In East Jerusalem, Israeli police arrest a Palestinian youth in the Old City after she is found to be carrying a knife; arrest and bar from Jerusalem for 5 mos. a Palestinian, on a raid in the Old City. A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). Elsewhere in the oPt, IDF troops violently clash with Palestinians protesting w. of Qalqilya and outside a settlement nr. Ramallah; 3 Palestinians are injured. After reports of stone-throwing, Israeli forces impose an evening curfew and briefly close the main checkpoint in Huwwara, where a Palestinian girl was killed earlier in the day (see above). The IDF also conducts raids and house searches in 1 village nr. Nablus, as well as 4 villages and al-‘Arub r.c. nr. Hebron, confiscating personal property, arresting 11 Palestinians, and issuing arrest summons to 2; patrols in 5 villages and al-Fawar r.c. nr. Hebron and nr. Ramallah and Jericho. Israeli settlers throw stones at Palestinian property in 2 areas nr. Nablus, causing clashes between Palestinians and Israeli forces after settlers throw stones at a Palestinian secondary school. In East Jerusalem, Israeli forces conduct late-night raids in Ras al-Amud and Shu‘fat, arresting 6 Palestinians. In 2 separate incidents off Gaza’s coast nr. Small-scale violence continues to characterize the ongoing wave of violence in the oPt as IDF troops shoot and kill a Palestinian driver at a junction nr. Hebron after he rams his car into 2 Israeli border policemen, injuring both (1 will succumb to his injuries on 11/8). The corresponding Israeli crackdown continues as well: Israeli forces deliver a punitive demolition order to the Nablus-area home of the Palestinian who allegedly carried out a stabbing attack in a settlement on 10/25; assault a Palestinian journalist at a checkpoint nr. Jenin. The IDF conducts house searches and raids in 3 villages nr. Hebron, 2 nr. Ramallah, 1 nr. Tulkarm, and Jenin r.c. nr. Jenin, arresting 6 Palestinians. Israeli settlers enter a village nr. Nablus, sparking clashes between stone-throwing Palestinian youths and IDF troops (14 Palestinians are injured). Along Gaza’s border, IDF troops open fire on Palestinians in a village e. of Dayr al-Balah, injuring 1. Late at night, Israeli forces conduct a limited incursion across the s. border fence to level land. In East Jerusalem, Israeli forces keep the checkpoint between Silwan and the Old City closed for a 2d day in a row, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured. Meanwhile, Israeli forces remove 4 roadblocks around East Jerusalem, leaving in place around 20 barriers that were installed since the recent escalation of violence. In the West Bank, IDF troops shoot and kill a Palestinian nr. al-Ibrahimi Mosque in c. Hebron after he allegedly stabs a soldier nearby. IDF troops then shoot and kill a 2d Palestinian nr. an Israeli settlement in c. Hebron after he allegedly attempts to stab an Israeli soldier. After both incidents, stone-throwing Palestinians clash with Israeli forces in c. Hebron; 3 Palestinians are seriously injured. Israeli settlers throw stones at Palestinian homes nearby. Meanwhile, IDF troops clash with and violently disperse Palestinian protesters in and around Ramallah and Bethlehem, injuring at least 16 Palestinians. They also conduct raids and house searches in Tulkarm, Jenin, Nablus, and nr. Qalqilya, arresting 4 Palestinians. In East Jerusalem, Israeli forces raid a hospital in al-Tur for the 3d day in a row and violently disperse Palestinians conducting a sit-in protest against the recent raids; several Palestinians are injured. Palestinian citizens of Israel gather in Kafr Kanna, Nazareth, and other predominantly Palestinian cities to protest the Israeli police’s 48-hour ban on Palestinian access to the Old City of Jerusalem, and many Palestinian families in East Jerusalem opt to keep their children home from school in light of the heavy Israeli police presence. Meanwhile, more than 10,000 right-wing Israelis gather outside the PM’s residence in Jerusalem to protest Netanyahu’s insufficiently tough response to the recent Palestinian attacks. Amid the ongoing wave of violence in the oPt, IDF troops shoot and seriously injure 3 Palestinian youths with live ammunition during clashes in Aida r.c. nr. Bethlehem (1 will succumb to his injuries later in the day). After the boy is announced dead, Palestinian businesses in Bethlehem close in mourning. Throughout the rest of the West Bank and East Jerusalem, Israeli troops clash with and violently disperse Palestinians throwing stones and protesting the Israeli crackdown. At least 120 Palestinians are injured (4 seriously) in such clashes, including 1 journalist. IDF troops continue their crackdown on alleged stonethrowers, raiding the Hebron home of a Palestinian youth accused of stone-throwing, and leave once they learn that the accused is only 3 years old. They conduct late-night raids in Nablus, searching for the perpetrators of the shooting of 2 Israeli settlers on 10/1, arresting 4 Palestinians and sparking clashes with stone-throwing Palestinian youths (7 Palestinians are injured). The IDF conducts further arrest raids, house searches, and patrols throughout the West Bank, arresting 10 Palestinians total. Israeli settlers enter al-‘Arub r.c. and Palestinian villages nr. Qalqilya and Nablus, sparking clashes between Israeli forces and stone-throwing Palestinians (3 Palestinians are injured). Off Gaza’s coast, Israeli naval forces detain 2 Palestinian fishermen. The tension in East Jerusalem escalates significantly today as Israeli forces enter Haram al-Sharif in the morning, clashing with dozens of Palestinians who stayed overnight in al-Aqsa Mosque; 110 Palestinians are injured to various degrees, including 9 journalists. Later that morning, around 650 right-wing Jewish activists tour the sanctuary for Rosh Hashanah, including Agriculture Min. Uri Ariel (Jewish Home Party). Israeli forces violently disperse stone-throwing Palestinians protesting the restrictions at Haram al-Sharif in Silwan and Issawiyya, arresting 2 Palestinians and injuring others.

Elsewhere, an Israeli driver crashes into a power pole in Sur al-Bahir, injuring all 3 passengers (the driver will succumb to his injuries on 9/14). Israeli police believe that Palestinian stone-throwers caused the crash, but are also investigating whether it was due to the man’s medical condition. Along Gaza’s border, Israeli forces fire warning shots at a group of Palestinians who were allegedly approaching the border fence. The Palestinians return fire, but there are no injuries. Meanwhile, Israeli forces arrest 2 Palestinians attempting to cross into Israel e. of Jabaliya r.c. Off the n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, Israeli settlers attempt to kidnap a Palestinian child nr. Nablus, lightly injuring him. The boy’s father stops the attack. IDF troops violently disperse Palestinians protesting settlement activity nr. Bethlehem; conduct a late-night raid nr. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. Late at night, Israeli forces stationed e. of Gaza City open fire on and arrest 2 Palestinians approaching the border fence. In the West Bank, IDF troops search the Nablus home of the city’s PA police chief, evicting his wife and children. Forces conduct further raids and house searches in Nablus, and nr. Salfit and Bethlehem, arresting 2 Palestinians and issuing an arrest summons to a 3d; patrol in villages nr. Hebron, Qalqilya, and Salfit. They also violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the recent restrictions on access at Haram al-Sharif in 4 villages nr. Further clashes break out between stone-throwing Palestinians and IDF troops nr. the site of the 7/31 arson attack in Duma and in 1 village each nr. Nablus, Jenin, and Qalqilya; there are no serious injuries. Israeli settlers assault Palestinian farmers working nr. Nablus; IDF troops nonviolently disperse the settlers and farmers, and declare the area a closed military zone. Later, settlers and IDF troops attack a Palestinian farmer working s. of Nablus, injuring him. A separate group of settlers sets fire to agricultural lands nr. Ramallah, then IDF troops violently disperse Palestinians who attempt to extinguish it, injuring 2. IDF troops fire rubber-coated metal bullets at Palestinians nr. the separation wall outside Qalqilya and in a nearby village, causing no injuries. Overnight and into the morning, Palestinians gather at Joseph’s Tomb outside Nablus to protest the 7/31 arson attack; PASF troops disperse the protesters, blocking them from setting the Jewish holy site on fire. The IDF also conducts late-night house searches and raids in Hebron and 3 villages nr. Ramallah, arresting 7 Palestinians, assaulting 2, and confiscating property; patrols in 2 villages nr. Jericho and 1 nr. Jenin; assaults a Palestinian at a checkpoint nr. Bethlehem, causing moderate injuries. In Gaza, hundreds of Palestinians gather outside the UNRWA office in Gaza City to protest the agency’s reduction of services. Off the n. coast, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct late-night raids and searches in 1 village each nr. Nablus, Ramallah, and Salfit, confiscating property and arresting 2 Palestinians; patrol during the day in 1 village nr. Ramallah, 3 nr. Hebron, and Tulkarm. Israeli forces arrest 3 Palestinians allegedly selling fireworks in a village nr. Qalqilya claiming that they were to be used in attacks on IDF troops. Israeli settlers throw stones at Palestinians nr. Nablus, then Israeli forces intervene and arrest 1 Palestinian.

In East Jerusalem, stone-throwing Palestinian worshippers who spent the night in al-Aqsa Mosque clash with Israeli police at Haram al-Sharif; 10 Palestinians are injured and 6 are arrested. The Palestinians spent the night in the sanctuary in order to circumvent Israeli restrictions on their access today, a Jewish holiday. Later, around 850 Jewish visitors tour the sanctuary under an Israeli police escort. Clashes continue later in the day when as many as 150 Israeli special forces escort 70 right-wing Jewish activists on a tour of the sanctuary; 19 guards from the Islamic Waqf, 2 Palestinian journalists, and 4 Israeli police officers are injured, and 5 Palestinians are detained. Israel’s High Court of Justice orders an immediate halt to the construction of 296 settler residences in the Beit El settlement and upholds its order for the demolition of 2 residential buildings in Beit El by the end of 7/2015. Meanwhile, Haaretz reports on an internal IDF document apparently showing that Palestinian residents of Susiya village nr. Hebron have legitimate ownership claims to their village’s land, which supports their efforts to stop the planned evacuation and demolition of their village. (HA, JP, MDW, TOI, WAFA 7/26; YA 7/27)

IDF troops on the Gaza border e. of Bayt Lahiya fire warning shots at Palestinians walking nr. the border fence, critically injuring 1. Off the coast nr. Gaza City and then nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, injuring 2 fishermen and causing damage. A small armed group, with self-proclaimed affiliations to ISIS, fires mortar rounds at a Hamas military base; no injuries are reported. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 9 Palestinians are injured, including 3 photojournalists. In Cairo, Islamic Jihad’s delegation departs after 6 days of negotiations with the Egyptian authorities on opening the Rafah border crossing. According to sources close to the talks, the Egyptians have agreed in principle to completely open the crossing once the violence in the Sinai Peninsula subsides, the PA unity govt. has staffed the crossing, and Hamas commits to not to interfere in Egyptian affairs. Also, Egyptian officials announce that the Rafah crossing will open on 3/9–10. (AFP, MNA 3/7)

Meanwhile, Palestinians gather outside UNRWA’s office in Gaza City in a sit-in protest organized by Hamas against the agency’s 1/27 suspension of its cash assistance program. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Acting pres. of the UN Human Rights Council (UNHRC) Joachim Rücker receives a letter of complaint from Israel’s permanent rep. to the UN in Geneva Eviatar Manor, alerting him to the previously unreported fact that the head of the UNHRC’s 3-mbr. commission currently investigating possible war crimes committed during OPE, William Schabas, was paid $1,300 for a consulting job with the PLO in 2012. In the Gaza Strip, the Gaza power plant resumes operation of 1 of its 4 turbines, having received new shipments of fuel after shutting down completely on 12/28. However, scheduled power outages stay at up to 18 hours per day. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Also, the IDF begins pulling troops stationed nr. Gaza, as announced 12/28. In the West Bank, 1 Palestinian is injured during a clash in Hebron between stone-throwing Palestinians and private Israeli settlement security guards. IDF troops rebuild mounds of earth outside a village nr. Salfit, closing the main entrance. The village’s residents cleared the mounds on 12/31 during demonstrations marking Fatah’s 50th anniversary. In East Jerusalem, an Israeli court bars 5 Palestinian women (arrested on 1/1) from entering Haram al-Sharif for 21 days. Israeli forces detain another Palestinian woman as she exits the sanctuary. A senior Israeli FM official says that Israel is not planning any new settlement construction in response to the Palestinians’ accession to the ICC. Meanwhile, PM Netanyahu and DM Ya’alon agree to use NIS 70 m. (around $17.8 m.) from the Defense Ministry’s budget to strengthen infrastructure in the Beit El settlement and relocate an IDF base to make room for 300 new residences. Then-Fin. Min. Lapid blocked their prior attempt on 11/25. Separately, the Israeli High Court of Justice freezes construction on the separation wall in the Battir Valley of the West Bank, responding to complaints from the Palestinian residents and UNESCO’s 6/20 decision to place Battir’s terraces on its list of World Heritage sites. Egyptian authorities prepare for the demolitions and evictions required to expand the buffer zone along the Gaza border to 1 km. The 2,044 families that live in the 1,200 homes set to be demolished will receive 1,500 Egyptian pounds (approximately $209) to pay for 3 mos. of housing, and 700–1,200 Egyptian pounds per sq. m of their house that is demolished.
