In the West Bank, a Palestinian teenager succumbed to injuries sustained from Israeli forces last week in Anabta. Israeli settlers assaulted a Palestinian man and threatened to demolish his family’s home in the Masafer Yatta area. Israeli settlers also rammed a Palestinian vehicle in Ras Karkar, opening fire at the driver and passengers, injuring 3, including 2 with live ammunition. Elsewhere, Israeli settlers set fire to a Palestinian home in Talfit and vandalized 10 vehicles in Beit Iksa. Israeli forces shot and injured 3 Palestinians in Ras Karkar. 51 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, and Jenin, including Hamas member Adnan Hamarsheh. In East Jerusalem, Israeli authorities closed the Haram al-Sharif compound for Muslim worshippers, allowing Israeli settlers to tour the compound. Israeli forces also demolished a house in Jabel Mukaber and a commercial structure in Sur Baher. In Gaza, Israeli airstrikes killed 704 Palestinians, including 305 children. Israel said that its military has attacked 400 sites in Gaza and assassinated 3 members of Hamas. Rockets were fired at Israel, causing damage. Israel said it killed 10 militants who had tried to enter Zikim by sea. In Syria, Israeli forces fired artillery at what it said were militants near the Golan Heights. The Gaza Ministry of Health said as of 5.pm. at least 5,791 Palestinians had been killed, including at least 3,600 women and children, and 16,297 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 95 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,833 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. 25-year-old Palestinian Arafat Hamdan died in the Ofer Prison, a day after Omar Daraghmeh died at the Megiddo Prison. Hamdan was arrested by Israeli forces on 10/22. PA health minister Mai al-Kaila said hospitals in Gaza were no longer able to receive new patients, saying 12 hospitals were no longer operational due to Israeli airstrikes or lack of fuel and that 65 doctors and nurses have been killed by Israel since 10/7. (AJ 10/23)

The New York Times published an investigation into what Israel called evidence that an errant rocket caused the explosion at al-Ahli Arab Hospital in Gaza City on 10/17, finding that the Israeli-presented video did not prove that a rocket fired by Islamic Jihad caused the explosion. The Times suggested that the video footage pointed to a projectile fired from the Nahal Oz area of Israel at Gaza as the cause. (NYT 10/24)

French president Emmanuel Macron visited PA president Mahmoud Abbas in Ramallah, who called for an immediate end to the Israeli aggression. Macron had visited Israel earlier in the day, meeting with Prime Minister Benjamin Netanyahu. Macron called for the international coalition fighting ISIS to also fight Hamas and said that 30 French nationals were killed by militants during Operation Al-Aqsa Flood. Chinese foreign minister Wang Yi spoke with PA foreign minister Riyad al-Maliki and Israeli foreign minister Eli Cohen, urging steps be undertaken to prevent further escalation and establish a lasting peace. (AJ, WAFA 10/24)

U.S. president Joe Biden spoke with Prime Minister Netanyahu, urging him to not interfere with humanitarian aid for Gaza. Biden also spoke with Saudi crown prince Mohammed bin Salman. UN secretary-general Antonio Guterres said the Hamas operation did not happen in a vacuum, referring to “56 years of suffocating occupation” and that the Hamas operation did not justify Israeli “collective punishment of the Palestinian people.” Israeli UN ambassador Gilad Erdan called on Guterres to resign. At the UN Security Council, Foreign Minister al-Maliki called on the council to act to stop Israeli massacres of Palestinians, labelling them savage and systematic. Iranian UN ambassador Saeed Iravani said the U.S. was exacerbating the conflict by providing “unwavering support for the [Israeli] occupation.” Egyptian foreign minister Sameh Shoukry said the governments that remain silent on Israeli attacks on civilians are “participating in the crimes.” Saudi foreign minister Faisal bin Farhan Al Saud called for an immediate ceasefire and for Israel to lift its siege on Gaza. In the West Bank, Israeli forces shot and injured 5 Palestinians with live ammunition during a raid in Dheisheh refugee camp. Israeli forces also ordered Palestinian farmers near Jenin to stop drilling water wells for irrigation, delivered stop-work orders for 4 houses under construction in al-Karmel, and demolished 4 residential structures in al-Jiftlik. 17 Palestinians were arrested, including 16 during late-night raids in Silwad, Ras Karkar, Deir Jarir, Dheisheh refugee camp, and Hebron, and 1 was arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces demolished 1 banquet hall in Isawiya and delivered a demolition notice against 1 apartment building in the neighborhood. 3 Palestinians were arrested during late-night raids in Isawiya. An Israeli court extended the solitary confinement of Palestinian prisoner Ahmad Manasra to November. Manasra, who is now 21 years old, has been held in Israeli prison since he was 13 and suffers from mental health issues. PA president Mahmoud Abbas met with German chancellor Olaf Scholz in Berlin. During a press conference, President Abbas responded to a question of whether he would apologize for the 1972 Munich Olympics killing of Israeli hostages by remarking that “[f]rom 1947 to the present day, Israel has committed 50 massacres in Palestinian villages and cities. 50 massacres, 50 Holocausts, and until today, and every day there are casualties killed by the Israeli military.” Abbas’s Holocaust remark drew widespread condemnation, including from Chancellor Scholz, who issued a statement on the matter after the press conference. In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. Israeli forces shot and injured 3 Palestinians, including a minor during a raid in Jenin; 1 Palestinian security officer was also arrested during the raid. Israeli forces also demolished 2 agricultural structures in the Masafer Yatta villages of al-Twana and al-Juwaya. Elsewhere, Israeli forces erected a watchtower in Hebron. Israeli forces also demolished 1 mosque under construction in Arab al-Ramadin, leading to a confrontation with Palestinians; 3 were injured with live ammunition and baton rounds, and others suffered tear-gas related injuries. 11 Palestinians were arrested during late-night raids in Abu Dis, Ras Karkar, Harmala, Surif, Dura, and Aqabat Jaber refugee camp. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and confiscated their boats within 6 nautical miles northwest of Rafah; the 2 were released through the Erez crossing on 5/25. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Katz said, “Remember our independence war and your Nakba, don’t stretch the rope too much. [. . .] If you don’t calm down, we’ll teach you a lesson that won’t be forgotten.” (MDW 5/24; HA 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. Politico reported that U.S. president Joe Biden, in a 4/24 phone call to Israeli prime minister Naftali Bennett, had assured him that the U.S. administration would not take Iran’s Revolutionary Guard off the U.S. list of terrorist organizations. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. Israeli also settlers assaulted 2 Palestinian minors in Qusra, leading to the hospitalization of 1 of them. Israeli forces subsequently violently dispersed Palestinians in Qusra protesting the settler attack, injuring 22 with baton rounds and tear gas. Israeli forces also shot and injured 7 Palestinians with baton rounds during a raid in Jifna; others suffered tear-gas related injuries. 8 Palestinians were arrested during late-night raids in Silwad, Ras Karkar, Beit Fajjar, and al-‘Ain refugee camp. In East Jerusalem, dozens of Israeli settlers toured the Haram al-Sharif compound. Israeli forces assaulted and detained 4 Palestinians in the Old City. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Hamas imposed a 16.5% tax on 24 products from the West Bank, including bottled water and soft drinks. PA economy minister Khaled al-Osaily called the new taxes “illegal and not permissible within the same nation.” (ALM 6/1)

Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. Chairperson of the EU parliament’s relations with Palestine Manu Pineda was forced to cancel a trip to the occupied Palestinian territories with a group of other EU parliamentarians after Israel refused to allow him entry to Israel and his delegation access to Gaza. President of the EU parliament Roberta Metsola said on Twitter that she regretted the decision but that she would continue her visit to Israel. In the West Bank, Israeli forces shot and killed 1 Palestinian man in al-Am‘ari refugee camp, claiming he had opened fire at the Israeli soldiers from his car; Israeli forces subsequently violently dispersed Palestinians protesting the killing; the family of the Palestinian victim said he had nothing to do with the alleged shooting and was killed by the Israel forces at random. Israeli forces also seized vending stalls and damaged grapevines near Fawwar refugee camp. 18 Palestinians were arrested during raids in Yatta, Sa‘ir, Beit Umar, Aida refugee camp, Husan, Hizma, Ras Karkar, and Kafr Nimeh; Israeli forces shot and injured 1 Palestinian with a rubber-coated bullet during the raid in Aida refugee camp. U.S. national security advisor Jake Sullivan met with PA president Mahmoud Abbas in Ramallah. The PA said that President Abbas urged the U.S. to reopen its consulate to Palestinians. PA civil affairs minister Hussein al-Sheikh later told Axios that Abbas urged the U.S. to take a more active role in reaching a 2-state solution and that the Palestinian leadership is disappointed that the Biden administration has not rolled back Trump policies. The Illinois Investment Policy Board, which oversees the state’s employee pension fund, voted to divest from Unilever, the parent company of Ben & Jerry’s. The announcement follows several other state funds that have taken action against Unilever for Ben & Jerry’s decision in July to end sales of its ice cream in Israeli settlements. (MEMO 12/24)

In the West Bank, Israeli forces issued demolition orders for 4 Palestinian-owned houses in Bani Na‘im and took measurements for a punitive demolition of a house owned by the family of an alleged attacker in the village. Israeli forces also uprooted 22 Palestinian-owned olive trees in Ras Karkar. In East Jerusalem, Israel informed PA governor of Jerusalem Adnan Ghaith that he was no longer allowed to leave Silwan and that he could not contact some 50 individuals, including PA president Mahmoud Abbas and Prime Minister Mohammad Shtayyeh. In Gaza, Israeli forces made incursions to level land east of Gaza City. At a virtual Arab League meeting, a majority of countries rejected a Palestinian proposal to condemn the UAE for its normalization deal with Israel. PA foreign minister Riyad al-Maliki accused the U.S. of blackmailing Palestinians and some Arab countries. The secretary-general of the Arab League Ahmad Aboul Gheit reiterated that the Arab Peace Initiative remains the Arab League’s stance on the Palestinian-Israeli conflict. According to senior advisor to U.S. president Donald Trump, Jared Kushner, Saudi Arabia has allowed Israeli commercial air traffic to use Saudi Arabian airspace. Kushner also said that the U.S. peace plan presented in January was aimed at “trying to save the two-state solution, because . . . if we kept going with the status quo . . . ultimately, Israel would have eaten up all the land in the West Bank.” The U.S. peace plan allows Israel to annex 30 percent of the West Bank.
