In East Jerusalem, Israeli authorities demolish a Palestinian car wash, auto repair shop, and 2 other portable structures in Bayt Hanina. (OCHA reports that another 7 Palestinian structures were demolished in Issawiyya and al-Tur between 10/27 and 11/2.) Meanwhile, at a dedication ceremony in Dahiyat al-Barid (in East Jerusalem but on the Palestinian side of the separation wall), PA PM Fayyad announces that the PA has renovated 15 schools in East Jerusalem in defiance of Israel’s ban on PA activity in East Jerusalem, saying “we are translating steadfastness into facts on the ground.” Fayyad had planned to attend the inauguration of the new schools in Shaykh Jarrah and Shu‘fat as well, but decided not to after Netanyahu pointedly renewed (11/1) his ban on allowing Palestinian leaders to carry out official business in the city and ordered security services to halt the visit if Fayyad proceeded. The Court of First Instance in Gaza sentences a Palestinian man to death by hanging for kidnapping and killing a 9-yr.-old girl in 2004. Also in Gaza, 10,000s of Palestinians turn out for a rally commemorating Islamic Jihad’s 23d anniversary. Addressing the crowd by telephone from Damascus, the movement’s head, Abdallah Shallah, denounces the PA for having resumed direct talks with Israel, calls any formal agreement with Israel “forbidden religiously and politically,” and says the duty of all Palestinians should be to “eliminate” Israel. In the West Bank, the IDF patrols in and around Tulkarm twice during the day, making no arrests. Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 10s suffer tear gas inhalation and 7 Palestinians are moderately injured. Jewish settlers from Shvut Rachel settlement nr. Ramallah, who have leveled 280 d. of adjacent Palestinian agricultural land since 10/24, place 9 new mobile homes on the cleared plot, effectively expanding the settlement. Salfit attempt to steal a horse fr. a Palestinian harvesting olives but leave when other Palestinians arrive. The PA says that foreign journalists who visit the West Bank through Israeli media facilitators are “unwelcome”—a move seen as an attempt by the PA to control its media image abroad. Gaza border fire 5 tank shells at Palestinian shepherds tending a flock 600 m. fr. the border fence, killing 3 Palestinian civilians (a 91-yr.-old man, his teenage grandson, and another teenager) and their 30 sheep. In response, the PRCs fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in Marda nr. Obama receives PA PM Mahmud Abbas in Washington for talks on bilateral relations and how best to proceed with peace talks in light of the flotilla incident. Obama, who has been in regular contact with Netanyahu since the flotilla attack, for the first time publicly proposes that Israel switch fr. a blanket ban on imports to Gaza with a list of exempted items permitted entry and instead allow all imports minus a list of banned items. The PA says it has given Mitchell its baseline positions for direct talks with Israel and is prepared to begin direct negotiations once Israel does the same. Israel, however, says it will not lay out its negotiating position until direct talks begin “because that would be asking us to negotiate against ourselves.” (NYT 6/10)

In the West Bank, a Jewish settler opens fire on Palestinian school children picnicking outside the entrance to al-‘Arub r.c., wounding 2. Israeli security forces raid and search without warrant the Bayt Hanina Club in East Jerusalem; Israeli authorities have repeatedly tried to close the club, claiming it hosts official PA meetings. Israel seals the West Bank and Gaza completely through 5/19 for the Shavuot holidays. For a 2d day, IDF troops make a brief incursion into Gaza e. of Khan Yunis to level land in the no-go zone to clear lines of sight. IDF troops on the n. The UN reports that in the previous wk., a Palestinian teenager was seriously injured when he accidentally triggered unexploded IDF ordnance while working his family’s farm nr. the Gaza border fence. Hamas-affiliated police in Gaza execute 3 Palestinians convicted of murder. Jewish settlers who recently took possession of a Palestinian home in Bayt Safafa in East Jerusalem after winning a 12/09 court verdict beat a 90-yr.- old Palestinian woman and her 4-yr.-old grandson passing nr. the house. The Palestinian Authority (PA) circulates a list of 500 products made in Jewish settlements, saying anyone caught selling the goods will be fined and jailed; Israel threatens to confiscate VAT taxes collected on the PA’s behalf (transferred to the PA monthly) to compensate boycotted companies. Biden wraps up his trip to Israel with a big speech to the Israeli public at Tel Aviv University, underscoring American solidarity with Israel. He reiterates U.S. disapproval of the Ramat Shlomo housing plan because it “undermined the trust required for productive negotiations,” but accepts what he calls “significant” assurances from Netanyahu that the construction will not break ground for years, expressing hope that negotiations would “resolve this and other outstanding issues” before construction could begin. He then heads to Jordan. Separately, Netanyahu issues a statement apologizing for the “unfortunate timing” of the Ramat Shlomo announcement, but notably not apologizing for the construction itself. At the same time, Israel’s Jerusalem municipality announces plans to build 1,000s of settlement housing units e. and s. of Jerusalem in areas Israel intends to keep under final status, including 3,000 units each in Gilo and Givat Matosim, 1,500 units each in Har Homa and Pisgat Ze’ev, 1,200 units in Ramot, 600 in Armona Netseev, 450 in Neve Ya’acov, and 144 in Olive Mount. In Ramallah, at least 1 PA security official and 1 Fatah Central Comm. member take part in a ceremony in Ramallah naming a public square after Dalal Mughrabi, a 19-yr.-old Fatah member who in 1978 led a squad from Lebanon that sailed to Israel where they staged attacks killing 1 American and 38 Israelis before being shot dead; Netanyahu denounces the official Fatah and PA participation as incitement undermining the peace process. Late in the evening, the IDF patrols in Ramallah, firing rubber-coated steel bullets at stonethrowing Palestinian youths who confront them, causing no injuries; carries out latenight house searches in Jenin town and r.c., making no arrests. In Gaza, the littleknown Salafist group Ansar al-Sunna fires a Qassam rocket into Israel, causing no damage or injuries but marking the 1st incidence of rocket fire since 2/12. Later in the day, unidentified Palestinians fire 2 more Qassams toward Israel, but they land harmlessly inside Gaza. Late at night, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. Biden spends the day in the West Bank, meeting with Abbas and Fayyad. After receiving assurances that the U.S. will press Israel to reverse the 3/9 Ramat Shlomo decision, the PA indicates that it will move forward with plans for indirect talks with Israel. Meanwhile, Israeli officials stress that Israel will never cede Jerusalem and will build unimpeded within Jerusalem’s municipal borders. The Arab League reconvenes to discuss the situation and withdraws support for proximity talks, phoning Abbas to urge against negotiations. In the West Bank, the IDF sets up a checkpoint at the entrance to Rumana in the morning, checking Palestinian vehicles and arresting 1 Palestinian. Israel also authorizes the UN to send bomb disposal units into Gaza to identify and disarm unexploded IDF ordnance fr. OCL; the UN says the operation may take several months. Palestinians hold protests across the West Bank and East Jerusalem after Friday prayers to denounce Israel’s decision to include West Bank holy sites on Israel’s national heritage register; clashes with the IDF (which include the IDF storming the al-Aqsa Mosque compound, firing tear gas and stun grenades to disperse worshipers) leave 2 Palestinians seriously injured (1 at the Haram al-Sharif/Temple Mount; the other in al-Nabi Salih), and 50 Palestinians and 15 Israeli riot police lightly injured.

Mahmud Abbas holds his weekly cabinet session in Hebron instead of Ramallah to protest Israel’s decision to include the Tomb of the Patriarchs/ al-Ibrahimi Mosque (located in Hebron) and Rachel’s Tomb in Bethlehem as Israeli national heritage sites, calling the move contrary to international law. In the West Bank, an off-duty Palestinian policeman (not in uniform) stabs, kills an IDF soldier parked in a jeep at a junction s. of Nablus in Israeli-controlled area C and is detained by an Israeli security guard from a nearby Jewish settlement; PA Pres. Abbas denounces the attack, urging Palestinians to participate only in nonviolent protests against Israel. In response, the IDF raids, searches several Palestinian houses and the assailant’s home in al-Khiljan village southwest of Jenin, confiscating computers and cell phones, and arresting 6 Palestinians, including 4 of his brothers.
