In the West Bank, Palestinians threw stones at an Israeli settler vehicle, setting it on fire after the settler couple fled the scene. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israeli police also caused damage to property inside of the mosque, including at the health clinic, smashing windows and causing damage from stun, tear gas, and smoke grenades. Israeli police claimed that 1 officer was injured in the leg by a stone thrown at him. Israeli forces also shot and injured 1 Palestinian minor near Silwan. In Israel, 2 Israeli soldiers were stabbed and injured near an army base at the Tzrifin junction, 1 Palestinian man was arrested for the attack. Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. In the West Bank, Israeli settlers assaulted Palestinians in Fasayil, injuring 1. Israeli forces raided Nablus and took measurements for a punitive demolition of a home belonging to the family of a Palestinian killed during an Israeli raid on Jenin on 3/7. Israeli forces also issued 15 stop-work orders for structures in al-Jiftlik and demolition orders for 4 homes and 1 agricultural structure in Idhna. Haaretz reported that the Israeli military had conducted a psychological warfare operation against Israelis during the 2021 Operation Guardian of the Wall to garner support among the Israeli public for the Israeli military’s attacks on Gaza. The military used the social media platforms Twitter, Facebook, Instagram, and TikTok to upload propaganda from fake profiles. The campaign was launched 2 days into Israel assault on Gaza, as Israeli military personnel feared they were losing public support. (AP, HA 3/22) 

The Jordanian parliament voted to recommend expelling the Israeli ambassador to the country in protest over Israeli finance minister Bezalel Smotrich’s comments on 3/19 in Paris that the Palestinian people do not exist while standing in front of a map depicting Greater Israel, including all of Palestinian and Jordan. In the West Bank, Israeli settlers assaulted 1 Palestinian family and stole 30 of their sheep near Deir Jarir. Israeli settlers also assaulted 2 Palestinians in Qarawat Bani Hassan. 21 Palestinians were arrested during late-night raids in Hebron, Nablus, Jenin, Bethlehem, and Tulkarm. In the West Bank, 18 Palestinians were arrested during late-night raids in Tarqumiyah, Dura, Bayt Kahel, Aida refugee camp, Nahalin, Nur Shams refugee camp, Nablus, al-‘Awja, and Ramallah. In Israel, a bomb explosion on a road near the Megiddo prison injured 1 Palestinian citizen of Israel traveling in his car. Israeli media reported that the bomb was planted by a person who had crossed from Lebanon into Israel during the weekend. A suspect was shot and killed later near Kibbutz Adamit. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man at the Dorot Illit settlement farm near Qalqilya. Israel claimed the Palestinian man was armed with knives and explosives. Israeli forces shot and killed 1 Palestinian minor during a raid in Qalqilya. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with live ammunition and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 10 with tear gas. Israeli forces also took measurements in Ni’lin for a punitive demolition of the family home of the Palestinian man who shot and injured 3 Israelis in Tel Aviv on 3/9. The Washington Post published an investigation into the 2/22 raid on Nablus in which 11 Palestinians were killed and 102 were injured, saying that Israeli forces fired at least 14 shots at unarmed Palestinian civilians taking cover outside of a mosque, 2 of whom were killed and 3 of whom were injured. The investigation used 3D modeling to show that the shots were fired despite the soldiers having a clear view of the civilians. (WP 3/10; HA, WAFA 3/11)

Iran and Saudi Arabia agreed to reopen embassies in each other’s countries within 2 months after meetings brokered by China in Beijing. It was reported that China will host a Gulf Cooperation Council summit where Iran will be participating. In the West Bank, Israeli settlers threw stones at Palestinian homes in Hebron, injuring 1 minor who was hospitalized for his injuries. Videos of the incident show Israeli forces did not intervene while in the area. PA forces violently dispersed a funeral procession, using smoke grenades and tear gas, for a Palestinian man who was killed by Israeli forces on 3/7 during a raid in Nablus. The PA said its forces intervened because Hamas flags were waived. In Gaza, 1 rocket was launched at Israel; no damage was reported. Later Israel said that 1 military vehicle was hit by an explosive device and Israel subsequently directed artillery fire at Khan Yunis, injuring 2 and causing damage. The Israeli military’s chief of staff, Herzi Halevi, said that the military did not allocate enough troops to respond to the large-scale settler raid in Huwwara on 2/26 but that there would be no disciplinary measures taken against the officials involved. The Israeli military has been criticized for not intervening to save Palestinians and Palestinian property during the raid despite being present in the area. (HA 3/9; MEE 3/10)

In the West Bank, Israeli settlers threw stones at Palestinians and their property in Hebron and Nablus, injuring 2 in Nablus. Israeli settlers also assaulted 1 Palestinian farmer working his land in ‘Urif. Israeli forces shot and killed 7 Palestinians, including the alleged perpetrator of the killing of 2 Israeli settlers on 2/26 and 1 minor, and injured 25 others during a raid in Jenin. 2 Israeli soldiers were injured. The PA called the raid a “heinous crime,” while the U.S. said Israel had a right to defend itself. Israeli forces also raided ‘Askar refugee camp, arresting 2 sons of 1 of the Palestinians killed during the raid in Jenin. Israel Hayom reported that Israeli foreign minister Eli Cohen was working on normalization deals with Mauritania, Somalia, Niger, and Indonesia. Talks about normalization with those countries were reportedly brought up in conversations that included U.S. secretary of state Antony Blinken and National Security Advisor Jake Sullivan. Israel Hayom said Israeli talks with Mauritania were the most advanced of the 4 and that Israel had asked Germany to assist in its efforts. (ALM 3/7)

In Syria, Israeli forces conducted airstrikes in Aleppo, damaging the runway at Aleppo International Airport. The Syrian transport ministry said it had to reroute earthquake aid to other airports due to the strike. The Parliament of South Africa voted to downgrade the country’s diplomatic ties with Israel, making the Israeli embassy a liaison office, citing Israeli abuses of Palestinians. The South African government has to adopt the motion for the vote to take effect. (MEE 3/7; ALM, MEMO, WAFA 3/8)

In the West Bank, 1 Palestinian man succumbed to wounds sustained during an Israeli raid in Nablus on 2/13. An Israeli settler shot and injured 1 Palestinian woman after she allegedly attempted to stab a person near the Ma‘ale Adumim settlement. Israeli settlers also opened fire at buildings in Nabi Salih; no injuries were reported. Israeli forces shot and killed 1 Palestinian man during a raid in al-Arroub refugee camp. Israeli forces also demolished commercial structures near al-Jalama. In Gaza, 6 rockets were launched at Israel from Gaza; no damage was reported. Israeli forces conducted airstrikes hitting 2 sites in Gaza and causing damage; no injuries were reported. A day after advancing plans for 3,144 new settlement housing units, the Civil Administration’s Higher Planning Council advanced plans for a further 4,013 new settlement units, including 1,135 in Ma’ale Adumim. The total number of settlement units advanced on 2/22 and 2/23 was 7,157, of which 1,900 were given final approval and the rest were advanced for deposit. Israeli prime minister Benjamin Netanyahu granted Israeli finance minister Bezalel Smotrich authority over the Civil Administration, which was previously under the defense minister’s authority, and allowed Smotrich to create a settlement authority that will seek to improve services and infrastructure in Israeli settlements. The move was described as de jure annexation as Israel transferred the authority of the occupation from the military to a civilian entity. The PA Foreign Ministry issued a statement calling the international community’s response to the Israeli massacre in Nablus on 2/22 “shy and weak.” A general strike was observed throughout the West Bank in protest against the event in Nablus. (WAFA, WAFA 2/23)

The Arab League condemned Israel’s deadly raid in Nablus on 2/22 after an extraordinary meeting was convened in Cairo. The Organisation of Islamic Cooperation also condemned the Israeli actions. (WAFA, WAFA, WAFA 2/23)

In the West Bank, Israeli settlers vandalized 4 Palestinian-owned vehicles and wrote racist graffiti a building in Beit Iksa. Israeli forces made a large-scale midday raid on Nablus, killing 11 Palestinians, including 1 minor and a 72-year old man, more than 100 were injured by Israeli gunfire, including 6 critically. At least 2 anti-tank missiles were fired by Israeli soldiers at Palestinian buildings. Israeli forces also demolished 3 houses and 2 agricultural structures in al-Walaja. The PA requested emergency meetings at the UN Security Council, Arab League, and Organisation of Islamic Cooperation to address the Israeli raid on Nablus (see above). Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

Israel prevented Ana Miranda, a Spanish member of the European parliament, from entering the West Bank and deported her to Spain after she arrived at Ben Gurion Airport. (WAFA 2/21; MEMO 2/22)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. Israel’s acting interior minister Michael Malchieli wrote a letter to the father of the Palestinian man who hit and killed 3 Israeli settlers with his car on 2/10, saying that Israel may revoke his East Jerusalem residency. The Palestinian man who drove the car had been released from a psychiatric ward the day before the incident after suffering a mental health episode. (HA 2/14)

Palestinian prisoners in Israeli prisons began a civil disobedience campaign against the worsening conditions in the prisons. (MEE 2/15; AN 2/16; WAFA 2/18; WAFA 2/19)

The foreign ministers of the U.S., France, Germany, Italy, and the UK released a joint statement calling Israel’s 2/12 settlement announcement deeply troubling. (AJ, HA, REU 2/14)

The U.S. State Department withdrew the nomination of James Cavallaro as an independent member of the Inter-American Commission on Human Rights after the pro-Israel publication the Algemeiner published a story on Cavallaro’s criticism of Israel. U.S. State Department spokesperson Ned Price said that tweets that Cavallaro had posted in the past were “inappropriate to say the least,” referring to tweets where Cavallaro criticized representative Hakeem Jeffries (D-NY) for accepting donations from AIPAC and criticized Israel’s human rights record. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 7 others during a raid in Nablus; 6 were arrested. An Israeli soldier was filmed assaulting the Palestinian human rights activist Issa Amro in Hebron. A video of the incident was circulated by New Yorker journalist Lawrence Wright, who was given a tour of Hebron by Amro at the time of the assault. The Israeli soldier was later sentenced to 10 days in military jail, despite receiving support from Israeli national security minister Itamar Ben-Gvir. 7 Palestinians were arrested during late-night raids in Silwad, al-Mazra‘a al-Gharibiya, Jaba’, Dura, Ein as-Sultan, and Dheisheh refugee camp. In East Jerusalem, a Palestinian 13-year-old allegedly stabbed and killed 1 Israeli soldier at a checkpoint in Shu’fat refugee camp before being shot and injured by a settler. 1 Israeli minor was also stabbed and injured in the Old City; Israeli police later arrested a 14-year-old Palestinian who was said to be a suspect. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. Likud Party MK Hanoch Milwidsky told the Knesset during a debate on revoking citizenship for Palestinians convicted of terrorism that he prefers Jewish terrorists and will not seek to revoke their citizenship. The proposed legislation Milwidsky was defending would see Palestinians receiving prisoner stipends from the PA, or through a foreign body, having their citizenship revoked. The U.S. Supreme Court allowed a lawsuit brought by WhatsApp against the Israeli spyware company NSO Group to continue, denying the NSO Group immunity as a foreign government agent. NSO Group’s Pegasus spyware has been used to spy on activists and journalists in several countries, with more than 100 cases where the spyware having been installed via WhatsApp messages in more than 100 cases. The Hamas-affiliated media outlet Shehab News Agency leaked a 3-minute audio clip of PLO secretary-general Hussein al-Sheikh criticizing PA president Mahmoud Abbas and other leaders in the PA. In the clip Secretary-General al-Sheikh says that President Abbas “is a partner in the chaos and has an interest for it to remain.” Al-Sheikh told Al-Araby al-Jadeed that the recording was fabricated. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The amendment, which was part of the Religious Zionism Party’s coalition deal with the Likud Party, allows 2 ministers to serve in 1 government office and paves the way for Religious Zionism leader Bezalel Smotrich to appoint a minister at the defense ministry in charge of the administration of the West Bank. The IDF chief of staff Aviv Kochavi expressed his concern about the changes to the defense ministry to prime minister-elect Benjamin Netanyahu. Another amendment to the Basic Law allows Shas leader Arye Dery to serve as a minister in the government, despite being convicted of tax offenses. A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. The UN General Assembly adopted the resolution, “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources,” calling on Israel to end its exploitation of the natural resources of the lands it occupies.
