In the West Bank, Israeli forces violently dispersed a Land Day rally in Sabastiyya, leading to tear-gas related injuries. 10 Palestinians were arrested, including 8 during raids in and around Yasuf, Qarawat Bani Hasan, Jenin, Ramallah, and Hebron, and 2 were arrested at a checkpoint near Jenin refugee camp. In East Jerusalem, Israeli forces raided the home of a former Palestinian prisoner released on 3/29, after 20 years in prison, and assaulted his relatives who were preparing for a reception in celebration of his release; the Israeli forces arrested the former detainee again, and he was rereleased on 3/31 and warned not to hold a reception. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya, causing damage to 1 boat; no injuries were reported. Azzam al-Ahmad and Ahmad Majdalani of the PLO executive committee said that the upcoming Palestinian legislative elections could not be held without participation of Palestinians in East Jerusalem. (WAFA 3/30)

The U.S. state department released its annual report on human rights abuses and continued the Trump administration’s practice of not referring to the Palestinian territories as occupied in the section on Israel. Instead, the section was called “Israel, West Bank and Gaza.” A state department official said the language reflected the department’s “practices generally. We also believe it is clearer and more useful for readers seeking information on human rights in those specific areas.” (ALM 3/31)

EU representation in Jerusalem said that Israel is delaying granting visas to EU election observers for the Palestinian legislative council elections. It said that it had sent the request to the Israeli foreign ministry on 2/8. (WAFA 3/30; JP 3/31)

Approximately 30,000 Palestinians gather along Gaza’s border for a massive protest dubbed the “Great March of Return” commemorating Land Day and calling for refugees’ rights to return to their homes in Israel (see extensive coverage in JPS 47 [4]). They chant slogans, throw stones, and build protest tent camps in various locations. IDF troops violently disperse the demonstrations in multiple locations; 15 Palestinians are killed and hundreds are injured. Video recorded at the march shows a Palestinian being shot in the back while running away from the border. The protests are set to continue for 6 weeks. Hours before the protest, the IDF declares the border area a closed military zone, threatening violence should any person approach. Israeli tanks then shell and kill a Palestinian farmer working along the border. In the evening, 2 armed Palestinians open fire on an IDF post along Gaza’s northern border. Israeli soldiers return fire, and Israeli tanks and jets strike Hamas observations posts in the area as well; there is no major damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s settlements, occupation, and separation wall, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital, in Kafr Qaddum near Qalqilya, Beita near Nablus, al-Bireh, and 3 villages near Ramallah (Bil‘in, Ni‘lin, and Nabi Salih); at least 26 Palestinians are injured. Meanwhile, IDF troops arrest 2 Palestinians during late-night raids near Hebron. An Israeli settler driver allegedly rams and seriously injures a Palestinian near Hebron. UN secretary-general António Guterres calls for an independent and transparent investigation into the killings in Gaza today and “appeals to those concerned to refrain from any act that could lead to further casualties and in particular any measures that could place civilians in harm’s way,” according to a spokesperson. The UNSC also convenes to discuss the killings, despite U.S. and Israeli requests to postpone the discussion to 3/31. (HA, REU 3/31)

Palestinians gather across the West Bank to commemorate Land Day. IDF troops violently disperse them in Bethlehem, Madama village nr. Nablus, and several other areas; at least 16 Palestinians are injured and at least 4 are arrested. Meanwhile, Israeli forces raze around 20 dunams (5 acres) of land nr. Salfit to make way for the expansion of a settlement industrial zone. IDF troops arrest 6 Palestinians during late-night raids nr. Bethlehem, Ramallah, and Salfit; and patrol nr. Nablus and Hebron during the day. In East Jerusalem, Muslim worshippers verbally confront dozens of Jewish settlers touring Haram al-Sharif; there are no arrests or violence. In a meeting with his security cabinet, Israeli PM Netanyahu announces a new policy to manage settlement growth: the Israeli govt. will continue construction in previously developed areas, when permissible, and adjacent areas, when not permissible; allow construction on the closest land possible to developed areas when neither adjacent nor permissible land is available; and bar the creation of any new settlement outposts. The PM insists that the new policy is not based on an understanding with the Trump admin., although it comes a week after an Israeli delegation’s visit to Washington for talks on settlement growth. Netanyahu also says that 900 dunams (approx. 222 acres) nr. the Eli settlement have been declared state land and that final approval has been given to market 2,000 new homes in existing settlements (these 2,000 are among the 5,700 advanced in the 3 weeks following U.S. pres. Israel’s security cabinet announces its unanimous approval of a new Israeli settlement n. of Ramallah to house the former residents of the illegal Amona settlement outpost, which was evacuated and demolished in early 2/2017. Marking the 40th anniversary of Land Day, Palestinian citizens of Israel (PCI) conduct a general strike throughout the Galilee and Negev, and hold a protest in the bedouin village Umm al-Hiran, which the Israeli govt. is planning to raze. IDF troops violently disperse demonstrations commemorating Land Day in Ramallah, Jenin, and along Gaza’s border nr. the Erez border crossing; there are no serious injuries. They also shoot tear gas canisters at Palestinian mourners marching in a funeral procession in Aida r.c. nr. Bethlehem; conduct a late-night house search in al-Am‘ari r.c. nr. Ramallah, arresting 2 Palestinians; and patrol during the day in 4 villages nr. Hebron. Israeli forces carry out a partial punitive demolition of the interior walls of the Hebron home of a Palestinian killed on 12/7/2015 in a confrontation with Israeli troops. In East Jerusalem, Israeli forces arrest a Palestinian youth at Haram al-Sharif after he raises a Palestinian flag at the sanctuary. The head of Gaza’s fishermen’s union says that the Israeli authorities recently agreed to expand the unilaterally defined fishing zone allotted for Gazans by 3 mi. in some places, starting in 4/2016. An IDF spokesperson does not comment on the report. (MNA 3/30)

Jenin, and Tulkarm, arresting 4 Palestinians; patrols in 5 villages nr. Ramallah, 1 nr. Jericho, and al-‘Arub r.c. and 1 village nr. Hebron. Israeli forces deliver demolition notices to 7 Palestinian-owned agricultural structures and water wells in a village nr. Nablus and to 7 residential structures in a village nr. Hebron. In East Jerusalem, Israeli forces violently disperse Palestinians marching through the Old City to commemorate Land Day, injuring 1 and arresting 2. The Jerusalem Municipality announces that it has approved tenders to build 142 new residences in the Har Homa settlement in East Jerusalem. Also, the Interior Ministry’s District Planning and Building Comm. approves a plan to construct over 2,200 new residences for Palestinians in Jabal Mukabir, East Jerusalem, and to retroactively approve hundreds that have already been built in the neighborhood. The PA Ministry of Civil Affairs announces that it will be providing 1 year of financial support to the approximately 15,000 Palestinian families in Gaza whose homes were destroyed during OPE. The project will be funded by international donors, primarily Arab League mbrs., and will grant families between NIS 1,000 and 1,500 per mo. ($250 to $378). (MNA, WAFA 3/30)

In the West Bank, IDF troops briefly detain the gov. of Ramallah and threaten her with “direct targeting” if she continues her participation in the weekly nonviolent protests in Nabi Salih. They also arrest a senior PA official at a demonstration in Nabi Salih nr. Ramallah commemorating Land Day (upcoming on 3/30). (He will be released on 3/29.) The 26th Arab League summit begins today, with reps. of all the mbrs. as well as UN Secy.- Gen. Ban, gathering in Sharm al-Shaykh, Egypt, to discuss the recent violence in Yemen, Palestinian affairs, and other issues. At the summit, PA Pres. Abbas says that Israel has not yet released the tax revenues that PM Netanyahu’s office said would be unfrozen on 3/27 and that the PA is still set to “to reevaluate our economic, political and security relationship with Israel.” (MNA 3/27; AFP, AP, HA, MNA, TOI, WAFA 3/28; JP, JTA 3/29)

In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. PA Pres. Abbas arrives in Sharm al-Shaykh, Egypt, to participate in an Arab League summit on 3/28 and 3/29. Ahead of the summit, the Arab League agrees to send a delegation to Washington to lobby the U.S. Congress and promote the Arab Peace Initiative. (WAFA 2/25; MNA 3/27; HA 3/28)

Israeli media report that the Israeli government is urging the Egyptian authorities to send Cairo’s ambassador back to Tel Aviv. The ambassador was recalled in 11/2012 as a protest against Israel’s Operation Pillar of Defense. (MNA 3/30)

Hundreds of Palestinians clash with IDF forces in Hebron, with Israel increasing the presence of security forces in the city ahead of a day of demonstrations commemorating Land Day and in support of Palestinian prisoners. Land Day is an annual event remembering the killing of Palestinian citizens of Israel by Israeli security forces in 1976 during protests against land expropriation. In the clashes, IDF soldiers open fire and injure 2 Palestinians. Elsewhere in the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, in Hebron (2 seriously wounded by bullets), 1 village nr. Hebron, and al-‘Arub r.c. nr. Hebron in the afternoon, and in 1 village nr. Hebron, 1 village nr. Jericho and 1 village nr. Ramallah at night; conducts house searches and arrest raids in Jenin in the afternoon. IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in nonviolent demonstrations in multiple villages across the West Bank against the Israeli occupation in solidarity with Palestinian prisoners. Demonstrations are held in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Bayt Laqiya), 1 village nr. Salfit (Burqin), 1 village nr. Bethlehem (al-Ma’sara), al-Haraiek nr. Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. Ramallah, and at the Qalandia crossing n. of Jerusalem). IDF soldiers fire live ammunition (Ofer and Qalandia only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 19 (including 2 children; at least 7 are hit by live fire and 1 is seriously injured by a tear-gas canister to the head). In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). A major protest planned for East Jerusalem does not materialize. Inside Israel, some 2,000 Israeli Palestinians demonstrate in the Galilee, with no violence reported. (NYT, WP 3/31; OCHA, PCHR 4/5)

Nonviolent Land Day protests are also held in Jordan and Lebanon. In Lebanon, 100s of Palestinians and Lebanese gather at Beaufort castle, 9 miles fr. the Israeli border, where Lebanese military forces deploy to prevent them fr. marching to the border. In Jordan, some 20,000 Palestinians march toward the West Bank border but stop 4 miles. No violence is reported in either case. (NYT, WP 3/31)

Palestinians throughout the territories, Israeli Arabs inside Israel hold demonstrations to mark the 28th anniversary of Land Day, when Israeli forces confiscated 5,500 acres of land fr. Arab villages in the Galilee for the construction of Jewish enclaves, sparking clashes in which 9 Israeli Arabs were killed, 96 were injured, 300 were arrested; IDF troops clash with demonstrators in Beitunia. Palestinians fire an antitank rocket at IDF forces outside Gaza’s Neve Dekalim settlement, causing no damage or injuries. A group of 81 prominent Palestinians (mostly veteran leftists, some Fatah mbrs.) issue a call for nonviolent protest similar to that made on 3/25, but also warning that Palestinian violence will not cease until Israel halts its attacks on, oppression of the Palestinians.
