In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. We do not have a framework, we do not have the terms ready to be signed. There is still work to do,” further stating that there is a “broad understanding of many of the key elements.” (HA, REU 9/8)

In the West Bank, Israeli settlers set up mobile homes on Palestinian-owned land in Burin. Israeli settlers also vandalized a water pipeline in Khirbat Tana. Elsewhere, Israeli settlers raided Yatma, attacking Palestinians. Israeli forces demolished 4 buildings in the Baladim settlement outpost near Ein Samia. The demolitions were approved by the Settlement Administration in the Defense Ministry. Israeli forces also forced a disabled Palestinian out of his car and seized the car, specially made for his needs, leaving him in a wheelchair at a checkpoint south of Ramallah. Elsewhere, Israeli forces demolished agricultural structures and razed land planted with 120 olive tree saplings in Beit Sira. 8 Palestinians were arrested during late-night raids in Jalazun refugee camp, Birzeit, Qabatiya, and Hebron. PA forces in Jenin arrested several Palestinians and seized weapons. In East Jerusalem, Israel forces made 1 Palestinian family demolish their own home in Musrara. In Gaza, Hamas said it had seized an Israeli drone that crashed near Gaza City after malfunctioning. The Israeli-run Jerusalem District Court rejected an appeal that would have seen the Israeli settler Yehiel Indore released from custody. Indore is the main suspect in the killing of Palestinian Qosai Jammal Mi’tanin on 8/4 in Burqa. An Israeli police representative told the court that Indore’s claim of acting in self-defense is unlikely to hold merit. (HA 8/14)

Maps released by the Israeli Civil Administration showed that the official boundaries of the Israeli settlement outposts Asael and Avigail, which had been retroactively authorized by Israel in February, had expanded significantly in recent months. The Asael settlement outpost had expanded 18 times while the Avigail outpost had expanded 2.5 times. Both outposts are located in the South Hebron Hills. 10 other settlement outposts retroactively authorized in February will have their new boundaries published in the coming weeks. (HA 8/16)

PA president Mahmoud Abbas, Jordanian king Abdullah II, and Egyptian president Abdel Fattah al-Sisi condemned Israel for fueling violence in East Jerusalem and the West Bank after the 3 leaders met in El Alamein, Egypt. Islamic Jihad and Fatah issued a joint statement saying Islamic Jihad political bureau member Khaled al-Batsh and Fatah central committee member Ahmad Halas discussed reconciliation between the two groups in Gaza. (ALM, JP 8/15)

In the West Bank, more than 250 Israeli settlers with a military escort raided Turmus ‘Ayya, shooting and killing 1 Palestinian, injuring 12 others with live ammunition, and setting 60 vehicles, 30 homes, and dozens of trees on fire. It was unclear if the Palestinian casualty was killed by settlers or Israeli forces during the raid. Israeli settlers also raided al-Mazra’a al-Gharbiya, vandalizing Palestinian property. Elsewhere, Israeli settlers vandalized farmland, a junkyard, a car wash, vehicles, and a gas station in al-Lubban ash-Sharqiya. Israeli settlers also raided Kafr ad-Dik, vandalizing homes and vehicles. Meanwhile, Israeli settlers vandalized 3 agricultural structures and 25 lemon and fig trees in Burqa. Israeli settlers also set fire to farmland in Husan. Israeli forces assassinated 3 Palestinians, including 1 minor, in a drone strike on a vehicle in Jalama. The Jenin Brigades said 2 of the Palestinians were members of Islamic Jihad and 1 was a member of Fatah. It was the first time since 2006 that Israel used drones to attack Palestinians in the West Bank. Israeli forces also raided ‘Urif, arresting 5 and taking measurements for punitive demolitions of 2 homes. Elsewhere, Israeli forces shot and injured 1 Palestinian during a late-night raid in Kafr Malik. 3 Palestinians were arrested during late-night raids in Tammun, Rumana, and Aqabat Jaber refugee camp. The PA said that it had recorded 310 settler attacks on Palestinians and their property since 6/20. (ALM 6/22)

Axios reported that U.S. senior advisor for energy and infrastructure Amos Hochstein was in Saudi Arabia to continue talks on a normalization deal between Israel and Saudi Arabia. It was reported that Hochstein was discussing the Saudi demand for U.S. help in creating a nuclear program in return for formally normalizing ties with Israel. (AX 6/21)

In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia refugee camp and 6 nautical miles north of Rafah; no injuries were reported. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. The Washington Post reported that Israel had conducted air strikes in Syria on 3/5/2020 and 6/8/2021, allegedly to counter Syria’s chemical weapons program. (TOI, WP 12/13; HA, MEMO 12/14)

Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. Administrator Power said that aid to Palestinians had broad consensus for decades but that that consensus had been waning. (HA 12/12)

In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israeli settlers opened fire at 2 Palestinian children near Yatta; no injuries were reported. 5 Palestinians were arrested during late-night raids in and around Dura, Bayt Ula, Sa‘ir, and Dheisheh refugee camp; during the raid in Dheisheh refugee camp, Israeli forces shot and injured 3 Palestinians with live ammunition. PA health minister Mai al-Kaila said that the PA will receive a donation of 100,000 doses of Sinopharm COVID-19 vaccine from China. Health Minister al-Kaila also said she had urged COVAX to stand by its initial promise of providing vaccines for Palestinians. According to al-Kaila, COVAX had originally promised vaccines to arrive in mid-February but now they are scheduled for May, and the number of vaccines earmarked for the PA is reduced to 168,000 down from 240,000. A shipment of 40,000 Sputnik V vaccine doses arrived in Gaza donated by the UAE. The former Fatah politician Mohammad Dahlan claimed responsibility for the shipment as he is a close advisor to the UAE crown prince Mohammed bin Zayed. (HA, REU, WAFA, WAFA 3/11)

Israeli authorities banned PA governor of Jerusalem Adnan Ghaith from communicating with 50 Palestinians in the West Bank, including PA president Mahmoud Abbas and all members of the Fatah Central Committee. (WAFA 3/11)

PA president Mahmoud Abbas, in his capacity as leader of Fatah, ejected Nasser al-Kidwa from the Fatah party because al-Kidwa had announced he would run on his own electoral list in the upcoming Palestinian elections. (AJ, ALM, AP, HA, YNET, WAFA 3/11)

Israeli prime minister Benjamin Netanyahu reportedly canceled a trip to the UAE, where he was to meet with UAE crown prince Mohammed bin Zayed, because his wife Sara Netanyahu was hospitalized with appendicitis. Other reports suggested that Prime Minister Netanyahu’s trip was canceled due to a political conflict with Jordan over the cancelation of the Jordanian crown prince Hussein bin Abdullah’s visit to the Haram al-Sharif compound on 3/10, which was canceled because Israel and Jordan could not agree on security arrangement. In turn, Jordan is said not to have allowed Netanyahu to use Jordanian air space to get to the UAE. It was later reported that Netanyahu had ordered Israeli air space closed to Jordan in retaliation, but that the Israeli transportation ministry had stalled the order, which was eventually canceled. Prime minister of the Czech Republic Andrej Babiš and prime minister of Hungary Viktor Orbán visited Israel to discuss cooperation in vaccine research and development with Prime Minister Netanyahu. During the trip, Prime Minister Babiš also opened a diplomatic office in Jerusalem. The Czech Republic received a donation of COVID-19 vaccines from Israel earlier this month. Representatives from the UN, EU, Egypt, Jordan, Germany, and France met to discuss reviving talks between Israel and Palestine after the 2 countries’ elections this year. (AP 3/11)

A Los Angeles judge ruled to deny pro-Israeli lawyer David Abrams’s request to publicize the list of 64 presenters at a 2018 conference sponsored by Students for Justice in Palestine at the University of California – Los Angeles (UCLA). Abrams, who works for the Zionist Advocacy Center, claimed he was looking for information related to “anti-Israel terrorists” but was ultimately not allowed to dox the pro-Palestinian activists. The UCLA police had concluded that none of the speakers were “terrorists.” (PalLegal 3/11; LAT 3/17)

In the West Bank, Israeli forces handed a demolition order for a Palestinian-owned house in al-Twana sheltering 10 people; 1 other resident in al-Twana received a stop-work order. Israeli forces also confiscated 1 Palestinian-owned bulldozer in Tulkarm. 3 Palestinians were arrested during late-night raids in and around Ramallah and Dura. In East Jerusalem, the Israeli supreme court ruled that 1 78-year-old man in Silwan could be evicted from his home after his landlord sold the house he was living in to the settler organization Elad. Israeli forces stormed the Bab al-Rahma area of the Haram al-Sharif compound. Israeli forces also delivered demolition notices for 1 mosque and the house of a Fatah official in Silwan. 2 Palestinian families started demolishing their own homes in Jabal Mukabir. The Israeli settler that in July 2015 burned the house of a Palestinian family, killing 1 18-month-old and his parents and severely burning 1 other child, was sentenced in an Israeli court to 3 life sentences. (GDN, REU 9/14; AJ 9/15; JP 9/16)

The Unified Palestinian Leadership for Popular Resistance, an umbrella organization formed on 9/3 after a meeting between the major Palestinian factions in Gaza and the West Bank, including Fatah and Hamas, declared 9/18 a day of mourning over the normalization agreements between the UAE, Bahrain, and Israel. Ahead of the signing ceremony on 9/15 formalizing the UAE and Bahrain’s normalization with Israel, PA prime minister Mohmmad Shtayyeh condemned the deal, calling it “a dark day in the history of the Arab nation and of the Arab League,” and further stated that, “[t]omorrow the Arab peace initiative dies, as will the Arab consensus.” He also said that his government has recommended to PA president Mahmoud Abbas that the PA reevaluate its relations with the Arab League. Israeli prime minister Benjamin Netanyahu landed in Washington D.C. ahead of the signing ceremony for the normalization deals with Bahrain and the UAE on 9/15. His delegation notably did not include his coalition partners defense minister Benny Gantz and foreign minister Gabi Ashkenazi. A spokesperson for the Qatari foreign ministry ruled out that Qatar would normalize relations with Israel before peace is made between Israel and Palestine. (HA 9/14; AJ 9/15)

In the West Bank, Israeli forces shot and killed 1 Palestinian teen and injured 2 others during a raid in Dayr Abu Mash‘al. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against settlement expansion southeast of Tulkarm, leading to tear-gas related injuries. Israeli forces also demolished 1 wall and issued demolition orders for 1 pond and 1 barn in Hizma. Palestinians protested against the UAE-Israel normalization deal in Turmus ‘Ayya. Officials from the PA, PLO, Fatah, Hamas, and Islamic Jihad participated; Israeli forces injured 7 using rubber-coated bullets, others suffered tear-gas related injuries. 9 Palestinians were arrested during raids in and around Qalandia refugee camp, al-Ram, Jenin, Tubas, Tulkarm, and Ramallah. In East Jerusalem, 9 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces shelled multiple areas of Gaza, causing damage. According to Israeli officials, incendiary balloons sent from Gaza toward Israel started 28 fires. Palestinians in Gaza protested the Israel-UAE normalization deal in Gaza City. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. PA minister of education Sabri Saidam visits the Jubbet al-Dhib school that the IDF dismantled on 8/22 and 9/9 to celebrate its rebuilding and opening. Palestinians throw stones at Israeli forces on patrol in Tulkarm and nearby Nur Shams refugee camp, sparking minor clashes; there are no serious injuries. In Cairo, Hamas leader Ismail Haniyeh chairs the first meeting of Hamas’s top officials since their election earlier this year (see JPS 46 [4] and 47 [1]). They discuss relations with Egypt, the possibility of reconciliation with Fatah, and their regional position. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. The announcement comes absent a High Court ruling, but after a hearing at the court, in which the justices appeared to support Adalah’s position. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. Responding to recent public Palestinian criticism over the increasing cost of living, Abbas also calls for an amendment to the 1994 Paris Protocol covering economic relations between Israel and the PA. At the meeting, Qatari PM Shaykh Hamad bin Jassem al-Thani says that the 2002 Arab peace initiative (offering full normalization for full peace; see Quarterly Update in JPS 124) should be reviewed, though Abbas urges against withdrawing the initiative. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. U.S. Consul Gen. Jacob Walles meets with Abbas in Ramallah, says that the U.S. is prepared to resume direct aid as soon as Abbas swears in a new government that does not include Hamas, even if it controls only the West Bank; indicates that international sanctions on the PA would also be lifted. Abbas issues a presidential decree outlawing the ESF, Hamas’s IQB, all other militias affiliated with Hamas on the grounds that they carried out a “military coup against the Palestinian legitimacy and its government.” Abbas also angrily rejects offers by Arab League Secy. Gen. ‘Amr Musa to mediate btwn. him and Damascus-based Hamas leader Khalid Mishal, stating that he would not hold a dialogue with “killers.” Olmert says that Israel will “cooperate fully” with Abbas’s new government, calling the new situation “an opportunity.” Israel says it will allow food, basic supplies into Gaza but otherwise will consider Gaza a “terrorist entity” with which it will not deal.
