In the West Bank, settlers with military protection toured Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; 3 Israelis were shot and injured by Palestinian gunmen, including 1 soldier, and Israeli forces shot and injured 1 Palestinian using live ammunition, 16 others with baton rounds, and 40 were injured with tear gas. Israeli settlers also set fire to Palestinian-owned land planted with grapes and olives in Husan and uprooted some 200 cucumber saplings in Halhul. Israeli forces rammed a motorcycle carrying 2 Palestinians with their car in al-Khader, injuring both. Israeli forces also delivered stop-work notices for 2 houses and 1 agricultural structure in Ma‘in in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Ni‘lin, al-Am‘ari refugee camp, Qarawat Bani Hassan, Anabta, Arrabah, Aida refugee camp, and al-Arroub refugee camp. PA president Mahmoud Abbas spoke to U.S. secretary of state Antony Blinken in a phone call. According to a statement by the PA, the 2 spoke about preparations for president Joe Biden’s upcoming trip to Palestine and Israel later this month. Secretary Blinken also spoke to the soon-to-be Israeli prime minister Yair Lapid, congratulating him on his appointment (see below). (HA, REU, WAFA 6/30; REU 7/1)

The members of the Knesset voted to dissolve the parliament, leading to a new round of Israeli elections on 11/1. Foreign minister Yair Lapid will be prime minister beginning at midnight until a new prime minister is elected. (HA 6/29; AJ, AJ, AP, AX, HA 6/30)

The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. The EU anti-fraud agency OLAF did not find any indication that the Israeli allegations were true. The EU suspended funding to Al Haq and PCHR in May 2021. (AJ, HA 6/30; WAFA 7/2; MDW 7/5)

Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniyya; no injuries were reported. In Israel, an Israeli security guard pressed a knee on the neck of a Palestinian citizen of Israel for 30 minutes, pinning him to the ground at his workplace in Beersheba; the security guard claimed that the man had tried to steal a gun; the Palestinian man said the security guard refused him access to his workplace because he was Palestinian and that he accidentally touched the guard’s gun while trying to escape. In the West Bank, Israeli settlers attacked 2 Palestinians in Ma’in, causing light injuries. Israeli settlers also set fire to a Palestinian-owned vehicle in Rujeib. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling between Jenin and Nablus. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. Israeli forces shot and killed 1 Palestinian child during a late-night raid in Tubas and injured 1 other by running him over. Israeli forces also shot and killed 1 Palestinian during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2, including 1 with live ammunition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. The Secretary condemned the rocket attacks and emphasized the need to de-escalate tensions and bring the current violence to an end.” (HA, WAFA 5/12)

At a security cabinet meeting, Israeli prime minister Benjamin Netanyahu and other ministers decided not to accept a potential ceasefire and continue its attack on Gaza for the time being. (HA 5/13)

Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

Turkey said that its president Recep Tayyip Erdoğan and Russia’s president Vladimir Putin had discussed the situation in Jerusalem and Gaza, and that Turkey had called for international action against Israel. (AJ, AP, REU 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. The White House said that senior officials have had more than 25 calls with officials from Israel, the PA, Qatar, Tunisia, Jordan, and Egypt about the situation. (HA 5/12; NYT 5/13)

In the West Bank, hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 4 Palestinians are injured. Dozens of IDF troops raid the Ramallah headquarters of the PA’s Wafa News and Information Agency, detaining a number of employees, firing tear gas inside the building, and confiscating tapes from surveillance cameras in the building. The raid sparks minor clashes in central Ramallah; 5 Palestinians are injured. Israeli soldiers also shoot and injure 7 Palestinians during clashes sparked by IDF raids in Tubas and Nabi Salih village near Ramallah late at night. Meanwhile, IDF troops arrest 13 Palestinians during further raids near Ramallah, Hebron, Nablus, Tulkarm, and Qalqilya; and patrol in and around Tulkarm and Hebron. Israeli settlers puncture the tires of 3 Palestinian vehicles and leave racist graffiti on nearby walls in Beytin near Ramallah. The Israeli authorities release the PA’s governor in Jerusalem, Adnan Ghaith, from detention, but they also ban him from entering the West Bank for 2 weeks. Ghaith was arrested during a raid on his home on 11/24. Israel’s cabinet approves NIS 700 million (approximately $187 million) in funding for a plan to “strengthen the civilian resilience” of communities in southern Israel surrounding Gaza. “They are steadfast and we support them,” Prime Minister Netanyahu says. (TOI 12/2)

The PA Ministry of Agriculture imposes a ban on purchases of lamb from Israel. The move comes amid a drop in lamb prices, and ministry officials say it is an effort to protect Palestinian lamb sellers. (TOI, TOI, WAFA 12/19; TOI 12/27)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s settlements, separation wall, and occupation, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in 4 villages near Ramallah (Bil‘in, Ni‘lin, Budrus, and Nabi Salih), al-Bireh, Kafr Qaddum near Qalqilya, Hebron, and along Gaza’s border in various locations; 1 Palestinian is killed and at least 13 are injured. Reportedly for the first time, the IDF uses a drone to drop tear gas on Palestinian protesters in Gaza. IDF troops assault and arrest a Palestinian during an overnight raid in Jericho; he succumbs to injuries sustained in the confrontation later in the day. The IDF contends that he suffered fatal seizures after being exposed to large amounts of tear gas during the raid. (An autopsy performed on 2/23 will find that he suffered a fatal gunshot to his abdomen.) Meanwhile, Israeli settlers build a fence around a plot of land near Nablus, reportedly with the intention of building a new illegal settlement outpost. The Gaza Electricity Distribution Company (GEDCO) announces that it will be forced to shut down Gaza’s sole power plant soon due to a lack of diesel fuel. A GEDCO spokesperson says that “the premature closure of the Rafah border crossing on 5/21 restricted essential fuel shipments.” (HA, TOI 2/22)

After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. They then meet with PA pres. Abbas, who says that the Palestinian leadership will continue discussing the situation before he makes a decision on resuming contacts with Israel. Meanwhile, tens of thousands of Muslims pray at the sanctuary. As the crowds enter the sanctuary, clashes break out (the Israeli police say that Palestinians threw stones at them and they responded with riot-control methods. Palestinians say that Israeli forces started firing tear gas and stun grenades unprovoked). According to the Palestinian Red Crescent, at least 94 worshippers are injured to some degree. More than 100 Palestinians are arrested. The Israeli authorities then reopen the sanctuary entrance. In the West Bank, Israeli forces install an iron gate at the entrance to Janata nr. Bethlehem and shut down the Beit El checkpoint in the wake of the unrest in Jerusalem, according to the IDF. After receiving reports of stones thrown at an Israeli settler outside Tuqu‘ nr. Bethlehem, IDF troops conduct raids in the village; there are no arrests. They arrest 2 Palestinians during further raids nr. Jenin, and patrol nr. Hebron, Qalqilya, and Salfit. A suicide bomber detonates a car at an Egyptian checkpoint in Rafah in n. Sinai, killing at least 10 Egyptian soldiers and injuring 26 others. In clashes sparked by their search for accomplices, Egyptian security forces kill 40 armed fighters affiliated with the Sinai Province of the Islamic State and other Islamist groups in the area, and destroy 6 vehicles. Despite Israeli and U.S. opposition, UNESCO’s World Heritage Comm. approves a res. inscribing Hebron’s Old City, including al-Ibrahimi Mosque, on its List of World Heritage in Danger. IDF troops raid a protest camp nr. Hebron where approx. 175 Palestinian and Israeli activists are protesting the eviction of an entire Palestinian community in the area. Ramallah (Silwad and Nabi Salih) and Jericho rallying in solidarity with the hunger-striking prisoners; at least 11 Palestinians are injured. In the West Bank, Israeli settlers threaten to harm a group of Palestinian shepherds over an ongoing land dispute in the n. Jordan Valley. IDF troops patrol in Qalqilya, firing tear gas canisters that injure a Palestinian baby. They also arrest 7 Palestinians during late-night raids nr. Bethlehem and Ramallah, and patrol nr. IDF troops shoot and kill an unarmed Palestinian at a military post outside Ofra settlement nr. Ramallah. The man does not open fire on the soldiers, despite initial reports to the contrary. A Palestinian official later says that the slain Palestinian suffered from mental disabilities and that he had entered the military area by accident. In an uncharacteristic response, the IDF does not label the man a terrorist. Israeli forces return the man’s body to his family in the evening. Meanwhile, Israeli forces shoot and kill a Palestinian driver in Silwan, East Jerusalem, because they think he is attempting to ram them. The police later report that the man was drunk and not attempting a ramming attack. Elsewhere in the West Bank, the IDF violently disperses Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Gaza City; 1 Palestinian is injured. IDF troops conduct raids and house searches in 2 villages nr. Hebron and in Balata r.c. nr. Nablus, arresting 2 Palestinians and sparking minor clashes (there are no serious injuries); and patrol in 3 villages nr. Hebron during the day. Israeli troops also deploy crowd-control measures on Palestinians attending a soccer match in al-Ram nr. Jerusalem. Around 1,200 Palestinians suffer tear gas inhalation. The IDF maintains the restrictions on Palestinian movement in Hebron and the surrounding district, including the closure on Bani Na‘im village, put in place on 7/1. Meanwhile, IDF troops blockade Yatta village nr. Hebron, fire tear gas canisters at Palestinians attempting to cross over a dirt mound they placed at an entrance to the village. Late at night, unidentified gunmen fire on an Israeli settler’s car driving outside Sa‘ir village nr. Hebron, moderately injuring 1 settler. The IDF then seals off the village and raids a number of homes in the area, sparking clashes (5 Palestinians are injured and 3 are arrested). The IDF also indefinitely closes a checkpoint nr. Nablus following reports of stone-throwing in the area. Israeli soldiers conduct further raids in Yatta and Tulkarm r.c., as well as nr. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. In East Jerusalem, Israeli forces demolish 2 residential structures in Kafr Walaja early in the morning, and arrest 18 Palestinians during raids in Silwan, the Old City, and Bayt Hanina. Stabbing and alleged stabbing attacks continue in the West Bank and Jerusalem, leading to the deaths of 2 Palestinians. First, IDF troops shoot and kill a Palestinian youth in the Gush Etzion settlement bloc nr. Bethlehem after he allegedly attempts to stab an Israeli settler (no Israelis are injured). E. of Tulkarm, an Israeli soldier shoots and kills a Palestinian at a checkpoint, claiming that she attempted to stab him. Finally, a Palestinian stabs and lightly injures an Israeli civilian in West Jerusalem. Israeli forces arrest 1 Palestinian woman each in Hebron, outside a settlement nr. Nablus, and s. of Bethlehem, claiming that the women are carrying knives. A video of the Bethlehem incident will show IDF troops forcing the Palestinian woman to pick up a knife prior to her arrest. Late at night, Israeli troops raid the Nablus-area home of the Palestinian woman accused of planning a stabbing attack outside a nearby settlement earlier in the day. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Israel’s High Court of Justice rejects petitions calling for the suspension of the govt.’s orders to punitively demolish the Nablus- and Ramallah-area homes of 6 Palestinians accused of recent attacks on Israelis. The court accepts 1 petition, suspending the punitive demolition order for the home of the Palestinian who shot and killed an Israeli settler on 6/29. Israeli forces shoot and kill a Jewish Israeli nr. the Old City of East Jerusalem late at night after he attempts to take a soldier’s weapon and they mistake him for a “Palestinian attacker,” according to the police. During the attack, an Israeli security guard shoots an Eritrean asylum seeker, allegedly misidentifying him as the shooter, then a group of Israeli civilians assault the man, seriously injuring him (he succumbs to his injuries later in the day).
