In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in al-Fara’a refugee camp on 12/8. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya; no injuries were reported. Israeli forces shot and killed a Palestinian man, claiming he had stabbed an Israeli soldier with a knife during an Israeli raid in Dura. Israeli forces also shot and killed a Palestinian child during a raid in ‘Azzun. In East Jerusalem, Israeli authorities delivered evacuation orders to several Palestinian families living on around 9 dunams (2.2 acres) of land in the Moroccan Gate area of the Old City, giving them 60 days to file objections. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City Dayr al-Balah, Maghazi, Jabaliya refugee camp, and al-Bureij refugee camp, killing more than 200 people. Israel continued its siege of al-Awda Hospital in Jabalia refugee camp for the third day in a row, injuring 2 health workers. Israeli forces also shot and injured 2 paramedics in an ambulance outside of the European Hospital in Khan Yunis. The Red Crescent delivered medical supplies to al-Ahli Arab Hospital in Gaza City and evacuated 19 patients; 1 of the patients died during the evacuation and 1 Red Crescent staffer was beaten and interrogated for 4 hours by Israeli forces. 4 Israeli soldiers were killed in combat. In Tzrifin, an Israeli soldier was injured after being hit by a car; 2 were arrested, including a man from Rahat and a man from Qalqilya in the West Bank. In Lebanon, Israel attacked several targets and Hezbollah said it had attacked an Israeli naval base. In the Red Sea, France said a French warship had shot down 2 drones near Yemen. More than 17,700 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 49,300 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 267 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 69 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 101 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The World Food Programme reported that 91% of Palestinians in Gaza were experiencing hunger, with 36% experiencing severe hunger. Haaretz reported that the autopsy reports for at least 2 of the 6 Palestinian prisoners that have died in Israeli detention since 10/7 showed that their bodies were bruised and had broken bones, suggesting that violence may have killed them. (HA 12/9)

Videos by Israeli soldiers of Palestinians in the underwear surrendering to Israeli forces in Jabalia refugee camps circulated in the media. However, the videos were reportedly staged as in 1 video a man is shown surrendering a weapon while holding it in his right hand while a nearly identical video shows the same man surrendering a weapon while holding it in his left hand. Responding to videos of hundreds of Palestinians detained by Israeli forces in Gaza stripped to their underwear, advisor to Israeli prime minister Benjamin Netanyahu, Mark Regev, said the Middle East is warmer than Europe so “to be asked to take off your shirt, it might not be pleasant, but it is not the end of the world.” Israel later claimed that 10-15% of the Palestinians in the videos were Hamas operatives or identified with the Hamas. Israeli national security advisor Tzachi Hanegbi claimed that Israel has killed 7,000 members of Palestinian militant groups during its attacks on Gaza. In the West Bank, Israeli settlers threw stones at Palestinians traveling near Nablus and Tulkarm. Israeli forces shot and killed 3 Palestinians after they shot and killed an Israeli soldier and injured 3 Israeli soldiers at the Tunnels checkpoint west of Bethlehem; Hamas took responsibility for the attack. Israeli forces also shot and injured 3 Palestinians, including 2 children during raids in Beita and Deir Nidham. Elsewhere, Israeli forces assaulted 2 Palestinians near Carmel, causing bruises. Israeli forces also demolished 2 homes and a marble factory in Wadi Fukin. 69 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Dura, Jenin, Kafr Ra’i, Qalqilya, Husan, Nablus, Jericho, and al-Fara’a refugee camp. In East Jerusalem, 2 Palestinians were arrested during a late-night raid in Isawiya. In Gaza, telecommunications broke down for the third time, this time due to a lack of fuel. Israeli airstrikes killed at least 19 people in Jabaliya refugee camp, al-Qarara, and al-Maghazi refugee camp. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza and due to the telecommunications breakdown. Israeli forces continued to raid al-Shifa Hospital, stealing bodies of Palestinians who had not yet been buried. Israel also put al-Ahli Hospital under siege, preventing movement in and out of the hospital. Israel said the bodies of 2 of the Israeli captives were found in a building near al-Shifa Hospital. In South Lebanon, Israel attacked several sites and anti-tank missiles were fired at Israel. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 190 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. No aid entered Gaza due to UNRWA vehicles running out of fuel. Turkey said that 27 cancer patients from Gaza arrived in Turkey for treatment. The director of the Indonesian Hospital said its facilities were “completely out of service,” with 45 patients still awaiting surgery. Israeli interior minister Moshe Arbel informed 2 Palestinians, who he claims are Hamas operatives, that Israel has begun efforts to revoke their Jerusalem residency status. U.S. State Department spokesperson Matthew Miller said Israel must ensure that food, water, and medical care is available at al-Shifa Hospital. Secretary of State Antony Blinken spoke with Israeli war cabinet member Benny Gantz, urging him to address the rise in settler violence and discussing humanitarian aid to Gaza. Blinken also told ABC News that he has told Prime Minister Benjamin Netanyahu that Israel cannot reoccupy Gaza. Israeli forces shot and killed 1 Palestinian minor during a raid in al-Arroub refugee camp, shooting him in the back with live ammunition. Israeli settlers also assaulted 1 Palestinian man in al-Khader, causing fractures to both his legs. In East Jerusalem, Israel forced 1 Palestinian to demolish his own restaurant in Silwan. U.S. president Joe Biden, Indian prime minister Narendra Modi, and EU commission president Ursula von der Leyen unveiled a new infrastructure project at the G20 summit in India. The new project, Partnership for Global Infrastructure Investment, will see Europe and India connected via rail and shipping corridors that goes through the UAE, Saudi Arabia, Jordan, and Israel. In the West Bank, Israeli settlers with a military escort marched near Fawwar refugee camp and Dura, throwing stones at Palestinian vehicles. Israeli forces closed the entrances to the camp and village to facilitate the march. Israeli settlers also attacked Palestinian shepherds in Khirbet Makhul. 40 Palestinians were arrested during late-night raids in Fawwar refugee camp, Hebron, Bethlehem, Shu’fat, Biddu, Aqabat Jaber refugee camp, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 1 Palestinian family was forced to demolish their own home in Sur Baher. In Gaza, an explosion at a Hamas military site in Dayr al-Balah killed 1 member of the Qassem Brigades and injured 1 other. Hamas called the explosion an accident. The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. PA finance minister Shukri Bishara said that the Levine case against the PA and PLO had been dropped in a U.S. court. The plaintiff sought damages from the PA and PLO for $1 billion, claiming the PA and PLO were responsible for an attack that took place in Jerusalem in 2014. (WAFA 8/24)

The Guardian reported that in a 43-page amicus brief sent to the International Court of Justice (ICJ) in July the UK government opposed the ICJ review of the legality of the Israeli occupation. The UK opinion raised 4 main arguments against the review, saying that the issue is a “bilateral dispute,” that the court is not equipped to examine the issue, that the review would conflict with existing agreements, and that the review is not appropriate as it asks the court to “assume unlawful conduct on part of Israel.” (AN, GDN 8/24)

The Syrian Observatory for Human Rights said in a report that Israel had carried out 25 attacks on Syria in 2023, including 18 air attacks and 7 ground-to-ground attacks, hitting 60 targets and killing 61 people. (HA 8/24)

In the West Bank, Israeli forces continued their attacks on Jenin refugee camp, killing 4 Palestinians, bringing the death toll to 12, including 5 children. 143 Palestinians were injured during the 48-hour assault on the camp. 1 Israeli soldier was killed by friendly fire. Israeli forces also raided 3 hospitals in Jenin, including the Khalil Suleiman Government Hospital, injuring 3 with live ammunition and causing tear-gas related injuries. The deputy governor of Jenin said that 80% of homes in Jenin were damaged in the Israeli attack. About 4,000 Palestinians were displaced during the attack. UNRWA reported damage to 4 of its schools and 1 of its health clinics in the camp. The Latin Church said that its Holy Redeemer Church in Jenin was severely damaged. Israeli forces also violently dispersed Palestinian protesters in Kafr Dan, injuring Palestinians with live ammunition and baton rounds. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 2 with live ammunition. Israeli forces also issued stop-work orders for 1 agricultural structure and 1 house and a demolition order for 1 agricultural structure in al-Karmil near Yatta. Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Adnan was the first Palestinian prisoner to die while on hunger strike since 1992 and several organizations had for weeks warned about his condition. In response to the death of the 45-year-old Adnan, Hamas and Islamic Jihad fired rockets at Israel, injuring 3 Chinese nationals working at a construction site in Sderot. Israeli forces conducted airstrikes and fired artillery shells at Gaza, killing 1 Palestinian man, injuring 5 in Beit Hanun, and causing damage in Gaza City, Khan Yunis, and Jabalia refugee camp. A ceasefire, brokered by the UN, Egypt, and Qatar took effect on 5/3 at 4 a.m. In the West Bank, PA forces violently dispersed a march in support of Adnan in Jenin using tear gas and stun grenades, arresting 3, including activist Ghassan al-Saadi. 1 Israeli settler was injured when unidentified assailants opened fire at vehicles near the Avnei Hefetz settlement north of Shufa. Israeli settlers threw stones at a Palestinian home in Kisan. Islamic Jihad spokesperson Daoud Shihab said that Israel had ignored attempts by Islamic Jihad, through Egyptian mediators, to secure Khader Adnan’s release. PA prime minister Mohammad Shtayyeh called Adnan’s death a “premeditated assassination” and the PA called for an international investigation. Amnesty International released the report “Automated Apartheid,” saying that Israel is using a new advanced facial recognition technology called Red Wolf to collect biometric data on Palestinians in the West Bank. The facial recognition cameras are installed at checkpoints in Hebron and are linked to the Blue Wolf and Wolf Pack database systems. EU high representative for foreign affairs Josep Borrell met with Israeli foreign minister Eli Cohen in Brussels more than a month after Cohen signaled that Borrell would not be allowed to visit Israel and the West Bank due to his criticism of the Israeli occupation. The 2 parties agreed to hold an Israel-EU association meeting by the end of 2023. Cohen said the meeting could take place in Jerusalem. (HA 5/1; ALM 5/2)

In the West Bank, Israeli settlers raided Huwwara, injuring 6 Palestinians and damaging property, including throwing stones at an ambulance and setting a fire truck on fire. 4 Israelis and 2 Palestinians were arrested. Israeli settlers also threw stones at Palestinian homes in ‘Asira al-Qibliya, damaging 2. Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp, including 4 with live ammunition and 2 with baton rounds. Israeli forces also shot and injured 1 Palestinian minor during a raid in al-Khader. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces had previously raided the compound to clear it for the settlers. Elsewhere in Jerusalem, Israeli pro-government protesters assaulted Palestinians passing by the crowd, seriously beating 1 Palestinian man. 3 Israelis were later arrested. HaMoked reported that data from the Israeli Prison Service showed that on 3/1 Israel was holding 971 people in administrative detention, 967 of whom were Palestinians and 4 of whom were Israeli Jews. (HA 3/27; HA 4/2)

Israelis protested against the Israeli government’s plans to overhaul the judicial system. The protests escalated after Israeli defense minister Yoav Gallant was fired by Prime Minister Benjamin Netanyahu on 3/26 following Gallant’s calls for a freeze on the legislation. The Israel airports trade union closed down Ben-Gurion International Airport for all incoming and outgoing flights. Later other unions followed, closing down several embassies around the world. Israeli president Isaac Herzog also issued a statement directed at Netanyahu calling on him to freeze his pursuit for control over the judicial branch of government. Later in the day Netanyahu survived 2 no-confidence votes in the Knesset, 59-53 and 60-51. The Knesset passed the first of three readings of a bill that will reintroduce the death penalty to Palestinians. German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. In the West Bank, Israeli settlers threw stones at Palestinians driving near Silat ad-Dhahr. Israeli forces delivered stop-work notices for 9 houses in al-Ramadin and Arab Abu Farda near Qalqilya and demolished 2 agricultural structures in Tarqumiyah. Israeli forces also violently dispersed Palestinian protesters in Hebron, causing tear-gas related injuries. 9 Palestinians were arrested during late-night raids in Jalazun refugee camp, Beitunia, Silwad, Rantis, Tulkarm, Jannatah, and Beit ‘Anan; Israeli forces violently dispersed Palestinians protesting the raid in Beit ‘Anan with live ammunition and tear gas and no injuries were reported. In Gaza, Israel said it had downed a drone belonging to Hamas, which crashed into the sea. Islamic Jihad charged the PA with creating division among Palestinians by arresting its members in the West Bank. It was unclear when and how many members of Islamic Jihad the PA had arrested. (MEMO 11/9)

Haaretz reported that the Israeli military did not know that AP and Al Jazeera had offices in al-Jalaa high-rise in Gaza before deciding to level it on 5/15. Top officials in the Israeli military, including chief of staff Aviv Kochavi, were alerted to the fact after the decision was made to target the building, but before the strike was carried out, and nevertheless decided to go ahead with the strike. The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. Front Line Defenders published an investigation showing that the Israeli NSO Group’s Pegasus spyware had been used to spy on 6 Palestinian human rights activists, including 1 field researcher working for Al-Haq, the executive director of Bisan Center for Research and Development—a U.S. citizen—1 Palestinian lawyer who works for Addameer and had his permanent residency in East Jerusalem revoked on 10/18, and 3 unidentified Palestinians. Front Line Defenders investigated 75 iPhones and found 6 were infected with Pegasus spyware, later confirmed by Citizen Lab and Amnesty International. The 3 named victims work for organizations deemed to be terrorist groups by Israel’s defense minister Benny Gantz on 10/22 for alleged connections with the PFLP. NSO Group was blacklisted by the U.S. on 11/3 for facilitating attacks on human rights activists and journalists. In the West Bank, Israeli forces shot and injured 2 Palestinians during a late-night raid in Qalandia refugee camp; both were taken to a hospital for treatment. Israeli forces also razed a paved road connecting Ya‘bad and Mariha and delivered a demolition notice for a house under construction in Ghazara. 6 Palestinians were arrested during late-night raids in Qalandia refugee camp, Rantis, Tulkarm, and Tulkarm refugee camp. In East Jerusalem, Israeli forces and Israeli settlers clashed with Palestinians at the Damascus Gate plaza, injuring dozens of Palestinians; 22 were arrested. A video showed Israeli forces pulling 1 woman by her hair and beating Palestinians with batons. Palestinians in East Jerusalem have in recent weeks expressed dismay over Israeli forces’ decisions to disperse Palestinians present at the Damascus Gate plaza, leading to stone throwing. Palestinians also threw stones at a public bus near the plaza, lightly injuring 2 in the bus. In Israel, Israeli authorities delivered eviction notices for some 30 Palestinian shop owners in Tayibe and Qalansuwa, claiming that their stores were built without the correct zoning permits. Hussein al-Sheikh, head of the PA Civil Affairs Committee, said Israel had approved the registration of 4,000 unregistered Palestinians living in the West Bank, allowing them to receive Israeli-issued ID cards to be used at Israeli checkpoints. The far-right Kahanist Israeli lawmaker Itamer Ben-Gvir of the Religious Zionist party and Ayman Odeh of the Joint List got into a physical altercation at a hospital in Rehovot, where Ben-Gvir was trying to provocatively visit a Palestinian prisoner who has been hunger striking for 90 days. The Palestinian is protesting his administrative detention and is said to be in life-threatening condition. Odeh was with the family of the hospitalized prisoner when Ben-Gvir tried to provoke the family. Ben-Gvir later filed a complaint against Odeh at a police station, saying he was physically attacked. U.S. ambassador to the UN Linda Thomas-Greenfield called reports of Israeli settler violence against Palestinians and their property “abhorrent” and called on Israel to fully investigate the incidents and the lack of response by Israeli forces during a UN security council meeting. Ambassador Thomas-Greenfield also noted that the U.S. believes that the UN security council has an outsized focus on issues related to Israel. In the West Bank, Israeli settlers vandalized 9 vehicles parked outside the Shiloh settlement belonging to Palestinians working in the settlement; a video of the incident shows the settlers throwing stones at the parked vehicles. Israeli forces seized 5 residential tents in Khirbet Humsa. 14 Palestinians were arrested during raids in Sur Bahir, Ramallah, Qaddura refugee camp, Silwad, Nablus, Barta‘a, and Hebron. In East Jerusalem, Israeli forces demolished residential sheds in Silwan, displacing 1 Palestinian family. 1 Palestinian was arrested in al-Tur. After 2 days of protest, the Hamas-appointed chairman of the Higher Sharia Council Hassan Jojo said the council would redraft a law banning unmarried women in Gaza from traveling outside of the strip without approval from a male guardian. The law was initially passed on 2/14. (HA, REU 2/16)

The U.S. Biden administration said it would return to dealing with King Salman of Saudi Arabia rather than his son and crown prince Mohammed bin Salman. The announcement came during a press conference by White House spokesperson Jen Psaki, who also said that the Biden administration would start pressuring Saudi Arabia on human rights issues unlike the Trump administration approach. In the West Bank, Israeli forces attacked Palestinian protesters throwing stones in Kafr Qaddum by using a bulldozer to push large stones downhill toward the protesters, 1 Palestinian was hospitalized after being hit by 1 of the stones. Israeli forces also violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Beita, Nablus, Jenin, Qalqilya, al-Fawar refugee camp, and Bil‘in, leading to tear-gas related injuries. Israeli armed settlers attacked Palestinians in al-‘Awja, injuring 2 Palestinians who were taken to a hospital in Jericho. Israeli settlers also toured 2 Palestinian villages near Tubas; before the settlers arrived, Israeli forces had sealed off a main checkpoint in the area to prevent the movement of Palestinians. Qatar announced that it would increase its aid to Gaza by $15 million after a meeting between Hamas leader Yahya Sinwar and Qatari envoy Mohammed al-Emadi. Part of the aid package provides some 120,000 Palestinian families in Gaza $100 by the end of February and $24 million would be spent on building a new hospital in Rafah. (HA 2/22)

Israeli forces punitively seal the entrances to Dayr Nizam village near Ramallah following repeated incidents of Palestinian youths throwing stones at Israeli settler vehicles in the area. Elsewhere in the West Bank, Israeli forces demolish a water pipeline serving Palestinian communities near Tubas. IDF troops arrest 13 Palestinians during late-night raids near Tulkarm, Hebron, Jenin, and Ramallah; arrest 3 Palestinian youths accused of stone-throwing in central Hebron, and patrol in and around Hebron and Tulkarm. Meanwhile, Israeli settlers throw stones at Palestinian vehicles driving outside Huwwara near Nablus, injuring 2 Palestinians. Settlers also attack Palestinian farmers working in the area, causing no damage or injuries. In East Jerusalem, a Palestinian demolishes his own shop in Silwan to avoid paying Israeli demolition fees. Israeli forces arrest 6 Palestinians during raids in Silwan and Anata refugee camp. Following weeks of tension in the wake of the 10/30 tunnel demolition (see Update), the IDF raises its alert level across Israel, triggering several precautionary measures in case PIJ retaliates.
