In the West Bank, Israeli settlers attack a Palestinian vehicle traveling near Nahalin, causing damage. Israeli settlers also set fire to an agricultural structure in Ya’bad. Israeli forces shoot and kill a Palestinian child, claiming he tried to stab soldiers at a checkpoint near al-Eizariya. Israeli forces also demolish a Palestinian home in al-Burj, displacing 7 people. Elsewhere, Israeli forces erect a surveillance tower and place caravans near Beit Umar. Israeli forces also arrest 28 Palestinians during late-night raids in and around Silwad, Ramallah, Tulkarm, Hebron, Jenin, Tubas, and Nablus. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Khan Yunis, Gaza City, and Nuseirat refugee camp, killing at least 113 people. Israeli forces abduct al-Amal Hospital general manager Haider al-Qaddura and administrative director Maher Atallah as 8,000 people are evacuated from the hospital in Khan Yunis, which has been under an Israeli siege for 2 weeks. In Beershaba, Israeli police shoot and kill a Palestinian citizen of Israel after he allegedly tries to grab an Israeli police officer’s weapon. More than 27,478 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,835 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 375 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 95 children. More than 4,415 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 223 Israeli soldiers have been killed and 1,300 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA says Palestinians sheltering in and around Khan Yunis and Rafah need 50,000 cold weather tents, 200,000 bedding sets, 200,000 sealing kits, and 200,000 winter clothing kits. 218 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. PA prime minister Mohammed Shtayyeh says Israel has not transferred the PA tax funds to Norway and that the PA has not received any of the money. President Mahmoud Abbas meets with French foreign minister Stephane Sejourne in Ramallah, calling on France to recognize the state of Palestine. Israeli opposition leader Yair Lapid says he told Prime Minister Benjamin Netanyahu that he would enter the emergency government to provide a safety net in favor of a ceasefire deal to get the remaining captives released. A no confidence motion against the government at the Knesset gets 21 votes in favor, failing to obtain the 61 votes required. (HA 2/5)

UN secretary-general Antonio Guterres appoints an independent review group led by former French foreign minister Catherine Colanna to assess UNRWA’s neutrality and Israeli allegations against the agency. UK’s Channel 4 reports, after seeing the 6-page dossier Israel used to accuse 12 UNRWA staffers of taking part in Operation Al-Aqsa Flood, that Israel “provides no evidence” to back its claim. Instead, the dossier states that “from intelligence information, documents, and identity cards seized during the course of the fighting, it is now possible to flag around 190 Hamas and PIJ terrorist operatives who serve as UNRWA employees. More than 10 UNRWA staffers took part in the seventh of October.” The New York Times reports that UNRWA will lose $65 million by the end of February due to funding suspensions by Germany, Japan, and Sweden. U.S. secretary of state Antony Blinken meets with Saudi crown prince Mohammed bin Salman in Riyadh, discussing humanitarian aid to Gaza and regional diplomacy. After the meeting, Blinken says that Saudi Arabia has a strong interest in pursuing normalization with Israel but that it requires “an end to the conflict in Gaza, and a clear, credible, time-bound path to the establishment of a Palestinian state.” Blinken also announces that the U.S. will cancel visas for employees of companies that provide spyware that is used against political activists, human rights defenders, and journalists. Palestinian officials say the PA will reform itself to comply with U.S. demands by appointing new governors in the West Bank and Gaza, making changes to the personnel of the PA security forces, appointing new staff at the its foreign consulates and embassies and at ministries, improving the financial system, appointing new directors at public institutions, improving tax collection, opening the communications market, and improving government oversight to combat corruption. Axios reports that senior security officials from the PA, Saudi Arabia, Jordan, and Egypt met in Riyadh on the 1/18, discussing plans for Gaza after the war and ways to involve a revitalized PA in Gaza. According to the report, Saudi Arabia, Jordan, and Egypt called on PA general intelligence service director Majed Faraj to ensure that the PA makes serious reforms, including providing more power to a new prime minister. Saudi Arabia is also said to have briefed the other parties on its requirements for normalization with Israel, including practical and irrevocable steps by Israel toward the creation of a Palestinian state. The Knesset House Committee hears legal arguments on the motion to expel MK Ofer Cassif from the parliament over his support for the South African genocide case against Israel. 85 MKs have said they support expelling Cassif. Austria and Romania announce they are suspending funding for UNRWA, becoming the 11th and 12th countries to do so since 1/26. Pakistan calls the suspensions of UNRWA funding “unjustifiable.” 20 human rights organizations, including Oxfam and Save the Children, issue a statement expressing “concern and outrage” over the funding suspensions. Israel claims in an intelligence dossier seen by Reuters that 190 UNRWA employees are Hamas or Islamic Jihad militants, while 10% of all 13,000 UNRWA employees in Gaza have affiliation with 1 of the 2 groups. U.S. senator Bernie Sanders (D-VT) writes an op-ed in the Guardian calling the U.S. complicit in Israel’s killing of civilian Palestinians in Gaza due to its military aid and arms shipments. Sanders says that the U.S. must stop asking Israel to do the right thing and start telling Israel that a number of things need to happen or they will lose U.S. support.  (AJ 1/27)

The Ugandan government issues a statement, saying votes of the Ugandan ICJ judge Julia Sebutinde on the South African genocide case against Israel do not reflect the position of the Ugandan government. The New York Times reports that officials from 10 countries are in discussions on the future of the leadership of Palestine, which involves the power of the PA being transferred to a new prime minister while PA president Abbas retains a ceremonial role. It is also suggested that there will be an Arab peacekeeping mission in Gaza and that a UN Security Council resolution, backed by the U.S., recognize the Palestinians’ right to statehood. The Times says that the foreign parties are suggesting either Salam Fayyad or Nasser al-Kidwa as a new prime minister while Abbas is pushing for Mohammad Mustafa. (NYT 1/27)

In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. The Palestinian Red Crescent Society said an Israeli airstrike damaged its warehouse in Gaza City. Israel closed off the water to Gaza again after reopening 2 water lines in the past week. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. Al Jazeera condemned the threat against their journalist in a statement, saying “Israel’s actions continue with impunity as they attempt to silence the messenger.” (AJ, AJ 10/30) 

PA foreign minister Riyad al-Maliki met with Cypriot foreign minister Constantinos Kombos, discussing the need for an immediate ceasefire. (WAFA 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. The UN human rights office said it had found that the bullet that killed Al Jazeera journalist Shireen Abu Akleh on 5/11 was fired by Israeli forces and not during crossfire with Palestinian militants as Israel has claimed. A representative of the UN human rights office said that “[i]t is deeply disturbing that Israeli authorities have not conducted a criminal investigation” into the killing of Abu Akleh. After Israeli forces killed Abu Akleh, Israel’s prime minister Naftali Bennett said it was Palestinian gunfire that killed her. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. The Israeli diaspora minister Nachman Shai acknowledged in an interview “that Israel’s credibility is not very high in such events.” Several countries called for an investigation into Abu Akleh’s death. In an attempt to deflect from international outcry, Belarus said it had forced a Ryanair plane traveling from Athens to Vilnius to land in Minsk because a bomb threat in the name of Hamas was made against it. In the incident, which happened on 5/23, Belarusian warplanes forced the commercial jet to land in Minsk for Belarusian forces to arrest a passenger who runs a website for opponents of Belarusian dictator Alexander Lukashenko. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The Israeli supreme court upheld the Israeli government’s decision to expel U.S. citizen and Israel and Palestine Director at the Human Rights Watch Omar Shakir. In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. The Chairman of the Prisoners’ Affairs Commission Qadri Abu Baker said that Palestinian prisoners in Israeli jails had shelved their planned hunger strike protesting the deterioration of their conditions to facilitate the progress in dialogue with the Israeli Prison Service (IPS). An Israeli settler shoots and kills 1 Palestinian and injures another outside Huwwara village nr. Nablus. A video of the incident shows that he drove his car into a group of Palestinians who then surrounded him, brandishing stones, and he opened fire. The shooting occurs amid clashes between IDF troops and Palestinians marching in solidarity with the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike. The IDF decides not to investigate the ramming and shooting as a criminal incident. Later in the day, the IDF shuts down the nearby Huwwara checkpoint while dozens of settlers gather to “show their presence” to Palestinians in the area. Abbas says that he may take “unprecedented steps” to end the Hamas-Fatah rivalry that prevents the PA from taking control of Gaza. “These days, we are in a dangerous and tough situation that requires decisive steps, and we are [ready] to take these decisive steps. Human Rights Watch (HRW) calls on the Egyptian govt. to “immediately disclose” whether or not it is detaining the 4 Palestinian men, all reportedly Hamas affiliates from Gaza, who were abducted on 8/19/2015 as they traveled by bus from the Rafah border crossing to Cairo. HRW says that Al Jazeera published a photograph purporting to show 2 of the men in a Cairo facility in 8/2016. The report reads, “incommunicado detention violates basic protections for both civilians and fighters under Egypt’s code of criminal procedure, which requires authorities to bring criminal suspects in front of a prosecutor within 24 hours and prosecutors to charge the detainee based on evidence or release the person immediately. It also violates international law, which requires that all detainees, regardless of their particular status, be brought ‘promptly’ (i.e., within days) before a judicial officer or equivalent to review the legality and necessity of their detention.” (HRW 4/13)

Amid heightened tensions and the ongoing IDF closures in the Hebron district, Israeli settlers enter Kafr Haris village nr. Hebron overnight to perform religious rituals. Palestinians in the area report that a group of Israeli settlers have been setting up a new illegal settlement outpost outside the village. Meanwhile, IDF troops conduct raids in Silwad village nr. Ramallah, sparking clashes with stone-throwing Palestinian youth; 1 Palestinian is seriously injured. Late at night, IDF troops arrest 10 Palestinians and issue 1 arrest summons during further raids and house searches nr. Hebron, Bethlehem, Nablus, and Jenin; and patrol in 5 villages nr. Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians suspected of stone-throwing in Issawiyya. They also conduct raids in the Old City, breaking up a minor physical confrontation between Jewish Israelis and Palestinian youths (7 Palestinians are assaulted and 4 are arrested). Meanwhile, a Palestinian demolishes a room of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In s. Israel, Israeli forces arrest several bedouin Palestinians after they try to stop an Israeli bulldozer from leveling land outside their village, al-Araqib. The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development. Cross-border violence in Gaza continues for a 4th day. Hamas forces fire at least 2 mortar shells at an IDF position overnight nr. Rafah, causing no injuries. Israeli forces then shell Hamas positions in e. Rafah and an Islamic Jihad position nr. Khan Yunis, causing no injuries. Also in Gaza, 3 Palestinian children die in a house fire sparked by a candle they were using because power outages have lasted 18 hours per day. Hamas officials will blame the Israeli blockade for their deaths. Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 4 villages nr.
