; conducts synchronized late-night patrols in villages w. of Jenin, making no arrests. Israeli police in Jerusalem seal the Ilaf Association for Education Support, which provides student loans for some 160 college students, for allegedly hosting Hamas meetings and thereby supporting a “terrorist organization.” (PCHR 6/24; OCHA 6/25)

In Gaza, 2 mbrs. of Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), are killed in a mysterious explosion e. of Jabaliya; Hamas accuses the IDF of targeting the men with artillery fire, but Israel denies involvement, and a medical worker at the scene reports no evidence of shelling in the area. Egyptian police discover approximately 2 tons of TNT underground nr. Sarsuria in the Sinai that they believe was intended for militants in Gaza (cf. 8/30). (WP 9/2; OCHA, PCHR 9/3)

In East Jerusalem, ultra-Orthodox Israeli Jews protesting a parking lot that operates on the Sabbath attack a Palestinian cab driver passing by, heavily damaging his taxi and lightly injuring him. (OCHA 9/11)

UN officials report that Israel has now reduced daily fuel imports to Gaza by 20% and that, as a result, some 400,000 Gazans have lost (or have only limited access to) safe drinking water because of lack of fuel to run pumps, water treatment facilities, and generators; vaccinations and medicines have spoiled at some hospitals because of inconsistent power to run refrigerators. Overnight, the IDF sends some 30 tanks and APCs supported by helicopters and warplanes into s. Gaza border areas, allegedly to look for rocket-launching sites, clashing with Palestinian gunmen, killing 3 Islamic Jihad mbrs. and 3 PRC mbrs., wounding 13 Palestinians (including 5 civilians), rounding up all males age 15–50 for questioning, detaining 10s, demolishing 1 Palestinian home, bulldozing 133 dunams (d.; 4 d. = 1 acre) of land before withdrawing late in the evening. The IDF also makes 2 air strikes on rocket-launching sites in n. Gaza, killing 2 Palestinians. In the West Bank, the IDF demolishes a Palestinian home in Jerusalem’s Old City; raids the offices of several media outlets in Nablus (including Afaq TV, al-Nahar, al-Quds) accused of “supporting terrorism,” confiscating computers and documents, and clashing with local gunmen, wounding 3. For the 1st time since 6/07, Abbas meets with 4 West Bank Hamas officials in an effort to encourage them to split fr. their Gaza counterparts. In Nablus, the PA deploys a new 308-mbr. policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations. In Gaza, the IDF makes an air strike on an ESF post nr. Rafah, killing 1 ESF officer, wounding 3. Nr. Bayt Hanun, 2 Palestinians are injured when a mortar they are preparing misfires. A Palestinian is injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF lifts the round-the-clock curfew on ‘Azun imposed on 10/31; conducts arrest raids, house searches in Tulkarm town, r.c. and nr. Qalqilya; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 1 demonstrator, 1 journalist). Olmert convenes his security cabinet, which declares Gaza “hostile territory” controlled by a “terrorist organization” (Hamas); imposes additional sanctions on Gaza with the stated aim of reducing Palestinian rocket fire, including cutting back fuel and electricity services to the Strip, further reducing imports to and travel from Gaza. Early in the morning, the IDF sends troops into al-Shuka to raid and search homes. The IDF also makes an air strike on a PRCtraining camp e. of Bayt Lahiya, causing no injuries. In the West Bank, the IDF continues operations in ‘Ayn Bayt al-Ma’a for a 2d day, raiding and searching homes, fatally shooting a mentally handicapped Palestinian who steps onto his balcony, firing on stone-throwing youths who confront the troops, wounding 8; conducts arrest raids, house searches nr. Tulkarm and in Jenin, Qalqilya, Ramallah. Jewish settlers fr. Karmiel settlement nr. In Beirut, unidentified assailants detonate a car bomb assassinating Christian Phalange party MP Antoine Ghanem (the 8th anti-Syrian figure killed in the past 3 yrs.), reducing the governing coalition’s parliamentary majority to 67 of 128 seats only 6 days before parliament is to convene to elect a new pres. by simple majority. Ghanem’s bodyguard and 5 bystanders are also killed; 56 are wounded (19 seriously). (REU 9/19; NYT, WP, WT 9/20; NYT, WT 9/21)

The IDF launches a major day-long incursion (including infantry, tanks, bulldozers, air support) into areas of Gaza e. of al-Bureij r.c. and al-Maghazi r.c. to “root out terrorist infrastructures,” sparking heavy clashes with local Palestinians and calling in air strikes in support; 11 Palestinian gunmen are killed (including at least 7 Hamas mbrs., 1 Islamic Jihad mbr.), 2 IDF soldiers and 25 Palestinians are wounded, 1 home is demolished, 80 d. of olive trees and agricultural land are bulldozed, 1 Palestinian Red Crescent ambulance is confiscated by the IDF, and at least 9 of about 70 Palestinians interrogated by troops are sent to Israel for further questioning. In keeping with a decree issued by PA PM Fayyad earlier in the wk. changing the official weekend from Thursday/Friday to Friday/Saturday, Fatah-affiliated PA employees in Gaza attempt to go their workplaces today (Thursday) but are blocked by ESF officers who force the ministries to stay closed; Fatah civil servants pledge not to work on Saturday, in keeping with the decree and as a protest against Haniyeh’s provisional government. In Gaza City, 2,000 Palestinians hold a peaceful demonstration calling on Fatah, Hamas to work together. A PSF officer dies of injuries received in interfactional clashes in Jabaliya on 6/11. The Israeli navy fires on Palestinian fishing boats off the Gaza border, damaging 3. Palestinian gunmen fire on an IDF observation post on the Gaza border n. of Bayt Hanun; the IDF returns fire; no injuries are reported on either side. In the West Bank, the IDF conducts arrest raids, house searches in Dahaysha r.c., Hebron, Nablus, Nahalin nr. Bethlehem. Shin Bet announces that in late 3/07, it detained 19 Hamas mbrs. fr. Qalqilya whom it says have confessed under interrogation to planning a massive truck bombing in Tel Aviv during the Passover holidays, which end this evening; Olmert cites the case as proof that “terrorism is a cornerstone of the new Palestinian government, a government that should be shunned”; Hamas officials in Qalqilya deny being part of any plot. Jewish settler children fr. Ma’on in Hebron chase, attack a group of Palestinian children (ages 10–12) on their way to school; the IDF observes but does not intervene. A Palestinian gunman shoots, grazes a Jewish settler at a bus stop nr. Qalqilya. In Gaza, unidentified gunmen fatally shoot a PSF officer in Khan Yunis; unidentified assailants kidnap, shoot, wound, release a PA police officer; Jabaliya municipal workers stage a sit-in outside municipal offices to protest the nonpayment of their salaries. In Gaza, IDF troops in Dahaniyya airport fire tank shells at al-Shuka village, killing a 14-yr.-old Palestinian boy, wounding another Palestinian who strays near the border fence; sends troops, drones into Abasan nr. Khan Yunis, conducting arrest raids, demolishing 2 Palestinian homes, damaging a 3d house, bulldozing 79 d. of agricultural land and a water network, wounding 1 Palestinian. In the West Bank, the IDF patrols in Tamun; conducts arrest raids, house searches in and around Nablus, in Tulkarm town and r.c., nr. Hebron and Jenin. A 9-yr.-old Palestinian boy is injured in Balata r.c. when he accidentally detonates unexploded IDF ordnance. A Jewish settler driving nr. Qalqilya deliberately hits and injures a 10-yr.-old Palestinian girl walking home fr. school; the IDF arrests the driver. The High Court of Israel rejects 7 Palestinian petitions regarding the route of the separation wall northwest of East Jerusalem, accepting the existing plan, stating that “the purpose of the construction of the wall is to protect the lives of Israeli citizens from terrorist attacks, so its expected benefit is great” and that Palestinian needs had been adequately addressed. The IDF also shells areas around Bayt Hanun, wounding at least 2 Palestinians; fires across the border fr. Israel at Palestinian farmers working their land nr. al-Maghazi r.c., wounding 1. In the West Bank, the IDF arrests PA parliament speaker ‘Aziz Dwayk (Change and Reform) in his Ramallah home on charges of being a mbr. of a terrorist organization (Hamas); conducts random ID checks in Dahaysha r.c. (firing on stone-throwing Palestinians who confront them, wounding 2), Tubas; conducts arrest raids, house searches in Bethlehem, Jenin town and r.c., Nablus; burns 30 d. of agricultural land btwn. the separation wall and the Green Line nr. Overnight, the IDF makes air strikes outside a Palestinian r.c. s. of Tyre, wounding 1 person, lands 2 naval commando units (reportedly wearing Lebanese army uniforms) nearby, raids an apartment building housing Hizballah mbrs. allegedly involved in long-range rocket attacks on Israel, clashing with Hizballah mbrs. for 3 hrs., killing 4 suspected Hizballah mbrs., 1 Lebanese soldier at a nearby checkpoint, 2 bystanders before withdrawing. During the day, the IDF continues air strikes, hitting 170 targets in s. Beirut, and n. of Hermel; drops leaflets over Sidon, warning residents to leave prior to imminent strikes there; continues ground operations in some 20 villages in s. Lebanon, leaving 2 IDF soldiers dead, at least 9 wounded in clashes in Aita al-Sha‘b, Taybeh. Hizballah fires 160 rockets into n. Before dawn, the IDF responds to Hamas’s 7/3 rocket fire on Ashqelon by carrying out air strikes on the PA Interior Min. in Gaza City (destroying it and wounding at least 7 Palestinians in homes nearby, including 4 children), a Hamas-run school in Gaza City, a Hamas training camp in s. Gaza. Later, Hamas fires a 2d 2-engine Qassam rocket that lands outside Ashqelon, causing no damage or injuries, the Israeli security cabinet authorizes the IDF to step up operations in Gaza and the West Bank aimed at halting rocket fire and “striking at institutions and infrastructures that serve terrorism,” particularly targeting Hamas. During the day, the IDF moves more tanks, troops into n. Gaza and begins to push south toward Bayt Hanun and Jabaliya r.c., reoccupying fmr. settlement sites, occupying a 7th Palestinian home as an operational base, exchanging fire with Palestinian gunmen and shelling (fr. land and sea) areas where militants are allegedly burying explosives, killing 1 Hamas mbr., 1 PA naval officer, wounding at least 17 Palestinians (10 PA naval officers at a barracks nr. where the Hamas mbr. was killed, 7 children).
