Israeli-Palestinian fighting in the West Bank and Gaza abates slightly but escalates again this evening, leaving at least 3 Palestinians dead. The most serious incident is in Nablus, where the IDF, implementing the Sharm agmts., turns over Joseph's Tomb to the PSF. Palestinians celebrating the IDF pullback overrun the PSF, destroy the tomb. In response, armed Jewish settlers roam areas around West Bank settlements, stoning and firing at Palestinian cars, killing 1 Palestinian. Inside Israel, Jews fr. Upper Nazareth rampage through Arab Nazareth throwing stones at Israeli Palestinians, sparking a riot; when Israeli Arabs start to fight back, Israeli riot police intervene, using tear gas and live ammunition, shooting dead 2 Israeli Arabs. In Tiberias, Jews vandalize a historic mosque. The IDF moves tanks into the West Bank to guard the Jewish settlement of Psagot, which has been the target of Palestinian sniping. The IDF claims that Muhammad al-Dura, the 12-yr.-old killed at Netzarim Junction on 10/1, had been throwing stones at soldiers before he was shot, contradicting widely broadcast footage of the incident recorded by France 2 TV showing the boy and his father pinned down by gunfire for 45 minutes. The pair were returning from errands and had been dropped off by a taxi, which refused to take them across Netzarim Junction because of heavy IDF fire. With the authorization of Barak and Ben-Ami (who is also Israel's internal security M), Likud MK Sharon leads a group of Likud MKs into the Haram al-Sharif/Temple Mount under heavy escort and police helicopter guard to assert Israeli sovereignty over the disputed site. 1,000 Israeli riot police are deployed on the buildings surrounding the mosque compound. Sharon attempts to enter the Marwani Mosque (which some Jews consider to be the site of Solomon's stables) but is barred by 200 Palestinians, including several Israeli Arab MKs, who sit peacefully in his path. After Sharon leaves, Palestinians scuffle with and throw stones at police, who fire tear gas, rubber bullets at them. 24 Palestinians, 25 policemen are injured. 2 Americans file a claim in Israeli court against Arafat, Palestine Liberation Front (PLF) head Muhammad Abbas (Abu Abbas), seeking $5 m. in damages for their suffering in the 1985 Achille Lauro hijacking. Lawyers acted after learning Abbas had been in Jerusalem to attend Palestinian mtgs. In early 1999, Abbas dropped his opposition to the Oslo process, reconciled with Arafat. In an unprecedented move, Israel's Interior M Natan Sharansky announces that he will restore to the Israeli Arab village of Kafr al-Qasim 250 acres of its land that had been taken to develop the neighboring Jewish town of Rosh Ha'ayin. Israel's atty. gen. opens a criminal investigation of Shas spiritual leader Rabbi Ovadia Yosef to determine whether to charge him with incitement for a 3/18 sermon in which he said that Education M Sarid's should be "extirpated" and his memory obliterated for recommending Palestinian poetry be included in Israeli curricula (see 3/13). A new press and publication law goes into effect in Jordan, replacing the controversial 1998 press law. While the new version lifts the ban on nearly 1,000 books, reduces the amounts that journalists can be fined for violations, and lowers the minimum capital a newspaper must hold to be licensed, the Jordan Press Association cautions that it does not ban the arrest of journalists for political reasons. Secy. of State Albright meets with Egyptian pres. Mubarak in Alexandria. Albright, Mubarak had hoped to host the signing of a revised Wye agmt., but Israel, the PA still differ over the prisoner release issue. Albright phones Barak in Israel, meets with Arafat in Alexandria, then flies to Jerusalem to meet with Barak for 3 hrs. Despite her efforts, Israeli officials say talks are over: "We're looking for . . . answers. It's not a negotiation." In exchange for a 24-yr. sentence, American Jewish teenager Samuel Sheinbein pleads guilty in an Israeli court to murdering another teenager in Maryland. Sheinbein, who fled to Israel and claimed citizenship through his father, who was born in Mandatory Palestine, could be tried in the U.S. if he were ever to return. In Washington, PM Barak, Pres. Clinton hold private 2¹/₂-hr. mtg., without aides or note-takers, to discuss framework for resuming Israeli-Arab negotiations. Barak reportedly tells Clinton his conditions for peace agmt. with Syria, saying Israel would never return to the pre-1967 borders (as Syria demands), and promises to implement the Wye agmt. with the PA, but says that "most" Jewish settlers would remain in the West Bank and Gaza. Publicly, Barak urges the U.S. to reduce its role in negotiations and in enforcing existing agmts., arguing that Israel, the PA have to work out their differences on their own, specifically asking the U.S. to end CIA's role in monitoring PA adherence to Wye security requirements. Clinton agrees that the U.S. has become "overly intrusive in the Middle East dialogue." This evening, the Clintons and Baraks have private dinner at Camp David.
