Palestinian Authority (PA) pres. Mahmud Abbas dissolves PA PM Salam Fayyad’s government and reappoints it, replacing 8 independent technocrats with Fatah members, none of whom are elected members of the Palestinian Council. (MNA 5/19; NYT, WT 5/20; NYT 5/21)

U.S. Secy. of State Rice begins her final 4-day Middle East tour of Egypt, Jordan, Israel, and the West Bank to discuss efforts to achieve “lasting peace in the region consistent with the goal of a two-state solution.” The U.S. had announced the trip on 10/30, when optimism surrounding the Gaza ceasefire was high, hoping that the visit would end with the signing of an Israeli-Palestinian joint statement on future negotiations at a high-level Quartet meeting on 11/9. In the wake of the 11/4–5 violence, however, the White House declares today, as Rice begins her meetings, that it intends to leave IsraeliArab peacemaking to the Obama admin. and no longer thinks any Israeli-Palestinian peace deal will occur before Bush leaves office in 1/09. Jabaliya r.c. allegedly preparing to fire a rocket, injuring 1. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, in the morning, the IDF sends undercover units into Qalqilya driving a car with Palestinian plates to raid a store, arrest the owner; conducts a similar undercover raid into Nablus later in the day, raiding another store and arresting the owner; sends troops into al-Khadir village at midday, forcing stores to close, patrolling streets, withdrawing early in the evening; makes an evening incursion into Azun nr. Qalqilya, imposing a curfew, beating Palestinians who do not quickly leave the streets, withdrawing before midnight. Abbas accuses Hamas forces in Gaza of detaining nearly 50 Fatah members and supporters in a political move to undermine upcoming Cairo unity talks; at least 9 of those arrested, including a Fatah PC mbr., are released by the end of the day. Hamas mbrs. fire 3 mortars and a rocket fr. n. Gaza into Israel, causing no damage or injuries; the IDF responds with an air strike on the launch site, killing 1 Hamas mbr., wounding 4. As the Annapolis mtgs. open, at least 15,000 right-wing Israeli demonstrators protest in Jerusalem against any possible concessions by Israeli PM Ehud Olmert to the Palestinians. In Gaza, Hamas and Islamic Jihad host a conference on Palestine, attended by Hamas’s top leaders (including Ismail Haniyeh, Mahmud Zahar), vowing to “not relinquish a centimeter of Palestine” or recognize Israel’s right to exist. Under intense pressure from human and legal rights groups, Abbas temporarily suspends a 7/6 presidential decree expanding the mandate of the PA security forces at the expense of the judiciary. Overnight, the IDF sends tanks and bulldozers supported by helicopters, drones, warplanes into central Gaza nr. al-Bureij r.c., searching residential areas for weapons and wanted Palestinians, detaining 10s of Palestinians, bulldozing 118 d. of land, clashing with Hamas mbrs. who detonate a roadside bomb nr. an IDF vehicle, killing 1 IDF soldier (the 1st killed by Palestinians since 11/1/06), lightly wounding 2. Jewish settlers fr. Tal Rumayda stone a Palestinian girl, vandalize her family’s home in Hebron. Abbas blocks a number of government appointments made by Hamas-led PA offices. In Gaza City, a Fatah-linked clan kidnaps a Hamas mbr., sparking heaving exchanges of fire btwn. Fatah-Hamas supporters that leaves 1 Hamas mbr. dead. In Nablus, PA security forces loyal to Abbas fire on a group of 1,000 Hamas supporters celebrating the anniversary of the movement’s founding, wounding 9; Fatah-Hamas tensions have been high in Nablus, where Fatah protests the Hamas-led PA’s efforts to form an ESF branch under Siyam’s control. In Gaza, the IDF makes an air strike on a car driving nr. Gaza City, killing 1 Hamas mbr., wounding a bystander; fatally shoots a Palestinian nr. Bayt Lahiya attempting to fire a rocket into Israel, also wounding 8 bystanders; shells a group of armed Hamas mbrs. nr. the Qarni crossing, killing 1 Hamas mbr., a PA Preventive Security Forces (PSF) officer at a post nearby; fires into al-Qarara, wounding 1 Palestinian farmer; shells the PA Education Min. offices nr. Bayt Lahiya; directs shells, air strikes on Bayt Hanun and Jabaliya, severely damaging 1 Palestinian home, an UNRWA clinic, a PA school; warns residents of a pending air strike on another Palestinian home nr. Jabaliya, but 10s of neighbors gather in the home, forcing the IDF to call off the operation. Palestinians fire 1 rocket fr. Gaza into Israel, causing no damage or injuries. PA Pres. Mahmud Abbas phones Israeli PM Ehud Olmert to offer a total cease-fire in Gaza (including halts to rocket fire, digging of tunnels) in exchange for a halt to IDF operations in the Strip. Olmert agrees that if Palestinians halt actions first at 6:00 A.M. local time on 11/26, the IDF would halt operations, quickly withdraw troops fr. Gaza if the truce holds. Some Izzeddin al-Qassam Brigades factions say they will not adhere to the truce until Israel halts actions first. Meanwhile, in the West Bank, IDF troops patrolling in Abu Dis chase a group of Palestinian children who throw stones at their vehicles, firing into the air and firing percussion grenades, detaining 4 children ages 11–13 for questioning; demolishes 4 shops nr. Overnight and during the day, the IDF continues to expand its presence in n. Gaza, entering populated areas for the 1st time since disengagement, meeting strong resistance fr. Palestinians, who use RPGs, rifles, roadside bombs and fire 8 rockets toward Israel (only 4 land inside Israel, causing no damage or injuries). The IDF uses air strikes, artillery, tanks, and gunfire as well as bulldozes fields, roads, and open areas to widen the n. Gaza buffer zone; the clashes, mostly concentrated in Bayt Lahiya but also in s. Gaza, leave at least 24 Palestinians (many reportedly Hamas mbrs., but also including at least 2 children), 1 IDF soldier (hit by friendly fire) dead and wound some 80 Palestinians (nearly a third of them children), 1 IDF soldier. The IDF also bulldozes areas around Khan Yunis, demolishing 3 Palestinian homes; opens Erez and Qarni crossings for several hrs. for the movement of international aid workers, humanitarian goods. Palestinian gunmen also fire on an al-Jazeera TV car in Bayt Hanun, believing it to be an IDF undercover unit, wounding the driver, 1 journalist. In the West Bank, the IDF sends undercover units into a memorial service in Jenin r.c. for an AMB mbr. killed on 7/5, attempts to assassinate the AMB’s n. West Bank cmdr. Zakariya Zubaydi and local Islamic Jihad leader Mahmud al-Sadi, fatally shooting 2 Palestinian teenagers, wounding 18; Sadi, Zubaydi escape. The IDF also raids an Islamic charity nr. Hebron; demolishes a Palestinian home nr. Jerusalem; patrols in ‘Anabta nr. Tulkarm; conducts arrest raids, house searches in Nablus, nr. Hebron and Qalqilya; issues military orders confiscating 45 d. of land along settler bypass road 60 nr. Hebron for construction of a military base nr. the separation wall. Jewish settlers fr. Suissa set fire to a Palestinian home; the IDF prevents firefighters fr. reaching the area. Bethlehem, Jenin. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Abbas deploys mbrs of Force 17 (under his command) to Qarni crossing to take over security responsibility fr. security forces under Interior M Siyam’s control. Unidentified gunmen kidnap, shoot and wound a PA intelligence service officer nr. Gaza City. Following the ESF attack on 6/23, ESF, PSF mbrs. exchange fire in Khan Yunis, leaving 1 PSF mbr. wounded. A Palestinian hitchhiker dressed as an observant Jew detonates a bomb inside an Israeli car that picks him up outside Keddumim settlement, killing 4 Jewish settlers and himself; AMB–Nablus faction claims responsibility. PA FM Mahmud Zahhar (Change and Reform) defends the bombing as legitimate resistance, whereas Abbas denounces it; Israel accuses the PA of encouraging terror. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. The IDF responds by shelling n. Gaza fr. land and sea, causing no damage or injuries; makes 6 F-16 air strikes outside Bayt Hanun and Bayt Lahiya, damaging an electricity network, several roads; warns the PA that it will increase pressure on Palestinians firing rockets fr. Early in the morning, Palestinians fire 2 rockets fr. Bayt Hanun into Israel, causing no damage or injuries; IDF artillery responds, shelling a road and an open field n. Gaza where Palestinians have launched rockets, causing no injuries. Despite the exchange, the IDF partially reopens the Erez and Qarni crossings. In the afternoon, an Islamic Jihad suicide bomber retaliating for the 10/24 Saadi assassination detonates a bomb in an open-air market in Hadera, killing 5 Israelis, wounding 6 seriously, 14 moderately. Palestinians also fire another rocket at the Negev (no damage or injuries), a mortar at an IDF post on the s. Gaza border (no damage or injuries). Israel immediately cancels a planned mtg. btwn. Israeli, PA cabinet mbrs.; Sharon says he will not meet with Abbas until he takes “serious action” against militants. Late in the evening, the Israeli cabinet approves Operation Starting All Over Again—a “broad and nonstop” offensive (including assassinations) against “terrorism” in the West Bank and Gaza that will continue until “terrorism” ends; says there are no plans for a ground offensive into Gaza at present, but restrictions on Palestinian movement across the West Bank will be tightened, diplomatic offensives will be raised to pressure Syria over its hosting of Islamic Jihad in Damascus. Overnight, the IDF conducts more arrest raids across the West Bank; fires missiles fr. F-16s at the Gaza Strip, destroying a bridge in Bayt Hanun allegedly used by Palestinians firing rockets, a money changer’s office linked to Hamas, and an office building used by Fatah in Khan Yunis, causing no injuries. During the day, Palestinians fire several rockets or mortars toward Sederot, 1 of which lands inside the city, causing no damage or injuries; soon after, an IDF F-16 fires a missile nr. a housing project in Bayt Hanun, causing no damage or injuries; IDF artillery shells an open area in Bayt Hanun, causing no injuries. Mofaz warns that Hamas leaders Ismail Haniyya, Mahmud Zahhar could be targeted for assassination if there are further rocket strikes fr. Gaza; says Israel will continue striking Gaza until there is “a new reality there.” Islamic Jihad vows retaliation for the 9/25 assassination of its military cmdr. Khalil, but later, along with Hamas and the rest of the factions represented in the NIHC, reaffirms commitment to the unilateral truce agreed to by the Palestinian factions in 2/05. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. (Sabir Abu Assi, ‘Assim Abu Ras, Amjad Arafat, ‘Adil Haniyeh), wounding more than 12 bystanders; an IDF helicopter and ground troops fire 3 missiles at a car driving in Salfit, assassinating 3 wanted Hamas mbrs. The Israeli strikes mark the definitive end of the 2/8 cease-fire; Hamas announces that it is considering massive retaliation. Israel blames Abbas for failing to crack down on militant groups. The IDF makes a late-night incursion into Nablus, arrests 13 Hamas mbrs., destroys 2 Palestinian homes; fires on residential areas nr. the n. Palestinians fire a mortar at a Jewish settlement, a rocket at an IDF post, both in Gaza, causing no damage or injuries. In a move deliberately timed with the Aqaba summit, Tourism M Benny Elon begins work to set up offices of the pro-transfer Moledet party in 1 of the 2 Palestinian homes next to the U.S. consulate in East Jerusalem’s Shaykh Jarrah neighborhood that Jewish settlers have been trying to seize for 1 yr.
