Israeli settlers also assault a Palestinian man near Dura, threatening to kill him if he continues to herd his sheep in the area. Elsewhere, Israeli settlers steal a tractor in Battir. Israeli settlers also throw stones at Palestinian vehicles traveling between Huwwara and Qalqilya. Israeli forces raid Balata refugee camp, demolishing homes and razing a main street. Israeli forces also arrest 10 Palestinians during late-night raids in and around Nablus, Balata refugee camp, Qalqilya, Bethlehem, Hebron, and Jenin. In East Jerusalem, Israeli forces arrest 5 Palestinians during raids in al-Tur and Shu’fat refugee camp. In Gaza, Israeli forces bomb Maghazi, Dayr al-Balah, Khan Yunis, and Gaza City, killing at least 77 people, including 4 at a tent for journalists outside of al-Aqsa Hospital in Dayr al-Balah where a WHO team is visiting to the assess needs of the hospital. Israeli forces also continue to raid and besiege al-Shifa Hospital. 4 Palestinians die of starvation at the Kamal Adwan Hospital, bringing the number of hunger-related deaths to at least 34. An Israeli soldier is killed in combat and another soldier succumbs to wounds sustained on 3/29. In Ashdod, Israeli forces shoot and kill a Palestinian man who allegedly stabbed and injured 3 Israelis in a shopping mall. In Beersheba, Israeli forces shoot and kill a Palestinian citizen of Israel who allegedly stabbed and injured an Israeli soldier at a bus station. In Jerusalem, tens of thousands of Israelis rally, calling for new elections. In Lebanon, Israeli forces bomb Kounine, killing Hezbollah commander Ismail al-Zin. Israeli forces also bomb Meiss Ej-Jabal, Blida, Markaba, and Kafr Kila. Hezbollah forces attack Israeli military sites in Metulla and al-Manara. More than 32,782 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 226 trucks carrying aid enter Gaza. Israeli military officials and soldiers tell Haaretz that Israel has designated “kill zones” in Gaza where all Palestinians entering the invisible zone are classified as terrorists and soldiers are ordered to kill all unarmed adult men. (HA 3/31)

A Hamas official tells Al-Aqsa TV that the PA has sent undercover security forces to Gaza using an Egyptian aid convoy and that 6 members of the security forces have been arrested. The PA denies the claim. (AJ, REU 3/31; HA 4/1)

Israeli prime minister Benjamin Netanyahu says in a speech that “the whole world is ganging up on us,” calling on Israelis to unite in defending Israel physically and morally. Netanyahu also says the invasion of Rafah is not delayed due to U.S. pressure and rejects calls for early elections. After the speech Netanyahu undergoes surgery for a hernia, leaving Justice Minister Yariv Levin as acting prime minister. Netanyahu will be released from the hospital on 4/2. The Wall Street Journal reports that the U.S. is concerned that intelligence sharing with Israel is leading to civilian deaths. The Journal also says that the Biden administration wrote a memo after 10/7/2023 expanding the scope of intelligence sharing with Israel. (AJ, HA, WSJ 3/31)

UN sources tell the Guardian that Israeli military chief of staff Herzi Halavi presented to UN officials last week a plan to dismantle UNRWA, which would include the transfer of some UNRWA staff to a replacement agency that would focus on the delivery of aid in Gaza or expanding the World Food Programme’s operations in Gaza. In the West Bank, unidentified gunmen opened fire at an Israeli settler vehicle near Qalqilya. Israeli settlers attacked Palestinians with batons, pepper spray, and stone at a spring near Tubas. Israeli forces shot and injured 1 Palestinian during a raid in Jericho. Israeli forces also leveled land and uprooted olive trees in Kafl Haris and razed an agricultural road in Zanuta. Elsewhere, Israeli forces violently dispersed Palestinian protesters during a raid in Dheisheh refugee camp, causing tear-gas related injuries. Israeli forces also demolished a water cistern serving 6 Palestinian families in al-Baqa’a. 16 Palestinians were arrested during late-night raids in Qalqilya, Bethlehem, Jericho, Tulkarm, Hebron, Ramallah, and Nablus. In East Jerusalem, Israeli forces raided the home of Islamic Waqf Department deputy director Najeh Bkeirat in Sur Bahir, detaining him. PA president Mahmoud Abbas visited Jenin for the first time in 12 years, giving a speech in Jenin refugee camp. Abbas praised the steadfastness of the Jenin residents in light of Israel’s attacks. The visit followed Israel’s large-scale attack on Jenin refugee camp on 7/3 and 7/4. Around 1,000 PA troops secured the area for Abbas. 2 Israeli settlers, including an off-duty soldier, were charged with terrorism, 1 for vandalizing a mosque in ‘Urif and the other for placing a chair in front of the door of a Palestinian home in Umm Safa and setting the chair on fire. Both incidents occurred in June. (AJ, HA, REU, TOI 7/12)

In Lebanon, Israeli forces opened fire at people approaching the border fence to Israel near Metula; 3 members of Hezbollah were said to be injured. (AJ, ALM, AP, HA, HA, MEE, REU 7/12; HA 7/13)

Israeli defense minister Yoav Gallant visited Azerbaijan, discussing strategic, diplomatic, and security ties with President Ilham Aliyev, Defense Minister Zakir Hasanov, and other officials. (ALM 7/12; HA 7/13; ALM 7/14)

Congresswoman Ilhan Omar (D-MN) said she would not attend Israeli president Isaac Herzog’s address to Congress, citing Israel’s ban on Omar and representative Rashida Tlaib (D-MI) from entering Israel and Palestine in 2019, Israel’s increase in its killing of Palestinians in the West Bank, and Prime Minister Benjamin Netanyahu’s statement that he wants to crush Palestinians’ hope of statehood. Later on 7/13 and 7/14, Omar was joined in her boycott by Jamaal Bowman (D-NY), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). A U.S. national security council spokesperson said that “[t]here is no talk of some kind of formal reassessment. The United States and Israel share a special bond, and our enduring commitment to Israel’s security is ironclad.” The statement followed a New York Times column by Thomas Friedman, who said a U.S. reassessment of its ties to Israel was inevitable. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, causing damage. Israeli settlers also threw stones at a secondary school in Madama. Israeli forces shot and killed 1 Palestinian man near Silwad, alleging that the man had opened fire at Israeli forces in the area. Israeli forces also violently dispersed Palestinian protesters in Kafr Ein, injuring 1 with live ammunition and others with tear gas. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Nablus. Israeli forces also razed land in al-Walaja. Meanwhile, Israeli forces issued a stop-work order for a residential structure in Umm Qossa in the Masafer Yatta area. 20 Palestinians were arrested during late-night raids in Beit Duqqu, al-Asakra, Tuqu’, as-Samu, and Qalqilya. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa, causing damage. 1 7-year-old Palestinian child died during an Israeli house raid in Taqqua; the boy’s uncle said the child died of a heart attack when the Israeli forces entered his home and that he did not have any prior medical history. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. Israeli forces also seized 1 bus in Ras al-Ahmar. Elsewhere, Israeli forces shot and injured 3 Palestinians during a raid in Dura. Israeli forces also demolished 1 Palestinian home in Artas. 10 Palestinians were arrested during late-night raids in Biddu, Beit Umar, Hebron, and Qalqilya. A general strike was observed in Jenin in protest over the killing of 4 Palestinians on 9/28. In East Jerusalem, 15 Palestinians were arrested in Isawiya, al-Tur, Sheikh Jarrah, Wadi Juz, and Silwan. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. Interior Minister Shaked also told public security minister Omer Bar-Lev to prepare for the forced expulsion. (HA 9/29)

The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. Al Monitor reported that Israeli prime minister Yair Lapid’s office had rejected a request by PA president Mahmoud Abbas’s office to arrange a phone call between the 2 on the occasion of the Jewish new year on 9/25. (ALM 9/29)

The Lebanese parliament failed to elect a new president of the country as more than half of the votes by 128 members were blank. (AP, HA, MEMO, REU 9/29)

In the West Bank, Israeli forces shot and critically wounded 1 Palestinian man at the Gush Etzion junction near Bethlehem, claiming that the man had tried to stab an Israeli soldier with a screwdriver; a video showed how Israeli soldiers prevented a medic from treating the Palestinian man. Israeli forces also demolished 1 parking lot near the separation barrier west of Deir al-Ghusun. 10 Palestinians were arrested during house raids, including 3 close relatives of 1 of the Palestinian prisoners who escaped the Gilboa prison on 9/6 in and around Abu Njeim, Aida refugee camp, Dheisheh refugee camp, al-Yamun, Kafr Dan, Qalqilya, Ni‘lin, and Jericho. In East Jerusalem, 3 Palestinians were arrested during late-night raids in al-Tur and Silwan. In Gaza, Israeli forces made incursions and leveled land near Beit Lahiya. In West Jerusalem, Israeli forces shot and severely injured 1 Palestinian man from the West Bank after he stabbed 2 Jewish people near the Jerusalem central bus station; both stabbing victims were said to be in stable condition. The Palestinian prisoner leadership said that 1,380 Palestinian prisoners in Israeli jails would go on hunger strike on 9/17 to protest the collective punitive measures introduced by Israel after 6 Palestinians escaped Gilboa prison on 9/6 (see 9/8). (HA, WAFA, WAFA 9/13; AJ, JP, PCHR 9/14)

After rumors that tips from Palestinians in Israel had led to the capture of 4 of the 6 Palestinians who escaped from Gilboa prison on 9/6, PA prime minister Mohammed Shtayyeh called for national unity. Prime Minister Shtayyeh said that “[t]he occupation authorities are trying to divide us from our brothers, and we need to strengthen the connection.” Shtayyeh also called on the UN to ensure that the prisoners are not tortured as rumors were circulating that at least 1 of the prisoners had been subjected to severe torture, leading to hospitalization. The PA instructed the Central Elections Committee to prepare for local council elections on 12/11. Political fractions in Gaza later rejected the elections after a meeting on the subject, saying that national election must precede local elections. (WAFA 9/14; MEMO 9/17; MEMO 9/21)

The New York Times detailed that a report by the International Atomic Energy Agency suggests that Iran is within 1 month of having enough material to build 1 nuclear warhead. It was also reported that manufacturing the warhead would take much longer. The reporting suggested that Iran was enriching the nuclear material to weapons grade to pressure the U.S. in the renewed Iran deal negotiations. (NYT 9/13; HA 9/14)

In the West Bank, an Israeli private security guard shot and killed 1 Palestinian woman at the Qalandia checkpoint, claiming she carried a knife and charged toward the checkpoint; it was reported that the Israeli forces let the woman bleed out. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries. 6 Palestinians were arrested, including 3 minors in Aida refugee camp, 1 at a checkpoint near Qalqilya, and 2 during late-night raids in Heron. In East Jerusalem, Israeli settlers sprayed pepper spray at 2 Palestinian minors by the Jaffa Gate. 3 Palestinians were arrested by Israeli undercover forces in al-Tur. In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

In the West Bank, Israeli settlers raided Qarawat Bani Hassan before confronted by Palestinian residents. Israeli settlers attacked 1 Palestinian minor near Kisan, causing injuries. Elsewhere, Israeli settlers set fire to agricultural lands planted with olive trees in Jalud, causing extensive damage. Israeli forces violently dispersed Palestinian protesters commemorating Nakba Day throughout the West Bank, killing 1 Palestinian in Hebron and injuring 450, including 27 in Hebron, 29 in Qalqilya, 12 in Ramallah, 18 in Nablus, 9 in Tulkarm, 6 in Jenin, 2 in Bethlehem, and 1 in Tubas using live ammunition. 13 Palestinians were arrested, including 4 during late-night raids in Tulkarm and 9 during protests near Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 journalist and arresting 1. Israeli forces also violently dispersed Palestinian protesters in al-Tur, causing tear-gas related injuries and 1 arrest. 13 others were arrested during raids in Issawiyya, al-Tur, Silwan, and Sur Bahir. In Gaza, 17 Palestinians were killed, including 8 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 136 to 153, including 41 children and 2 pregnant women. The casualties included: 10 members of the same family in an Israeli air strike in al-Shati refugee camp, including 8 children; 1 infant was found in the rubble of the house and was the only survivor of the attack; 2 in an air strike on a market in Gaza City; 1 in an air strike while driving north of Gaza City; 1 in a drone strike on agricultural lands near al-Bureij; 1, and 1 injured in an air strike on al-Bureij; 1 in an air strike while riding a motorbike in al-Maghazi; 1 Palestinian succumbed to wounds sustained in an air strike on a car wash al-Zawaideh. Israel also demolished al-Jalaa tower, a 12-story building in Gaza City hosting the offices of AP, Al Jazeera, and other international media outlets along with residential apartments; Israel claimed that it also housed Hamas and Islamic Jihad in Palestine intelligence offices, saying that made it a legitimate target; residents and workers were given 1 hour to evacuate the building. AP said their reporting capabilities in Gaza were significantly reduced while Al Jazeera called it a war crime and an act to stop reporting. Air strikes also demolished the home of senior Hamas official Khalil al-Hayya and severely damaged the 14-story tower al-Qahira and the 12-story tower al-Andalus in Gaza City. Shelling from land and sea also caused significant damage and injuries in Khan Yunis and Bayt Hanun. Egypt sent 10 ambulances to Gaza to pick up injured Palestinians for treatment at Egyptian hospitals. In Israel, 1 Israeli was killed by a rocket fired from Gaza in Ramat Gan, raising the Israeli death toll to 10. 6 buildings were also damaged in Ramat Gan. Rockets were also fired at Beersheba, Ashkelon, and Ashdod from Gaza, causing damage in Beersheba and Ashdod. Hundreds of Palestinian-Israelis protested in Jaffa over the Israeli police’s inability to protect them as violence has been escalating in the neighborhood and 1 minor was seriously injured by a firebomb on 5/14. 67 Palestinian-Israelis were reported arrested, including 52 in ‘Akka and 15 in Lydda. In Lebanon, hundreds of protesters gathered along the Blue Line to show solidarity with Palestinians in Gaza and Shaykh Jarrah. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. The WHO announced that Palestine will start receiving 37,000 doses of the Pfizer/BioNTech vaccine around the middle of February though the COVAX program. Kosovo’s foreign minister Meliza Haradinaj and Israeli foreign minister Gabi Ashkenazi signed an agreement between the 2 countries, which include Kosovo opening an embassy to Israel in Jerusalem and designating Hezbollah as a terrorist organization. In September, Kosovo, Serbia, the U.S., and Israel signed an agreement to have the 2 Balkan countries open embassies to Israel in Jerusalem in return for financial incentives. Serbia’s foreign minister said Serbia has “invested serious efforts in our relations with Israel in recent years and we are not happy with this decision.” Serbia is displeased that Israel as part of the agreement recognized Kosovo as an independent state. Axios reported that Israeli prime minister Benjamin Netanyahu was seeking to consolidate his power over Israel’s Iran policy before the Joe Biden presidency. In a letter to Israeli defense minister Benny Gantz, foreign minister Gabi Ashkenazi, ambassador to the U.S. Ron Dermer, and the Mossad director and IDF chief of staff, Prime Minister Netanyahu said that, “the Israeli government position regarding the Iran nuclear deal will be finalized exclusively by the Prime Minister on the basis of analysis done by the national security council in the Prime Minister’s office.” Axios wrote that Netanyahu wants a more hawkish stance on President-Elect Biden’s wish to re-enter the Joint Comprehensive Plan of Action than the rest of the relevant cabinet members and officials. An Iraqi court issued an arrest warrant for U.S. president Donald Trump in connection with the assassination of Iranian general Qassim Soleimani and commander of the Iraqi Popular Mobilisation Committee Abu Mahdi al-Muhandis, who were killed in 1/3/2020 at the Baghdad airport by U.S. forces. The Jerusalem District Court rejected the appeal of a Palestinian family against their eviction from their home in Silwan. The court said the family of 26 had to leave the house they have occupied since 1967 to allow Israeli settlers to move in. (PCN 11/24; HA 11/26)

PA prime minister Muhammad Shtayyeh said that the PA will start repaying its dues to public servants and retirees who have not been receiving full payments since February, when the PA starts receiving the money owed to it by Israel later this week. Prime Minister Shtayyeh said payment of dues for salaries remained the priority but recognized that the PA also will pay back all of its other unpaid bills to various sectors and contractors. According to the deputy leader of Fatah Mahmoud Alalul, the PA and president-elect Joe Biden’s team have made several understandings on how to proceed with the U.S.-PA relations after President-elect Biden is sworn in come January. An Israeli court forced the Israeli ministry of interior to publish guidelines for a scheme that would allow some 20,000 Palestinians from East Jerusalem to obtain Israeli citizenship faster than the normal process, which is extremely strenuous for Palestinians. (HA 11/24)

Without formally conceding the election, U.S. president Donald Trump said in a tweet that he had allowed the General Services Administration to prepare for President-elect Biden’s transition to the presidency. President Trump continues to maintain that he really won the election because Biden’s victory was based on voter fraud, an assertion he has not backed with any evidence. (HA 11/23)

Israel’s high court of justice rejected a petition to free a 49-year-old Palestinian who is held on administrative detention and has been hunger-striking for more than 60 days. The petition was rejected despite the Shin Bet and the Israeli Central Command caught lying about the Palestinian’s affiliation to Islamic Jihad. According to the prosecutors, he had been filmed saying he was a proud member of Islamic Jihad while interrogated; however, the transcripts do not back up their claim. (HA 10/6)

After PA Agriculture Minister Sufian Sultan sends a message to Israel’s Agriculture Ministry informing them of his intention to reverse the PA’s 12/2 ban on imports of lamb from Israel, Israel’s Agriculture Minister Uri Ariel lifts his 12/17 ban on imports of Palestinian produce. “In light of the Palestinian agriculture minister’s notification that he is allowing the free entry of Israeli-bred lamb [into Palestinian markets], I cancel my order to block the transfer of produce from the PA to Israel,” Ariel says in a statement. One day after Education Minister Naftali Bennett and Justice Minister Ayelet Shaked announce the formation of their new political party, Israeli polls project that their Hayamin Hehadash will win between 6 and 14 seats in the Knesset in the upcoming election on 4/9. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Amid talks between Hamas, UN, Egyptian, and Qatari officials on a possible long-term cease-fire arrangement for Gaza in Cairo, Hamas leader Haniyeh says that “a series of decisions has been made.” He does not offer any details beyond the fact that the collected parties discussed the stalled Palestinian reconciliation process and a variety of proposals to advance it and the effort to achieve a cease-fire in Gaza. Later, the Hamas delegation departs for Gaza. They are expected to respond to the various proposals within 24 hours. The Israeli government is set to discuss the latest proposals on 8/9. The Israeli government informs its High Court of Justice that it is prepared to establish a permanent settlement for the residents of Khan al-Ahmar if they agree to leave the village without resistance. The new proposed relocation site is 255 dunams (approximately 64 acres) and 8 km from Khan al-Ahmar. (HA 8/8)

Along Gaza’s border, an Israeli aircraft fires a “warning shot” at 3 Palestinians allegedly preparing to fly incendiary kites across the border fence, according to the IDF. Later, IDF troops open fire on Palestinian farmland along the border near Gaza City, causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Dayr al-Balah, causing no damage or injuries. In the West Bank, IDF troops violently confront Palestinian medics as they attempt to tend to persons injured in a traffic accident near Bethlehem. They also assault and injure 2 Palestinians and arrest 6 more during raids in and around Hebron, Tulkarm, Ramallah, and Bethlehem; and patrol near Qalqilya and Hebron. The Israeli authorities shut down border crossings in and out of Gaza and the West Bank “in accordance with instructions from the government and a situations assessment by the IDF,” according to an IDF statement.
