In the West Bank, a Palestinian teenager succumbed to injuries sustained from Israeli forces last week in Anabta. Israeli settlers assaulted a Palestinian man and threatened to demolish his family’s home in the Masafer Yatta area. Israeli settlers also rammed a Palestinian vehicle in Ras Karkar, opening fire at the driver and passengers, injuring 3, including 2 with live ammunition. Elsewhere, Israeli settlers set fire to a Palestinian home in Talfit and vandalized 10 vehicles in Beit Iksa. Israeli forces shot and injured 3 Palestinians in Ras Karkar. 51 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, and Jenin, including Hamas member Adnan Hamarsheh. In East Jerusalem, Israeli authorities closed the Haram al-Sharif compound for Muslim worshippers, allowing Israeli settlers to tour the compound. Israeli forces also demolished a house in Jabel Mukaber and a commercial structure in Sur Baher. In Gaza, Israeli airstrikes killed 704 Palestinians, including 305 children. Israel said that its military has attacked 400 sites in Gaza and assassinated 3 members of Hamas. Rockets were fired at Israel, causing damage. Israel said it killed 10 militants who had tried to enter Zikim by sea. In Syria, Israeli forces fired artillery at what it said were militants near the Golan Heights. The Gaza Ministry of Health said as of 5.pm. at least 5,791 Palestinians had been killed, including at least 3,600 women and children, and 16,297 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 95 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,833 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. 25-year-old Palestinian Arafat Hamdan died in the Ofer Prison, a day after Omar Daraghmeh died at the Megiddo Prison. Hamdan was arrested by Israeli forces on 10/22. PA health minister Mai al-Kaila said hospitals in Gaza were no longer able to receive new patients, saying 12 hospitals were no longer operational due to Israeli airstrikes or lack of fuel and that 65 doctors and nurses have been killed by Israel since 10/7. (AJ 10/23)

Israel dropped leaflets in Gaza saying Israel will provide security and monetary rewards for information on where Israeli and foreign captives are being kept. (AJ 10/23; HA 10/24)

Israeli attorney general Galia Baharav-Miara approved an emergency regulation to allow Israel to detain members of Hamas for 90 days without access to a lawyer. (HA 10/24)

The New York Times published an investigation into what Israel called evidence that an errant rocket caused the explosion at al-Ahli Arab Hospital in Gaza City on 10/17, finding that the Israeli-presented video did not prove that a rocket fired by Islamic Jihad caused the explosion. The Times suggested that the video footage pointed to a projectile fired from the Nahal Oz area of Israel at Gaza as the cause. (NYT 10/24)

French president Emmanuel Macron visited PA president Mahmoud Abbas in Ramallah, who called for an immediate end to the Israeli aggression. Macron had visited Israel earlier in the day, meeting with Prime Minister Benjamin Netanyahu. Macron called for the international coalition fighting ISIS to also fight Hamas and said that 30 French nationals were killed by militants during Operation Al-Aqsa Flood. Chinese foreign minister Wang Yi spoke with PA foreign minister Riyad al-Maliki and Israeli foreign minister Eli Cohen, urging steps be undertaken to prevent further escalation and establish a lasting peace. (AJ, WAFA 10/24)

U.S. president Joe Biden spoke with Prime Minister Netanyahu, urging him to not interfere with humanitarian aid for Gaza. Biden also spoke with Saudi crown prince Mohammed bin Salman. National Security Council spokesperson John Kirby said the U.S. is not calling for a ceasefire as a “ceasefire right now really only benefits Hamas.” (AJ, HA 10/23; HA, NYT, REU 10/24)

UN secretary-general Antonio Guterres said the Hamas operation did not happen in a vacuum, referring to “56 years of suffocating occupation” and that the Hamas operation did not justify Israeli “collective punishment of the Palestinian people.” Israeli UN ambassador Gilad Erdan called on Guterres to resign. At the UN Security Council, Foreign Minister al-Maliki called on the council to act to stop Israeli massacres of Palestinians, labelling them savage and systematic. Iranian UN ambassador Saeed Iravani said the U.S. was exacerbating the conflict by providing “unwavering support for the [Israeli] occupation.” Egyptian foreign minister Sameh Shoukry said the governments that remain silent on Israeli attacks on civilians are “participating in the crimes.” Saudi foreign minister Faisal bin Farhan Al Saud called for an immediate ceasefire and for Israel to lift its siege on Gaza. In the West Bank, 1 Israeli soldier was lightly injured with a shot to his hand during a late-night raid in Bruqin. Israeli forces shot and injured 1 Palestinian during a raid in Aida refugee camp. Israeli forces also razed 4 dunams (1 acre) of land planted with olive trees in as-Samu. 18 Palestinians were arrested during late-night raids in Hebron, Jenin, Silwad, and Nablus. In Tel Aviv, Israeli employees of Israel Railways denied an Israeli woman entry to the train platform because she was wearing a t-shirt from the organization Looking the Occupation in the Eye. The Israeli state prosecutor closed an investigation into the killing of 1 Palestinian man who was stabbed to death by an Israeli settler on 6/21 at a settlement outpost outside of the Ariel settlement, claiming that the settler could have acted in self-defense. (HA 8/25; AJ, MEMO 8/26)

Israel indicted Islamic Jihad leader in the West Bank Bassam al-Saadi on charges of membership, support, and activity in a terrorist organization. (HA, REU, WAFA 8/25)

PA representative to the UN Riyad Mansour told reporters that his team is having talks with members of the UN security council about renewing the PA bid for full membership at the UN. (MEE 8/26; AX 9/7)

In Syria, Syrian state media and Russian forces reported that the Syrian air defense had intercepted 2 of 4 Israeli-fired cruise missiles and 7 of 16 guided aerial bombs in Syria. UNRWA commissioner-general Philippe Lazzarini told the UN security council that the UNRWA is facing an existential threat given its chronic underfunding and coordinated attacks to delegitimize the agency. (MEE 8/26)

In the West Bank, PA forces arrested 9 Palestinian protesters during a general strike in Hebron over rising food prices. Food prices have been rising throughout the world due to Russia’s blockade of Ukrainian wheat and global supply chain issues. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. Israeli forces also raided Nabi Salih, firing tear gas at Palestinians protesting the incursion; no injuries were reported. Elsewhere, Israeli forces violently dispersed a Palestinian protest in Tubas, causing tear-gas related injuries. Israeli forces also delivered notices to Palestinians in Tarqumiyah informing them that 600 dunams (148 acres) of agricultural land will be seized by Israel to expand the settlements of Telem and Adora. In East Jerusalem, Israeli forces raided Silwan, firing tear gas at Palestinians and causing injuries. In Jerusalem, Israeli right-wing activists raided the Greek Garden and the Church of Holy Trinity on Mount Zion, damaging property of the Greek Orthodox church. The Israeli Knesset failed to pass the 1st vote on extending the Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. 58 voted against and 52 voted for, as the Israeli right-wing opposition voted against the measure to trigger the dissolution of the coalition government. The emergency regulation expires at the end of June. 2 party members in the Israeli coalition, Mazen Ghanaim from the United Arab List and Ghaida Rinawie Zoabi from Meretz, voted against the bill, as did the members of the Joint Arab List. The Palestinian Prisoner Society reported that 1 Palestinian prisoner who has been hunger-striking for 96 days in protest over his administrative detention was in critical condition. (WAFA 6/6)

Amnesty International (AI) called on Israel to “immediately release” Salah Hammouri, a Palestinian-French human rights lawyer who works for Addameer and who has been held in administrative detention since 3/7. AI also demanded that Israel ensure that Hammouri’s East Jerusalem residency status will not be revoked. (AI 6/6)

A survey conducted by the Israeli Democracy Institute found that 60% of Israeli Jews favored segregation from the country’s Palestinian community, up from 45% in last year’s survey. In comparison, about 20% of Palestinian citizens of Israel favored segregation. (HA 6/6)

In Syria, Syrian media reported that the Syrian military had intercepted Israeli missiles targeting Damascus. (HA, REU 6/6; JP, TOI 6/7)

U.S. senators Mitt Romney (R-UT) and Jon Ossoff (D-GA) sent a letter to U.S. secretary of state Antony Blinken, urging the Biden administration to ensure a “full and transparent investigation” into the killing of Palestinian American journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp. Haaretz reported on recently released documents at the Israeli State Archive, which details conversations between Israeli and U.S. officials during the 1st Israeli Invasion of Lebanon. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. Prime Minister Begin responds by suggesting that Palestinians in Lebanon be deported to Libya, Iraq, Syria, or Saudi Arabia. (HA 6/6)

In the West Bank, PA president Mahmoud Abbas declared a 30-day state of emergency after 7 Palestinians tested positive for the COVID-19 virus in Bethlehem. All churches and mosques in Bethlehem were told to close for at least 2 weeks and all schools, tourist sites, and national parks throughout the West Bank were to be closed for 30 days. Israeli forces carried out 2 punitive demolitions of the homes of 2 alleged Palestinian attackers in Birzeit. Israeli forces also handed a stop-work order for agricultural structures near Qalqilya and demolished a retaining wall for a farm in Ni‘lin. 11 Palestinians were arrested during late-night raids in and around Hebron, Jenin, Burin, and Tubas. In Gaza, 10 people were killed and at least 60 were injured by a fire that started in a bakery and spread to a crowded market in Nuseirat refugee camp in the central part of Gaza. In the Gaza Strip, IDF troops conduct a limited incursion along the border fence nr. Khan Yunis to level land, before withdrawing. In the West Bank, the IDF opens fire on Palestinians protesting the arrival of 1,400 Jewish worshippers at Joseph’s Tomb in Nablus, injuring 7. The IDF conducts house searches and arrest raids in 1 village nr. Tulkarm in the afternoon; patrols in 1 village nr. Jenin in the morning, and in 1 village nr. Jenin at night. U.S. Secy. of State Kerry meets Russian FM Sergey Lavrov in Geneva to discuss Moscow’s proposal of securing and destroying Syria’s chemical weapons stockpile, talks that were described by Kerry afterward as “constructive.” Israeli Strategic Affairs Minister Yuval Steinitz expresses cautious support for the plan, speaking to Israeli media. Iranian Amb. to the IAEA Reza Najafi says that Tehran will cooperate with the agency to “overcome existing issues once and for all,” speaking at his 1st board meeting. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. Israeli aircraft strike an alleged Islamic Jihad training camp deep inside Syria, just 10 mi. northwest of Damascus in ‘Ayn Sahib, injuring at least 1 security guard. Israel says the attack is in response to the 10/4 suicide bombing, in which it claims Syria played a “detailed role in orchestrating.” Syria denies this, denounces the strike as a “grave escalation,” says its response will be diplomatic. (The Popular Front for the Liberation of Palestine–General Command [PFLP-GC] says ‘Ayn Sahib is its fmr. training base, which is no longer active; says the site was patrolled by 1 civilian guard, who was injured.)
