Israeli forces also seized 2 Palestinian-owned vehicles in al-Hadidya in the Jordan Valley. In East Jerusalem, Israeli settlers assaulted 3 Palestinians in a public park. Israeli settlers also toured the Haram al-Sharif compound. Israeli authorities forced 1 Palestinian family to demolish their own home in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya, causing damage to boats. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, Israeli forces raided Ramallah to punitively demolish the family home of a Palestinian accused of planting 2 bombs in Jerusalem in November 2022; 35 Palestinians were injured, including 20 by live ammunition and others with baton rounds, including 2 clearly marked press photographers who were hospitalized with baton round injuries to their head and stomach. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Elsewhere, Israeli forces issued stop-work orders for 5 residential structures in al-Burj. Israeli forces also issued notifications to residents of al-Zawiya that Israel will seize 96 dunams (23.7 acres) of Palestinian-owned land. 27 Palestinians were arrested during late-night raids in Beita, Arrabah, Yatta, Beit Umar, and Biddu. A delegation of EU diplomats visited the Ghaith-Sub Laban family in the Old City of Jerusalem to show their support as the family is threatened by expulsion from their home this month. (QDS, WAFA 6/9)

Haaretz reported that Lehava chairperson Bentzi Gopstein was advising National Security Minister Itamar Ben-Gvir and others in the Israeli police. Gopstein is facing charges for inciting racism and terrorism against Palestinians and has been barred by the High Court of Justice from running for a seat in the Knesset. (HA, JP, TOI 6/8)

Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Farhan also said that Saudi Arabia is developing its own nuclear program and would prefer U.S. help in its development but had other bidders too. (AP, AX, REU, REU 6/8)

Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. IDF troops later conduct a raid in a nearby village, sparking minor clashes with stonethrowing Palestinian youths. The IDF conducts a late-night raid on offices of the Palestinian Water Authority in a village nr. Ramallah, confiscating 2 computers; patrols during the day in 2 villages nr. Hebron. Israeli settlers assault a Palestinian man with sticks and stones nr. Ramallah, moderately injuring him. In East Jerusalem, Israeli settlers spray price-tag graffiti on a wall in Bayt Safafa. Following Palestinian attacks on 6/29, Israeli authorities set new restrictions on Palestinians entering Jerusalem, rolling back some of the restrictions loosened for Ramadan on 6/16. Specifically, women between 16 and 30 and men under 50 will need a permit to enter the city on Fridays. (HA, MNA 7/1)

Following a meeting of senior PLO officials in Ramallah, PA pres. Abbas fires PLO secy.-gen. Yasser Abed Rabbo, citing his absence from recent meetings. Abed Rabbo responds to the announcement of his firing by saying, “Abbas does not have the authority to fire me. The only party that is authorized to do so is the PLO Exec. Comm., which has to hold a general meeting.” Senior PLO officials also approve a temporary cabinet “shuffle” as negotiations continue on the formation of a new consensus govt. The U.S. State Dept. issues a special statement clarifying that, while the Obama admin.“strongly opposes” BDS efforts targeting Israel, it does not have a similar stance regarding “Israeli-controlled territories,” referring to the anti-BDS provision that became law as part of the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 on 6/29. Hamas in Gaza releases a statement criticizing the PASF’s arrest of over 100 Hamas affiliates in the past 2 weeks, including 40 on 3/8. They accuse the PA unity govt. of using the arrests as retaliation for the detention of senior Fatah official Mamoun Sweidan in Gaza over the past few days. (MNA, YA 3/9)

Led by Sen. Tom Cotton (R-AR), 47 Republican senators sign and release an open letter to the leaders of Iran. It says that they will consider any agreement the Obama admin. signs with the P5+1 in their negotiations with Iran to be merely an executive agreement, and that such an agreement could be revoked or modified in the future. Meanwhile, IAEA officials arrive in Tehran for talks on Iran’s nuclear program, specifically the results of the IAEA’s recent (2/19) report on Iran’s compliance with the JPOA, which governs its negotiations with the P5+1. The PCC meets in Ramallah for a 2d day in a row and adopts several major resolutions, including calls to end security coordination with Israel, boycott all Israeli products, and to reject recognition of Israel as a Jewish state. Hamas reactivates Gaza’s separate Palestinian Legislative Council and convenes a session of the body, a move that contravenes the national reconciliation deal that was announced on 4/23. The Hamas-run govt. in the Gaza Strip begins paying a backlog of salaries to around 50,000 of its employees. These people, who were hired by Hamas after the group took power in 2007, have not been paid since the PA unity govt. took de jure control of Gaza on 6/2, and were only paid sporadically since Egypt began cracking down on the tunnels into Sinai in 10/2013. Anonymous Hamas officials say that recent tax revenues enabled the payment of salaries from 10/2013–5/2014, though there is speculation in the media that the money was donated from a regional partner, like Qatar. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program resume in Vienna, with discussions scheduled to last until 6/20.
