Israel rejects Hamas’s latest call (ca. 12/20) via Egypt for a cease-fire, vows to continue “counterterrorist operations” to deter rocket fire. Dep. PM Haim Ramon says Israel’s strategic goal is to overthrow Hamas in Gaza using military and economic pres sure. Islamic Jihad, declaring that it would not adhere to a truce, fires 5 rockets fr. Gaza into Israel, damaging 2 commercial buildings but causing no injuries; another rocket lands inside Gaza, damaging a Palestinian home in Bayt Hanun, causing no injuries. Before the 2d post-Annapolis mtg. of the Palestinian and Israeli negotiating teams on 12/24, Olmert’s government reopens the Sufa crossing (closed since 10/28/07) for up to 30 trucks/day, but also seeks Knesset approval for $25 m. to construct 500 settlement housing units in Har Homa in Jerusalem and 240 units in Ma’ale Adumim outside of Jerusalem; it is unclear whether the money is for units already approved for construction (see 12/4) or involves new building plans. Meanwhile, in Gaza, the IDF fires on unarmed Palestinians (including a child) on their land nr. the border fence e. of Dayr al-Balah, wounding 1; shells a Hamas border patrol e. of al-Bureij r.c., killing 2 Hamas mbrs. UN officials report that Israel has now reduced daily fuel imports to Gaza by 20% and that, as a result, some 400,000 Gazans have lost (or have only limited access to) safe drinking water because of lack of fuel to run pumps, water treatment facilities, and generators; vaccinations and medicines have spoiled at some hospitals because of inconsistent power to run refrigerators. Overnight, the IDF sends some 30 tanks and APCs supported by helicopters and warplanes into s. Gaza border areas, allegedly to look for rocket-launching sites, clashing with Palestinian gunmen, killing 3 Islamic Jihad mbrs. and 3 PRC mbrs., wounding 13 Palestinians (including 5 civilians), rounding up all males age 15–50 for questioning, detaining 10s, demolishing 1 Palestinian home, bulldozing 133 dunams (d.; 4 d. = 1 acre) of land before withdrawing late in the evening. The IDF also makes 2 air strikes on rocket-launching sites in n. Gaza, killing 2 Palestinians. In the West Bank, the IDF demolishes a Palestinian home in Jerusalem’s Old City; raids the offices of several media outlets in Nablus (including Afaq TV, al-Nahar, al-Quds) accused of “supporting terrorism,” confiscating computers and documents, and clashing with local gunmen, wounding 3. IDF troops on the Gaza border shell Hamas mbrs. preparing to fire a mortar into Israel, killing 2, wounding at least 2. In the West Bank, the IDF sends undercover units into Bethlehem, where they are confronted by PA security officers who do not realize their identity, sparking an exchange of fire that kills 1 PA security officer. Egypt allows 2,000 Gazans to enter Egypt through the Rafah crossing for the Hajj in a deal arranged by Hamas and coordinated with Saudi Arabia, angering the PA, Israel, and the U.S. In the West Bank, the IDF conducts arrest raids, house searches nr. Hamas mbrs. fire 3 mortars and a rocket fr. n. Gaza into Israel, causing no damage or injuries; the IDF responds with an air strike on the launch site, killing 1 Hamas mbr., wounding 4. As the Annapolis mtgs. open, at least 15,000 right-wing Israeli demonstrators protest in Jerusalem against any possible concessions by Israeli PM Ehud Olmert to the Palestinians. In Gaza, Hamas and Islamic Jihad host a conference on Palestine, attended by Hamas’s top leaders (including Ismail Haniyeh, Mahmud Zahar), vowing to “not relinquish a centimeter of Palestine” or recognize Israel’s right to exist. The IDF makes an air strike targeting armed Palestinians nr. Khan Yunis, causing no reported injuries; levels land inside the Gaza border nr. the Erez crossing. In the West Bank, the IDF bulldozes a Palestinian road and barn in al-Walaja nr. the separation wall outside Bethlehem; raids, searches a secondary school in Azun nr. Qalqilya when staff is present but classes are not in session; conducts arrest raids, house searches in and around Jenin and Nablus, in Abu Dis nr. Jerusalem, and nr. Bethlehem. During the day, the new PA policing unit in Nablus, deployed by Palestinian Authority (PA) PM Mahmud Abbas on 11/2 to enhance security in keeping with the road map, makes major arrest raids into ‘Ayn Bayt al-Ma’ r.c. In the West Bank, the IDF imposes a day-long curfew on ‘Azun (see 11/2) after Palestinian youths allegedly stone Jewish settler vehicles in the area; conducts arrest raids, house searches in and around Jenin and in Hebron, Nablus. In Jerusalem, Israeli police impersonating an Israel TV (ITV) Channel 2 news crew arrest a Palestinian wanted for making unspecified threats; ITV’s chmn. and Israeli journalist associations condemn the police, saying the deception could endanger real journalists. Nr. Hebron, a Palestinian boy is injured when he accidentally triggers IDF UXO. The PA’s newly deployed Nablus policing unit (see 11/2) makes an arrest raid on Balata r.c., clashing with wanted AMB mbrs., leaving up to 10 Palestinians wounded; the PA stresses that it undertook the raid because the AMB was challenging its authority, not because of AMB actions against Israel. In Gaza, 1,000s of Palestinians stage a protest march to the Rafah border to demand a lifting of the siege; ESF officers fire into the air to keep the demonstrators fr. reaching the crossing. Israel confirms that it is building a 10-mi. Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements. In Gaza, the IDF raids and searches homes in al-Shuka, occupying several houses as observation posts (troops are still in the village at the end of the day); sends troops into al-Fakhari nr. Khan Yunis, raiding several homes, leveling lands, firing on residential areas, causing no reported injuries; sends troops into Bayt Hanun, bulldozing at least 100 d. of citrus trees and fences around a college and cemetery, withdrawing in the evening. The IDF conducts arrest raids, house searches in and around Nablus (targeting AMB mbrs., at least 1 of whom was among the AMB mbrs. granted amnesty by Israel in 7/06; see Quarterly Update in JPS 145); fires on residential areas, blowing up a 4-story apartment building owned by a Palestinian (displacing 4 families) in Jenin town and r.c. A Jewish settler nr. Jerusalem stabs, wounds a Palestinian. In Gaza’s al-Bureij r.c., unidentified assailants set fire to the local Fatah al-Yasir offices. Kiryat Arba attacks, moderately injures a Palestinian; Jewish settlers fr. Havat Ma’on attack a Palestinian family, injuring 3; a Jewish settler injures a Palestinian in a deliberate hit-and-run; several Jewish settlers stone a Palestinian vehicle on the Jerusalem–Hebron road, injuring the driver. Nr. Bethlehem, several Jewish settlers ambush, beat 2 Palestinian paramedics traveling nr. Nekudim settlement nr. Israel imposes a 2-day seal on its West Bank border for Yom Kippur. In Gaza, the IDF sends troops back into al-Shuka village, raiding and searching homes (reportedly stealing jewelry, money, personal articles from at least 1 residence), arresting 11 Palestinians. Nr. Bayt Lahiya, 4 Palestinians are injured when they accidentally trigger IDF UXO. In the West Bank, the IDF ends a 4-day incursion into ‘Ayn Bayt al-Ma’a r.c., having arrested around 50 Hamas and PFLP mbrs., including 2 senior local Hamas cmdrs. The IDF also conducts arrest raids, house searches in and around Hebron; fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 4. Citing national preparation for Yom Kippur, Israel bars all West Bank Palestinians fr. attending Friday prayers in Jerusalem, raising anger during Ramadan. In Gaza, the IDF withdraws troops fr. al-Fakhari, ending an arrest campaign that began on 9/15, temporarily detaining 4 Palestinians, arresting 3 others. An IDF tank operating inside Gaza nr. the Sufa crossing triggers a roadside bomb, causing damage but no injuries. Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries; the IDF dispatches helicopters to fire on the Bayt Hanun launch site, causing no reported injuries. In the West Bank, the IDF sends troops into Jabal Juhan nr. Hebron to break up an armed clash between 2 Palestinian clans and impose a curfew, later firing on mbrs. of 1 clan who violate the curfew, killing 1 Palestinian, wounding 4; sends troops into Ramallah, firing on stonethrowing youths who confront them, mortally wounding a 16-yr.-old Palestinian, denying access to an ambulance (he subsequently bleeds to death); denies an ailing Palestinian with a valid permit for medical treatment permission to cross a checkpoint to reach a Jerusalem hospital, allowing him to die; conducts arrest raids, house searches in al-Arub r.c. nr. Palestinian gunmen fire on a Jewish settler’s vehicle nr. Karnei Shomron settlement nr. Qalqilya, injuring 2 settlers. Having sealed the West Bank border for Rosh Hashanah (see 9/12), the IDF allows only Palestinian men over age 60 to enter Jerusalem fr. the West Bank to attend prayers marking the 1st Friday of Ramadan. Islamic Jihad and the PRCs in n. Gaza take joint responsibility for a predawn rocket strike on the IDF’s Zikim base nr. the Gaza border that hits a tent full of sleeping soldiers, critically wounding 1, seriously wounding 2, moderately wounding 7, marking the highest casualty toll in a rocket strike to date; another 60 soldiers are lightly injured or treated for shock. The IDF responds with air strikes, shelling on suspected rocketlaunching sites in n. Gaza, hitting a home in Bayt Hanun, wounding 4 Palestinian children and an adult. Palestinians retaliate by firing 7 mortars fr. Gaza into Israel, causing no damage or injuries. The Israeli DMin. begins drafting an assessment for DM Ehud Barak of the impact of cutting water, electricity, fuel services to Gaza. In the West Bank, the IDF demolishes 21 agricultural structures in Anata nr. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Abu Dis nr. Jerusalem, ‘Ayn Bayt al-Ma’a (moving from house to house by breaking through walls, as it did during Operation Defensive Shield in 2002; firing on stone-throwing Palestinians who confront them, wounding 1), Jalazun r.c. nr. Ramallah. Expecting the IDF to forcibly evict 2 Jewish settler families squatting in vacant Palestinian stores in Hebron’s wholesale market (in 4/07, the Israeli High Court ordered them to vacate the site by 7/27), 100s of Jewish settlers begin arriving at the site to block the eviction, harassing local Palestinians; among the incidents: a Jewish settler fr. Beit Hadasah injures a Palestinian man in a deliberate hit and run; Jewish settlers fr. Kiryat Arba attack, vandalize Palestinian homes, cars; Jewish settlers set fire to the Hebron Rehabilitation Comm. offices (previously declared a closed military zone by the IDF). Gaza, exchanging fire with Palestinians (who fire at least 1 RPG, causing no injuries), killing 1 DFLP mbr. and 1 Islamic Jihad mbr., wounding 3 Palestinians, bulldozing land; fires a missile fr. a drone at a group of Islamic Jihad mbrs. n. of Bayt Hanun suspected of having fired a rocket, causing no injuries; sends tanks, bulldozers into areas nr. Khan Yunis to level land. In the West Bank, the IDF raids a school, an Islamic organization, a house, a factory in Bayt Sahur nr. Bethlehem, conducts arrest raids, house searches in and around Hebron and Jenin town and r.c., in Balata r.c. and Nablus, and nr. Nablus, Ramallah, Salfit. The IDF also dismantles a low wall (not part of the separation wall) running 25 mi. along roads s. of Hebron, in keeping with a 2/06 Israeli High Court decision that it impeded daily life for Palestinians in 21 rural communities. Jewish settlers in Jerusalem attack a Palestinian family in Bayt Safafa, injuring 5 Palestinians, vandalizing their home. In Gaza City, several Fatah mbrs. take refuge in the home of an Islamic Jihad mbr. while trying to evade arrest by the ESF for firing in the air at a wedding; the ESF surrounds the home leading to a clash btwn. ESF officers and Islamic Jihad mbrs. that leaves 2 Islamic Jihad mbrs., 1 ESF mbr. dead and 8 Palestinians wounded; PRC mbrs. intervene to stop the fighting and secure the surrender of the Fatah and Islamic Jihad gunmen. Islamic Jihad fires 10 mortars at the IDF base at Kissufim crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Bethlehem, Qalqilya, nr. Hebron and Nablus; raids the offices of a children’s charity in Jenin, confiscating documents. For a 2d day in Jerusalem, Israeli police escort a group of Jewish settlers into the al-Aqsa Mosque compound to mark the Tisha B’Av holiday. A Jewish settler fr. Kiryat Arba seriously injures a 10-yr.-old Palestinian boy in a deliberate hit-and-run in Hebron. Jewish settlers severely beat a Palestinian teenager nr. Nablus. In Ramallah, PA presidential guardsmen halt a car carrying the son and daughter of jailed Fatah tanzim leader Marwan Barghouti (seen as a potential challenger to Abbas), harass them both, detain and beat the son at the PA headquarters. Pro-Fatah students at al-Najah University in Nablus attack, beat pro-Hamas students protesting Abbas’s ouster of the Haniyeh government, leading to police intervention and an exchange of fire that leaves 3 students wounded, 1 critically. As daily clashes continue at Nahr al-Barid r.c., FI kills 3 Lebanese soldiers—2 by a mortar, 1 by a booby-trapped device. The estimated death toll to date is 120 soldiers, 81 FI members, 41 civilians. (WT 7/25)

In Jerusalem, Israeli police escort a group of Jewish settlers into the al-Aqsa Mosque compound to mark the Tisha B’Av holiday. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus. Jewish settlers fr. Ma’ale Levona nr. Nablus, uproot 30 Palestinian olive trees nr. the settlement. In Rafah, Fatah al-Yasir mbrs. raid the office of Fatah PC mbr. Ashraf Jum‘a, beat Jum‘a and 11 of his bodyguards, alleging that Jum‘a removed the names of brigade mbrs. fr. payroll rosters; local PRC mbrs. intervened to bring the situation under control. In Jabaliya r.c., 3,000 Hamas supporters hold a nonviolent protest against Abbas’s 7/18 call for early elections. Education M Nasser al-Sha‘ir (arrested 5/24, dismissed by Abbas on 6/14) after he signs a pledge renouncing his ties to Hamas, vowing never to hold an official position representing the group. In Gaza, 2 Palestinian children are injured by a roadside bomb planted nr. an ESF post. In the West Bank, the IDF demolishes 2 Palestinian homes nr. Jerusalem (in Anata, Bayt Hanina); conducts arrest raids, house searches in and around Nablus and Ramallah, nr. Bethlehem, in Hebron. Some 3,500 Jewish settlers bring construction materials to the Homesh settlement site with the intention of rebuilding the settlement vacated under Israel’s 9/05 disengagement plan; settlers set fire to 10s of nearby Palestinian olive trees, vandalize fuel tanks and cars at a nearby Palestinian gas station. The IDF closed several main checkpoints (nr. Hebron, Qalqilya, Ramallah) and stretches of Route 60 to block settlers fr. reaching the site, causing major obstacles to Palestinian movement. Overnight, Hamas secures the release of BBC reporter Johnston fr. the Army of Islam, which kidnapped him on 3/12; Haniyeh holds a press conference with Johnston at his Gaza City home, facilitates his transfer to the British Consulate in Jerusalem; British FM David Miliband “fully acknowledge[s] the crucial role” played by Hamas and Haniyeh in securing his release.
