The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The law broadens the national security minister’s authority over police policy and police investigations. The coalition agreement between Benjamin Netanyahu and Ben-Gvir will see the Border Police become an independent entity under Ben-Gvir’s authority. The incoming government coalition also published a text laying out some policies, including that “[t]he Jewish people have an exclusive and inalienable right to all parts of the Land of Israel. In the West Bank, Israeli settlers fenced off a Palestinian pasture near Khirbet al-Farisiyya. Israeli forces violently dispersed Palestinian protesters at the Qalandia checkpoint, injuring 1 with a baton round, 2 with a tear-gas canister, and others with tear gas. Israeli forces also shot and injured 1 Palestinian with a baton round during a raid in al-Arroub refugee camp. Elsewhere, Israeli forces fired tear gas near a school in Hebron, causing tear-gas related injuries to students. Israeli forces also demolished 1 agricultural structure and uprooted 15 olive trees near Dura and seized agricultural machinery in Khirbet Umm al-Jamal near Tubas. 24 Palestinians were arrested during late-night raids in Silwad, Beitin, Nablus, Bayt Ibia, Jaba‘, and Dahariya. Israel said it had arrested 1 Palestinian man on 11/29 who the Shin Bet suspect carried out the 2 bombing attacks in Jerusalem on 11/23, which killed 1 man. The Palestinian man is said to be a supporter of Islamic State and to have acted alone. (AJ 12/27)

The Hamas-affiliated media outlet Shehab News Agency leaked a 3-minute audio clip of PLO secretary-general Hussein al-Sheikh criticizing PA president Mahmoud Abbas and other leaders in the PA. In the clip Secretary-General al-Sheikh says that President Abbas “is a partner in the chaos and has an interest for it to remain.” Al-Sheikh told Al-Araby al-Jadeed that the recording was fabricated. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The amendment, which was part of the Religious Zionism Party’s coalition deal with the Likud Party, allows 2 ministers to serve in 1 government office and paves the way for Religious Zionism leader Bezalel Smotrich to appoint a minister at the defense ministry in charge of the administration of the West Bank. The IDF chief of staff Aviv Kochavi expressed his concern about the changes to the defense ministry to prime minister-elect Benjamin Netanyahu. Another amendment to the Basic Law allows Shas leader Arye Dery to serve as a minister in the government, despite being convicted of tax offenses. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara; no injuries were reported. Elsewhere, Israeli forces violently dispersed Palestinian protesters in ‘Usarin, injuring 1 with live ammunition, 5 with baton rounds, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 1 with live ammunition and others with tear gas. Leaders at the Arab-China Summit in Riyadh called for a just and lasting solution, based on the 2-state solution, to the Israeli occupation of Palestine in their final communique of the summit. In a speech at the summit PA president Mahmoud Abbas called for the international community to not work with any Israeli government that refused to work within the framework of international law. Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. The ministry warned that the situation will continue to deteriorate if Israel continues its current practices. (HA 12/9)

In the West Bank, dozens of Israeli settlers escorted by Israeli forces stormed Huwwara, attacking Palestinians, stores, and vehicles; 53 Palestinians were injured and 6 were arrested. Israeli settlers also attacked Palestinian vendors selling produce in Bardala, damaging their products. Israeli forces violently dispersed Palestinian protesters in Dura, causing tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian man during a raid in Aqabat Jabr refugee camp. Elsewhere, Israeli forces violently dispersed a funeral procession for a Palestinian minor killed on 10/12 in al-Arroub refugee camp, causing tear gas related injuries. Israeli forces also shot and injured 2 Palestinians with baton rounds during a raid in Kafr Dan, tear-gas related injuries were also reported. 13 Palestinians were arrested during late-night raids in ‘Anata, Dheisheh refugee camp, Bethlehem, Hebron, Qalandia refugee camp, and Kafr Dan. In East Jerusalem, Israeli settlers stormed the Sheikh Jarrah neighborhood, leading to a confrontation with Palestinians; 20 Palestinians and 2 settlers were injured. Israeli deputy mayor of Jerusalem Aryeh King called on Jewish settlers to volunteer to “protect” East Jerusalem neighborhoods during ongoing Palestinian protests in East Jerusalem over Israel’s continued siege of ‘Anata and Shu‘fat. (HA 10/12)

Israeli public security minister Omer Bar-Lev instructed Israeli police to ease the checkpoint restrictions around Shu‘fat, in what was described as an effort to ease tensions in East Jerusalem after days of protests against the siege of Shu‘fat and ‘Anata, which started on 10/8. (HA 10/13)

14 Palestinian factions, including Hamas and Fatah, signed an agreement in Algeria to hold Palestinian elections. The agreement comes after 2 days of meetings mediated by Algerian officials. At the meetings were Hamas chairman of the political bureau Ismail Haniyeh, Fatah member Azzam al-Ahmad, and PFLP secretary general Talal Naji. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. According to leader of the DFLP Tayseer Khalid, Hamas and Fatah rejected a clause in the agreement to form a unity government. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. During the meeting, President Abbas said he does not trust the U.S. as a mediator for peace, instead voicing support of mediation efforts by the Quartet. Abbas also met with the leaders of Qatar, Kazakhstan, and Pakistan. Lebanese president Michel Aoun officially said that Lebanon had accepted the maritime boundaries agreement with Israel, emphasizing that the agreement “does not signify any type of normalization.” Knesset members will vote on the agreement in 2 weeks. (AP, HA, MEMO, REU 10/13)

In the West Bank, Palestinians in several cities observed a general strike in solidarity with residents of Shu‘fat and ‘Anata, which have been closed by Israel since 10/8. Palestinians in Nablus also observed a general strike in protest against Israeli closures of all the entrances to the city. Israeli settlers attacked 1 vehicle transporting patients to an-Najah Hospital, damaging the vehicle. Israeli settlers with military escort also visited Joseph’s Tomb, leading to a confrontation with Palestinians resisting the incursion near Nablus; 1 Palestinian was shot and injured by Israeli forces. Elsewhere, Israeli settlers raided Huwwara, attacking businesses and people and blocking a road, 1 Palestinian was injured. Israeli settlers also set fire to a poultry facility and truck in Qusra. Israeli forces shot and killed 1 Palestinian and injured 1 other while violently dispersing Palestinian protesters at al-Arroub refugee camp. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring 1 with a baton round and causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 2 with live ammunition. Israeli forces also assaulted 1 Palestinian man after forcing him out of his vehicle at a checkpoint near Bayt Lid. The U.S. White House released its National Security Strategy. The strategy included language referring to expanding normalization deals for Israel and a commitment to Israel as a “Jewish and democratic” state. The strategy paper also restated president Joe Biden’s position in support of a 2-state solution “along the 1967 lines, with mutually agreed swaps.” The paper did not mention any effort to restart negotiations. In the West Bank, settlers with military protection toured Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; 3 Israelis were shot and injured by Palestinian gunmen, including 1 soldier, and Israeli forces shot and injured 1 Palestinian using live ammunition, 16 others with baton rounds, and 40 were injured with tear gas. Israeli settlers also set fire to Palestinian-owned land planted with grapes and olives in Husan and uprooted some 200 cucumber saplings in Halhul. Israeli forces rammed a motorcycle carrying 2 Palestinians with their car in al-Khader, injuring both. Israeli forces also delivered stop-work notices for 2 houses and 1 agricultural structure in Ma‘in in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Ni‘lin, al-Am‘ari refugee camp, Qarawat Bani Hassan, Anabta, Arrabah, Aida refugee camp, and al-Arroub refugee camp. PA president Mahmoud Abbas spoke to U.S. secretary of state Antony Blinken in a phone call. According to a statement by the PA, the 2 spoke about preparations for president Joe Biden’s upcoming trip to Palestine and Israel later this month. The members of the Knesset voted to dissolve the parliament, leading to a new round of Israeli elections on 11/1. Foreign minister Yair Lapid will be prime minister beginning at midnight until a new prime minister is elected. (HA 6/29; AJ, AJ, AP, AX, HA 6/30)

The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. The EU anti-fraud agency OLAF did not find any indication that the Israeli allegations were true. The EU suspended funding to Al Haq and PCHR in May 2021. (AJ, HA 6/30; WAFA 7/2; MDW 7/5)

In the West Bank, Israeli settlers and soldiers violently dispersed Palestinian and Israel activists during a tree-planting event in the Masafer Yatta area. Israeli forces shot and killed 1 Palestinian man during a raid in Jenin. Israeli forces also demolished 2 agricultural structures and razed a road used for agricultural purposes in Anzah, vending stalls near the al-Jalamah checkpoint, and 4 shacks and 3 agricultural structures in ‘Anata. Elsewhere, Israeli forces notified 6 Palestinian families in Khirbet Humsa that they must leave their homes from 7/4 to 7/7 between 7am and 11pm while Israeli forces conduct military exercises in the area. 13 Palestinians were arrested, including 12 during late-night raids in Silwad, Nablus, Jenin, and Azza refugee camp, and 1 at a flying checkpoint in ‘Azzun. Israel’s prime minister Naftali Bennett told members of his party Yamina that he will not be running for the next Israeli elections. The parent company of Ben & Jerry’s, Unilever, said it had sold its Israeli business interests to the Israeli company American Quality Products Ltd, allowing the Israeli company to use the Ben & Jerry’s name to sell ice cream in Israel and Israeli settlements. Ben & Jerry’s released a statement saying it disagreed with Unilever’s decision. American Quality Products had earlier this year announced that it was suing Ben & Jerry’s and Unilever over Ben & Jerry’s decision to stop selling its ice cream in Israeli West Bank settlements and ending its licensing deal with American Quality Products to produce its ice cream in Israel. Israeli military reopened an iron gate to the Abud village near Ramallah after Haaretz submitted an inquiry into why it had been closed. The iron gate to Abud had been closed since 6/8, forcing residents to take long detours to reach Ramallah. (HA 6/26)

The PA granted bail for 14 Palestinian security officers accused of partaking in the killing of PA critic Nizar Banat on 6/24/2021. The next court hearing in the case is scheduled for 7/3. (MEE 6/22)

110 of 120 members of the Knesset voted, in a preliminary vote, to dissolve the Knesset. A final vote is expected next week. (ALM, AP, AX, HA, REU 6/22)

A U.S. federal appeals court upheld an Arkansas law requiring state contractors to pledge not to boycott Israel. The judge writing the opinion claimed that “[b]ecause those commercial decisions are invisible to observers unless explained, they are not inherently expressive and do not implicate the First Amendment.” The American Civil Liberties Union said it would appeal the case to the Supreme Court. Israeli settlers also chased Palestinian herders in Khillet Makhoul; no injuries were reported. Israeli police indicted 1 Israeli settler for attacks on left-wing Israeli activists in the Masafer Yatta area on 6/10. The settler was indicted on charges of assault, armed assault, and intentionally damaging a vehicle. (HA 6/20)

The New York Times reported that its own investigation into the killing of Palestinian American journalist Shireen Abu Akleh concluded that the bullet that killed Abu Akleh on 5/11 was fired from the location of an Israeli military convoy and “most likely by a soldier from an elite unit.” It also concluded that there were no armed Palestinians near where Abu Akleh was killed. Investigations by CNN, Bellingcat, B’Tselem, and many other organizations have also found that Israeli soldiers deliberately killed Abu Akleh. (AJ, NYT, WAFA 6/20)

Israeli prime minister Naftali Bennett and foreign minister Yair Lapid held a press conference announcing that they have decided to hold a vote next week to dissolve the Knesset. If the vote passes, Foreign Minister Yair Lapid will be caretaker prime minister until new elections are held on 10/25. In a joint statement, the 2 ministers said that they had “exhausted options to stabilize” the government coalition. Israeli media reported that Prime Minister Bennett was mulling retiring from politics. A decisive factor in the government coalition’s collapse was the failure to extend the emergency regulations extending Israeli law to Israeli settlers, which will be automatically extended if the Knesset is dissolved. Prime Minister Bennett also claimed that Türkiye, in coordination with Israel, had arrested several people said to be planning attacks against Israelis in Türkiye. It was reported that the people arrested were working on behalf of Iran. Foreign Minister Yair Lapid is expected to travel to Türkiye on 6/23. Israeli defense minister Benny Gantz told the Foreign Affairs and Defense Committee that Israel and partners in the Middle East had begun working together on air force cooperation against Iran, calling the cooperation the “Middle East Air Defense Alliance.” Defense minister Gantz said that he continues to work with the U.S. to strengthen the cooperation with Middle East countries. In the West Bank, PA forces arrested 9 Palestinian protesters during a general strike in Hebron over rising food prices. Food prices have been rising throughout the world due to Russia’s blockade of Ukrainian wheat and global supply chain issues. Turkey’s foreign minister Mevlüt Çavuşoğlu toured East Jerusalem in what was described as a private visit to prevent a chance for the public to see him accompanied by Israeli officials. The New York Times reported that 1 Iranian engineer, Ehsun Ghadbeigi, was killed and 1 other person was injured in a suicide drone attack on the Parchin military base near Tehran. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. Haaretz reported that Israel’s military police criminal investigation division had decided not to open a criminal investigation into the murder of Al Jazeera journalist Shireen Abu Akleh, reportedly because they fear such an investigation into an Israeli soldier would cause controversy among the Israeli right. Israel’s military also said it may have identified a rifle used by an Israeli soldier that could have killed Abu Akleh, but said it could not confirm this unless the PA hands over the bullet for analysis. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. Israel said that the arrest raid was related to the attack on 3/29 in Bnei Brak in which 5 were killed; 31 were arrested during the raid. Haaretz reported that declassified material from the Shin Bet revealed that Israel funded and ran the Khaim prison together with the South Lebanon Army in the southern part of Lebanon. The documents revealed that from 1985 to 2000, prisoners in the Khaim prison were tortured and held in indefinite detention without a trial. (HA 3/23)

The Knesset passed a bill amending the citizenship law to ban Palestinians from the West Bank and Gaza married to Israeli citizens from obtaining Israeli residency or citizenship. The U.S. Senate passed a $1.5 trillion omnibus spending bill, including $1 billion of “emergency” Iron Dome missile defense system funding to Israel. The House and Senate tried to pass the standalone bill for the Iron Dome funding to Israel, but the military aid was consistently blocked from being fast-tracked by senator Rand Paul (R-KY). Also in the omnibus spending bill was an additional $3.3 billion in military aid on top of the $1 billion for Iron Dome spending, and $500 million for missile-defense partnerships between the U.S. and Israel. The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. The Ofer military court convicted the director of the Union of Palestinian Women’s Committees, Khitam Saafin, of being a member of the PFLP in a plea deal, but dropped all other charges, including the accusation that she had helped funnel donor money to the PFLP through the organization. The later charge was part of the “evidence” leveled by Israel against 6 Palestinian rights organization that were placed on Israel’s list of terror organizations in October 2021. Hussein al-Sheikh was appointed as a PLO negotiator with Israel and the U.S. Al-Sheikh was also 1 of 3 new members elected to the PLO executive committee. Hamas called the appointments “illegal” and said they lacked support from the national consensus. The Knesset approved the 1st of 3 votes of the citizenship law that would prevent family reunifications of Palestinians married to Israeli citizens. Meretz and United Arab List boycotted the vote. Palestinian member of the Knesset from the Meretz party and minister for Regional Cooperation Issawi Frej was hospitalized after suffering a stroke. Frej’s chief of staff said he would make a full recovery. (HA 2/8)

Calcalist reported that Israeli police used the NSO Group’s Pegasus spyware against Israeli journalists, politicians, rights activists, former prime minister Benjamin Netanyahu’s son Avner, and people involved in the court case against Benjamin Netanyahu. The German news outlet Deutsche Welle fired 5 Palestinian and Lebanese employees, saying the had posted anti-Semitic content on social media. The social media posts in question were largely criticism of Israel and not targeting Jewish people. Deutsche Welle was criticized for trying to silence criticism of Israel. In the West Bank, Palestinians protested in Hebron and Bethlehem against high consumer prices. Israeli forces started razing 30 dunams (7.5 acres) of Palestinian land in Kisan to expand a nearby settlement. 3 Palestinians, including 2 minors, were arrested during late-night raids in Beit Fajjar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 3 Palestinians were arrested during late-night raids in Sheikh Jarrah. The PLO Central Council convened for its 31st session in Ramallah. PA president Mahmoud Abbas said he seeks to hold presidential and legislative elections as soon as they can hold them in all the Palestinian territories, including East Jerusalem. The session was titled “Developing and activating the Palestine Liberation Organization, protecting the national project, and popular resistance.” It was the 1st PLO Central Council meeting in 4 years. The Israeli cabinet approved legislation to bar Palestinians married to Israeli citizens from obtaining permits to live with their family in Israel. Meretz and the United Arab List (UAL) opposed the bill, while centrist parties in the government coalition such as the Blue and White party and Labor supported it. The African Union (AU) suspended debating the issue of Israel’s status as an observer state to the AU until the next AU summit in 2023. The new AU Chairperson Macky Sall of Senegal told reporters that a committee had been set up to discuss the issue to avoid a conflict about Israel’s membership amongst the AU nations. Officials said that 6 countries will be represented in the committee, including South Africa, Algeria, Rwanda, the Democratic Republic of the Congo (DRC), Cameroon, and Nigeria.
