Israeli forces also open fire at Palestinians waiting to receive aid at the Kuwait Roundabout in Gaza City, killing at least 17. More than 32,705 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,190 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,476 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 200 tonnes of food aid, equivalent to 10 truckloads, arrive at the coast of Gaza. The aid is delivered in coordination between the charities Open Arms and World Central Kitchen and the UAE. 36 trucks carrying aid enter Gaza. France, the U.S., Germany, and Jordan airdrop aid over northern Gaza. The Wall Street Journal reports that the Israeli efforts to expand the buffer zone along the Gaza fence have caused widespread destruction of buildings and that Israel intends it to be more than half a mile wide. The U.S. House of Representatives’ appropriations panel recommends a bill providing $17.6 billion in funding for the Israeli military, including $4.4 billion in weapons supplies, $4 billion for missile defense, $3.5 billion for financing of advanced weapons systems, $1.2 billion for the development of the Iron Beam laser missile defense, and $1 billion to improve artillery and munitions production. Speaker Mike Johnson says the House could vote on the bill next week. The House Freedom Caucus later indicates that its members will not support the bill, instead proposing that the U.S. pays for the aid to Israel by cutting funding to the UN and scrapping the IRS expansion. The New York Times reports that it was UNRWA commissioner-general Philippe Lazzarini who informed the U.S. on 1/24 about the Israeli allegations against 12 UNRWA staffers after a meeting with an Israeli diplomat in Tel Aviv on 1/18 where the Israeli allegations were shared with him. Lazzarini also met with UN secretary-general Antonio Guterres before sharing the information with the U.S., where they decided to fire 9 out of the 10 staffers who are still alive. (HA, NYT 2/3)

In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Birin and al-Twana. Israeli forces shot and killed 1 Palestinian child during a raid in Aida refugee camp. Israeli forces also shot and injured 1 Palestinian during a raid in Ya’bad. In Hebron, Israeli forces punitively demolished the family homes of 2 Palestinians accused of killing an Israeli settler in August. 50 Palestinians were arrested during late-night raids in and around Hebron, Beit Fajjar, al-Arroub refugee camp, Bethlehem, Aida refugee camp, Dheisheh refugee camp, Jaba’, and Jalazone refugee camp. 1 Israeli soldier wounded near the Itamar settlement on 11/8 succumbed to his injuries. In Gaza, Israeli airstrikes killed 260 Palestinians and injured 590 others. Saudi crown prince Mohammed bin Salman condemned Israeli attacks on Gaza at the African-Saudi summit in Riyadh. A joint statement by the participating countries said Israeli attacks needed to stop and called for an end to the occupation. (REU, WAFA 11/10)

French president Emmanuel Macron said there was no justification for Israel’s killing of civilians in Gaza, urging Israel to stop and calling for a ceasefire. In response, Prime Minister Netanyahu placed the blame for civilian death on Hamas, insisting on calling the group “Hamas-ISIS” several times. In the West Bank, an Israeli settler rammed a 4-year-old Palestinian in Kisan, causing life-threatening injuries. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh and Shufa and vandalized a barn in Khirbet Makhul. Israeli forces raided Arrabah, assassinating 3 Palestinians sitting in a car, including a minor. Israeli forces also issued 15 demolition and stop-work orders for homes and 2 demolition notices for walls on agricultural lands in Yatma. 5 Palestinians were arrested during a late-night raid in Burqa; Israel said the arrests were related to the settler attack on Burqa on 8/4. 5 others were arrested during late-night raids in Hebron, Fawwar refugee camp, Bayt Awa, and Rumana. In East Jerusalem, 2 Palestinians were arrested during late-night raids. In the Naqab, Israeli police detained and deported a Palestinian woman to Gaza after stopping her and examining her papers. In the West Bank, Israeli settlers set up 6 mobile homes on Palestinian-owned land in al-Lubban ash-Sharqiya, creating a new settlement outpost. It was reported Israeli forces leveled land in preparation for the settlers to create the outpost. Israeli settlers also set up caravans near Mukhmas. Elsewhere, Israeli settlers also raided ‘Urif, setting fire to homes and a mosque and vandalizing the electric panel supplying the town, cutting power for hours. Security footage also showed the settlers tearing apart a Quran outside of the mosque. Israeli settlers also threw stones at Palestinian vehicles near Nahalin, Yasuf, and Ras Karkar. Meanwhile, Israeli settlers with a military escort also attacked Palestinians in Jalud, injuring 1 Palestinian with live ammunition and others with stones. Israeli settlers also raided Sinjil and Umm Safa before being repelled by Palestinians. Separately, Israeli settlers attacked Palestinians in Khirbet Tuba in the Masafer Yatta area, causing bruises and damage to property. Israeli forces raided Nablus, punitively demolishing the family home of 1 Palestinian man who allegedly took part in the killing of an Israeli soldier in October 2022; 33 Palestinians were injured by tear gas. The Jerusalem District Planning Committee approved proposed plans to build a new American embassy on a plot of land known as the Allenby complex, which is privately owned by several Palestinian families. It is still undetermined if the U.S. will move ahead with its plans to build the embassy on the plot of land because it was seized by Israel from the Palestinian families after the Nakba. (HA 6/22)

U.S. ambassador to Israel Tom Nides said at a Geneva Initiative event in Tel Aviv that the U.S. does “not stand and watch settler violence. I have been very clear and very specific that we will not stand by, and we are pushing the Israelis to take whatever action they need to take to stop those people.” The Saudi foreign ministry also issued a statement condemning the settler attacks. The annual UN report on the treatment of children in conflict zones left out Israel on the list of shame for the killing and mistreatment of Palestinian children. According to the report, 42 Palestinian children were killed and 933 were injured during 2022. Human Rights Watch and the PA expressed disappointment that Israel was left off the list. The chair and deputy chair of the Elders, Mary Robinson and Ban Ki-moon, issued a statement after visiting Israel and Palestine, warning that the “one-state reality is now rapidly extinguishing the prospect of a two-state solution.” The statement said that Robinson and Ban did not hear a “detailed rebuttal of the evidence of apartheid. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. EU high representative for foreign affairs Josep Borrell wrote an op-ed in Project Syndicate, saying that European and Arab states must start being more engaged in pursuing peace between Israel and Palestine as U.S. efforts have not brought peace any closer. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. Jonathan Pollard, the former U.S. navy intelligence analyst who spied on the U.S. for Israel, arrived in Tel Aviv on a private jet belonging to the mega donor to Israeli settlements and U.S. Republicans, Sheldon Adelson. He was received by Israeli prime minister Benjamin Netanyahu, who handed him and his wife Israeli passports. Pollard, who have been living under strict restrictions in New York City after being granted parole in 2015, was able to move freely when his parole was lifted in November. Pollard received a life sentence after being convicted of spying in 1987; Israel had since that time lobbied consecutive U.S. presidents to have him released to Israel. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Israel, a court in Tel Aviv temporarily halted construction of a homeless shelter on a Muslim cemetery in Jaffa after a week of protests. Jordanian King Abdullah II told U.S. congressional leaders and committees via video conference that Israeli annexation of parts of the West Bank is unacceptable and will undermine stability and peace. In the West Bank, Israeli settlers attacked a Palestinian man in Susiya. Israeli forces made Jiftlik a temporary military zone and seized an irrigation system, 2 bulldozers, 1 tractor, and 1 water tank. 21 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-Fawar refugee camp, Ramallah, Jericho, Nablus, and Tulkarm. In East Jerusalem, 2 Palestinians were arrested. The Israeli Jerusalem municipality ordered some 200 Palestinian-owned industrial buildings in Wadi al-Juz to be evicted and demolished. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. Israeli forces shoot and kill Fadi al-Qunbar, a Palestinian truck driver, outside the Old City after he rams a group of Israelis, killing 4 IDF soldiers and injuring at least 13 other people. Israeli forces then conduct raids on the alleged attacker’s home in Jabal Mukabir, interrogating his family for hours, threatening punitive demolition, and establishing checkpoints in the area. Their prolonged presence in the neighborhood sparks clashes with stonethrowing Palestinians; there are no serious injuries. After Israeli PM Netanyahu accuses the alleged attacker of supporting ISIS, Israel’s security cabinet decides to use administrative detention against any persons suspected of committing a crime who also identify as supporters of the group. The cabinet also decides to punitively demolish the attacker’s home as soon as possible, and to close down the attacker’s neighborhood, Jabal Mukabir. Meanwhile, the attacker’s family says he was motivated by U.S. pres.-elect Trump’s pledge to move the U.S. embassy from Tel Aviv to Jerusalem. “He was very angry, and said transferring the embassy would lead to war,” his cousin says. The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development. In the morning in Cairo, Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct talks on a long-term ceasefire agreement, specifically the Israeli demands for Hamas’s disarmament and the Palestinian demands for lifting the blockade.
