IDF helicopters strike the PA military intelligence, military police, Force 17 buildings in the city. The IDF also sends bulldozers into enter Brazil r.c., killing 6 Palestinians; dispatches F-16s to bomb a PA security building in Khan Yunis, helicopters shell a Force 17 building in al-Bireh, naval vessels shell a PA naval police station in Bayt Lahia. Nr. Jerusalem, a Palestinian fires on an IDF post, injuring 2 IDF soldiers before being shot dead. A 8th Palestinian is fatally shot at an IDF checkpoint for "acting suspiciously"; an Israeli Arab is killed in an incident elsewhere. The PSF arrests 3 senior PFLP mbrs. suspected of involvement in the 10/01 assassination of Israel's Tourism M Rehavam Ze'evi. Israel, which had made the arrests a condition of easing Arafat's confinement, says the PA must also arrest anyone behind the Karine A arms shipment, Arafat must achieve complete quiet before Israel will allow him to leave his Ramallah compound. At a UN Security Council (UNSC) emergency session in New York, UN Secy-Gen. Kofi Annan warns that the Israeli-Palestinian conflict is "sliding toward a full-fledged war"; says that the Mitchell and Tenet plans have clearly not succeeded, that an active international effort and "new thinking" are necessary. Israel continues strikes on PA targets, destroying 2 PSF buildings in Gaza City, wounding 18 Palestinians, and damaging al-Azhar University buildings, Palestine Bank offices, the UNRWA school for the blind. In the West Bank, the IDF ambushes, fatally shoots 2 Palestinians. The funeral for a Hamas mbr. killed outside Shaykh Yasin's house on 12/5 turns into an anti-Arafat protest. 2 Palestinians die of injuries received earlier, including senior Fatah mbr. Bardawil who was wounded on 6/5 in a possible assassination attempt. The IDF directs shells, heavy machine gun fire at residential areas of Khan Yunis, Rafah; raids 3 PA-controlled areas in Gaza, 1 in Hebron; occupies an uninhabited building in Nablus for use as an IDF post. Palestinians fire mortars at 2 Gaza settlements, causing no damage. Jewish settlers attempt to set up a new enclave nr. Nablus, where a settler was killed a wk. ago, but the IDF intervenes, declares the area a closed military zone. IDF troops bar an ambulance carrying a Palestinian man suffering a heart attack fr. crossing a checkpoint to reach a hospital; the man dies en route to the hospital via a 2d, longer path. CIA Dir. Tenet holds preliminary mtgs. with Sharon in Tel Aviv, Arafat in Ramallah. Israel presents two lists of Palestinians it wants arrested immediately: 34 Palestinians who committed anti-Israeli attacks and were released fr. PA prisons since the intifada began; some 300 Palestinians that "participated in the recent violence against military and civilian targets." The PA says it will coordinate with Israel and act on tips to prevent attacks, noting that it has already passed information to Israel regarding 2 possible suicide bombings since 6/1, but will not make preventive arrests without probable cause. In Ramallah, reps of the nationalist and Islamist groups give PLO Exec. Comm. secy. Mahmud Abbas a memorandum calling on Arafat to open a "national dialogue" to discuss forming an emergency government that includes all Palestinian factions. A car bomb explodes in Or Yehuda, outside Tel Aviv, lightly injuring 4 Israelis. The PFLP claims responsibility (see 4/2). In the West Bank and Gaza, Israeli-Palestinian clashes continue, leaving 1 Palestinian dead; a 2d Palestinian dies of injuries received earlier. The PSF claims to fire antitank weapons at 7 IDF tanks, 2 bulldozers, foiling their attempt to reenter Rafah to demolish more homes (see 4/14). A roadside bomb explodes outside Ariel settlement, causing no damage. At a funeral for a PSF officer in Gaza, a 12-yr.-old Palestinian boy is shot dead, 14 Palestinians are wounded when settlers, IDF soldiers at a nearby settlement open fire thinking the PA's 21-gun salute is gunfire aimed at them. PLO Central Council ends 2-day meeting in Tunis, votes 63-8 (9 abstentions) to approve Palestinian-Israeli DoP. 25 delegates to the 107-member council do not attend, including reps. of PFLP and DFLP, who boycott meeting, and several opponents of the accord who were not invited or barred fr. entering Tunisia, including Fateh mbr. Hani al-Hasan. Meeting also adopts resolution establishing Palestinian National Authority under Arafat to assume powers transferred by Israel. Turmoil surrounding meeting points to power struggle among Arafat loyalists as PLO figures contend for positions in nascent Palestinian administration in Gaza and Jericho. Applications for the Palestine Central Security Force (Palestinian police) reportedly far outstrip vacancies, with 30,000 applications issued for the 17,000-strong force. 4,000 forms are filled out in Hebron, while 10,000 are submitted in Gaza for 3,800 vacancies. (WT 10/11)

CIA informs Senate Govtl. Affairs Comm. that Israel has been providing China with advanced military technology for over a decade, including fighter aircraft, missiles, and tanks. Report estimates Israel-China weapons trade amounts to "several billion dollars," notes that Israeli weapons companies are expanding presence in China. Report asserts "the Chinese seek fr. Israel advanced military technology that U.S. and Western firms are unwilling to provide."
