In the West Bank, Israeli settlers threw stones at Palestinian houses and vehicles in Kafr Qaddum, causing damage. Israeli forces raided the homes of 4 of the Palestinians accused of participating in the killing of an Israeli settler on 12/16 and took measurements for punitive demolitions in Silat al-Harithiya; the forces also violently dispersed Palestinians protesting the raids, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinians protesting an Israeli incursion near Ramallah, inuring 1 with live ammunition and 1 minor with a rubber-coated bullet. Elsewhere, Israeli forces raided al-Lubban Ash-Sharqiya, assaulting the mayor of the village and several students. 13 Palestinians were arrested during house raids in Birzeit, Dura, al-Bireh, Kafl Haris, Abu Dis, Qatanna, Beit Umar, and Dahariya. In East Jerusalem, Israeli authorities handed eviction orders to 2 families living on a plot of land in Sheikh Jarrah that Israel wants to construct a school on. The families were given until 1/25/2022 to leave their property, displacing 12 people. In Gaza, Israeli forces made incursions and leveled land east of al-Fukhari. Israeli forces also opened fire at Palestinian bird hunters east of Khuza‘a; no injuries were reported. 1 Palestinian prisoner in the Israeli Nafha prison allegedly stabbed 1 Israeli prison guard, lightly wounding the guard. Representatives for Palestinian prisoners held by Israel on administrative detention said the prisoners have decided to boycott sessions in Israeli military courts and in the supreme court from 1/1/2022 because of Israel’s arbitrary use of administrative detention on Palestinians. (HA 12/20)

Palestinian member of the Knesset for United Arab List and chairperson of Knesset’s interior committee Walid Taha said he had canceled all official meetings for the week in protest over Israel’s interior minister Ayelet Shaked’s opposition to a bill that would provide electricity to Palestinian homes built in Israel without a permit. Israel’s ambassador to the UN Gilad Erdan wrote a letter to UN secretary-general António Guterres demanding that he acts to prevent UN funding from going to Palestinian rights organizations deemed terrorist organizations by Israel. The UN OCHA agency had mentioned its partnership with Health Work Committees in its plan for 2022, a Palestinian organization deemed illegal by Israel. (HA 12/20)

In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The plan would have seen the crude oil transferred from Eilat to Europe via the Mediterranean Sea. (REU 12/16)

The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Israeli media speculated that Ukrainian president Volodymyr Zelensky will open the embassy branch during a scheduled visit to Israel in 2022. (ALM, HA 12/17)

In the West Bank, Israeli settlers placed a large menorah on the roof of a mosque in Nabi Samwil. Israeli settlers with military escort blocked an entrance to al-Lubban ash-Sharqiya. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and north of Beit Lahiya; no injuries were reported. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

Germany, through its development bank, donated $33 million to the UNRWA in support of programing in Lebanon and Gaza, including rebuilding the Nahr al-Bared refugee camp. (MEMO, WAFA 11/25)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Burin and the Za‘atara checkpoint, causing damage. Israeli settlers damaged Palestinian property and stole agricultural equipment in Shufa. Israeli forces violently dispersed Palestinians during a late-night raid in Rumana, causing tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian journalist with a rubber-coated bullet during a raid in Ramallah; others suffered tear-gas related injuries and 1 was arrested. 3 others were arrested during a late-night raid in Hebron. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man after he shot and killed 1 Israeli settler and injured 4 others, including 2 soldiers in the Old City; Hamas said the man, from Shu‘fat refugee camp, was a member of its organization. Clashes later broke out in Shu‘fat refugee camp when Israeli forces raided the camp, arresting members of the Palestinian man’s family, including his son, daughter, and brother. Israeli settlers affiliated with the Religious Zionism party, and 2 MKs from the party, made calls for revenge during a march near the Jaffa Gate. In Israel, 1 Palestinian man from the West Bank was arrested after allegedly stabbing 1 Israeli man and attempting to stab another in Jaffa. Elsewhere, Israeli settlers clashed with Israeli forces as the latter evacuated the Geulat Zion settlement outpost near the Shiloh settlement. Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya for the 2d day in a row, injuring dozens with tear gas. Israeli forces also seized 2 residential structures and 5 agricultural structures in az-Za‘ayyem. 11 Palestinians were arrested during raids in Bil‘in, Jaba‘, Tulkarm, Sanniriya, Nablus, al-Ibayyat, and Deir Sammit. B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. PA president Mahmoud Abbas met with U.S. ambassador to the UN Linda Greenfield-Thomas. Ambassador Greenfield-Thomas urged the PA to end its payments to Palestinian prisoners and their families and to respect human rights issues. (HA, TOI 11/17; TOI, WAFA 11/18)

EU high representative for foreign affairs Josep Borrell told the Ad Hoc Liaison Committee that Israel has not provided the EU with any evidence proving their accusations that 6 Palestinian rights organizations are terrorist entities. PA prime minister Mohammed Shtayyeh was also present at the meeting and criticized the new Israeli government’s approach to Palestinians and stance against a 2-state solution. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. In the West Bank, Israeli settlers attacked Palestinian farmers near Huwwara, injuring 2 with iron rods and stones and killing 1 sheep and injuring 3 others. Israeli forces violently dispersed Palestinian protesters during a rally on the 17th anniversary of the death of Yasir Arafat in Ramallah; 14 were injured by rubber-coated bullets and others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinians throwing stones at checkpoints near Halhul, al-Bireh, and Abu al-Rish, injuring several with tear gas. The lawyer of 1 Palestinian prisoner complained that his client was convicted of a crime that he allegedly committed outside of prison while being in Israeli custody. The man is convicted of throwing rocks at Israeli forces in June of 2019 in Jalazun refugee camp. He was in prison at that time. (HA 11/11)

The PA foreign ministry said that NSO Group’s Pegasus spyware was detected on phones belonging to 3 Palestinian officials working on preparing material for the ICC in the case against Israel. The foreign ministry did not name the organization that had detected the spyware, but said it was a professional Palestinian institution. Israeli forces also violently dispersed Palestinian protesters in Hebron, causing tear-gas related injuries. 9 Palestinians were arrested during late-night raids in Jalazun refugee camp, Beitunia, Silwad, Rantis, Tulkarm, Jannatah, and Beit ‘Anan; Israeli forces violently dispersed Palestinians protesting the raid in Beit ‘Anan with live ammunition and tear gas and no injuries were reported. In Gaza, Israel said it had downed a drone belonging to Hamas, which crashed into the sea. Haaretz reported that the Israeli military did not know that AP and Al Jazeera had offices in al-Jalaa high-rise in Gaza before deciding to level it on 5/15. Top officials in the Israeli military, including chief of staff Aviv Kochavi, were alerted to the fact after the decision was made to target the building, but before the strike was carried out, and nevertheless decided to go ahead with the strike. Israel never publicly released any evidence to back its claim that Hamas operated out of al-Jalaa building. (HA, MEMO 11/8)

The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. Front Line Defenders published an investigation showing that the Israeli NSO Group’s Pegasus spyware had been used to spy on 6 Palestinian human rights activists, including 1 field researcher working for Al-Haq, the executive director of Bisan Center for Research and Development—a U.S. citizen—1 Palestinian lawyer who works for Addameer and had his permanent residency in East Jerusalem revoked on 10/18, and 3 unidentified Palestinians. Front Line Defenders investigated 75 iPhones and found 6 were infected with Pegasus spyware, later confirmed by Citizen Lab and Amnesty International. The 3 named victims work for organizations deemed to be terrorist groups by Israel’s defense minister Benny Gantz on 10/22 for alleged connections with the PFLP. NSO Group was blacklisted by the U.S. on 11/3 for facilitating attacks on human rights activists and journalists. Israeli forces also razed a paved road connecting Ya‘bad and Mariha and delivered a demolition notice for a house under construction in Ghazara. 6 Palestinians were arrested during late-night raids in Qalandia refugee camp, Rantis, Tulkarm, and Tulkarm refugee camp. In East Jerusalem, Israeli forces and Israeli settlers clashed with Palestinians at the Damascus Gate plaza, injuring dozens of Palestinians; 22 were arrested. A video showed Israeli forces pulling 1 woman by her hair and beating Palestinians with batons. Palestinians in East Jerusalem have in recent weeks expressed dismay over Israeli forces’ decisions to disperse Palestinians present at the Damascus Gate plaza, leading to stone throwing. Palestinians also threw stones at a public bus near the plaza, lightly injuring 2 in the bus. In Israel, Israeli authorities delivered eviction notices for some 30 Palestinian shop owners in Tayibe and Qalansuwa, claiming that their stores were built without the correct zoning permits. Hussein al-Sheikh, head of the PA Civil Affairs Committee, said Israel had approved the registration of 4,000 unregistered Palestinians living in the West Bank, allowing them to receive Israeli-issued ID cards to be used at Israeli checkpoints. The far-right Kahanist Israeli lawmaker Itamer Ben-Gvir of the Religious Zionist party and Ayman Odeh of the Joint List got into a physical altercation at a hospital in Rehovot, where Ben-Gvir was trying to provocatively visit a Palestinian prisoner who has been hunger striking for 90 days. The Palestinian is protesting his administrative detention and is said to be in life-threatening condition. Odeh was with the family of the hospitalized prisoner when Ben-Gvir tried to provoke the family. Ben-Gvir later filed a complaint against Odeh at a police station, saying he was physically attacked. U.S. ambassador to the UN Linda Thomas-Greenfield called reports of Israeli settler violence against Palestinians and their property “abhorrent” and called on Israel to fully investigate the incidents and the lack of response by Israeli forces during a UN security council meeting. Ambassador Thomas-Greenfield also noted that the U.S. believes that the UN security council has an outsized focus on issues related to Israel. In the West Bank, Israeli settlers from the Yitzhar settlement chased Palestinians harvesting olives off their land in Burin. Israeli settlers also attacked Palestinians harvesting olives with stones and sticks near Qalqilya. Elsewhere, Israeli settlers threw stones at Palestinians harvesting olives near Bidya. Israeli settlers also attacked PA land surveyors working in the Masafer Yatta area, forcing them to leave. Meanwhile, Israeli settlers vandalized Palestinian-owned vehicles near Beit Iksa. Haaretz reported that the Israeli military did not refer an incident to the Israeli police where an Israeli settler took an assault rifle from an Israeli soldier and shot at Palestinians on 6/26. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. Israeli forces demolished a blacksmith shop, a carpentry shop, a car repair shop, a car wash, and a food store in Haris, an agricultural pond near Bardala, and 1 wall in Bani Na‘im. Israeli forces also seized 1 caravan serving as a medical clinic east of Yatta. 5 Palestinians were arrested, including 4 during late-night raids in Hebron and Jenin and 1 at a checkpoint in near the Gush Etzion settlement bloc; during the raids in Jenin, Israeli forces shot and injured, with live ammunition, 6 Palestinians protesting the incursion. Israel’s foreign minister Yair Lapid met with 26 foreign ministers from EU countries in Brussels. During the meeting, Foreign Minister Lapid told his EU counterparts that he supports a 2-state solution but that he believes it is unfeasible. Lapid also said that he is for improving the lives of Palestinians by building their economy. Former Jordanian finance minister and royal court official Bassem Awadallah and Sharif Hasan bin Zaid, a member of the royal family, were sentenced to 15 years in prison for sedition and incitement against the Jordanian king Abdullah II. The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. In the West Bank, Israeli settlers masked and armed with clubs attacked a Palestinian family of 10, including 8 children, as they were working their land south of Hebron; the 2 parents were evacuated to a hospital in Hebron; the settlers also vandalized the family’s vehicle. B’Tselem circulated a video of the incident; the family later said that it had filmed the whole incident because Israeli authorities had said it needed proof that settlers were frequently trespassing on their property. Israeli settlers also threw stones at Palestinian homes near Yatta. Elsewhere, Israeli settlers raided Burin, throwing stones at Palestinian homes; when Palestinians confronted the settlers, Israeli forces intervened, injuring 1 Palestinian with live ammunition and others with tear gas. 18 Democratic senators signed a letter addressed to Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz, warning that annexation of parts of the West Bank “would betray our shared democratic values by denying Palestinians’ right to self-determination in a viable, sovereign, independent and contiguous state.” It further stated that annexation would likely erode the American people’s support for the U.S.-Israeli special relationship. In the West Bank, Israeli settlers attacked 1 Palestinian shepherd and stole 2 sheep south of Hebron. Israeli forces injured 1 Palestinian man with live ammunition by the separation wall north of Qalqilya. Israeli forces also delivered 1 demolition order for a house under construction in al-Khadir. 9 Palestinians were arrested, including 8 during late-night raids in and around Nahalin, Ya‘bad, Far‘un, and Hebron; 1 was shot and injured before being arrested near Taqqua after allegedly throwing stones at settler vehicles. During a separate raid in Kobar, 1 Palestinian was injured by live ammunition. In East Jerusalem, 1 Palestinian woman from Silwan died of the COVID-19 virus; she is the 2d Palestinian to succumb to the virus in East Jerusalem. Israel ordered PA police not to enter Kafr ‘Aqab, which is located within East Jerusalem but on the West Bank side of the separation wall, after local activists requested the PA police to help enforce a lockdown. Israel has not been helping local authorities impose the lockdown. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, injuring 1 with a rubber-coated bullet to his head and damaging 1 boat. In the West Bank, Israeli settlers razed Palestinian-owned tracts of land in Qusra, using bulldozers. 8 Palestinians were arrested, including 5 during late-night raids in and around Tulkarm, al-Bireh, Jenin, and Jericho; 3, all minors, were arrested after allegedly throwing stones at Israeli forces near Qalqilya. In East Jerusalem, 3 were arrested during late-night raids in the Old City. In the West Bank, Israeli forces attacked Palestinian protesters throwing stones in Kafr Qaddum by using a bulldozer to push large stones downhill toward the protesters, 1 Palestinian was hospitalized after being hit by 1 of the stones. Israeli forces also violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Beita, Nablus, Jenin, Qalqilya, al-Fawar refugee camp, and Bil‘in, leading to tear-gas related injuries. Israeli armed settlers attacked Palestinians in al-‘Awja, injuring 2 Palestinians who were taken to a hospital in Jericho. Israeli settlers also toured 2 Palestinian villages near Tubas; before the settlers arrived, Israeli forces had sealed off a main checkpoint in the area to prevent the movement of Palestinians. Qatar announced that it would increase its aid to Gaza by $15 million after a meeting between Hamas leader Yahya Sinwar and Qatari envoy Mohammed al-Emadi. Part of the aid package provides some 120,000 Palestinian families in Gaza $100 by the end of February and $24 million would be spent on building a new hospital in Rafah. (HA 2/22)

In the West Bank, for the 2d day in a row, Israeli settlers from the Yitzhar settlement clashed with Israeli forces. Israeli settlers also damaged a Palestinian-owned home near Jalud. Israeli forces shot and injured a Palestinian minor who allegedly was throwing stones near Qalqilya. Israeli forces handed out notices in Qaryut informing residents of plans to seize 700 dunams (173 acres) of Palestinian-owned land. Elsewhere, in ‘Azun, Israeli forces closed a metal gate on an eastern entrance and put up a flying checkpoint on the western entrance to the town. 2 Palestinians were arrested, including 1 at a checkpoint in Qalqilya; and 1 during a house raid in Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; at the same time, Israeli forces arrested 5 Palestinians in the area. In Gaza, the Erez border crossing was closed by Israel. After 5 days of protests in Lebanon, the Lebanese cabinet approved new measures to deal with the country’s economic crisis, including cutting the salaries of top officials in half. In Kafr Haris near Salfit, Israeli settlers injured a Palestinian while throwing stones at his house. In a separate incident, Israeli settlers ignited 2 Palestinian-owned olive groves in Madama. 8 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Bethlehem, and Qalqilya. In East Jerusalem, 3 Palestinians were wounded and 1 arrested during an Israeli raid in Issawiyya. A 60-year-old man died of wounds sustained after being beaten by Israeli forces earlier in June. In the West Bank, a Palestinian minor arrested for allegedly throwing stones was shot by Israeli soldiers after he attempted to flee blindfolded and handcuffed near Tuqu‘. After Palestinians argued with the Israeli soldiers, they brought the minor to a hospital for treatment. Elsewhere, Israeli forces demolished a house in Hebron belonging to a Palestinian convicted of killing an Israeli settler. Clashes between Israeli soldiers and Palestinians ensued during the demolition; no injuries were reported. Also in Hebron, a group of Israeli settlers broke into a Palestinian family’s home and attacked family members with pepper spray; once they left the home, they attacked a Palestinian bystander. In Qalandia, Israeli forces raided several shops and street vendors, leading to clashes with Palestinians. Israeli forces also patrolled in and around Sabastiyya, warning Palestinians not to obstruct Jewish celebrations in the village scheduled for 4/23. For the 2d time this week, Israeli forces dismantled a residential tent in Susiya, confiscating equipment to raise the tent and leaving a family of 10 homeless. In Gaza, Israeli forces opened fire on Palestinian fishermen in several separate instances and opened fire on Palestinian farmers working their land in Khuza‘a near Khan Yunis. In a controversial interview with Israeli Channel 12, Prime Minister Benjamin Netanyahu said that if he wins the upcoming Israeli elections, he “will extend sovereignty but I don’t distinguish between the settlement blocs and the isolated ones, because each settlement is Israeli and I will not hand it over to Palestinian sovereignty.” Netanyahu further stated, “I will not divide Jerusalem, I will not evacuate any community and I will make sure we control the territory west of Jordan.” Netanyahu also said that the evacuation of Khan al-Ahmar “it will happen, I promised and it will happen at the soonest opportunity.” Netanyahu’s statements were largely understood as a pledge to annex the West Bank. At the World Economic Forum on the Middle East and North Africa in Jordan, the Omani foreign minister Yusuf bin Alawi bin Abdullah said at a panel that Palestinians should reassure Israel that it is not under threat in the Middle East. Yusuf bin Alawi’s comment was quickly rebuked by Jordanian foreign minister Ayman Safadi, stating that the Arab Peace Initiative stipulates that normalization with Israel is based on Israeli withdrawal of occupied Palestine. In the West Bank, unidentified assailants set fire to a cherry orchard in the Israeli settlement Kfar Etzion overnight, causing moderate damage.
