Tensions in East Jerusalem and the West Bank remain high as Israeli forces continue to enforce the restrictions on Palestinian access to Haram al-Sharif and Hebron’s al-Ibrahimi Mosque that were announced on 9/27 and 9/28, respectively. More than 150,000 Jews attend a ceremony at the Western Wall outside Haram al-Sharif for the Jewish holiday Sukkoth. In Gaza, the Egyptian authorities open the Rafah border crossing in 1 direction to allow Muslims to return to Gaza from Hajj. In the West Bank, IDF troops assault a Palestinian nr. Nablus; conduct raids nr. Hebron, arresting 2 Palestinians and sparking clashes with stonethrowing Palestinian youths (4 Palestinians are injured); patrol outside Hebron and Jenin during the day. In a speech to the UNGA in New York, PA pres. Abbas says that because the Israeli govt. continues to violate the Oslo Accords and other previous agreements on a daily basis, the Palestinians “cannot continue to be bound by [the] agreements” and that Israel “must assume all of its responsibilities as an occupying power”. At a ceremony outside the UN headquarters after the speech, Abbas and UN secy.-gen. Ban Ki-moon oversee the ceremonial raising of the Vatican and Palestinian flags. Also in New York, Middle East Quartet reps. meet with the Jordanian, Saudi, and Egyptian FMs, and they issue a statement calling on all parties to “exercise restraint” and maintain the status quo at Jerusalem’s holy sites. They also agree to send Quartet envoys to Israel and the oPt in 10/2015 to facilitate the resumption of peace negotiations (the visit will be canceled on 10/12). (JP, TOI 10/1; HA 10/11)

In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

In East Jerusalem, around 50,000 Palestinians pray at Haram al-Sharif for ‘Id al-Adha. Non-Muslim visitors are barred from the sanctuary, pursuant to the Israeli authorities’ 9/21 order. In the early morning, Israeli forces arrest 1 Islamic Waqf guard at the sanctuary. Late at night, Israeli forces arrest 5 Palestinians on raids in Silwan and Sur al-Bahir. On Gaza’s border e. of Khan Yunis, Israeli forces arrest 3 Palestinians attempting to cross into Israel for work. Violence and protests over recent access restrictions at Haram al-Sharif continue through the day in Israel, the West Bank, and East Jerusalem. A day before Yom Kippur, Israeli forces clear all Muslim worshippers from Haram al-Sharif and close all but 3 of the sanctuary’s entrances. Throughout the day, forces arrest 4 Palestinian youths accused of stone-throwing on their way home from school in the Old City, demolish a Palestinian home under construction in Silwan, and level Palestinian farmland in Issawiyya. The IDF conducts an arrest raid nr. Hebron, and a Palestinian is killed in the ensuing clashes, leading to conflicting accounts of his death. While the IDF says that an explosive device he intended to throw detonated prematurely and soldiers nearby fired shots in the direction of the explosion, Palestinian witnesses say Israeli soldiers shot him and left him bleeding on the ground while blocking paramedics from providing aid. During separate IDF house searches and raids nr. Hebron and Nablus, clashes erupt between stone-throwing Palestinians and Israeli forces, injuring 2 Palestinians and arresting 1. IDF troops violently disperse Palestinians protesting nr. Bethlehem, Hebron, and Ramallah, injuring 3; patrol throughout the West Bank. Thousands of Palestinian citizens of Israel gather in Sakhnin to protest Israeli restrictions at Haram al-Sharif. The Israeli authorities announce a series of security measures to coincide with the Jewish holiday Yom Kippur on 9/22–23 and the Muslim holiday ‘Id al-Adha on 9/24–27. Meanwhile, the Israeli police temporarily suspend the use of Ruger sniper rifles, which was approved on 9/17, to allow administrators to systematically train officers in their use. Israel’s COGAT announces that, for the 1st time since 2007, it will allow ironware, furniture, and textiles to be imported from Gaza to Israel, starting on 10/7. (HA, TOI 9/22)

Marking the 3d such attack in 3 days, Sarayat al-Shaykh Umar Hadid fighters fire a rocket from Gaza into Israel nr. Ashqelon, causing no damage or injuries. In the West Bank, around 2,000 Israeli settlers visit Joseph’s Tomb nr. Nablus under an IDF escort, sparking clashes with stone-throwing Palestinian youths; 1 IDF soldier is lightly injured. Palestinians throw stones at Israeli cars nr. Hebron and Jerusalem, and later at an Egged bus nearby, causing minor damage. In Dahaysha r.c. nr. Bethlehem, PASF troops disperse around 300 Palestinians protesting the PASF’s alleged use of excessive force in recent confrontations, including on 9/18. Israeli soldiers assault 2 Palestinian women during a raid nr. Hebron, demolish 5 Palestinian stores n. of Jerusalem, and patrol nr. Hebron and Qalqilya. In response to a statement released by PM Netanyahu’s office on 9/19, Israeli atty. gen. Weinstein says that he has not approved increasing minimum sentences for those convicted of throwing stones or Molotov cocktails and that he opposes changing the Israeli police’s rules of engagement in East Jerusalem. After meeting with Weinstein and the security cabinet, Netanyahu backs off his proposal. According to a statement released by his office, Netanyahu is “leaning toward the idea raised in the meeting to stiffen penalties— setting mandatory minimum penalties for stone-throwers by means of a temporary provision that would be in place for a year at the first stage.” (HA, JP, TOI, YA 9/20)

During clashes sparked by a raid in the East Jerusalem neighborhood of Issawiyya, Israeli forces shoot a 13-year-old Palestinian in the head with a rubber-coated bullet, seriously injuring him and arresting 7 Palestinians. Enforcing PM Netanyahu’s pledge to crack down on stone-throwers, Israeli forces arrest at least 20 Palestinians during night raids in Issawiyya, Silwan, and Jabal Mukabir. Throughout several other East Jerusalem neighborhoods, Israeli forces clash with Palestinians throwing stones and protesting the recent access restrictions at Haram al-Sharif, injuring several Palestinians and arresting 11. In the West Bank, IDF troops violently disperse Palestinians protesting restrictions in East Jerusalem and at Haram al-Sharif, injuring a 14-year-old Palestinian with live ammunition nr. Qalqilya. They also patrol in Jenin and Jenin r.c., arresting 3 Palestinians and sparking clashes with stone-throwing youths (another Palestinian is seriously injured, then arrested). Israeli forces patrol during the day around Hebron and Qalqilya. Nr. Nablus, an Israeli settler opens fire on a Palestinian vehicle, causing no injuries. Israeli settlers also clog a Palestinian water well nr. Bethlehem with dirt and rocks to prevent its use. PM Netanyahu’s office releases a statement saying that the Israeli police are working on a new proposal to change their rules of engagement in East Jerusalem and to increase penalties on those convicted of throwing stones or Molotov cocktails. (TOI 9/19; JP, YA 9/20)

Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Along Gaza’s border, Israeli forces arrest 2 Palestinians attempting to cross into Israel for work. Separately, Egyptian authorities allow 500 Muslims from Gaza to pass through the Rafah border crossing for Hajj. In Israel, the IDF deploys an Iron Dome battery outside Ashqelon (nr. the Gaza border) in response to the escalation of violence in Jerusalem and in anticipation of possible tension over Palestinian prisoner Allan’s hunger strike. Meanwhile, Israeli PM Netanyahu approves a proposal to increase security in Jerusalem, providing 800 additional officers in the city from 9–10/2015. The UNSC releases a statement expressing “grave concern” over the recent violence in East Jerusalem, calling on all sides to work together to lower tensions and to refrain from provocative actions that would change the status quo at Haram al-Sharif. (UNSC 9/17; JTA 9/18)

At its general conference, the mbrs. of the International Atomic Energy Agency (IAEA) reject, 61–43, with 33 abstentions, a res. proposed by Egypt and other Arab states calling for inspections and international oversight on Israel’s nuclear weapons program. (DS, HA, JP, TOI 9/17)

After 2 weeks of increasing tension and clashes in East Jerusalem over access at Haram al-Sharif, Israeli authorities ban male and female volunteer guards— murabitun and murabitat—from the sanctuary on the grounds that they disturb and intimidate Jewish visitors. Around 50 Palestinian women gather outside Haram al-Sharif in the morning to protest the Israeli restrictions on their access. Late at night, suspected right-wing Jewish activists spray racist graffiti on walls in the Old City and Israeli forces arrest 7 Palestinians on raids in al-Tur and Jabal Mukabir. In the West Bank, unknown assailants shoot and lightly injure an Israeli settler driving nr. Nablus. Later, Israeli settlers set fire to dozens of olive trees outside a nearby Palestinian village and Israeli forces block the entrances to the village and order a curfew. Separately, Israeli forces raze agricultural land and seize an irrigation network nr. Hebron. IDF troops conduct late-night house searches and raids nr. Jericho, Jenin, Tulkarm, and Bethlehem, arresting 4 Palestinians; patrol in al-‘Arub r.c and nr. Hebron. The Israeli authorities reopen a road nr. Ramallah that has been closed for 15 years (it was initially reported reopened on 5/25, but Israel’s Coordinator of Government Activities in the Territories [COGAT] delayed the opening to perform unspecified maintenance). PNC pres. Zanoun announces that the PNC convention scheduled for 9/14–15 has been postponed in response to various Palestinian political groups’ requests for a delay and calls for a boycott. He says that a comm. comprising himself, the PLO Exec. Comm., and the heads of the various factions will meet to prepare to convene the PNC within 3 mos. (JP, MNA, WAFA 9/9)

UNRWA commissioner-gen. Pierre Krähenbühl reaches an agreement with the UNRWA employees union in Gaza to end the recent protests over reductions in agency services. The union went on strike for a week on 8/24, then agreed to return to work on 8/31 in exchange for a tentative agreement to limit class sizes. (MNA 9/9)

In East Jerusalem, an Israeli police vehicle runs down a Palestinian in Ras al-Amud and police beat him, causing injuries. Later, the police arrive at the hospital and summon the man for questioning. The event sparks clashes with stonethrowing Palestinians, injuring 1 Palestinian. Nearby, Israeli forces arrest 2 Palestinians during raids in Jabal Mukabir and al-Tur. Along Gaza’s border, Israeli forces arrest a Palestinian attempting to cross the border. In the West Bank, IDF troops conduct raids and house searches nr. Hebron, Jenin, and Nablus, arresting 9 Palestinians total and sparking clashes with Palestinian youths nr. Hebron. A PLO Exec. Comm. mbr. says that PA pres. Abbas will announce the termination of the Oslo Accords due to Israel’s “lack of commitment” in his 9/30 UNGA speech. He does not comment on the future of PA security coordination with the IDF, which the Oslo II agreement established in 1995. (MNA 9/6; JP, MNA, TOI 9/7)

In response to cross-border gunfire on 9/2, the IAF launches 2 air strikes at a Hamas military site in n. Gaza, causing damage. IDF troops stationed along the n. border fence shoot and injure a Palestinian man allegedly attempting to cross into Israel from the sea, according to the IDF. Israeli forces level land during a limited incursion e. of Khan Yunis. Believing they are Israeli settlers, Palestinians torch a car belonging to 5 U.S. Jewish tourists nr. Hebron, lightly injuring 2 of them with stones. Another Palestinian shelters the tourists in his home until Israeli troops collect them. Israeli forces then raid the area, sparking clashes with the stone-throwing youths. Separately, IDF troops escort around 400 Israeli settlers to Joseph’s Tomb on the outskirts of Nablus. Clashes erupt with Palestinian youths, but there are no serious injuries. Meanwhile, the IDF patrols nr. Tulkarm and Hebron. Israeli forces demolish 7 homes and agricultural structures in a village nr. Ramallah. In East Jerusalem, Israeli authorities ban 40 Palestinian women from entering Haram al-Sharif for periods between 10 and 60 days. Amid ongoing tensions in East Jerusalem, around 60 Israeli settlers move into an empty building in Silwan overnight, sparking clashes between their escort of Israeli forces and Palestinians (dozens of Palestinians are hurt). In Gaza, a small Islamist group fires a small rocket toward Israel; it falls short of the border fence. The group takes responsibility later in the day, saying that it was retaliation for the IDF’s raid in Jenin on 8/31. The Israeli authorities then close the Erez border crossing for 2 hours in response. Meanwhile, Israeli forces level land in a limited incursion across the border fence e. of Gaza City. In the West Bank, IDF troops arrest a PA security forces (PASF) officer at a checkpoint s. of Nablus; patrol in 3 villages nr. Hebron; conduct late-night house searches and raids in al-‘Arub r.c. and outside Hebron, Jenin, and Ramallah, arresting 6 Palestinians. They also search homes in Jalazun r.c. nr. Fanning the flames across East Jerusalem, at least 20 Israeli settlers escorted by Israeli forces overtake a building in Silwan, claiming that the settler organization Ateret Cohanim had purchased it. A Palestinian man refuses to leave his apartment, so the settlers only move into 4 of the 5 floors. Later, Israeli forces close off a main street in al-Tur nr. the site of a firebomb attack on 8/26. Along Gaza’s border, Israeli forces arrest a Palestinian attempting to cross into Israel e. of Khan Yunis. Egyptian authorities allow the body of a Palestinian who recently died in an Egyptian hospital to be returned home through the Rafah border crossing. In the West Bank, IDF troops patrol in a village nr. Ramallah, sparking minor clashes with stone-throwing Palestinian youths and arresting 1 Palestinian. They also conduct house searches and raids nr. Qalqilya, issuing 1 Palestinian an arrest summons. Israeli forces demolish 4 buildings in Israeli settlement outposts nr. Nablus and arrest 3 settlers protesting the demolitions. In Israel, dozens of Palestinians gather nr. the bedouin village Umm al-Hiran in the Negev to protest the preconstruction phases of 2 Israeli Jewish towns, which Israeli forces began on 8/23. Palestinian UN envoys formally submit a UN General Assembly (UNGA) res. that would allow non-mbr. observer states—Palestine and the Vatican—to display their flags at the UN’s headquarters and offices. Off Gaza’s coast nr. Gaza City, Israeli naval forces fire warning shots at Palestinian fishing boats, causing damage to several. In the West Bank, the IDF conducts late-night raids in 2 villages nr. Hebron, 1 nr. Nablus, and Dahaysha r.c. nr. Bethlehem, arresting 6 Palestinians; patrols in al-‘Arub r.c. and 1 village nr. Hebron, and 1 village nr. Nablus. Israeli water company Mekorot cuts off the water supply to a number of areas in the n. West Bank. In East Jerusalem, Israeli forces assault and detain a Palestinian at Haram al-Sharif after the man is pushed by a right-wing Jewish activist; 1 other Palestinian is arrested after the confrontation. They also arrest 1 Palestinian on a late-night raid in Qalandia r.c. In Israel, around 100 PCI gather outside the Barzilai Medical Center to protest the proposed force-feeding of Palestinian prisoner Allan, and they clash with around 50 Jewish Israeli counterprotesters, who threw stones and bottles. Hamas leader Mishal leads a delegation to Turkey and meets with Turkish pres. Recep Tayyip Erdoğan and PM Ahmet Davutoğlu about “activating the Palestinian cause on the regional and international levels,” according to Hamas sources. Meanwhile, Palestinians and Arab media outlets report that Mishal recently met with former Quartet envoy Blair for the 2d time in 6 weeks to discuss the prospects for Israel and Hamas reaching a long-term cease-fire. In Gaza, 4 Palestinians are killed and over 30 are injured when a piece of unexploded Israeli ordnance is accidentally detonated in Rafah (a 5th Palestinian will succumb to her injuries on 8/16). In the West Bank, a Palestinian driver rams 3 Israeli settlers hitchhiking between Nablus and Ramallah, injuring 2 seriously. IDF troops open fire on the driver, critically injuring him. IDF troops then raid the driver’s home in a village n. of Jerusalem, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. IDF troops also conduct late-night raids and house searches in 1 village each nr. Bethlehem and Hebron, issuing arrest summons to 4 Palestinians; patrol during the day in 2 villages and al-‘Arub r.c. nr. Hebron, and 1 village each nr. Jericho and Ramallah. Israeli forces demolish a Palestinian tire repair store and another structure nr. Bethlehem. In East Jerusalem, Israeli forces arrest a Palestinian youth accused of stonethrowing and confiscate a Palestinian’s donkey in al-Tur, after Israeli settlers in the area reportedly complain that the donkey is a nuisance. Hamas and PFLP officials meet in Gaza and condemn the PA’s 7/31 appointment of 5 new ministers. (MNA 8/7) The Israeli govt. approves its budget for 2015–16, including a NIS 340 m. ($90 m.) special grant to develop infrastructure in Israel’s West Bank settlements. The grant was included in the budget in obligation of Likud’s coalition agreement with the Jewish Home Party. In Gaza, 2 rockets are fired toward Israel, with 1 falling short of the n. border and the other exploding in open land on the Israeli side of the border fence; neither cause major damage. Off the n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Meanwhile, hundreds of Palestinian refugees gather in front of UNRWA’s headquarters in Gaza City for the 2d Sunday in a row to protest the agency’s recent reduction in services. In the West Bank, thousands of Palestinians march in Duma, nr. Nablus, in solidarity with the victims of the 7/31 arson attack in the village. Israeli forces erect mobile checkpoints outside the village to stop the march, sparking clashes in the evening; there are no serious injuries. IDF troops assault 1 Palestinian each in c. According to a senior Israeli official, China recently informed Israel that it will not allow any of its citizens to work on Israel’s West Bank settlements. The restriction comes in the context of bilateral trade negotiations, which Israeli finance min. Moshe Kahlon initiated to facilitate his broader push to expedite construction of housing across Israel. Kahlon is hoping to have thousands of foreign workers come, replacing the current system of private construction firms hiring foreign workers as needed, which has resulted in a series of labor law violations and international criticism. In a Washington Post interview, PA PM Hamdallah says the Palestinians have “received assurances” from the U.S. that it will “resume negotiations” between Israel and the Palestinians once the P5+1 and Iran reach a final nuclear agreement.
