In the West Bank, Israeli settlers attacked 2 Palestinians in 2 separate incidents in Hebron. In the 1st incident, 1 Palestinian man was hospitalized after 4 settlers attacked him while Israeli soldiers chose not to intervene. In the 2d incident, a larger group of settlers attacked 1 Palestinian man; when an Israeli soldier intervened, the settlers attacked him as well. Israeli settlers also vandalized several vehicles in Hebron. South of Hebron, in Susiya, Israeli settlers raided the village and attacked Palestinian-owned homes. Elsewhere, in Kafr Haris, Israeli settlers attacked 1 Islamic shrine and 1 Palestinian-owned home. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 5 Palestinians with rubber-coated bullets, including 3 journalists, and damaged 1 ambulance. Israeli forces also violently dispersed protests in Zubaydat and Ni‘lin, leading to tear-gas related injuries. 3 Palestinians were arrested during late-night raids in and around Burqa and Tulkarm. In East Jerusalem, 1 Palestinian family started demolishing their own home in Sur Bahir to avoid exorbitant Israeli demolition fees. Israeli defense minister Benny Gantz and Israeli justice minister Avi Nissenkorn told their ministries to find ways to legalize Israeli structures built on privately-owned Palestinian land in the West Bank. (HA 6/12)

In Lebanon, protesters rallied against the Lebanese government for the 2d day in a row after Lebanese currency lost 60 percent of its value in recent weeks. At least 33 people, including 2 soldiers, were injured in clashes between protesters and Lebanese forces. (REU 6/12; AJ, AJ 6/13)

The EU informed BADIL Resource Center for Palestinian Residency and Refugee Rights that it had canceled its funding for a project called Mobilizing for Justice in East Jerusalem, totaling $1.9 million. BADIL had refused to sign what was called the anti-terrorism clause, which made the EU pull its funding. In a press release, BADIL said that it had proposed different language for the clause and that the EU’s proposed language “criminalizes the Palestinian struggle against oppression . . . the article violates both Palestinian and international law, as well as the declared obligations of the EU itself.” (BADIL 6/16; TOI 6/17)

In West Bank, Israeli forces violently dispersed protests in Atuf, Kafr Qaddum, and Nablus, injuring 6 Palestinians with tear gas and rubber-coated bullets. Israeli forces also arrested 1 Palestinian journalist from Palestine TV at a checkpoint in Bayt Iksa near Jerusalem. 2 Palestinians were arrested during late-night raids in Ya‘bad. In East Jerusalem, 4 Palestinians were arrested near Damascus Gate in the Old City. Israel’s minister of Jerusalem affairs and heritage Rafi Peretz said in a Facebook post that the Trump administration’s peace plan had unacceptable clauses, such as settlement freeze and the establishment of a Palestinian state. (HA 6/5)

In the West Bank, Israeli settlers attacked a Palestinian man in Susiya. Israeli forces made Jiftlik a temporary military zone and seized an irrigation system, 2 bulldozers, 1 tractor, and 1 water tank. 21 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-Fawar refugee camp, Ramallah, Jericho, Nablus, and Tulkarm. In East Jerusalem, 2 Palestinians were arrested. The Israeli Jerusalem municipality ordered some 200 Palestinian-owned industrial buildings in Wadi al-Juz to be evicted and demolished. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. The direct flight was seen as another step toward normalizing ties between the UAE and Israel. (AJ, HA, REU 6/1)

U.S. secretary of state Mike Pompeo said in a podcast that the U.S. government would make announcements this week “push[ing] back against what the ICC is up to.” The ICC is currently investigating possible war crimes committed by the U.S. in Afghanistan and by Israel in the occupied Palestinian territories. The World Bank warned that the Palestinian economy could shrink up to 11 percent in the coming year, citing COVID-19’s impact on the tourism industry and PA-enhanced spending on health. (HA 6/1)

In the West Bank, Israeli forces prevented the Hebron Rehabilitation Committee from doing restoration work in al-Ibrahimi Mosque. Israeli forces also delivered demolition orders for 6 Palestinian-owned homes in al-Tira. Elsewhere, Israeli forces raided al-‘Arub refugee camp, firing tear gas and sound bombs at Palestinians; no injuries were reported. 7 Palestinians were arrested during late-night raids in and around Ya‘bad, Jalazun refugee camp, Hebron, and Qabatiya. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. In Gaza, Israeli forces opened fire on Palestinian shepherds east of al-Bureij; no injuries were reported. Israeli prime minister Benjamin Netanyahu told Israel Hayom newspaper in an interview that Palestinians living in the Jordan Valley “will remain Palestinian subjects” after Israel’s impending annexation. There are over 50,000 Palestinians living in the parts of the West Bank that Israel is planning to annex. Netanyahu also said that he does not consider what the Trump administration calls a Palestinian state an actual state as it will remain under Israeli control. (HA, Israel Hayom, TOI 5/28)

The EU missions in Jerusalem and Ramallah expressed concern over the rise in demolitions in the West Bank and East Jerusalem in 2020 compared to the number of demolitions in the same period in 2019. (WAFA 5/28)

In the West Bank, Israeli forces arrested 9 Palestinians during late-night raids in and around Ya‘bad, Kaubar, and Hebron. In East Jerusalem, Israeli forces arrested 8 Palestinians including a Waqf guard at the Haram al-Sharif compound, 1 other in the Old City, 5 during late-night raids in the Old City, and delivered 2 summonses for interrogations. The Islamic Waqf announced that the Haram al-Sharif compound and al-Aqsa Mosque would reopen after the end of Ramadan. (WAFA 5/19)

PA president Mahmoud Abbas announced that the PA will end all agreements with Israel and the U.S., including security agreements, because of Israel’s plans to annex parts of the West Bank. Haaretz reported that Palestinian sources said that coordination with Israel would continue at a lower level of engagement, at least for a time. In a speech, President Abbas said that, by Israel making the unilateral decision to annex parts of the West Bank, it has “annulled the Oslo agreement and all agreements signed with it, after snubbing all these years all these agreements and all the resolutions of the international legitimacy and international law.” Abbas further stated that the PA is ready to negotiate within the parameters of the Arab Peace Initiative, and that it had signed agreements “to accede to international agreements and conventions that we [the PA] have not yet joined.” (Guardian, WAFA, WAFA 5/19; HA, NYT, WAFA 5/20)

PA prime minister Mohammad Shtayyeh and German foreign minister Heiko Maas released a joint statement after a virtual meeting, stipulating that “[a]nnexation of any part of occupied Palestinian territories including East Jerusalem constitutes a clear violation of international law and seriously undermines the chances for the two-state solution within a final status agreement.” It further read that Germany “took note of the Palestinian view that such a step would put an end to all signed agreements.” Separately, the French foreign minister Jean-Yves Le Drian warned that Israeli annexation will have consequences for the EU’s relationship with Israel. A plane from the UAE with COVID-19-related aid materials for Palestinians in the West Bank and Gaza landed in Israel. The aid package included 14 tons of medical supplies, including 10 ventilators. The direct flight from the UAE to Israel is the 1st of its kind. (AJ, HA, REU 5/19)

The EU Police Coordinating Office for Palestinian Police Support donated $65,500 worth of protective equipment and hand sanitizer to the Palestinian Civil Police. (WAFA 5/19)

In the West Bank, Israeli settlers and Israeli forces leveled some 15 dunams (3.7 acres) of land planted with olive trees southeast of Tulkarm. 10 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Jenin, Jericho, and Abu Dis. During a raid in Bayt Umar, Israeli forces and Palestinians clashed, leading to tear-gas related injuries. In East Jerusalem, 1 Israeli settler stabbed 1 Palestinian minor in the Old City, causing moderate injuries. 4 Palestinians were arrested during late-night raids. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. In Israel, Palestinians protested the killing of a mentally disabled Palestinian citizen of Israel on 5/13. The man had pulled out a knife while at the hospital for an examination but did not use it; when he got in a car, hospital security guards pulled him out and he lightly injured 1 guard, to which guards responded by shooting him 5 times while he was lying incapacitated on the ground. 1 Israeli settler was indicted for creating fake military checkpoints in the West Bank, using them to carjack Palestinian drivers. According to the indictment, he managed to steal 3 Palestinian-owned vehicles. (TOI 5/18)

The Israeli Prison Service transferred 1 Palestinian hunger-striker held in administrative detention to solitary confinement. (WAFA 5/18)

The PA foreign ministry summoned the head of the Austrian representative to Palestine for questioning after an Austrian representative questioned the legality of prosecuting Israel at the International Criminal Court. (WAFA 5/18)

In a statement congratulating Israel with the formation of its new government on 5/17, the EU high representative for foreign affairs Josep Borrell also reaffirmed the EU position that the union does not and will not recognize any changes to the 1967 borders unless agreed to by both parties, including maintaining that East Jerusalem will be the future capital of Palestine and that annexation of West Bank territory would be in violation of international law. Meanwhile, the Canadian prime minister Justin Trudeau similarly stressed Canada’s commitment to international law in his congratulations to Israel on their new government. (EEAS, HA 5/18; WAFA 5/19)

Germany donated $760,000 to the Augusta Victoria hospital in East Jerusalem, which treats Palestinians from the West Bank and Gaza. Separately, India provided $2 million to UNRWA core programming. (WAFA, WAFA 5/18)

In the West Bank, Israeli forces punitively demolished the family home of an accused Palestinian attacker in Kaubar village near Ramallah. Israeli forces violently dispersed Palestinians protesting the demolition, injuring 4 people, including 1 who was hit by a tear gas canister. Israeli forces also delivered stop-work orders for 13 structures and 1 public park in Nahalin, and 1 stop-work order for an agricultural structure south of Tubas. Israeli settlers stole seedlings and agricultural tools from a Palestinian plant nursery between Nablus and Tulkarm. 8 Palestinians were arrested, including 6 during late-night raids in and around Hebron and Nablus, and 2 at a checkpoint near Nablus. In East Jerusalem, 14 Palestinians were arrested, including 1 on a street in the Old City and 13 during late-night raids in Silwan. In Gaza, Israeli forces made incursions to level land east of Khan Yunis. Israeli forces also shot and injured 1 Palestinian near Tulkarm by the separation wall before arresting him. Another 6 Palestinians were arrested in raids in and around Tulkarm, Jenin, Bethlehem, Ramallah, and Jericho. Israeli settlers vandalized 14 Palestinian-owned vehicles and wrote graffiti on walls near Nablus. Elsewhere, Israeli settlers destroyed 24 olive trees north of Qalqilya. In East Jerusalem, 3 Palestinian minors were arrested and beaten in the Old City. The chief prosecutor for the International Criminal Court (ICC) Fatou Bensouda reiterated her position that Palestine is a state under the court’s jurisdiction, which would allow investigations of alleged war crimes committed in the West Bank, East Jerusalem, Gaza. 3 ICC judges must now decide on the matter. In East Jerusalem, Israeli forces summoned a Palestinian journalist from Palestine TV for interrogation. Israel barred Palestine TV from working in East Jerusalem on 12/6/19. Israeli forces also summoned the director of the al-Aqsa Mosque. In Gaza, Israeli forces opened fire on agricultural lands east of Khuza‘a and Juhur al-Dik; no injuries were reported. The U.S. Trump administration provided a $5 million grant to Palestinian hospitals in the West Bank despite freezing all aid to the PA in 2018. U.S. congress allocated $75 million in aid to Palestinians in its 2020 fiscal year budget, but the allocation has not been spent on programming directed at Palestinian people. (HA 4/16; HA 4/17)

In the West Bank, Israeli settlers under quarantine due to possible COVID-19 virus infection in the Jordan Valley attacked 3 Palestinians with stones and set 2 Palestinian vehicles on fire near the Dead Sea. Israeli settlers also attacked Palestinian minors at a youth center in Hebron. 3 Palestinians were arrested by Israeli forces during raids near Jenin. In East Jerusalem, Israeli forces raided a COVID-19 clinic and arrested 4 workers because the PA had donated COVID-19 test kits to the facility. The closure of the clinic happened after days of warnings by health professionals that East Jerusalem is becoming a hot spot for the virus. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2 nautical miles west of Bayt Lahiya; no injuries were reported. The United Nations Interim Force in Lebanon (UNIFIL) reported that its troops had broken up a standoff near the Lebanese-Israeli border. A photo depicts Israeli and Lebanese troops with their guns drawn, separated by UNIFIL soldiers. Lebanon reported intensified Israeli drone activity over its air space and that Israel had set up a tent on Lebanese soil, retreating after 4 hours. (TOI 4/15)

In the West Bank, Israeli settlers uprooted around 50 vine trees south of Bethlehem near the Gush Etzion settlement. After a 2d person tested positive for the COVID-19 virus in Tulkarm, the governor of the Tulkarm governorate issued a lockdown order for the city, banning entry and exit. In East Jerusalem, 9 Palestinians were arrested, including 8 workers sanitizing areas in Silwan and the Old City; 1 was arrested during a late-night raid. In a letter to U.S. secretary of state Mike Pompeo, more than 60 members of U.S. congress urged the administration to ensure that Israel is complaint to the Arms Export Control Act, which stipulates that U.S.-supplied equipment cannot be used to demolish Palestinian homes and forceful transfer of people. In the West Bank, Israeli forces killed 1 Palestinian in Beita using live ammunition and injured another 18 using rubber-coated bullets during a protest against Israeli settler encroachment in the area. Israeli settlers attacked 2 Palestinians in Huwwara; both were transferred to a hospital. In a separate incident in Hebron, 2 Palestinians were attacked by Israeli settlers. 16 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, and Nablus. In the U.S. State Department’s annual global human rights report, Palestinians living in East Jerusalem were referred to as “Arab residents” and “non-Israeli citizens,” as opposed to “Palestinian residents” as the descriptor used in previous reports. In the West Bank, Israeli forces uprooted some 400 olive tree saplings west of Bethlehem and seized a residential tent, a generator, and an animal barn in al-Mughayyir. In Gaza, the death toll from the fire in a bakery on 3/5 rose to 13 after 2 more people succumbed to their injuries. Israeli defense minister Naftali Bennett announced that the Israeli government had approved to build a separate road for Palestinians to connect the northern and southern parts of the West Bank as Israel is moving forward with building 3,500 settler units in E-1 near East Jerusalem. Defense Minister Bennett said that Israel is “applying sovereignty [over the West Bank] in deed, not words.” The PA foreign Ministry said in a statement that, with the move, Israel is seeking to close the door for a Palestinian state with East Jerusalem as its capital. In the West Bank, Israeli forces handed demolition notices for 4 Palestinian-owned homes in al-Tuwani south of Hebron; delivered notices for land seizures near Bethlehem; and confiscated 2 residential tents near Nablus. The UN Human Rights Office of the High Commissioner released the UN database of companies with ties to Israeli settlements in the West Bank and East Jerusalem. The long-awaited list included 112 business, 94 in Israel and 18 in 6 other countries. Among the companies are Airbnb, Booking.com, Expedia, Motorola Solutions, and Tripadvisor. Japan announced that it was providing $33 million in aid to Palestinians via a number of UN institutions and through the International Committee of the Red Cross. (WAFA 2/12)

Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles off the coast of Gaza City, causing damage to boats. In Gaza, Israeli forces opened fire on Palestinian farmland east of Rafah; no injuries were reported. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. In the West Bank, Israeli forces injured 2 Palestinians using rubber-coated bullets during clashes in Bayt Umar; 1 was hospitalized for his injures. Israeli forces demolished a water well in al-Zawiya and delivered demolition orders for 4 residential structures near Jenin. In East Jerusalem, the Jerusalem Magistrate’s Court ruled to evict 26 Palestinians from their family home in Silwan. It was the 2d ruling this week in which Palestinians were ordered evicted based on claims that their homes were built on land that was owned by Jews prior to 1948. In Gaza, for the 2d day in a row, Israeli forces struck targets in Gaza, causing damage, after alleging that incendiary balloons were launched at Israel. 2 days before U.S. president Donald Trump was to unveil the U.S. peace plan, Israeli defense minister Naftali Bennet said, doing a speech at West Bank settlement, that “In no case, under no condition, will we allow for the establishment of a Palestinian state or recognition of such a state and we will not relinquish a single centimeter of the land of Israel to Arabs.” (HA 1/26)

In the West Bank, Israeli forces handed 8 Palestinian families demolition notices for 18 structures in the Hebron Hills area. 13 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Bethlehem, and Qalqilya. In East Jerusalem, 2 Palestinians were arrested during raids in al-Ram and Issawiyya. In Gaza, 1 Palestinian injured during the Great March of Return protest on 3/30/2018 died of his wounds. In Gaza, 45 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets at protesters during the 85th weekly Great March of Return protest. Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli forces also fired tear gas at Palestinian shepherds east of Rafah, causing tear-gas related injuries. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Chief Prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced that there is basis to probe Israel for war crimes committed against Palestinians, but requested the ICC to decide on the question of the jurisdiction of East Jerusalem, the West Bank, and Gaza. In the West Bank, Israeli settlers uprooted 300 olive trees in al-Khadir. Settlers also wrote racist graffiti on walls of buildings and slashed the tires of 25 vehicles in al-Jib. Israeli forces clashed with Palestinians in al-‘Arub, causing tear-gas related injuries. 12 Palestinians were arrested during late-night raids in and around Ramallah, Qalqilya, Jenin, and Hebron. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. In Gaza, Israel struck targets in Gaza after a rocket was fired from Gaza toward Israel. No injuries were reported, but damage was reported. Israeli forces fired tear gas at Palestinian agricultural lands east of Khan Yunis, forcing farmers to leave. Israeli naval forces fired a water cannon at a Palestinian fisherman, causing damage to his boat. Israel also reduced the fishing zone to 6 nautical miles. 3 Palestinians were arrested after trying to enter Israel by the Gaza fence; all 3 were released on 12/20. The Israeli high court of justice criticized Israeli police handling Palestinian complaints of destruction of their property. A 21-year-old Palestinian shepherd who lost 4 fingers due to an undetonated grenade in a West Bank military firing zone in 2012 was awarded, by the Jerusalem Magistrate’s Court, $87,000 for his injuries as the court ruled that the Israeli defense ministry had neglected to clear the area. The Israeli police spokesperson said that the 4 were arrested because of network ties to the PA which Israel does not allow to operate in East Jerusalem. In Gaza, 46 Palestinians were injured during the 83d weekly Great March of Return protest, including 4 by live ammunition. The U.S. house of representatives passed a resolution H.R. 326 opposing Israeli annexation of the West Bank. The resolution passed 226-188 with 4 Democrats voting against and 5 Republicans voting in favor. 1 of the Democrats voting against the resolution, Ilhan Omar (D-MN), who was a cosponsor of the original resolution, explained on Twitter that she opposed the resolution because the word “occupation” was removed and it was amended to include an “ironclad” commitment to Israeli military aid. In the West Bank, 2 Palestinian families were notified that Israel intend to seize 4 dunums of their land in Jaba‘ for construction of a parking lot for Israeli military vehicles. A Palestinian family from Ya‘bad accused Israeli soldiers of stealing money and jewelry from their house during a late-night raid. Israeli forces also demolished 2 Palestinian-owned water tanks near Tubas and seized a cement mixer near Salfit. 12 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were detained in al-Aqsa Mosque during prayers; both were released after 5 hours of interrogation and banned from entering the mosque for 2 weeks. During a visit by the Irish minister of foreign affairs Simon Coveney to Israel, Gaza, and the West Bank, the ministry announced that Ireland was funding a $8.8 million project for construction of solar panels in Gaza in partnership with the French Development Agency. In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)

At the UN, 5 resolutions pertaining to Israel and Palestine passed in the General Assembly. 13 countries changed their vote, compared to previous years, on the resolution in support of the Division for Palestinian Rights of the Secretariat. The 13 countries that previously abstained on the yearly vote were Germany, the Czech Republic, Austria, Bulgaria, Denmark, Estonia, Greece, Lithuania, the Netherlands, Romania, Slovakia, Brazil, and Colombia. In the West Bank, for the 2d day in a row, Israeli settlers attacked Palestinians in the streets of Hebron using pepper spray and stones; 5 Palestinians were injured, including a 1-year-old. The Jerusalem District Electricity Company, a Palestinian-owned company supplying Palestinians in the West Bank, said in a statement that the Israeli Electricity Company (IEC) will increase the daily power cuts from 2 hours to 3 hours in December. The IEC started cutting electricity for Palestinians in the West Bank because the PA owes the company money that it has not been able to pay due to Israel withholding PA tax revenue. (WAFA 11/23)

In the West Bank, Israeli forces demolished 2 Palestinian-owned houses in Shuqba near Ramallah. 7 Palestinians were arrested in and around Hebron, Tulkarm, Nablus, and Salfit. In East Jerusalem, Israeli forces raided a Palestinian school in the Old City, alleging that the PA operates inside of the school; Israeli forces confiscated files from the building, raided and shut down Palestine TV’s office in East Jerusalem and banned it from operating for 6 months, and similarly raided and shut down for 6 months the Education and High Education Directorate in Jerusalem. 1 journalist from Palestine TV was summoned for interrogation and the head of the Education and Higher Education Directorate in Jerusalem was arrested. An Israeli border police officer was indicted for shooting a Palestinian in the back using a rubber-coated bullet at a checkpoint in the West Bank near Jerusalem “for the fun of it” on 5/25/2018. A video of the incident shows that he was slowly walking away from the officer with his hands in the air as she shot him in the back. The officer was charged with battery, hasty and negligent handling of a weapon, and obstruction of justice. (HA 11/21)

In the West Bank, Israeli forces demolished 2 houses in al-‘Arub refugee camp. 10 Palestinians were arrested during house raids in and around Ramallah, Hebron, and Jenin. In a significant departure from previous votes at the UN, Canada voted for a resolution supporting Palestinians’ right to self-determination. Canada has since 2006 voted with Israel and the U.S. or abstained on issues pertaining to Palestine. A Canadian official told Canadian media that the country was sending a message to the U.S. that it does not agree with the U.S. change of policy in stating that it no longer considers Israeli settlements illegal under international law as announced by U.S. secretary of state Mike Pompeo on 11/18. The Israeli supreme court upheld the Israeli government’s decision to expel U.S. citizen and Israel and Palestine Director at the Human Rights Watch Omar Shakir. In East Jerusalem, a school in Issawiyya declared a strike after Israeli forces broke into the school an arrest a 10th-grader in the school yard.
