In the West Bank, Israeli settlers attacked Palestinian herders in Kisan with sticks, injuring 2, including a child. Israeli forces killed 14 Palestinians, including a PA officer, during a raid in Jenin and Jenin refugee camp. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. In South Lebanon, anti-tank missiles were fired at Israel and Israel attacked Lebanon. In Eilat, Israel said a drone launched from Syria damaged a school in Eilat. Israel also said it deployed its Arrow 3 missile defense system for the first time to intercept a surface-to-surface missile fired at Eilat, reportedly from Yemen. The Ministry of Health in Gaza said at least 10,818 Palestinians have been killed, including 4,412 children and 2,918 women, and 26,905 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 173 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 46 children. More than 2,492 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 35 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 65 trucks carrying aid to Gaza and 7 ambulances entered via the Rafah crossing. 12 injured Palestinians and 695 foreign passport holders were evacuated from Gaza to Egypt. Around 50,000 people fled north Gaza to the south, bringing the total number to 122,000 since 11/5. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Haaretz reported an increase in Israeli soldiers publishing videos of themselves beating and humiliating Palestinians they have arrested in the West Bank. (HA 11/9)

A report by the UNDP and the ESCWA said Palestinian GDP had shrunk 4% during the first month of Israel’s attacks on Gaza. It projected that if the attacks continue for a second month it will drop by 8.4%, and by 12% if attacks continue for a third month. (AJ, HA 11/9; AJ, AJ, AP, AP 11/10)

Israeli prime minister Benjamin Netanyahu’s spokesperson Ofir Gendelman tweeted a video he claimed showed Palestinians staging people being injured and evacuated. However, the video was backstage footage from the Lebanese short film The Reality. Gendelman kept the tweet up even after X (formerly known as Twitter) clarified what the video actually showed. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli national security minister Itamar Ben-Gvir called the pauses a “particularly serious mistake.” Netanyahu clarified in an interview with Fox News that he does not seek to govern Gaza. The Israeli organization HonestReporting said it had identified CNN, AP, and Reuters contributors who covered the Hamas Operation Al Aqsa Flood on 10/7, claiming they must have had knowledge of the operation prior to it or participated in it. Israeli war cabinet member Benny Gantz and National Security Minister Ben-Gvir said the journalists should be treated as terrorists. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list. The New York Times, which employs one of the freelance journalists, called HonestReporting’s allegations “reckless” and said it endangered their journalists in Gaza and Israel. CIA director William Burns and Mossad director David Barnea traveled to Doha for meetings with Qatari prime minister Mohammed Bin Abdulrahman Al Thani regarding a potential prisoner swap. Al Thani reportedly held a meeting with Hamas officials in Qatar on 11/8. (AJ, HA, HA, REU 11/9)

Belgian minister of development cooperation Caroline Gennez said her government was considering recognizing the state of Palestine and would donate $2.1 million in aid to Palestine and $5.3 million to the ICC. (AJ 11/9)

The Syrian Aviation Authority said the Damascus International Airport would not reopen for another week. The airport has been closed since 10/12 due to Israeli airstrikes damaging the runway. (HA 11/9)

In the West Bank, Israeli settlers set up a tent near Qaryut. Israeli settlers also threw stones at Palestinian farmers and set a car on fire in ‘Asira al-Qibliya. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Qalqilya. Israeli forces also razed land, uprooting 120 olive and almond trees in Qusra. Elsewhere, Israeli forces raided ‘Asira al-Qibliya, injuring 15 with tear gas. Palestinian militants from al-Ayyash Battalion launched an improvised rocket at Israel from Jenin before it exploded near the launch site. The launch was said to be retaliation for the settler tour of the Haram al-Sharif compound (see below). In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound for the third time this year. Ben-Gvir was joined by Naqab and Galilee development minister Yitzhak Wasserlauf and some 1,780 other settlers. Hamas, the PA, Morocco, and Jordan condemned the touring of the compound. Palestinians were prevented from entering the compound during the incursion. 16 Jews were arrested at the compound for praying at the site. Hours after National Security Minister Ben-Gvir toured the Haram al-Sharif compound, Bahrain said it had to postpone a visit by Israeli defense minister Yoav Gallant, citing King Hamad bin Isa al-Khalifa’s schedule. (HA 7/28; HA 7/30)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Jeddah, discussing Saudi-Israeli normalization. The New York Times reported that King Salman had intervened to insist that a deal would have to include concessions to Palestine. Later on 7/28, President Biden said at a campaign event that “[t]here is a rapprochement maybe under way” in relation to the Saudi-Israel normalization talks. In the West Bank, Israeli settlers shot and injured 1 Palestinian shepherd near Madama. Israeli forces shot and injured 1 Palestinian minor near the separation wall southwest of Jenin. Israeli forces also razed land in Deir al-Hatab to expand the Elon More settlement and notified Palestinians in Shufa that Israeli will seize 5 dunams (1.25 acres) of land. In East Jerusalem, Israeli settlers with a police escort marched and assaulted Palestinians in the Old City, Ras al-Amud, and al-Tur, causing injuries and damage to property. Israeli settlers also gathered at the entrances to the Haram al-Sharif compound, chanting provocations at Muslim worshippers for the third day in a row. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of Gaza City and 5 nautical miles northwest of Khan Yunis; no injuries were reported. In Tel Aviv, Israelis protested for the twentieth week in a row against the government’s planned judicial reform. Police in Berlin arrested 12 people participating in a Nakba Day rally for chanting “From the river to the sea, Palestine will be free.” The demonstration was a small rally of 400 people arranged by Jewish organizations in Berlin because a larger Nakba Day rally was banned by Berlin police, claiming it could lead to “anti-Semitic incitement.” The ban was upheld by a regional court in Germany. In the West Bank, Israeli forces demolished 1 Palestinian home in Yatta and 4 homes in Shaab al-Butum in the Masafer Yatta area. Israeli forces also closed al-Ibrahimi Mosque for Muslim worshippers. 4 Palestinians were arrested during raids in Qalqilya, Kafr Qalil, Jenin, and al-Asakra. The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. During the election National Security Minister Ben-Gvir had expressed his desire to change the status quo of the Holy Sites to allow “equal rights for Jews” at the compound. Hamas had warned the Israeli government against the tour of the compound saying it “would lead to an explosion.” In a tweet posted during the visit, Ben-Gvir said that the compound is open to everyone. The PA called the visit a “provocative step against the Palestinian people.” U.S. ambassador to Israel Tom Nides said any threat against the status quo is unacceptable. Jordan condemned the “storming” of the compound and said it required “international intervention,” before summoning the Israeli ambassador. France, Turkey, Egypt, the UAE, Qatar, Saudi Arabia, Islamic Jihad, Hamas, and the OIC also condemned Ben-Gvir’s actions. In the West Bank, a 14-year-old Israeli settler was shot in the head by a stray bullet in the Kiryat Arba settlement. It was reported that the bullet was assumed to have been fired during a wedding celebration. Israeli settlers threw stones at Palestinian vehicles traveling near Sa‘ir, causing damage. Israeli settlers also vandalized 23 Palestinian-owned vehicles in Beit Iksa, slashing tires and writing racist graffiti. Elsewhere, Israeli settlers attacked 1 Palestinian family harvesting olives near al-Shuyukh with clubs, pipes, and stones, hospitalizing 5 members of the family. Israeli settlers also raided Burin, throwing stones at Palestinian homes, causing damage. Israeli forces shot and killed 2 Palestinians, including a 14-year-old, and injured 4 others during a raid in Jenin refugee camp. Israeli forces also shot and killed 1 Palestinian man during a raid in Beit Duqqu. Elsewhere, Israeli forces demolished 1 residential structure and sealed 2 water wells in Arab al-Feihat and demolished 2 residential structures in Bruqin. 20 Palestinians were arrested during late-night raids in Beit Sira, Bayt Rima, al-Mughayyir, Aida refugee camp, Fawwar refugee camp, Nablus, Jenin, Kufeirit, and Ya‘bad. In East Jerusalem, Israeli forces shot and killed 1 Palestinian after he allegedly stabbed 1 Israeli police officer in the Old City; 2 Israeli police officers were lightly injured by shots fired by other police officers. Israel said it had lifted all restrictions on movement in and out of Nablus after a 3-week siege of the city. Subsequently, PA prime minister Muhammad Shtayyeh toured the city with 30 representatives from foreign countries. Prime Minister Shtayyeh called the siege imposed on Nablus collective punishment. Outgoing Israeli prime minister Yair Lapid spoke with U.S. secretary of state Antony Blinken in a phone call. The U.S. State Department said Blinken “underscored the need for all parties to urgently de-escalate the situation” in the West Bank. (HA 11/5)

128 scholars signed a statement urging the UN not to adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism, calling it “divisive and polarizing. The IHRA working definition of anti-Semitism has been criticized for conflating criticism of Israel with anti-Semitism. In the West Bank, Israeli forces shot and killed Shireen Abu Akleh, a prominent Palestinian-American Al Jazeera journalist, while her and colleagues, wearing press uniforms, were covering a raid in Jenin refugee camp, 1 other journalist was injured (for more see below). Israeli forces subsequently raided the home of Abu Akleh in East Jerusalem, where her friends and family were gathered; the Israeli forces confiscated Palestinian flags. Israeli forces also shot and killed 1 Palestinian with a baton round in al-Bireh; several others were also injured with baton rounds. Elsewhere, Israeli forces demolished 19 structures in Masafer Yatta, including 9 residential structures and delivered demolition notices for another 19 structures, including 6 homes. The demolitions followed a high court of justice ruling on 5/4, allowing Israel to displace more than 1,000 Palestinians in the area. Israeli forces also demolished 1 Palestinian-owned home in al-Walaja and 1 Palestinian-owned home in al-Twana. 8 Palestinians were arrested during late-night raids in Nur Shams refugee camp, Beita, and Silwad. After Israeli forces killed Abu Akleh, Israel’s prime minister Naftali Bennett said it was Palestinian gunfire that killed her. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. The Israeli diaspora minister Nachman Shai acknowledged in an interview “that Israel’s credibility is not very high in such events.” Several countries called for an investigation into Abu Akleh’s death. Israel later said that its initial investigation into the death of Abu Akleh was inconclusive. Israel’s interior minister Ayelet Shaked signed an order to merge the unrecognized village of Dahmash with the city of Ramle, despite opposition to the merger from the village’s Palestinian residents. The residents of Dahmash had begun making their own plans for merging with Sdot Dan Regional Council because the council includes several farming communities like Dahmash, but the interior ministry advised against this due to Sdot Dan being predominantly Jewish. United Arab List leader Mansour Abbas told reporters that his party would give the Israeli government coalition another chance after temporarily suspending its membership of the coalition last month after days of Israeli-led violence at the Haram al-Sharif compound during the month of Ramadan. In the West Bank, Israeli settlers with military escort forced Palestinian shepherds to leave the area they were grazing their sheep in east of Khirbet Makhul. Israeli settlers also stole olive harvests from a Palestinian farmer near the Rachelim settlement. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. Israeli forces also razed tracts of agricultural land near al-Zawiya and Sabastia. 9 Palestinians were arrested, including 7 during late-night raids in Beit Fajjar, Bayt Awa, Beit Sahour, Yatta, Bani Na‘im, and Nablus; 1 was arrested by undercover forces in Jenin and 1 at a checkpoint near al-Ibrahimi Mosque. In East Jerusalem, Israeli settlers from the Elad settler organization seized 1 Palestinian family’s apartment in Silwan, while Israeli forces assaulted the Palestinian owners trying to enter their property. 7 Palestinian minors were arrested during late-night raids in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. According to Hamas, there are 300,000 Palestinians in Gaza actively trying to find work. (HA 10/7; ALM 10/8)

A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Ben-Gvir said he closed the office after Israeli prime minister Benjamin Netanyahu had requested he do so. (HA 5/7)

Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. In East Jerusalem, Israeli forces demolished a Palestinian-owned store in Wadi al-Juz. 8 Palestinians were arrested, including 3 during raids in Silwan and the Old City, and 5 at the Haram al-Sharif compound. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. Elsewhere, near Nablus, Israeli settlers and military escort toured Joseph’s Tomb, leading to confrontations with Palestinians; 51 Palestinians were injured including 3 by live ammunition, 14 by rubber-coated bullets and others suffered tear-gas related injuries. 1 Palestinian was shot after allegedly ramming his car into an undercover Israeli officer’s car in al-Am‘ari refugee camp. Israeli forces violently dispersed a protest in Turmus ‘Ayya, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. In East Jerusalem, hundreds of Israeli settlers attacked Palestinians and Palestinian-owned property in Issawiyya; Israeli forces arrested 7 of the perpetrators. Some 400 Israeli settlers also toured the Haram al-Sharif compound. In the West Bank village of ‘Ayn Yabrud, 25 Palestinian-owned cars were vandalized by Israeli settlers. The cars were punctured and sprayed with graffiti spelling “revenge” accompanied by a Star of David. In East Jerusalem, dozens of Israeli settlers protected by Israeli forces stormed Haram al-Sharif through the Moroccan Gate to perform prayers. Seven Palestinian minors were arrested in East Jerusalem during late-night raids, including the son of the PA governor of Jerusalem Adnan Ghaith. As citizens of Israel went to vote in the Israeli general elections, Prime Minister Benjamin Netanyahu’s Likud party handed out around 1,200 small cameras to Israeli right-wing activists so that they could film at polling stations in predominantly Palestinian areas of Israel to intimidate Palestinian voters. Israeli police confiscated dozens of these cameras at polling stations. The Hadash-Ta’al list filed an urgent complaint to the Central Elections Committee to have the cameras removed immediately. Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza.
