In retaliation, the IDF carries out artillery and F-16 air strikes on open areas in Gaza, firing at least 30 shells and 3 missiles, causing no damage or injuries. The IDF fires on, sinks a Palestinian fishing boat in Palestinian waters off Gaza, killing 1 Palestinian, leaving 1 missing; the IDF says that it attempted to halt the boat after the Palestinian sailor headed toward Egyptian waters alone and returned with a passenger, but the boat ignored warning shots and fired back at the naval vessel, causing no damage or injuries. (The IDF says that videotape that routinely records the naval unit’s activity ran out about three minutes before the incident.) The IDF officially “suspends” Operation First Rain, which began on 9/24, to “see if the Palestinian Authority is willing and capable of taking advantage of the new situation.” PA security forces clash with Hamas mbrs. in Gaza City, with violence spreading to Shati‘ r.c., leaving 1 PA police officer, 2 Palestinian bystanders dead, at least 50 Palestinians wounded over several hrs. in the first intra-Palestinian fighting in Gaza since the Israeli withdrawal, sparked when PA security forces allegedly tried to arrest Muhammad Rantisi, Hamas activist and son of assassinated Hamas leader ‘Abd al- ‘Aziz Rantisi; during the clashes Hamas mbrs. fire RPGs at 2 PA police stations, PA police run out of ammunition. The Israeli FMin. adopts a new “national image management” strategy to improve Israel’s image abroad, “rebranding” it as “cool,” “hip,” “relevant and modern,” by downplaying religion and “avoiding any discussion of the conflict with the Palestinians.” (Forward 10/14)

As of midnight local time, the IDF seals the Gaza Strip in preparation for disengagement implementation beginning on 8/17, making it illegal for Israelis to enter Gaza. During the day, some 7,500 PA security forces, overseen byEgyptian security officers, begin deploying nr. Gaza settlements to prevent Palestinians fr. approaching them. Before dawn, Palestinian gunmen fire on Kefar Darom, causing no damage or injuries; an IDF tank returns fire, accidentally targeting an IDF personnel carrier, wounding 5 IDF soldiers. An IDF soldier, who deserted 2 mos. ago to protest disengagement and moved to the right-wing West Bank settlement of Tapuach, boards a Haifa–Shafa‘ Amr bus, still dressed in fatigues and carrying his military issue weapon; when the bus enters the Israeli Palestinian town of Shafa ‘Amr, the driver asks him whether he’s on the right bus; the soldier then shoots the Israeli Palestinian driver dead and opens fire on the passengers, killing another 3 Israeli Palestinians, wounding 20 before a mob beats him to death. The BBC reports that papers in the British National Archives show that in 1958, Britain secretly sold Israel 20 tons of heavy water vital for production of plutonium and the manufacture of nuclear weapons at its Dimona reactor. No “peaceful use only” condition was placed on the sale. (BBC 8/4) The World Bank releases a report showing Israel to be 2d only to Italy as the most corrupt, least efficient of developed countries. The report states that “Israel is considered one of the riskiest places in the Western world, with an unstable, inefficient regime, low accountability, a relative high rate of state corruption, and poor law enforcement.” (HA 8/4)

The IDF raids Yamun nr. Jenin, surrounds the house of wanted Islamic Jihad mbrs. Zahir and Warad Abahra (uncle and nephew), begins to bulldoze the house when they do not surrender, sparking an exchange of gunfire that leaves both men dead; also conducts arrest raids, bulldozes part of a 2d Palestinian home, uproots 10s of olive trees elsewhere in Yamun; razes the remains of a Byzantine church nr. Dayr al-Balah, known for its mosaic floors dating to 586 A.D.; fires on residential areas of Dura nr. Hebron; conducts arrest raids, house searches in Tulkarm, around Hebron; sends undercover units to arrest a wanted Palestinian in Bethlehem; bulldozes Palestinian agricultural land in Shufa nr. Abbas, Sharon hold their 1st talks in Sharm al-Shaykh, then each meets separately with Mubarak, King Abdallah of Jordan. Afterward, Abbas announces that “Palestinian will stop all acts of violence against all Israelis everywhere,” Sharon vows to “cease all military activity against all Palestinians anywhere,” including assassinations, to the extent that the Palestinians halt violence.
