In the West Bank, Israeli forces leveled Palestinian-owned land near Hizma. Israeli forces also seized tents sheltering 2 Bedouin families near Taybeh, displacing 15 people. Elsewhere, Israeli forces assaulted 3 Palestinians near Jenin while they were traveling to their workplaces in Israel. 5 Palestinians were arrested during late-night raids in Rantis, Dayr Abu Mash‘al, and Hebron. In East Jerusalem, Israel banned a bazaar to support Palestinian National Economic Week in Bayt Hanina. 1 Palestinian was arrested in Issawiyya. The Knesset voted to confirm the new Israeli government headed by Naftali Bennet of Yamina (Rightwards). Yair Lapid of Yesh Atid (There Is a Future) will serve as alternate prime minister and foreign minister. After 2 years, the coalition agreement will rotate the minister posts so Prime Minister Bennett will become alternate prime minister and interior minister, while Yair Lapid will become prime minister. Ra’am (United Arab List), headed by Mansour Abbas, received roles as deputy ministers, deputy Knesset speaker, chairman of the Arab affairs committee, and will chair Knesset’s interior committee, in return for the party’s support of the government. Abbas also pushed through demands, such as a freeze of the Kaminitz law and large budgets for ending gun violence and infrastructure in Palestinian Israeli communities. During his address to Knesset, Prime Minister Bennett said that he, like his predecessor, opposes the Iran nuclear deal and that he would address the housing needs of Palestinian citizens of Israel. U.S. president Joe Biden spoke to Prime Minister Bennett 2 hours after the government was sworn in. In his last speech as prime minister, Benjamin Netanyahu said that he had ignored demands from the U.S. government to freeze settlement construction in East Jerusalem and that he rejected U.S. plans to reopen the U.S. consulate in East Jerusalem. Netanyahu also told Bennett that he would not partake in a formal inauguration ceremony on 6/14. In the West Bank, Israeli settlers started construction of a settlement outpost between al-Khadir and Nahalin. Israeli forces razed an agricultural road near Yatta. Israeli forces also sealed off a main entrance to Qarawat Bani Hassan. Elsewhere, Israeli forces raided the headquarters of the Union of Heath Work Committees (UHWC) in al-Bireh, seizing documents and computers and posting a notice closing the building for 6 months; Amnesty International warned that closing UHWC will have “catastrophic consequences” for sick Palestinians. 16 Palestinians were arrested during raid in and around Umm Safa, Beitunia, Tuqu‘, al ‘Arub refugee camp, Tubas, Hizma, and Salem; during the raid in Tubas, Israeli forces shot and injured 3 Palestinians using live ammunition. In East Jerusalem, Israel banned Fatah member Awad al-Salaimeh from entering Shaykh Jarrah and Batn al-Hawa for 15 days. 2 were arrested in Batn al-Hawa. Israel put 1 Palestinian citizen of Israel in administrative detention. He is the 2d Palestinian citizen of Israel to be put in administrative detention since 5/17. 12 Palestinian residents of East Jerusalem have also recently been put in administrative detention. (HA 6/9; HA 6/24)

Israeli police commissioner Kobi Shabtai banned 2 members of the Knesset from the Otzma Yehudit (Jewish Power) party, Itamar Ben-Gvir and May Golan, from partaking in the planned Israeli Flag March in East Jerusalem on 6/10. The march had been postponed by the Israeli security cabinet on 6/8, but the lawmakers said they would march despite the postponement and encouraged others to join them. Police Commissioner Shabtai also wanted to ban Ben-Gvir from entering the Haram al-Sharif compound on 6/9 and 6/10, but that decision required Israeli prime minister Benjamin Netanyahu’s approval. Shabtai said his decisions were made in order to prevent incitement to violence. (HA 6/9)

UK Labor leader Keir Starmer called on UK prime minister Boris Johnson to press for recognition of the state of Palestine at the upcoming G7 meeting in Cornwall. Starmer referred to the Israeli attacks on Gaza as a reason why the recognition was urgent. (MEE 6/9; MEMO, WAFA 6/10)

In the West Bank, Israeli forces demolished 10 structures in a Bedouin community north of Jericho. 10 Palestinians were arrested during raids in and around Ramallah, Birzeit, Jalazun refugee camp, al-Khadir, Bayt Fajjar, and al-‘Arub refugee camp; during the raid in al-Khadir, 2 minors who were arrested were injured by rubber-coated bullets. In East Jerusalem, 1 Palestinian family started demolishing their own house in Jabal Mukabir, displacing 5. 7 Palestinians were arrested during late-night raids in the Old City and Shu‘fat. A settler leader moved his office to the Evyatar settlement outpost near Beita after Israel told the settlers they would have to leave the outpost within 8 days. 42 Israeli settler families have moved to the outpost since 5/3. 1 member of the Knesset from Shas, Moshe Arbel, also brought construction materials to the settlement outpost. Israel’s attorney general Avichai Mendelblit said he would not intervene in the eviction case against Palestinian families in Shaykh Jarrah. PeaceNow called Attorney General Mendelblit’s decision “a cynical attempt to evade responsibility,” and said the evictions are based on “laws that [discriminate] between Israelis and Palestinians.” (AJ, HA 6/7)

The Knesset passed a bill that would allow the Shin Bet to place citizens of Israel in West Bank prisons, in the 1st of 3 votes. The Association for Civil Rights in Israel criticized the bill for being unconstitutional and for the Knesset to pass legislation about the West Bank. Joint List lawmakers warned that the bill only would apply to Palestinian citizens of Israel. (HA 6/10)

Israel’s ambassador to the U.S. and UN, Gilad Erdan, visited the Associated Press headquarters in New York, meeting with AP’s president and CEO Gary Pruitt “to restore the relations between Israel and the Associated Press” in the wake of Israel’s air strike demolishing AP’s offices in Gaza on 5/15. Ambassador Erdan justified the air strike that demolished the high-rise by alleging that Hamas was using an office in the 14-story building to jam the Iron Dome missile defense system. AP said it had not been shown any evidence to back Israel’s claim. Hamas denied the Israeli claim, saying, “Israel is trying to whitewash its black image.” (ALM, AP, HA, REU 6/8; MEMO 6/10)

Representative Ilhan Omar (D-MN) asked secretary of state Antony Blinken, during a house foreign affairs committee hearing, where victims of Israeli crimes should seek justice, if the U.S. opposes investigations by the ICC. Secretary Blinken said in his response that Israel does provide the mechanism of accountability without further elaborating. (AJ, AP, HA 6/10)

In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

In the West Bank, Israeli settlers stole some 100 Palestinian-owned hay bales in Burin. Israeli forces shot and injured 3 Palestinians while traveling in the same car near al-Bireh. 12 Palestinians were arrested during late-night raids in Kafr Na‘im, al-Bireh, Askar refugee camp, and Sa‘ir; 2 Palestinian children were injured by rubber-coated bullets during a confrontation with soldiers in Askar refugee camp. In East Jerusalem, 10 Palestinians were arrested during raids in Jabal al-Mukabir and al-Tur. In Gaza, 1 Palestinian injured in Israeli air strikes in al-Bureij on 5/17 succumbed to his injuries, raising the comprehensive death toll since 5/10 from 259 to 260, including 67 children and 3 pregnant women. In Israel, 1 Palestinian guard at a construction site was severally beaten by 10 Jewish-Israelis in Binyamina. 1 firebomb was thrown at a house occupied by Jewish-Israelis in Lydda; no injuries were reported. According to Middle East Eye, the PA has been arresting at least 14 critics of the government in the West Bank since 5/1, with the largest arrest campaign on 5/22. (MEE 5/27; AJ 5/28)

At a meeting in the Knesset, it was revealed that 1,892 Israelis had been arrested in protests and in confrontations and clashes between Palestinian-Israelis and Jewish-Israelis, and that only 183 of them are Jewish-Israelis. Israeli police dubbed its arrest campaign “Operation Law and Order.” Palestinian-Israeli lawmakers called the operation racist, saying it only targets Palestinian-Israelis. 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, was charged with incitement to terrorism and identification of a terrorist organization. Shaykh Khatib was arrested on 5/16. Khatib’s lawyer called the charges a political persecution. (HA, MEE 5/27)

An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. A Hamas official said that Hamas leader Ismail Haniyeh would visit Cairo next week and that Hamas is ready to talk about a prisoner swap. The Israeli foreign minister Gabi Ashkenazi is expected to meet the Egyptian foreign minister Sameh Shoukry as part of the talks. (ALM, AP, HA, HA 5/27)

Israel summoned the French ambassador to Israel after the French foreign minister Jean-Yves Le Drian on 5/23 said, about Israel’s occupation of Palestinian territory, that the “risk of apartheid is strong if we continue to follow a logic of one state, or of status quo.” (HA, MEMO 5/26; ALM, HA, HA 5/27)

A public opinion poll released by the Arab American Institute said that 51% of Americans are for restricting U.S. military aid to Israel. 62% of Democrats supported restricting U.S. military aid to Israel. The poll was conducted on 5/20, the day the ceasefire agreement between Israel and Hamas was announced. (MEE 5/27)

The UN Human Rights Council passed a resolution to investigate the latest escalation of violence between Israel and Hamas and Israeli attacks on Palestinians in East Jerusalem. 9 countries voted against the resolution, including Austria, Bulgaria, Cameroon, Czech Republic, Germany, Malawi, the Marshall Islands, U.K., and Uruguay. 14 countries abstained. Israel said it would not cooperate with the investigation. Hamas said its actions during the 11 days of violence were “legitimate resistance.” The U.S. said it opposed the investigation. The UN high commissioner for human rights Michelle Bachelet stated that Israeli attacks on Gaza may be war crimes and that rockets fired from Gaza were a violation of international law. Separately, the UN appealed countries to raise $95 million in aid to Gaza, the West Bank, and East Jerusalem. In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. Israeli police dispersed Palestinian-Israeli protesters in Nazareth, Kafr Kana, Kafr Manda, Shefa-Amr, Majdal Krum, Dayr Khana, Umm al-Fahm, Baka al-Garbiyeh, Taiba, Jaffa, Haifa, and Jaljulya; 46 were arrested. The Knesset was evacuated after a rocket from Gaza landed in the vicinity of Jerusalem. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action. The PA civil affairs minister Hussein al-Sheikh said the Palestinian leadership is “examining all options to respond to this heinous aggression against the holy sites and the citizens.” PA president Mahmoud Abbas also discussed the situation with Turkish president Recep Tayyip Erdoğan. Leader of the Ra’am (United Arab List) Mansour Abbas said that he had broken off contacts with Israeli opposition leaders Yair Lapid and Naftali Bennett just before he was to have a joint meeting with them, citing the violence in Jerusalem and Gaza. Israel attacked Syria in the Quneitra region with a helicopter, injuring 1. (HA 5/10)

Iran confirmed that it is in direct talks with Saudi Arabia to resolve the issues between the 2 countries. A Saudi official confirmed the talks on 5/7. (AJ, HA, REU 5/10)

The U.S. said 1 of its Coast Guard ships had fired 30 warning shots at 13 Iranian vessels that came too close to the ship and 6 other U.S. navy vessels. Iran said that it was the U.S. that had acted recklessly in the encounter. (AJ, HA, REU 5/10; AP, MEMO 5/11)

UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. In the West Bank, Israeli settlers threw stones at cars traveling near Burqa, leading to clashes between Israeli forces and Palestinians confronting the Israeli settlers. Israeli settlers also physically assaulted 2 Palestinians near al-Ibrahimi Mosque. Israeli forces razed Palestinian-owned land planted with almond trees west of Ramallah. Israeli forces also razed land in Bruqin and Nil‘in. 6 Palestinians were arrested, including 3 during raids in Jenin refugee camp and Hebron, and 3 at a checkpoint near Jit. In East Jerusalem, Israeli settlers attacked 2 Palestinian minors in Issawiyya; no serious physical injuries were reported. Israeli forces violently dispersed protests in Bayt Hanina, leading to clashes, and arrested 4 Palestinians. Israeli forces also briefly dispersed Palestinians celebrating by the Damascus Gate but allowed the celebrations to carry on shortly after. 2 Palestinians were charged with hate crimes after throwing coffee on an Israeli settler and putting a video of the incident on social media on 4/22. In Gaza, Israel closed the Gaza fishing zone, citing 3 days of rocket fire toward Israel; Israel claimed that 4 Israelis were injured due to the rocket fire, all from tripping while seeking shelter. Israeli forces violently dispersed Palestinians protesting at the Gaza fence for the 3d day in a row, leading to tear-gas related injuries. 2 Palestinians were arrested for crossing into Israel. Israeli forces also opened fire at agricultural lands east of al-Bureij; no injuries were reported. The PA announced it will build a new city near Jericho, to be named Sama Qarantal. The city will accommodate between 15,000 and 20,000 people. (WAFA 4/26)

2 Egyptian officials said they had been briefed that PA president Mahmoud Abbas will postpone the Palestinian elections this week, citing Israeli unwillingness to let Palestinians in East Jerusalem partake in the elections. A Palestinian source said that a final decision will be made on 4/29, after a meeting between all Palestinian parties. (AJ, AP, HA 4/27)

Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. Smotrich further said that Palestinian-Israelis can only be “legitimate partners” if they accept Israel as a Jewish state. (HA 4/26)

In the West Bank, Israeli forces raided Hebron, leading to clashes; 1 Palestinian minor was shot in the head with a rubber-coated bullet, leading him to lose an eye. In a letter to the Conservative Friends of Israel, UK prime minister Boris Johnson said that his government opposes the ICC investigation into war crimes committed in the occupied Palestinian territory, saying the ICC does not have jurisdiction over the territory and that the decision to investigate “gives the impression of being a prejudicial attack” on Israel. The PA said the letter to the Conservative Friends of Israel marked a “low point in UK-Palestine relations and undermines the UK’s credibility on the international stage.” Prime Minister Johnson later clarified during a session at the UK parliament that his government believes in the independence of the ICC. The German foreign minister Heiko Maas met with the Israeli foreign minister Gabi Ashkenazi. After their meeting, Foreign Minister Maas said he expressed Germany’s “serious and honest concern” over Israel’s planned annexation of the West Bank. Mass was set to travel to the West Bank for meetings with PA leadership, but Israel prevented him from traveling there, citing that he would have to quarantine for 2 weeks after going to the West Bank because of COVID-19, despite that Maas’s next destination was to be Jordan. It is worth noting that Israeli settlers, Israeli soldiers, and Palestinian workers do not have to quarantine when traveling between the West Bank and Israel. Israeli MK from the Meretz party, Tamar Zandberg, called Maas’s prevention from going to Ramallah “sabotage” and “ridiculous.” After meeting Foreign Minister Ashkenazi, Mass had a video conference with Jordanian foreign minister Ayman Safadi and PA prime minister Mohammad Shtayyeh, after which they released a joint statement, saying “that it is now a matter of priority to prevent” Israel’s annexation plans. The Israel Electric Corporation (IEC) said it would cut electricity in some areas of the West Bank, arguing that the PA owes the company $484 million. The chairman of the Palestinian Energy Authority said that the debt is less than half of what the IEC claims. The Joint Arab List, which won 13 seats in the Knesset at the Israeli elections on 9/17, recommended Blue and White leader Benny Gantz as the next Israeli prime minister, giving Gantz’s coalition 2 more votes than Likud’s 55. Blue and White still needs 4 more votes to be able to form a governing coalition. Joint Arab List leader Ayman Odeh explained in an op-ed in The New York Times that the Joint Arab List is not endorsing Gantz’s policy proposals, but is rather voting to unseat Israeli prime minister Benjamin Netanyahu. Israel’s transportation minister and member of Knesset Bezalel Smotrich wrote on Facebook that the approval for 715 housing units in Area C for Palestinians yesterday (7/30) was made “to prevent the establishment of an Arab terror state in the heart of Israel, to protect all of our Land of Israel and develop settlement and sovereignty in all its spaces.” The spokesperson for PA president Mahmoud Abbas, Nabil Abu Rudayna, said of the approval for the Palestinian housing units, “[t]he Palestinian people have the right to build on all of their land occupied in 1967 without the need for a permission from anyone. The Jerusalem Municipality permits the construction of a 4-story residential building for Israeli settlers in Silwan. The municipality also pledges to “continue to build in all neighborhoods of the city.” (HA, JP, MNA, TOI 6/15)

Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. For a 3d day in a row in Gaza, Israeli forces open fire on hundreds of Palestinians protesting and throwing stones nr. the Erez border crossing and e. of al-Bureij r.c., injuring 17 Palestinians (1 will succumb to injuries on 10/24). Separately, unknown persons fire a rocket into Israel, causing no damage or injuries. Palestinians open fire on Israeli construction vehicles working on the border fence, causing no injuries. Small-scale attacks continue amid the ongoing wave of violence in Israel and the rest of the oPt. In Israel, a Palestinian citizen is arrested after he rams an Israeli woman with his car nr. Hadera, then stabs her and 3 other Jewish Israelis, injuring all 4. In West Jerusalem, 3 Israeli settlers pepper-spray a Palestinian youth, causing minor injuries. In the West Bank, a car catches fire at the al-Za’ayem checkpoint, severely injuring the Palestinian driver and lighly injuring an Israeli police officer. Witnesses report that it was an electrical fire while the IDF describes it as an attempted car bombing. Outside Hebron, Palestinian youths throw stones at Israeli drivers, injuring 1 settler. Nearby, the IDF violently disperses the funeral procession of the Palestinian who succumbed, on 10/10, to injuries sustained in clashes with Israeli soldiers on 10/8. Throughout the day, IDF troops clash with and violently disperse Palestinians protesting and throwing stones across the West Bank and East Jerusalem, killing 1 Palestinian youth and injuring 129 others, including 1 photojournalist. The IDF also continues raids and house searches throughout the region, arresting 45 Palestinians. In Israel, dozens of Palestinians gather in Kafr Kanna and 3 other Palestinian municipalities to protest the recent Israeli crackdown. In East Jerusalem, several groups of right-wing Jewish activists tour Haram al-Sharif. Meanwhile, the Higher Follow-Up Comm. for Arab Citizens of Israel calls for a general strike and a mass demonstration on 10/13 in protest of the recent Israeli access restrictions at Haram al-Sharif. A Palestinian administrative detainee suffers a stroke, and Israeli doctors in Soroka Medical Center declare him “brain dead.” The Palestinian Prisoners Society responds, accusing the Israel Prison Service of medical negligence. He will die of related complications on 10/14. (HA, MNA 10/12)

The Israeli cabinet unanimously approves a series of measures designed to deter stone-throwing, including mandatory minimum sentences and the imposition of penalties on parents of minors convicted of such crimes. In the West Bank, Israeli forces uproot olive trees and demolish a car wash on about 20 dunams (around 5 acres) of Palestinian land nr. Ramallah and Bethlehem, arresting 8 Palestinians and assaulting 1; patrols in 2 villages nr. Jericho and 1 nr. Hebron. In n. Israel, Israeli forces demolish a Palestinian home in Kafr Kanna claiming that it was built without a permit. Hebron mayor Dawud al-Zaatari announces that Israel’s Coordinator for Govt. Activities in the Territories (COGAT) office has approved the reopening of around 70 Palestinian shops in c. Hebron on 6/19. The IDF closed over 500 Palestinian shops in Hebron at the beginning of the 2d intifada in 2000. Meanwhile, the Knesset votes to extend for another year a law that allows the govt. to withhold citizenship or residency from Palestinians from the oPt who are married to Palestinian citizens of Israel (PCI). The Knesset education comm. votes to grant full university status to an academic center in Ariel settlement, deep in the West Bank, making it the first accredited Israeli university in occupied Palestinian territory. The decision comes as Palestinian medical students from al-Quds University in Abu Dis, just outside East Jerusalem, await a verdict on their appeal of a 2/2012 Israeli ruling that denied their request to be allowed to sit for Israeli exams that would certify them to practice in East Jerusalem or Israel. The Israeli government had denied the students permission to sit for the exams on the grounds that al-Quds was not an accredited Israeli university and could not gain accreditation because it was a Palestinian entity located in the West Bank. When they then sought permission to take the tests as foreigners, the Israeli court denied permission on the grounds that al-Quds could not be considered a foreign university, since it also has a campus in East Jerusalem. There has long been a shortage of doctors to treat Palestinians in East Jerusalem, where most Palestinian doctors are forced to work without licenses. (HA 2/13/12)

After 2 weeks of unsuccessful efforts to draft plans that would integrate ultraOrthodox Jews and Palestinian citizens of Israel into the Israeli military, Kadima head Shaul Mofaz quits PM Netanyahu’s governing coalition; Netanyahu does not try to dissuade him. Analysts believed the decision (e.g., NYT 7/19) hurts both Kadima and Likud, and might hasten early elections. (NYT 7/18, 7/19)

Fmr. Israeli government attorney David Scharia is named the UNSC’s chief counterterrorism lawyer, marking the first time that an Israeli has been appointed to a security post within the UN Secretariat. (WP 7/18)

Though no rocket or mortar fire is reported during the day, the IDF makes a late-night air strike on a smuggling tunnel on the Rafah border, causing no injuries. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension.
