In the West Bank, Israeli settlers set fire to a carshop in Beitin, damaging all the vehicles. Israeli settlers also vandalize Palestinian-owned vehicles in al-Twana, puncturing tires and smashing windshields. Elsewhere, Israeli settlers dig graves outside of a school in al-Ma’rajat. Israeli settlers also kill 2 Palestinian-owned sheep in Kisan. Israeli forces shoot and kill a Palestinian man at the Annab checkpoint near Tulkarm, claiming he had opened fire at the soldiers. Israeli forces shoot and injure 2 Palestinians during raids in Beit Furik and al-Bireh. Elsewhere, Israeli forces assault 2 Palestinians in Ya’bad and seize a vehicle and a forklift. Israeli forces also demolish a home in Lasifar in the Masafer Yatta area and a water well in Ras Atiya. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb al-Mawasi, Gaza City, Khan Yunis, Jabalia refugee camp, Nuseirat refugee camp, and Rafah, killing at least 195 people. Israeli forces also shoot and kill several Palestinians with live ammunition in Khan Yunis. A video released by ITV News shows a man being interviewed while holding a white flag shortly before Israeli snipers shoot and kill him. Meanwhile, Israeli forces attack people fleeing from Khan Yunis to Rafah with both live ammunition and tank fire. In Lebanon, Hezbollah forces fire 12 missiles at an Israeli air base on Mount Meron; no damage is reported. In Syria, U.S. forces kill 2 people in an airstrike near the Iraqi border. In Yemen, U.S. and UK forces attack 18 Houthi-linked sites in the Sanaa, Hodeidah, Taiz, and Baida governates. More than 25,490 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 63,345 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 364 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,348 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,203 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 185 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. The Israeli military says its forces have encircled Khan Yunis and issued an evacuation order for parts of the city affecting 500,000 people. A Palestinian woman says Israeli forces set fire to the tent her and her family were sheltering in on 1/22 in al-Mawasi, killing her husband and daughter. The PA warns the international community that Israel is pressuring Palestinians to move to Rafah as part of its goal of displacing Palestinians from Gaza. Hamas calls on the UN, Red Cross, and the WHO to intervene and stop Israeli attacks on Palestinian hospitals, as both the Nasser and al-Amal hospitals are under attack. Israel acknowledges that it is demolishing Palestinian homes in Gaza to widen the “buffer zone” between residential areas of Gaza and the Gaza fence. In response, U.S. secretary of state Antony Blinken says “[w]hen it comes to the permanent status of Gaza going forward, we have been clear, we remain clear about not encroaching on its territory.” France also says it opposes Israeli plans to reduce the size of Gaza. Israeli tourism minister Haim Katz announces a conference for the resettlement of Gaza on 1/28 called “Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria,” inviting members of the Israeli public. In a video, Katz says the “withdrawal [of the Israeli settlements in Gaza in 2005] created the Nazi monster.” In response to the killing of 21 Israeli soldiers on 1/22, National Security Minister Itamar Ben-Gvir says Israel “must continue to subdue, crush, and mow down the Nazi enemy in Gaza with all our might.” (AJ 1/23; AJ, HA, HA 1/24)

At the UN Security Council, UN secretary-general Antonio Guterres reiterates his calls for an immediate ceasefire and condemns Israeli’s collective punishment of Palestinians. PA foreign minister Riyad al-Maliki tells the council that Israel will continue killing Palestinian civilians if the council does not act. In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces in Tulkarm on 10/13. Israeli settlers vandalized 3 water wells, uprooted 70 olive tree saplings, and removed barbed wire in Susiya. Israeli forces shot and killed 2 Palestinians during raids in Aqabat Jaber refugee camp and Jenin. Israeli forces also violently dispersed Palestinians in Aqabat Jaber refugee camp and Fawwar refugee camp, injuring 4 with live ammunition. At least 70 Palestinians were arrested during late-night raids in and around Hebron, Tulkarm, Nablus, Ramallah, Nil’in, Qarawat Bani Hassan, Bethlehem, and Jericho. In Gaza, Israeli airstrikes killed more than 100 Palestinians and caused extensive damage. Israeli forces also attacked the Rafah crossing for the fourth time since 10/7. Rockets were fired at Israel, causing damage and injuries. In Lebanon, Israel said it attacked Hezbollah targets. The Gaza Ministry of Health said at least 2,808 Palestinians have been killed and 10,850 have been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 58 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 12 children. More than 1,176 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,121 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. 7 members of the civil defense team were killed in Israeli airstrikes on the Palestinian civil defense headquarters in at-Tuffah, bringing the number of humanitarian staff killed since 10/7 to 31. UNRWA said in a tweet that people claiming to be from the Gaza Ministry of Health seized fuel and medical equipment from its compound in Gaza City, before later deleting the tweet. An UNRWA statement later said that there had been no looting of UNRWA warehouses. (HA, HA 10/16; HA 10/17)

Palestinian prisoner Kayed al-Fafsous suspended his 75-day hunger strike after his family urged him to end it, fearing that Israel will let him die as part of its campaign against Palestinians related to the war with Hamas. Hamas released a video of one of its captives, a 21-year-old dual French Israeli citizen, who said in the video, “I'm in Gaza. I came back early on Saturday morning from a party in the Sderot area. I was seriously injured in the arm. They brought me to Gaza, and they took me to the hospital here for three hours. They've been taking care of me, providing medication. I'm just asking that you bring me back home as soon as possible to my family, my parents, my siblings. Please get me out of here as quickly as possible.” Hamas military spokesperson Abu Obeida said Hamas is holding around 200-250 people captive and that they are being treated with dignity and respect. The EU said it would launch a humanitarian air bridge to Egypt with aid to Gaza and the UN began shipping aid to Egypt in anticipation of being able to enter Gaza. Iranian foreign minister Hossein Amir-Abdollahian told Iranian state TV that a “preemptive strike” against Israel could be expected as Israel continues to attack Gaza. Amir-Abdollahian suggested the strike would be carried out by Hezbollah and would be related to a potential Israeli ground invasion of Gaza. U.S. secretary of state Antony Blinken visited Israel again after touring the Middle East over the weekend, meeting with Prime Minister Netanyahu, the Israeli war cabinet, and President Isaac Herzog. Blinken said Israel had agreed to develop a plan to get humanitarian aid to Gaza without it benefiting Hamas. Blinken also spoke with Foreign Minister Fidan, who condemned Israel’s “inhumane” actions in Gaza. President Joe Biden spoke with German chancellor Olaf Scholz and Egyptian president Abdel-Fattah el-Sisi. The Wall Street Journal reported that the U.S. has prepared around 2,000 soldiers for potential deployment to Israel to serve as advisors and for medical support. The UN Security Council rejected a Russian resolution calling for a humanitarian ceasefire and condemning violence and terrorism against civilians. 5 countries voted for the resolution (China, Russia the UAE, Gabon, and Mozambique), 4 voted against (the U.S., the UK, France, and Japan), while 6 abstained. U.S. senators Brian Schatz (D-HI), Chris Van Hollen (D-MD), and Peter Welch (D-VT) called on Israel to protect civilians in Gaza. 14 U.S. senators, 8 Democrats, 5 Republican, and 1 independent, called on President Biden to freeze $6 billion in Iranian assets held in Qatar that the U.S. exchanged for the release of people held in Iran last month. 13 members of the House co-sponsored a resolution urging Biden to call for an immediate ceasefire. Pakistani foreign minister Jalil Abbas Jilani called Israel’s attacks on Gaza genocide. Canadian prime minister Justin Trudeau called for the opening of a humanitarian corridor in Gaza to allow delivery of food, fuel, and water. Scottish first minister Humza Yousaf said that he fears that his in-laws, who are visiting Gaza, could die any day as they are running out of water and food. Prime Minister Sunak characterized the Hamas operation on 10/7 as a “pogrom” while addressing the House of Commons and said, “Israel must defend itself in line with international humanitarian law.” Sunak said 6 UK citizens have been killed and 10 are missing. Furthermore, Sunak said the UK would increase its aid to Palestinians by $12.12 million. In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw. Israeli forces also pumped cement in 2 water wells in al-Ras and Kafr Abbush and seized a stone-cutting machine in Beit Fajjar. 8 Palestinians were arrested during late-night raids in Biddu, Beit Duqqu, Bethlehem, Bayt Rima, and Deir Nidham. A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. In the West Bank, Israeli settlers attacked 1 Palestinian farmer with a metal bar while he was working his land east of Hebron, causing head injuries. Israeli forces shot and killed 3 Palestinians and wounded 10 others during a raid in Jenin refugee camp. Islamic Jihad said that the 3 men were members of their organization. The PA condemned the killings. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 11 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 4 with baton rounds and others with tear gas. 2 Palestinians were indicted for assaulting 1 Israeli police officer in Isawiya after the Israeli police officer fired 17 shots in the air. The 2 Palestinians were not indicted for assaulting a police officer as the prosecution believed that they did not know he was an officer, but had entered the neighborhood to threaten Palestinians. The police officer claimed he had entered the neighborhood by mistake while traveling with another police officer and his brother. (HA 6/18)

In the West Bank, Israeli forces delivered demolition notices for 4 houses, 8 water wells, and 1 agricultural structure in a-Tabban in the Masafer Yatta area and stop-work notices for 2 water wells and 1 agricultural structure in Zif. Israeli forces also sealed a well in Beit Lid. Elsewhere, Israeli forces prevented Palestinians from working their land in Qusra. Israeli forces also fired tear gas at Palestinians trying to enter Israel for work at the separation wall near Jenin. 15 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Nablus, and Ramallah. In East Jerusalem, representatives from the EU and UN visited Palestinians in Silwan who are threatened by Israeli demolitions and displacement. The PA finance ministry said it would pay PA employees 80% of their wages as it continues to be unable to pay its employees in full due to Israel’s withholding of parts of the PA tax revenue. (REU 6/7)

PA prime minister Mohammed Shtayyeh met with German vice chancellor and economy and energy minister Robert Habeck in Ramallah. The 2 discussed German support for energy projects in Palestine. Prime Minister Shtayyeh briefed Vice Chancellor Habeck on Israeli violations against Palestinians. Shtayyeh also called on the international community to create a political horizon for ending the Israeli occupation and for Germany to exert pressure on Israel to allow the PA to hold elections in East Jerusalem. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. The appointment will see Ambassador Erdan chair UNGA meetings and being part of agenda selection. Erdan will serve for 1 year, starting in September. PA prime minister Mohammed Shtayyeh said that the PA leadership was “surprised by and deplore the election of Israel's ambassador to the United Nations for the position of Vice President of the United Nations General Assembly, which we consider an attempt to promote and legitimize the colonial occupation regime on the land of the State of Palestine.” (JP 6/7; TOI 6/8; MEE 6/9; WAFA 6/13)

Israel’s defense minister said at a meeting of the Blue and White party that he wants to explore the option of adding the Jewish supremacist group Lehava and the Beitar Jerusalem football club fan faction La Familia to the list of terrorist organizations after both groups participated in Jewish-led violence against Palestinians during the flag march on 5/29. In East Jerusalem, Israeli forces raided the home of PA Jerusalem governor Adnan Ghaith in Silwan, injuring 4 by physical assault and temporarily detaining 3. 2 Palestinians were arrested in Silwan. 2 Palestinian prisoners held on administrative detention suspended their hunger strikes as their lawyers made deals with Israel to release them within a few months. 1 of the prisoners had been hunger-striking for 131 days when he suspended his protest; the other for 51 days. Israel and Jordan signed an agreement of intent to build a solar power plant in Jordan to supply 600 megawatts of electricity to Israel in exchange for Israel to send 200 million cubic meters of desalinated water to Jordan. The agreement was signed in the UAE in the presence of U.S. climate envoy John Kerry. Jordanians protested against the agreement in Amman on 11/23. Israeli forces also violently dispersed Palestinian protesters near the Evyatar settlement outpost, injuring 8 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces delivered demolition orders against 1 water well and 1 agricultural structure in al-Fakheit in the Masafer Yatta area. 11 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Jenin refugee camp. The Israeli ministry of defense said it had informed the PA that it would increase the number of work permits for Palestinians by 16,000. 15,000 of the permits would be for construction work and 1,000 would be for work in hospitality. PA prime minister Mohammed Shtayyeh met with EU envoy for the Middle East peace process Sven Koopmans in Ramallah, where he called for a revival of the peace process under the auspices of the Quartet on the Middle East. PA health minister and head of the PA environmental quality authority Mai al-Kaila and Jamil Matour met with the Israeli health and environmental protection ministers Nitzan Horowitz and Tamar Zandberg, both of the Meretz (Vigor) party, in Jerusalem to discuss cooperation on health and environmental issues. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. Israel’s defense minister Benny Gantz visited the French defense minister Florence Parly in Paris to relay Israeli findings in regards to the news that the Israeli company NSO Group’s spyware Pegasus had been used to spy on French President Emmanuel Macron’s phone. In a briefing at the UN security council, the deputy special coordinator for the Middle East peace process Lynn Hastings said that the UNRWA was facing “an imminent cash flow crisis” amounting to $100 million. In the West Bank, Israeli forces claimed that it had stopped 2 stabbing attempts, including 1 in Tubas where 1 Palestinian man was shot after allegedly trying to stab a soldier. WAFA reported that the man was shot during a late-night raid and was in serious condition; and in a settlement outpost where 1 Palestinian woman allegedly tried to stab 1 settler before being arrested. Israeli forces also shot with live ammunition and injured 2 Palestinian minors during a raid in al-Khadir; 1 was reported in serious condition and the other in moderate condition. Israeli forces claimed the 2 had thrown Molotov cocktails at the forces. Elsewhere, Israeli forces raided the offices of the Palestinian Health Work Committees in Ramallah, seizing computers; 2 were arrested. Israeli forces also violently dispersed a protest against settlement expansion south of Hebron, injuring 1 with a tear gas canister while others suffered tear-gas related injuries. Meanwhile, Israeli forces demolished 1 house under construction and a water well in Bani Na‘im and delivered a stop-work order for 3 houses under construction in Zawata. 13 Palestinians were arrested during raids in and around Ramallah, al-‘Arub refugee camp, Hebron, Tuqu‘, Aida refugee camp, Tubas, and Bayt Duqqu. In East Jerusalem, 1 Palestinian man died in a fire in Kafr Aqab after Israeli forces held up Israeli fire trucks at the Qalandia checkpoint, saying they had to wait for military escort; Kafr Aqab is located in the Israeli-annexed East Jerusalem municipality, but on the West Bank side of the separation wall. Israeli police prevented Palestinians from holding an event celebrating International Women’s Day in al-Tur, arresting 2 women and seizing clothes and other material on display; Israeli police said the event was arranged by the PA. Israel considers PA activity in East Jerusalem illegal. 4 Palestinians were also arrested in Shu‘fat refugee camp. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. In Israel, Israeli forces violently dispersed hundreds of Palestinian citizens of Israel protesting against the planned demolition of an 18th-century Muslim burial ground in Jaffa. PA prime minister Mohammad Shtayyeh told journalists that if Israel moves forward with annexing West Bank territory, the PA would declare an independent state along the 1967 borders with East Jerusalem as the capital. In the West Bank, Israeli settlers vandalized Palestinian-owned property in al-Sawiya, slashing tires on 12 cars and writing racist graffiti on houses. PLO secretary general Saeb Erakat, in an op-ed in Haaretz, called on the international community to begin imposing sanctions on Israel to force Israel to back away from annexing parts of the West Bank. (HA 6/8)

In an interview with the New York Times, Hussein al-Sheikh, head of the PA’s general authority of civil affairs, said that if Israel moves ahead with annexing parts of the West Bank the financial repercussions for the PA would mean it would have to cut its $105 million a month in payments for salaries and medical expenses in Gaza. Al-Sheikh also said that the PA forces no longer would extradite Israelis arrested in PA controlled areas and that these would be tried in PA courts. (NYT 6/8)

In the West Bank, Israeli settlers with Israeli force protection razed 47 dunams (11.6 acres) of Palestinian-owned land between Dayr Dibwan and Rammun. Israeli forces prevented Palestinian worshippers from accessing al-Ibrahimi Mosque. Israeli forces also demolished 1 agricultural shed in Aqraba and delivered demolition notifications for 10 water wells in al-Zawiya. 2 Palestinians were arrested at checkpoints near Qalqilya and Nablus. In East Jerusalem, authorities banned 1 Palestinian Waqf guard from entering the Haram al-Sharif compound for 6 months. 4 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, 1 Palestinian minor was killed after picking up an unexploded ordinance near his home in Bayt Lahiya.
