In the West Bank, Israeli settlers set up a tent near Qaryut. Israeli settlers also threw stones at Palestinian farmers and set a car on fire in ‘Asira al-Qibliya. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Qalqilya. Israeli forces also razed land, uprooting 120 olive and almond trees in Qusra. Elsewhere, Israeli forces raided ‘Asira al-Qibliya, injuring 15 with tear gas. Palestinian militants from al-Ayyash Battalion launched an improvised rocket at Israel from Jenin before it exploded near the launch site. The launch was said to be retaliation for the settler tour of the Haram al-Sharif compound (see below). In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound for the third time this year. Ben-Gvir was joined by Naqab and Galilee development minister Yitzhak Wasserlauf and some 1,780 other settlers. Hamas, the PA, Morocco, and Jordan condemned the touring of the compound. Palestinians were prevented from entering the compound during the incursion. 16 Jews were arrested at the compound for praying at the site. Hours after National Security Minister Ben-Gvir toured the Haram al-Sharif compound, Bahrain said it had to postpone a visit by Israeli defense minister Yoav Gallant, citing King Hamad bin Isa al-Khalifa’s schedule. (HA 7/28; HA 7/30)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Jeddah, discussing Saudi-Israeli normalization. The New York Times reported that King Salman had intervened to insist that a deal would have to include concessions to Palestine. Later on 7/28, President Biden said at a campaign event that “[t]here is a rapprochement maybe under way” in relation to the Saudi-Israel normalization talks. Israeli settlers also assaulted 1 Palestinian family in the Masafer Yatta area, injuring 1 minor. Elsewhere, Israeli settlers set up tents in Deir Balut. Israeli settlers also toured a religious site in Kifl Haris. Israeli forces hit 1 Palestinian minor with a military vehicle during a raid in Beit Furik, causing injuries. Israeli forces also issued a notification that Israel will seize 2 dunams (.5 acre) of land in al-Khader. Elsewhere, Israeli forces raided Deir Abu Mash‘al and al-Walaja, causing tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting an incursion by Israeli settlers at the Haram al-Sharif compound; 30 were injured by baton rounds and tear gas.

In Gaza, 5 rockets were fired at Israel; 4 of them were intercepted and 1 caused damage to a house in Sderot. Israel subsequently conducted air strikes, causing damage to several homes in al-Bureij refugee camp, Gaza City, and Nusseirat refugee camp. U.S. acting assistant secretary of state for Near East affairs Yael Lempert and deputy assistant secretary for Israeli and Palestinian affairs Hady Amr met with PA president Mahmoud Abbas and Israeli foreign minister Yair Lapid in separate meetings in an effort to calm the situation surrounding the Haram al-Sharif compound, where Israeli forces have attacked Palestinian worshippers for a week, including in al-Aqsa Mosque. The Arab league slammed Israel for interfering with Muslims’ rights to worship at the Haram al-Sharif compound and criticized the Israeli government for continuing to allow Jewish people to worship at the Holy site. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. Israeli forces shot and injured 1 Palestinian with a rubber-coated bullet to his chest during a raid in Kafr Qaddum. Israeli forces also violently dispersed Palestinian protesters near al-Mughayyir and Sahal al-Baqai’a, causing tear-gas related injuries. Elsewhere, Israeli forces blocked all traffic in and out of Hizma. 4 Palestinians were arrested during raids in Qalqilya, Aqabah, Tuqu‘, and Dayr Jarir. In East Jerusalem, Israeli forces raided PA governor of Jerusalem Adnan Ghaith’s home. Israeli forces also raided the home of deputy director-general of the Islamic Waqf, Sheikh Najeh Bakirat, in Jabel Mukaber, handing him a summon for interrogation. 6 Palestinians were arrested during raids in Silwan and at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 2 nautical miles west of al-Sudaniyya; no injuries were reported. In Israel, 1 Palestinian woman was killed and 2 others injured in a car bombing in Ramle; Israeli authorities suspected an assassination. The 1st case of the highly infectious Omicron variant of the COVID-19 virus was detected in Gaza. The Omicron variant has become dominant in many countries and is capable at infecting vaccinated people, especially those who have not received a booster shot. The Palestinian Prisoners’ Society said that Israel is denying 1 Palestinian prisoner access to the cancer treatment he needs. The Palestinian man has been detained since 10/25. (WAFA 12/26)

Qatar’s envoy to Palestine Mohammad al-Emadi said in a statement that Qatar, the PA, and Gaza’s electrical company have agreed to a project that will see Qatar invest $60 million in a gas pipeline from Israel to Gaza. The Israeli government approved a plan to double the settler population in the occupied Golan Heights. The $317-million plan will see Israel construct settler housing units and new infrastructure, including 3,300 new settlement units in Katzrin, 4,065 in Golan Regional Council, and 4,000 in 2 new settlements. Israeli prime minister Naftali Bennett said the government investment in settlements in the Golan Heights was linked to the U.S. Trump administration decision to recognize Israeli sovereignty over the area in 2019 and the current Biden administration’s indication that it will not roll back the decision. In the West Bank, Israeli forces violently dispersed Palestinians protesting in solidarity with the 6 prisoners who escaped from Gilboa prison on 9/6 in Huwwara, Hebron, Burqa, Qalqilya, Ramallah, Bethlehem, and al-Bireh, leading to dozens of tear-gas related injuries. Israeli forces also raided Ya‘bad, Arabbuna, ‘Anin, Faqqua, and Bir al-Basha searching for the escapees and harassing their families and friends; 7 were injured by rubber-coated bullets and 17 suffered tear-gas related injuries; 5 relatives of escapees were arrested during the raids. Islamic Jihad prisoners torched 8 cells in the Qetziot prison and 2 cells in the Ramon prison and clashed with guards after being told that the Israeli prison service would move them to other prisons as collective punishment for the prison escape by 6 Palestinians on 9/6. Clashes were also reported at Megiddo and Ofer prisons. After the prison protests, the prison service decided not to move the Islamic Jihad prisoners out of fear of them, according to Haaretz, but imposed collective punishment on prisoners by ending all family visits until the end of September. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. Israeli forces also violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 8 with rubber-coated bullets; others suffered tear-gas related injuries. The PA responded to the ICC’s request for clarification on the PA’s decision to end all agreements with Israel and the U.S. in light of the impeding annexation of parts of the West Bank. In East Jerusalem, Israeli forces limited the number of worshippers who were allowed to gather at the Haram al-Sharif compound due to fears of the spread of the COVID-19 virus. The Israeli municipality issued eviction orders for 7 families living in the Old City; the evictions cite cracks in the buildings, which the residents claim are due to Israeli excavations under the Old City. In a ruling that could affect some 700 Palestinians living in East Jerusalem, a Jerusalem court ruled in favor of a Jewish settler organization evicting a Palestinian family on property that was owned by Jews prior to 1938. 700 Palestinians live in Batn al-Hawa, which was owned by a Jewish property trust before 1938 when British Mandate authorities evicted the Jewish residents. Israeli law allows Jews to “reclaim” property in East Jerusalem but does not allow Palestinians to do so in Israel. (HA, WAFA 1/20; JPOST 1/21)

The official also said that Israel would pay for the flights of Palestinians wanting to leave Gaza; however according to the official, no country had been willing to allow Palestinians from Gaza to immigrate to their country via the Israeli proposal. At a press conference with Israeli prime minister Benjamin Netanyahu, Ukraine’s newly inaugurated president Volodymyr Zelensky announced that his administration would open an investment center in Jerusalem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. They then meet with PA pres. Abbas, who says that the Palestinian leadership will continue discussing the situation before he makes a decision on resuming contacts with Israel. Meanwhile, tens of thousands of Muslims pray at the sanctuary. As the crowds enter the sanctuary, clashes break out (the Israeli police say that Palestinians threw stones at them and they responded with riot-control methods.
