U.S. president Trump and Israeli PM Netanyahu meet at the White House and discuss Iran, Jerusalem, and the Palestinians. At a joint press conference, Trump says that he might visit Israel for the inauguration of the new U.S. embassy in Jerusalem in 5/2018. Netanyahu downplays Palestinians’ concerns to focus on Iran. “Iran, Iran, and Iran was the main topic of the meeting,” he says. “I told him what I thought: that the nuclear agreement with Iran must be either totally fixed or totally canceled, and there were detailed discussions on this issue.” (HA, JP, MEMO, NYT, YA 3/5; TOI 3/12)

Off Gaza’s coast, Egyptian naval forces open fire on Palestinian fishing boats near Rafah, killing 1 Palestinian fisherman. Meanwhile, Israeli forces violently disperse Palestinians protesting U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital in central Jerusalem, Nabi Salih village near Ramallah, outside Jayyus village near Qalqilya, and along Gaza’s border near Gaza City; 8 Palestinians are injured and 2 are arrested. Hours later, the IDF declares Nabi Salih a closed military zone. The village is home to the Tamimi family of activists, whose resistance to the IDF has garnered international headlines in recent weeks. IDF troops also arrest 12 Palestinians and issue 1 arrest summons during late-night raids in and around Tulkarm, Bethlehem, Nablus, Jenin, and Hebron; and patrol near Tulkarm and Hebron. Late at night, the IAF bombs and completely destroys a Palestinian tunnel south of Rafah in the Gaza Strip. There are no reported injuries. The IDF later rejects Palestinian claims that the tunnel was used for smuggling goods from Egypt, and alleges that it extended from Egyptian territory all the way to the area of the Kerem Shalom border crossing. For the 6th consecutive Friday, Israeli forces violently disperse Palestinian, Israeli, and international activists at protests against U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, as well as the killing of 2 Palestinians on 1/11, Israel’s settlements, separation wall, and occupation in Abu Dis, al-Bireh, Kafr Qaddum near Qalqilya, Budrus village near Ramallah, central Hebron, northern Bethlehem, 2 villages near Nablus (Beita and Bayt Furik), and along Gaza’s border near Gaza City, Khan Yunis, al-Bureij refugee camp, and Jabaliya refugee camp; 65 Palestinians are injured and at least 2 are arrested. Also along Gaza’s border, IDF troops open fire on Palestinian workers collecting plastic and other scraps from a landfill near Juhur al-Dik, causing no injuries. Meanwhile, IDF troops arrest 4 Palestinians during latenight raids in and around Hebron, Nablus, and Jenin; and patrol near Tulkarm and Nablus. Israeli forces raze a tract of land near the site of the 1/9 deadly shooting. They also arrest 5 Palestinians as they exit Haram al-Sharif. Israeli settlers throw stones at a Palestinian home south of Nablus, breaking a number of windows. U.S. pres. Trump announces that he is formally extending the waivers on U.S. sanctions on Iran, upholding the U.S. obligations under the 7/14/2015 nuclear agreement one last time. This last extension, he says, will give the U.S. time to negotiate a “follow on” agreement with its European allies before the next deadline for extending sanctions relief, 120 days hence. “In the absence of such an agreement, the U.S. will not again waive sanctions to stay in the Iran nuclear deal,” he says. “And if at any time I judge that such an agreement is not within reach, I will withdraw from the deal immediately,” At the same time, the U.S. Treasury imposes sanctions on 14 Iranian individuals, including the head of Iran’s judiciary, Sadeq Larijani. At least 57 Palestinians are injured (5 seriously), and at least 8 are arrested. Meanwhile, IDF troops patrol near Hebron, Qalqilya, and Salfit. In an interview with the Jerusalem Post, U.S. ambassador to Israel David Friedman says that the Trump administration is “disappointed with some of the rhetoric” coming from the Palestinians in response to U.S. pres. In the West Bank, Israeli forces demolish the 2d floor of a Palestinian residential building in al-Za’ayem village near Jerusalem. IDF troops arrest 8 Palestinians, issue 1 arrest summons, and confiscate 1 car during latenight raids in and around Bethlehem, Hebron, Jenin, and Nablus, and patrol near Hebron and Qalqilya. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Sur al-Bahir. On 3 separate occasions, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp off Gaza’s coast. They arrest 2 fishermen and confiscate 1 boat. PA pres. Abbas tells Hamas leader Haniyeh by phone that he is “satisfied with the atmosphere” created by Hamas’s 9/17 pledge to dissolve its administrative committee in Gaza. He also promises to follow up when he returns from his trip to the UNGA in New York this week. (TOI, WAFA 9/18)

On the sidelines of the UNGA in New York, U.S. pres. Trump meets with Israeli PM Netanyahu to discuss the 7/14/2015 Iran nuclear deal and the Palestinian-Israel peace process. In a joint press conference, Trump says he still believes there is a “good chance” Palestinian-Israeli peace will happen. Netanyahu, for his part, focuses his remarks on Iran. After the meeting, the White House releases a statement saying that Trump and Netanyahu discussed their “continuing efforts to achieve an enduring Israeli-Palestinian peace agreement, the optimism in the region about peace, and expanding economic opportunities to improve conditions for peace.” (HA, NYT, TOI 9/18; HA, TOI 9/19)

The U.S. military opens its first base on Israeli soil in the Negev. The base will house dozens of U.S. soldiers, who will operate a large ballistic missile radar system. (HA, YA 9/18)

After weeks of tension and intermittent violence throughout Jerusalem and the West Bank, a group of Palestinians kill 2 Israeli settlers and injure 4 settler children in a drive-by shooting nr. Nablus, sparking a wave of retaliatory acts. After the attack, Israeli forces search the area for the shooters and deploy 4 additional battalions in the West Bank. In a series of attacks,Israeli settlers shoot and injure a Palestinian man s. of Bethlehem; torch a Palestinian car and vandalize more than 40 Palestinian vehicles nr. Nablus, Qalqilya, and Ramallah; blockade a main road outside Tulkarm; throw stones at Palestinians and their property nr. Early in the day, an Israeli settler opens fire on a Palestinian school nr. Elsewhere in the West Bank, Palestinians injure 2 Israeli settlers after throwing rocks at their vehicle outside Ramallah. Clashes ensue between Israeli forces and stone-throwing Palestinians in a nearby town after an IDF raid. IDF troops assault, injure, and detain a Palestinian man at a checkpoint in the n. West Bank after he allegedly attempts to stab 1 of the soldiers. In East Jerusalem, Israeli forces raid a school in al-Tur, detaining and questioning a Palestinian child accused of stone-throwing; arrest 2 Palestinians and spark clashes with stone-throwers during raids in Issawiyya. Meanwhile, the Israeli authorities continue enforcing the restrictions on access at Haram al-Sharif that were announced on 9/27. In New York, Israeli PM Netanyahu addresses the UNGA, primarily criticizing the nuclear deal reached by Iran and the P5+1 (U.S., France, China, Russia, UK, and Germany) on 7/14. Israel’s Defense Ministry lifts its gag order on the news of 2 Israeli civilians—a Palestinian bedouin and a Jewish Ethiopian—allegedly being held in Gaza. The Israeli govt. holds Hamas responsible for the men and reportedly lifts the order in the hope that it might lead to negotiations over their release. Hamas does not confirm it is holding the men. A senior Israeli official says that the Israeli govt. has changed its position on cooperating with the ICC’s preliminary examination on alleged war crimes committed in the oPt. The govt. will now begin opening contacts with ICC prosecutor Fatou Bensouda to make its position clear to the court, but only on the subject of jurisdiction. (HA 7/9; AFP 7/10)

U.S. secy. of state John Kerry delivers a statement on the status of the P5+1/Iran negotiations in Vienna. He says that the negotiations will continue, but does not set a new deadline. In East Jerusalem, Israeli forces shoot and kill a Palestinian man in al-Tur after he drives his car into a crowd, injuring 2 border police guards. Israeli forces demolish a 3-story building in Ras al-Amud claiming it was built without a license. In the West Bank, Israeli forces close the entrance to a village nr. Nablus after a Palestinian throws a Molotov cocktail at a settler’s car. The IDF also conducts late-night raids in and around Hebron, Jenin, and Nablus, and in Jalazun r.c. nr. Following public criticism and consultation with DM Moshe Ya’alon, Israeli PM Netanyahu orders the suspension of the new 3-mo. pilot project restricting Palestinian travel, initiated on 5/19. EU foreign policy chief Mogherini meets with Netanyahu in Israel, who says he is still committed to the 2-state solution and he proposes a new round of peace negotiations with the Palestinians with the specific goal of establishing borders for Israel’s West Bank settlement blocs (the news of his proposal will not break until 5/26). Also, Mogherini reportedly tells Netanyahu that the European campaign calling for labeling of products from Israeli settlements is unstoppable. The PM’s office will deny that they discussed the labeling campaign when the news breaks on 6/2. Mogherini also meets with PA pres. Abbas and chief Palestinian negotiator Saeb Erakat in Ramallah. Norwegian FM Børge Brende meets with Netanyahu in Jerusalem and tells him that international pressure on Israel regarding its treatment of the Palestinians will likely resume after the P5+1 (the 5 permanent mbrs. of the UN Security Council plus Germany) reach a comprehensive agreement with Iran by their 6/30 deadline. In the Gaza Strip, a mbr. of Hamas’s armed wing, IQB, dies of injuries sustained in Gaza City on 7/29/2014, during OPE. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase. Palestinian cars have been banned from Jerusalem since the onset of the 2d intifada in 2000. (JP, MNA 4/14; HA 4/15)

The U.S. Senate Foreign Relations Comm. unanimously approves, 19–0, an amended version of the Iran Nuclear Agreement Review Act, which would give Congress an opportunity to approve or disapprove of any agreement made between the P5+1 and Iran and increase congressional oversight on verification of the deal. PA PM Hamdallah confirms PA Pres. Israel’s Supreme Court rules in favor of Palestinian petitioners hoping to avert an Israeli plan to extend the separation wall through their land nr. Jerusalem. Israeli PM Netanyahu and Energy and Water Minister Silvan Shalom authorize a $500 m. deal between the Delek Group and Noble Energy (energy companies in control of Israel’s offshore Tamar natural gas field) and 2 Jordanian companies that would ship 1.87 b. m3 of natural gas to Jordan over the next 15 years. In Lausanne, Switzerland, reps. of the P5+1 and Iran extend their 3/31 deadline, then agree on “key parameters” for a Joint Comprehensive Plan of Action (JCPOA) in their negotiations over Iran’s nuclear program. They will continue to negotiate on technical details ahead of their 6/30 deadline for a JCPOA. Pres. Demonstrations in Hebron and outside Ofer detention center nr Ramallah lead to clashes with IDF troops. Outside Ofer, Israeli forces fire live ammunition, rubber-coated metal bullets and tear gas canisters, while demonstrators throw stones and set fire to tires. No serious injuries are reported. Palestinian chief negotiator Erakat says that Israeli policies, including continued settlement construction and arrest raids have led him to believe that there is no room for progress, hence his resignation on 11/13. Erakat says that the most recent meeting of the Israeli and Palestinian negotiating teams took place on 11/5. In a joint press conference with Abbas, Hollande calls for a complete halt to Israeli settlement activity. In a speech to the Knesset in honor of the French leader’s visit, Netanyahu invites Abbas to address the Israeli parliament and to recognize Israel as a “Jewish state.” He also thanks Hollande for his opposition to a deal with Iran earlier in the month. Israel’s Housing Ministry has issued tenders for drawing up construction plans for some 24,000 new settlement homes in the West Bank and East Jerusalem, it is claimed by NGO Peace Now. The plans include 1,200 housing units for the E-1 area nr. Jerusalem. However, soon after the announcement, PM Netanyahu halts the move and says that Housing Minister Uri Ariel had drawn up the plans without any advance coordination.
