The Organization for the Prohibition of Chemical Weapons (OPCW) announces that the State of Palestine deposited an instrument of accession to the Chemical Weapons Convention on 5/17/17 (the State of Palestine is set to formally adopt the convention on 6/16/18). Meanwhile, U.S. officials say that the Trump administration is considering punitive measures against international organizations that accept Palestine as a member, including the OPCW. In a similar vein, the Times of Israel reports that the Trump administration is considering action against the Palestine Liberation Organization (PLO) office in Washington in response to the Palestinians’ 5/22 referral to the ICC. Thousands of Palestinian protesters gather along Gaza’s border to continue the Great March of Return for a 7th consecutive Friday. The march’s organizing committee says that the theme of the demonstrations this week is “preparation and warning of what’s to come,” referring to the mass protests set for 5/14 to coincide with the formal opening of the new U.S. embassy in Jerusalem. IDF troops violently disperse demonstrations along the border fence near Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, Rafah, and Gaza City; 1 Palestinian is killed and hundreds of Palestinians are injured. The killing today brings the death total stemming from the Great March of Return to 43. Meanwhile, Palestinians set fire to a pipeline leading from Israel to Gaza at the Kerem Shalom border crossing, causing major damage. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 16 Palestinians are injured. Israeli settlers torch a Palestinian home in Duma near Nablus, causing moderate damage. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return for the 5th consecutive Friday. This week’s protests, dubbed the “Friday of Rebellious Youth,” are dedicated to the 37 Palestinians killed since the March began on 3/30. IDF troops violently disperse the demonstrations in multiple locations; 3 Palestinians are killed and at least 150 are injured. After hours of Israeli sniper fire, the IDF considerably escalates its crackdown on the protests with artillery shelling and air strikes on 6 Hamas sites across Gaza, causing damage and injuring 4 Palestinians. An IDF spokesperson later says the strikes were a response to the “terrorist actions and extensive attempts to breach Israeli territory earlier today.” In the West Bank, IDF troops violently disperse Friday protests against Israel’s occupation, settlements, and separation wall in Hebron, Kafr Qaddum near Qalqilya, and Ramallah; 2 Palestinians are injured. They also arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Qalqilya. Israeli settlers slash the tires of a number of Palestinian vehicles near Nablus overnight, and chop down 12 olive trees in a Palestinian grove outside ‘Urif near Nablus. In East Jerusalem, Israeli forces clash with stonethrowing Palestinians in al-‘Izzariya; 1 Palestinian is arrested and 1 is wounded. Undercover Israeli soldiers conduct a raid in Burqin near Jenin, sparking clashes with stone-throwing Palestinians; 6 Palestinians are injured and 1 is arrested. IDF troops arrest 13 Palestinians and confiscate 1 vehicle during late-night raids near Ramallah, Hebron, Tulkarm, Bethlehem, and Nablus; and patrol near Tulkarm, Qalqilya, and Hebron. One of the raids near Ramallah sparks clashes with stone-throwing Palestinians; 1 Palestinian is injured. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, injuring and then arresting 2 fishermen. In the West Bank, IDF troops raid an air-conditioning factory in Tulkarm, damaging some materials and causing a work stoppage. They also arrest 14 Palestinians and issue 2 arrest summons during raids near Tulkarm, Hebron, Nablus, Bethlehem, and Salfit; and patrol near Hebron. A raid near Nablus sparks minor clashes with stone-throwing Palestinian minors; there are no serious injuries. In East Jerusalem, following several reports of Palestinians throwing stones at Israeli forces and settlers, the Israeli authorities close the roads between Hizma and Issawiyya. In an interview with Israel Hayom, U.S. pres. Trump says that he is not sure Israel and the Palestinians are interested in reaching a peace agreement. Specifically, he responded to a question about the U.S. promise to release a peace plan: “We are going to see what goes on. Right now, I would say the Palestinians are not looking to make peace, they are not looking to make peace. And I am not necessarily sure that Israel is looking to make peace. PA FM al-Maliki says that the Trump administration is reconsidering its threat, 1st reported on 11/17, to shutter the PLO office in Washington, following the Palestinians’ refusal to comply with their demands. He says that in the meantime, the Palestinians have decided to freeze contacts with the U.S. “In practice, by closing the office they are freezing all meetings and we are making that official.” A State Dept. spokesperson responds, “In our view, communications are not frozen.” She says that Trump administration officials are in contact with Palestinian officials “about the status of that PLO office in Washington, as well as having conversations with them about our larger efforts on the part of a lasting and comprehensive peace process.” (HA, TOI 11/21)

Leader of the messianic Temple Mount movement and ultranationalist MK Yehuda Glick (Likud) and MK Shuli Moalem-Refaeli (Jewish Home) visit Haram al-Sharif under heavy police protection. Their visit follows Israeli PM Netanyahu’s decision to temporarily lift his ban on MKs and ministers visiting the sanctuary for 1 day only (Netanyahu initially imposed the ban in 10/2015 amid escalating violence across the oPt; see JPS 45 [2, 3]). Israeli forces plan to assess today’s visit and to make a recommendation about the ban’s future. A spokesperson for the Islamic Waqf says the decision to lift the ban is “unacceptable” and shows that “extremist right-wing entities are in control of the Israeli occupation’s government.” Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian in the Old City and another during a raid in Abu Dis. Hebron, Ramallah, and Bethlehem; and patrol nr. Nablus. In East Jerusalem, Israeli forces demolish a 2-story building in Issawiyya, a makeshift home in Silwan, a car wash in Bayt Hanina, and a commercial structure in Jabal Mukabir. (The Israeli police shoot and kill the bedouin after his vehicle strikes the police officer, killing him. IDF troops shoot and kill a Palestinian nr. For the 2d day in a row, the IEC cuts off power to a major West Bank city, this time affecting parts of Hebron from 9:00 A.M. to 10:00 A.M. and 2:00 P.M. to 3:00 P.M. The day after Israeli PM Netanyahu invited him to Jerusalem for a face-to-face meeting, PA pres. Abbas says that he is prepared to work with Israel to stop and monitor “mutual incitement,” calling for the reinstatement of the joint Palestinian-Israeli-U.S. comm. for monitoring incitement, which was established as part of the Wye River Memorandum in 1998 and met regularly until 9/2000. The organization Physicians for Human Rights–Israel, which has been working on the case of Palestinian hunger striker al-Qiq, requests that the Israeli Prison Service appoints an independent physician to assess his condition. A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). The corresponding Israeli crackdown continues as well: Israeli forces deliver a punitive demolition order to the Nablus-area home of the Palestinian who allegedly carried out a stabbing attack in a settlement on 10/25; assault a Palestinian journalist at a checkpoint nr. Jenin. The IDF conducts house searches and raids in 3 villages nr. Hebron, 2 nr. Ramallah, 1 nr. Tulkarm, and Jenin r.c. nr. Jenin, arresting 6 Palestinians. Israeli settlers enter a village nr. Nablus, sparking clashes between stone-throwing Palestinian youths and IDF troops (14 Palestinians are injured). Along Gaza’s border, IDF troops open fire on Palestinians in a village e. of Dayr al-Balah, injuring 1. Palestinian citizens of Israel gather in Kafr Kanna, Nazareth, and other predominantly Palestinian cities to protest the Israeli police’s 48-hour ban on Palestinian access to the Old City of Jerusalem, and many Palestinian families in East Jerusalem opt to keep their children home from school in light of the heavy Israeli police presence. Meanwhile, more than 10,000 right-wing Israelis gather outside the PM’s residence in Jerusalem to protest Netanyahu’s insufficiently tough response to the recent Palestinian attacks. Amid the ongoing wave of violence in the oPt, IDF troops shoot and seriously injure 3 Palestinian youths with live ammunition during clashes in Aida r.c. nr. Bethlehem (1 will succumb to his injuries later in the day). After the boy is announced dead, Palestinian businesses in Bethlehem close in mourning. Throughout the rest of the West Bank and East Jerusalem, Israeli troops clash with and violently disperse Palestinians throwing stones and protesting the Israeli crackdown. At least 120 Palestinians are injured (4 seriously) in such clashes, including 1 journalist. IDF troops continue their crackdown on alleged stonethrowers, raiding the Hebron home of a Palestinian youth accused of stone-throwing, and leave once they learn that the accused is only 3 years old. They conduct late-night raids in Nablus, searching for the perpetrators of the shooting of 2 Israeli settlers on 10/1, arresting 4 Palestinians and sparking clashes with stone-throwing Palestinian youths (7 Palestinians are injured). The tension in East Jerusalem escalates significantly today as Israeli forces enter Haram al-Sharif in the morning, clashing with dozens of Palestinians who stayed overnight in al-Aqsa Mosque; 110 Palestinians are injured to various degrees, including 9 journalists. Later that morning, around 650 right-wing Jewish activists tour the sanctuary for Rosh Hashanah, including Agriculture Min. Uri Ariel (Jewish Home Party). Israeli forces violently disperse stone-throwing Palestinians protesting the restrictions at Haram al-Sharif in Silwan and Issawiyya, arresting 2 Palestinians and injuring others.

Elsewhere, an Israeli driver crashes into a power pole in Sur al-Bahir, injuring all 3 passengers (the driver will succumb to his injuries on 9/14). Israeli police believe that Palestinian stone-throwers caused the crash, but are also investigating whether it was due to the man’s medical condition.
