In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

In the West Bank, Israeli forces raided Hebron, leading to clashes; 1 Palestinian minor was shot in the head with a rubber-coated bullet, leading him to lose an eye. A video of the incident showed the minor standing in a store with his cousin when an Israeli soldier shot him in his head. 8 Palestinians were arrested during late-night raids in and around Dura, Bethlehem, Nablus, and Jenin; during a raid in Nablus, Israeli forces confiscated 4,000 NIS ($1,200). In East Jerusalem, Israeli police violently dispersed hundreds of Palestinians protesting the evictions of Palestinians in Shaykh Jarrah, injuring 9, including 1 Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif, who was beaten by Israeli police dispersing the protest; 4 others sustained injuries from beatings and 4 were hit by rubber-coated bullets. In a letter to the Conservative Friends of Israel, UK prime minister Boris Johnson said that his government opposes the ICC investigation into war crimes committed in the occupied Palestinian territory, saying the ICC does not have jurisdiction over the territory and that the decision to investigate “gives the impression of being a prejudicial attack” on Israel. The PA said the letter to the Conservative Friends of Israel marked a “low point in UK-Palestine relations and undermines the UK’s credibility on the international stage.” Prime Minister Johnson later clarified during a session at the UK parliament that his government believes in the independence of the ICC. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Nablus, east of Bethlehem, and near Ya‘bad, damaging several cars and causing at least 3 injuries. 1 of the Israeli settlers was killed when Israeli forces chased after them and the car flipped over; 4 other settlers suffered injuries and were released without charges. Israeli settlers subsequently attacked a police compound in East Jerusalem, leading to clashes and 50 arrests. Later, 1 Palestinian bus driver from East Jerusalem was attacked near the settlement where the Israeli settler, who died earlier, was buried; 2 Israeli settlers used pepper spray and stones and threatened him with a gun as they yelled “Death to Arabs.” Israeli settlers also slashed the tires of Palestinian cars near Hebron and blocked roads near Kafr Qaddum. Elsewhere, Israeli settlers assaulted 1 Palestinian man near Nablus, causing him to need treatment at a hospital. Israeli forces shot and injured 5 Palestinians using live ammunition during raids in Nablus. Israeli forces also demolished 2 Palestinian-owned houses, 1 water well, and 1 agricultural structure in al-Samou, displacing 20 Palestinians, and delivered 1 stop-work order for a water well in Dhariyya. 6 Palestinians were arrested during raids in and around Jenin refugee camp, Jenin, Nablus, al-Mughayyir, and Dahaysha refugee camp. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor, who had opened fire on Israeli forces near the Haram al-Sharif compound; he was killed as he was fleeing the scene and 1 Israeli soldier was injured as he fell during the pursuit. Israeli forces also raided 3 Palestinian-owned stores in Bayt Hanina, seizing tobacco products with PA labels. 1 Palestinian family started demolishing their own home in Silwan to avoid an Israeli-imposed demolition fee of 70,000 NIS ($22,000). 3 Palestinians were arrested during raids in Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. In Gaza, Israeli forces opened fire on agricultural lands on 3 separate occasions east of Bayt Hanun and al-Bureij; no injuries were reported. Israeli forces also made incursions and levelled 48 acres of farmland planted with peas and potatoes belonging to 7 Palestinian families. In Israel, Palestinian citizens of Israel protested Israeli police inaction in addressing violence in their communities. More than 100 Palestinian citizens of Israel have been killed in communal violence and Israeli police are largely inactive in solving the issue. Special advisor to U.S. president Donald Trump Jared Kushner met with Israeli prime minister Benjamin Netanyahu ahead of a joint trip by Israeli and U.S. officials to Morocco on 12/22 as part of the 2 countries’ normalization deal. (HA 12/21)

As part of the normalization deal between Israel and Sudan, President Trump signed a bill giving immunity to the state of Sudan for future U.S. lawsuits by victims of the 1998 U.S. embassy bombings in East Africa. The bill also provides Sudan close to $1 billion in aid and loans. (AJ, AX 12/22)

Palestinian citizens of Israel and Palestinians across Gaza, East Jerusalem, and the West Bank observe a general strike in protest of the so-called Nation-State Law, which codified Israel’s status as the nation-state of the Jewish people when it passed in the Knesset on 7/19/18. Israeli forces violently disperse demonstrations against the law on the outskirts of Ramallah, and in Nablus, Qalandia refugee camp, and Qalqilya, as well as 2 neighborhoods in East Jerusalem, (al-‘Izzariya and Abu Dis); 14 Palestinians are injured. Elsewhere in the West Bank, IDF troops patrol in Hebron, sparking clashes with stone-throwing Palestinian minors; there are no reported injuries. They also arrest 3 Palestinians during late-night raids near Hebron and Bethlehem. Along Gaza’s border, IDF troops violently disperse Palestinians gathering near al-Bureij refugee camp, Khan Yunis, and Jabaliya refugee camp throughout the day to protest the Israeli blockade, protest the Nation-State Law, and continue the Great March of Return; at least 44 Palestinians are injured. In the evening, several Palestinian fishing boats sail in a symbolic challenge to Israel’s blockade. They turn back to shore after Israeli naval forces fire warning shots in their direction, causing no damage or injuries. Meanwhile, Israeli firefighters put out 4 fires in southern Israeli border communities reportedly sparked by incendiary kites or balloons flown from Gaza. In the West Bank, IDF troops arrest 12 Palestinians and issue 4 arrest summons during late-night raids in and around Qalqilya, Jenin, Ramallah, and Bethlehem; and patrol near Hebron and Nablus. Israeli settlers slash the tires of 8 Palestinian cars and leave racist graffiti on nearby walls in al-Mughayyir village near Ramallah. Late at night, IDF troops arrest 4 Palestinians during raids near Hebron and in Nablus. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis. Israel’s Knesset passes a new law allowing the interior minister to revoke the residency rights of anyone in Jerusalem exhibiting a “breach of loyalty” to Israel, and to allow the Israeli government to deport any person whose residency status is revoked. Meanwhile, the Knesset also passes a law giving police commanders the authority to set conditions for returning the corpses of Palestinian citizens of Israel and residents of Jerusalem killed in confrontations with Israeli civilians, with the purpose of avoiding clashes or further attacks during funeral processions. A senior PLO official says that the PLO Executive Committee has decided to convene the PLO’s legislative body, the Palestinian National Council (PNC), on 4/30 to “discuss challenges to the Palestinian cause, especially after the U.S. decision against Jerusalem.” (JP, REU, WAFA 3/7)

In response to the demolitions in Qalanswa on 1/10, the Higher Follow-Up Comm. for Arab Citizens of Israel organizes a general strike today. Both the private and public sectors in Palestinian municipalities participate. In the West Bank, Israeli forces demolish a road leading to al-Buwayb village southeast of Hebron. The IDF arrests 3 Palestinians and confiscates personal property during raids nr. Qalqilya and in Hebron and Nablus, and patrols nr. Hebron and Nablus during the day. In East Jerusalem, Israeli forces demolish 13 Palestinian structures in Jabal Mukabir, the neighborhood of the Palestinian who drove a truck into a group of Israelis on 1/8. The Knesset’s Internal Affairs and Environment Comm. approves its 2d and 3d readings of a bill authorizing the govt. to bar supporters of a boycott against Israel or representatives of NGOs endorsing a boycott from entering the country. Off Gaza’s coast, Israeli naval forces open fire on 4 Palestinian fishing boats nr. Gaza City; they arrest 10 fishermen and confiscate 2 of their boats. In the West Bank, PA Security Forces (PASF) clash with unidentified gunmen in Kafr ‘Aqab village and Qalandia r.c. nr. Jerusalem, injuring 1 Palestinian youth in the crossfire. Meanwhile, Israeli forces close the entrances to Yatta with dirt mounds and rocks, further cracking down on the Hebron-area village in the wake of the 6/8 attack in Tel Aviv. Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. IDF undercover units arrest 2 senior Hamas mbrs. in a raid on Ramallah. Sharon and his Likud party win a landslide election victory largely at the Labor party’s expense. In light of the economic downturn since the intifada began, the Knesset passes (74-28) an amendment to the National Insurance Law (1995) applying a 4% cut to all child allowance payments, an additional 20% cut in amounts paid to parents of children without a relative serving in the IDF (i.e., mostly Israeli Arabs). Polls show that Reps. Earl Hilliard (D-AL) and Cynthia McKinney (D-GA), both 5-term incumbents, are struggling to win renomination this yr., largely because of their statements critical of the U.S.'s pro-Israel policy. Their challengers are highlighting their own strong support of Israel, tapping large Jewish donors. The races are creating Black-Jewish tensions in Congress, as Hilliard and McKinney are African American, most of the Jewish money donated to the rival campaigns is fr. outside the candidates' home states.
