In the West Bank, Israeli settlers set up a tent on Palestinian-owned land in Qusra. Israeli settlers also razed 15 dunams (3.7 acres) of agricultural land planted with wheat in Jalud. Israeli forces seized 1 tent and 1 electric generator in Masafer Yatta. Israeli forces also demolished 1 house near Bethlehem. Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. In a joint statement by a number of PLO parties, the members said that “[t]here will be no elections without Jerusalem, and Israel possesses no veto to this.” (WAFA 4/12; TOI 4/13)

Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The decree still needs the approval of the defense minister, prime minister, and president before it becomes valid. (AJ, AP, HA, REU 4/12; REU 4/13; REU 4/15)

The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. The EU is in the process of mediating between the U.S. and Iran to get the U.S. to rejoin the Joint Comprehensive Plan of Action. (AJ, ALM, HA, REU 4/12; ALM 4/13)

In the West Bank, Israeli forces delivered a stop-work order for a mosque under construction in Kardala in the northern part of the Jordan Valley, 1 demolition notice for an agricultural structure south of Bethlehem, demolished 1 shack in Burqa, demolished parts of a structure at a tourist site in Sabastiyya, and razed 2 dunams (.5 acres) of land south of Bethlehem. Elsewhere, Israeli forces clashed with Palestinians near Taqqua; 2 Palestinians were hospitalized with wounds from rubber-coated bullets and live ammunition. 5 Palestinians were arrested during late-night raids in and around Hebron and Bethlehem. Israeli settlers planted trees in Palestinian-owned land near Artas. In Gaza, Israeli forces opened fire on agricultural lands east of Bayt Hanun no injuries were reported. Israeli prime minister Benjamin Netanyahu and coalition partner Benny Gantz of Israel Resilience agreed to terms of a unity government, including splitting the 4-year term as prime minister with Netanyahu serving the first half and Gantz serving as deputy prime minister and defense minister; decisions on annexation of the entirety or parts of the West Bank to start after 7/1, and Gantz will not have a veto in the decision; and Netanyahu can veto appointments for attorney general and state prosecutor, both positions involved in Netanyahu’s upcoming trial. Syrian state media reported that the country’s military had intercepted several Israeli missiles over the Palmyra area. According to the London-based Syrian Observatory for Human Rights, 9 people were killed by the Israeli missiles, including 3 Syrian nationals. The Iranian foreign minister Mohammad Javad Zarif was in Damascus earlier in the day meeting with Syrian president Bashar al-Asad. (HA 4/20; AJ, JP 4/21)

Along Gaza’s border, IDF troops shoot and injure a Palestinian minor approaching the border fence near Khan Yunis. They also open fire on Palestinian farmers and shepherds near Dayr al-Balah and al-Bureij refugee camp, causing no reported injuries. In the West Bank, Israeli settlers assault and lightly injure a number of Palestinian farmers working near Hebron. Israeli forces demolish a number of structures on Palestinian farmland near Bethlehem and seize a tractor from a farm near Tubas. IDF troops arrest 7 Palestinians during late-night raids near Tulkarm, Ramallah, Nablus, and Jenin; and patrol near Qalqilya, Hebron, and Ramallah. An unexploded piece of Israeli ordnance detonates in the northern Jordan Valley, killing 4 Palestinian-owned cows. In East Jerusalem, Israeli MK Yehuda Glick (Likud) leads a group of right-wing Jewish activists on a tour of Haram al-Sharif. Separately, Israeli forces arrest 3 Palestinians during a raid in Hizma. Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Earlier this month, PA foreign minister Riyad al-Maliki said he intended to file the paperwork for another full membership bid before the end of 1/2019. (AP, TOI 1/29)

Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. A PA spokesperson calls the move “unacceptable.” “We call on the countries sponsoring this agreement to take a clear stance from this grave Israeli position and to immediately act to pressure the Israeli government to continue implementation of the agreement as agreed and not to treat Israel as a state above the law.” (HA, JP, TOI, WAFA, WAFA 1/28; MNA, TOI 1/29; FMEP 2/1)

In the West Bank, IDF troops shoot and injure 1 Palestinian during clashes sparked by a raid near Jenin; arrest 5 Palestinians during further raids near Bethlehem, Hebron, and Jenin; and patrol near Nablus and Hebron. Israeli settlers bulldoze 30 dunams (approximately 7.5 acres) of Palestinian land south of Nablus. In East Jerusalem, Israeli forces assault and injure a Palestinian and arrest a 2d during a raid in Jabal Mukabir. They arrest 3 more Palestinians during raids in Qalandia refugee camp and Qatanna. At a formal ceremony in New York City, PA president Mahmoud Abbas assumes chairmanship of the UN’s Group of 77 and China, pledging to “pursue the path paved by previous chairs” and to “strive to carry forth the legacy and traditions of our group in addressing the challenges before us for achieving progress and prosperity for our peoples and states.” The group comprises 134 member states, making it the UN’s largest bloc. Meanwhile, PA foreign minister Riyad al-Maliki says that the Palestinians still intend to move forward with their bid for full membership at the UN this month, despite a likely U.S. veto. Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and 2 areas along Gaza’s border; 7 Palestinians are injured and at least 4 are arrested. On Gaza’s border, an explosive device detonates under an armored Israeli bulldozer, causing damage but no injuries. Off Gaza’s coast, Israeli naval forces open fire on 2 Palestinian fishing boats nr. Rafah, injuring 2 fishermen, arresting 4, and then confiscating the boats. In the West Bank, IDF troops conduct house searches and raids nr. Hebron and Bethlehem, arresting 2 Palestinians and issuing arrest summons to 4; patrols in 3 villages nr. Hebron. In East Jerusalem, Israeli forces disperse Palestinians conducting a sit-in in Silwan in protest of Israeli efforts to Judaize the city; 6 Palestinians are arrested and a tent is confiscated. A U.S. State Dept. spokesperson says that the Obama admin. has not decided whether or not to support the draft UNSC res. condemning Israel’s settlements that the Palestinians circulated earlier in the week (a U.S. veto would scuttle the effort). Separately, 394 mbrs., or 90%, of the House of Representatives sign onto a letter calling on U.S. pres. Obama to “oppose and, if need be, veto one-sided UNSC resolutions,” inter alia. In the Gaza Strip, IDF troops e. of al-Bureij arrest 3 Palestinians as they attempt to cross the border fence into Israel. Late at night, Israeli soldiers stationed nr. Jabaliya open fire on a group of stone-throwing Palestinians, injuring 5. Off the n. coast of Gaza, Israeli naval forces open fire on several Palestinian fishing boats, causing damage but no injuries. Meanwhile, the union of hospital sanitation workers suspends its strike after PA ministers agree to pay the salaries of 750 mbrs. who had not received full wages since 6/2. Overnight, 1 Palestinian is killed and 4 are injured in an explosion at a Hamas military facility in s. Gaza. In the West Bank, IDF troops clash with around 30 stonethrowing Palestinians nr. Nablus, lightly injuring 1 with rubber-coated metal bullets. Israeli soldiers also assault and arrest 1 Palestinian at a checkpoint nr. Jenin. The IDF conducts house searches and arrest raids nr. Jenin and Hebron; patrols nr. Hebron and Tubas. Dozens of Israeli settlers clash with Palestinians nr. Burin village, s. of Nablus, after the settlers cut down an electricity line that leads to a Palestinian home. In East Jerusalem, municipal officials accompanied by security forces deliver 11 demolition orders to residences in Silwan. Elsewhere, 140 right-wing Jewish activists enter Haram al-Sharif, sparking verbal confrontations with Palestinian worshippers. Israeli forces detain 3 Palestinian photographers during the incident. Reps. of the major Palestinian political parties meet in Gaza and discuss a 5-point initiative jointly presented by the PFLP and Islamic Jihad to kick-start the national reconciliation process. Meanwhile, 1,000s of supporters of Mohammad Dahlan, the exiled former PA and Fatah official, gather in a Hamas-approved demonstration as a corruption trial against him opens in the West Bank. Pres. The U.S. announces that it will oppose the proposed UNSC res. submitted by the Palestinians on 12/17. Meanwhile, a senior Palestinian official says that the Palestinian res. lacks the support of 9 mbrs. of the UNSC, which would be required for the res. to pass, and is vulnerable to a veto by a permanent mbr. state. In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. Iranian and U.S. diplomats hold bilateral talks over Iran’s disputed nuclear program ahead of negotiations between Iran and the P5+1 on 12/17. The 2 sides agreed to a 7-mo. extension to the talks on 11/24. (AFP 12/15)

Israeli PM Netanyahu says that “the idea of taking unilateral steps is gaining ground” among Israel’s political class, particularly in light of the collapse of U.S.-led negotiations, in an exclusive interview published by Bloomberg View. Netanyahu’s office subsequently clarifies that this is not a reference to any intention to evacuate settlements. Economy Minister Naftali Bennett welcomes the remarks and urges the adoption of his plan, which would include the annexation of parts of the West Bank. Meanwhile, senior Palestine Liberation Organization (PLO) official Hanan Ashrawi condemns talk of unilateral steps as a way to bypass talks, while U.S. State Dept. spokesperson Marie Harf responds to Netanyahu’s remarks by emphasising that “no one should take any steps that undermine trust, including unilateral.” (Bloomberg, HA, YA 5/23)

China and Russia veto a UN Security Council (UNSC) res., drafted by France, referring the Syrian crisis to the International Criminal Court (ICC) for an investigation into possible war crimes. The 13 other mbrs. of the UNSC vote in favor. It is the 4th time that China and Russia have blocked Western-drafted resolutions on Syria since spring 2011. Meanwhile, the Organization for the Prohibition of Chemical Weapons (OPCW) says that the last 100 tons of Syria’s declared stockpile of precursors for poison gas and nerve agents are ready for transport, but Syrian authorities say it is too dangerous to move them for the time being. Gunmen kill Shadi al-Manaei, leader of Ansar Bayt al-Maqdis, along with 3 other mbrs. of the Egypt-based militant group, in a drive-by shooting in c. Sinai. Egyptian officials say that the attack is likely revenge for the group’s killing of local tribesmen as “collaborators.” (AP 5/22)

Lawmakers allied with Hizballah boycott a session of Lebanon’s parliament, blocking the body from electing a new pres. This is the 5th failed attempt in the past mo. Lebanon’s current pres., Michael Suleiman, is scheduled to leave office on 5/24, the last day of his 6-year term. (AP 5/22)

Bosnia, a rotating UNSC mbr., announces that it will abstain from the vote on the Palestinian membership in the UN, making it impossible for the Palestinians to secure the 9 votes needed to approve the application, making a U.S. veto unnecessary. The lack of 9 supporting votes also means the Palestinians cannot ask the UNGA to consider the measure under the Uniting for Peace res. (res. 377). (NYT 11/1)

UNESCO’s general conference votes (107-14, with 52 abstentions and 20 not present) to approve Palestine’s full membership. The U.S., Israel, and Canada immediately announce they are cutting off funding to the organization. (CNN, HA 10/31; NYT, WT 11/1)

Unidentified Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. Israel prepares to launch a major attack on Gaza in response, but Egypt intervenes, saying intelligence indicates it was a small Salafist group that fired the rockets, not Hamas or Islamic Jihad, and asking Israel to wait 24 hrs. before responding to see if the cease-fire will take hold. The IDF makes a major air strike on Bureij r.c. in Gaza, destroying 1 building and damaging 8 nearby houses and a poultry farm, injuring 1 child. The IDF also makes 4 air strikes on an Islamic Jihad training site nr. Khan Yunis, causing no injuries. In the West Bank, the IDF patrols in a village nr. Tulkarm. In the West Bank, Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam nr. Lebanon introduces a draft of a major United Nations Security Council res. for debate that urges the international community to denounce Israeli settlement activity, using wording that artfully pieces together official U.S. statements on settlements to make it harder for the U.S. to object or veto. The U.S. ultimately urges Abbas to suspend discussion of the draft until a Quartet meeting on 2/5, suggesting the Quartet might issue a statement confirming 1967 borders as the basis of final status negotiations and condemning Israeli settlement construction. (NYT 1/20)

At an Arab economic summit in Sharm al-Shaykh, Arab leaders pledge $2 b. to shore up regional economies and generate jobs in hopes of preventing the spread of antigovernment riots like those in Tunisia. Saudi Arabia and Kuwait each pledges $500 m., with 11 other states pledging the other $1 b. Observers say however (see NYT 1/20) that leaders are acting more out of a desire to secure their leaderships than to reform and develop their economies, noting that none of the similar initiatives agreed at the last economic summit in 2009 have been implemented. By this date, numerous self-immolations (some fatal) and antigovernment protests have taken place in Algeria, Egypt, Jordan, Mauritania, Morocco, Saudi Arabia, and Yemen since the fall of Ben-Ali on 1/14, citing Tunisia as inspiration. In response to the Yemeni riots, the most severe to date, Pres. Ali Abdullah Saleh has cut income taxes in half, imposed price controls on basic goods, raised salaries for the army, and vowed his son will not succeed him, while the EU has announced an additional $19.5 m. in support to Sana’a for poverty programs. Israel, Syria, Turkey announce that Israel and Syria have been holding “serious and continuous” indirect peace talks through Turkish mediators since 2/07; high-level Israeli and Syrian negotiating teams are in Istanbul taking part in a preliminary round of indirect negotiations. Lebanese political figures holding national unity talks in Doha formally announce that they have reached a comprehensive agmt. ending their 18-mo. political standoff and paving the way for Gen. Michel Suleiman’s election as pres, including agmts. on redistricting Beirut, an electoral law, and allotment of cabinet seats that will give Hizballah veto power over major decisions. In Gaza, the IDF fires on residential areas of Khan Yunis, wounding 1 Palestinian. In the West Bank, the IDF conducts arrest raids, house searches in Askar r.c. and Jenin town and r.c., in and around Tulkarm (raiding the offices of the Palestinian Center for Media and Studies, vandalizing them, confiscating computers and electronic equipment, and sealing the offices), nr. Bethlehem. Jewish settlers in Hebron attack a group of 40 Palestinian children on their way to school, injuring several, stealing some of their school bags. Separately, Jewish settlers fr. In Lebanon, 5 Hizballah and Amal cabinet mbrs. quit the cabinet over the failure of the national dialogue over 4 days to reach a new power sharing agmt. PM Siniora says he will not accept their resignations, though he may not be able to enforce his decision. The 4 days of talks broke down over Hizballah’s demands that it, with its allies, be allocated a third of cabinet seats, so it would have veto power over cabinet decisions. The governing coalition is willing to allow Hizballah’s ally, the Free Patriotic Movement led by Christian leader Michel Aoun, to enter the cabinet, but not with enough seats to have automatic veto power. (Eight ministers would need to resign to collapse the Siniora government.) The governing coalition portrays Hizballah’s attempts to obtain a veto as an effort to block creation of an international tribunal on the Hariri assassination (see 11/10). PLO Chmn. Arafat asserts his right to choose Palestinian delegates to peace conference, again rejects Israeli veto over delegation's composition. Arafat also indicates that Palestine National Council will convene in Algeria next month to discuss peace initiative. (NYT 8/7)

In statement to U.S. press, King Hussein states not every city in occupied territories need be represented at peace conference, in reference to PLO insistence that E. Jerusalem Palestinians be allowed to participate in peace conference. (MEM 8/6)
