The Palestine Chronology

After weeks of tension and intermittent violence throughout Jerusalem and the West Bank, a group of Palestinians kill 2 Israeli settlers and injure 4 settler children in a drive-by shooting nr. Nablus, sparking a wave of retaliatory acts. After the attack, Israeli forces search the area for the shooters and deploy 4 additional battalions in the West Bank. In a series of attacks,Israeli settlers shoot and injure a Palestinian man s. of Bethlehem; torch a Palestinian car and vandalize more than 40 Palestinian vehicles nr. Nablus, Qalqilya, and Ramallah; blockade a main road outside Tulkarm; throw stones at Palestinians and their property nr. Early in the day, an Israeli settler opens fire on a Palestinian school nr. Bethlehem, according to Palestinian residents, then Palestinian youths in the area throw stones at and clash with Israeli settlers and Israeli forces (3 settlers are lightly injured and 1 Palestinian is moderately injured with live ammunition). Elsewhere in the West Bank, Palestinians injure 2 Israeli settlers after throwing rocks at their vehicle outside Ramallah. Clashes ensue between Israeli forces and stone-throwing Palestinians in a nearby town after an IDF raid. IDF troops assault, injure, and detain a Palestinian man at a checkpoint in the n. West Bank after he allegedly attempts to stab 1 of the soldiers. In East Jerusalem, Israeli forces raid a school in al-Tur, detaining and questioning a Palestinian child accused of stone-throwing; arrest 2 Palestinians and spark clashes with stone-throwers during raids in Issawiyya. Meanwhile, the Israeli authorities continue enforcing the restrictions on access at Haram al-Sharif that were announced on 9/27. In New York, Israeli PM Netanyahu addresses the UNGA, primarily criticizing the nuclear deal reached by Iran and the P5+1 (U.S., France, China, Russia, UK, and Germany) on 7/14. In the West Bank, IDF troops patrol in 1 village nr. Hebron during the day, and later escort dozens of Israeli settlers into Nablus, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured. The IDF also conducts late-night raids in 1 village each nr. Nablus and Tulkarm, arresting 2 Palestinians. In East Jerusalem, Israeli forces seize a stockpile of explosives and fireworks during a raid on a Palestinian-owned home in Jabal Mukabir; demolish a home in Bayt Hanina; assault a Palestinian in Silwan. In response to PA pres. Abbas’s 6/16 announcement that he would dissolve the PA consensus govt., Hamas spokesperson Sami Abu Zuhri says that “no one consulted with us about any change in the consensus govt. Fatah acted on its own in all regards.” Hamas official Ziad al-Zaza calls on Abbas to form a new govt. “with all national and Islamic factions.” Later, Hamas, Islamic Jihad, the PFLP, the Democratic Front for the Liberation of Palestine, and the Palestinian People’s Party meet in Gaza to discuss the consensus govt.’s dissolution. Iranian lawmakers introduce a bill that would establish parliament’s formal advisory role and set out 3 criteria for any final agreement between Iran and the P5+1, including “complete and unified lifting” of sanctions on the day of the agreement. The bill has 225 signatories out of the 290-mbr. parliament. It is set for a vote on 6/21, and needs Supreme Leader Ayatollah Ali Khamenei’s approval before it becomes law. (AFP 6/17)

In the Gaza Strip, a mbr. of Hamas’s armed wing, IQB, dies of injuries sustained in Gaza City on 7/29/2014, during OPE. Also, a 3-story building in Dayr al-Balah collapses after being damaged during OPE last year. Meanwhile, Egyptian security forces shoot and injure a Palestinian exiting a tunnel on the Egyptian side of the border nr. Rafah. In the West Bank, Israeli forces demolish a synagogue in a settlement outpost nr. Hebron early in the morning. The IDF conducts house searches and raids in Nablus, a nearby village, and Balata r.c., arresting 31 Palestinians, most affiliated with Hamas. They also arrest a Palestinian on a raid in al-Fara‘a r.c. nr. Jenin and patrol in 3 villages each nr. Hebron and Tulkarm, and 1 nr. Jenin. Nr. East Jerusalem, Israeli forces demolish a mobile home in Bayt Hanina. In Israel, an Israeli man assaults a Palestinian worker from Jenin in a shop in Umm al-Fahm. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase. Palestinian cars have been banned from Jerusalem since the onset of the 2d intifada in 2000. (JP, MNA 4/14; HA 4/15)

The U.S. Senate Foreign Relations Comm. unanimously approves, 19–0, an amended version of the Iran Nuclear Agreement Review Act, which would give Congress an opportunity to approve or disapprove of any agreement made between the P5+1 and Iran and increase congressional oversight on verification of the deal. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. The Palestinian Football Association (PFA) submits a formal res. to FIFA, the body governing international soccer, calling for the Israel Football Association (IFA) to be suspended until Palestinian players and coaches are allowed to move freely, facilities can be developed without obstruction, Israeli settler soccer clubs are banned from playing in IFA competitions, and the IFA takes “firm action” to eliminate racism in its leagues. On the 5th day of bilateral nuclear negotiations between reps. of the U.S. and Iran in Lausanne, Switzerland, Iran’s delegation is forced to return to Tehran 2 days early after Pres. Hassan Rouhani’s mother dies. The negotiations will resume on 3/26. Meanwhile, an IAEA report on Iran’s compliance with the JPOA is leaked to the press. It concludes that Iran is upholding its commitments, including capping uranium enrichment at 5% and holding any “further advances” at its enrichment facilities and the Arak heavy water reactor. Separately, 367 mbrs. of the U.S. House of Representatives send a letter to Pres. In an interview with NBC, Israeli PM Netanyahu rolls back his 3/16 assertion that he will block the creation of a Palestinian state if chosen for a 3d consecutive term as PM. Later, U.S. Pres. Obama calls Netanyahu to officially congratulate him for his 3/17 victory, but also to discuss his controversial comments. Obama reportedly says that the U.S. will be reassessing its positions regarding the Israeli-Palestinian peace process in light of the PM’s new position. In the U.S. Senate Foreign Relations Comm., chair Corker (R-TN) and ranking mbr. Robert Menendez (D-NJ) agree to delay a comm. vote on the Iran Nuclear Agreement Review Act of 2015 until after the P5+1 and Iran’s deadline for reaching a political accord at the end of 3/2015. They schedule a vote for 4/14

Led by Sen. Tom Cotton (R-AR), 47 Republican senators sign and release an open letter to the leaders of Iran. It says that they will consider any agreement the Obama admin. signs with the P5+1 in their negotiations with Iran to be merely an executive agreement, and that such an agreement could be revoked or modified in the future. Palestinian Authority (PA) PM Rami Hamdallah calls on the U.S. to pressure Israel into unfreezing its monthly tax revenue transfers to the PA, which have been punitively withheld since the beginning of 1/2015. The transfers amount to over $100 m. per mo. and comprise 60–70% of the PA’s revenues. Senior PA official Nabil Shaath meets with 22 European Union (EU) reps. and ambs., calling on the EU to play a bigger role in future negotiations with Israel and warning that the PA’s financial and political problems could lead to violence. Senior EU officials say that the U.S. has begun limiting information passed to Israel regarding the details of the negotiations between Iran and the P5+1 (China, France, Russia, the UK, U.S., and Germany) because Israeli politicians have been presenting a distorted view of the talks. UNRWA’s office in Gaza announces that over the next week it will distribute $1.1 m. in cash payments to around 800 families whose homes were partially or completely destroyed during OPE. On 1/27, the office suspended its cash assistance program, which served these same families. Meanwhile, the PA Finance Ministry announces that, for the 2d mo. in a row, PA employees whose monthly wage is NIS 2,000 (around $520) or more will receive only 60% of their salary, and those with lower wages will receive their entire salary. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28.
