In the West Bank, Israeli settlers razed Palestinian-owned land near the villages of Jalud and Qaryut. Israeli forces closed an agricultural road, forced Palestinian farmers to leave their land, and demolished a house under construction south of Tulkarm. Israeli forces also delivered a stop-work notice for a barn south of Hebron. Elsewhere, Israeli forces raided several areas of Ramallah, arresting 4 Palestinians and seizing a car. During 1 of the raids, Israeli forces clashed with Palestinians, leading to tear-gas related injuries In East Jerusalem. PA security forces entered Kafr ‘Aqab within the Israeli municipal boundaries of Jerusalem, but on the West Bank side of the separation barrier to address friction over a roadblock between residents and members of Fatah to prevent the spread of the COVID-19 virus. 1 Palestinian was hit by a bullet from an unknown perpetrator. The PA said it had informed Israeli authorities about the intervention. Elsewhere, Israeli forces raided Issawiyya; it was reported that several Palestinians were beaten and 1 Palestinian was arrested. Later, 6 other Palestinians were arrested in Issawiyya. Syrian media reported that Israeli jets fired missiles at targets in western Syria from Lebanese air space, but that the missiles were intercepted. (AJ, HA 3/31)

In the West Bank, Israeli forces arrested 12 Palestinians during late-night raids in and around Jericho, Qatanna, Ramallah, al-Bireh, Bethlehem, Nablus, and Hebron. PA security forces violently dispersed a celebration for the release of a Palestinian from Israeli prison; 1 Palestinian minor was fatally wounded and another injured. Israeli settlers threw stones at Palestinian shepherds east of Yatta. In East Jerusalem, Israeli forces demolished a horse barn in Jabal Mukabir. In Gaza, Israeli authorities said they would expand the fishing zone to 15 nautical miles, and allow an additional 2,000 merchants to obtain exit permits. In retaliation for the cross-border attack in Gaza on 5/26, the IDF fires artillery shells at Hamas and Islamic Jihad in Palestine (PIJ) sites east of Dayr al-Balah and Rafah, killing 3 Palestinians, including 2 PIJ fighters, and completely destroying 1 of the sites. The IDF says that PIJ fighters planted an improvised explosive device along the border fence earlier in the day. Later, IDF troops stationed along Gaza’s border open fire on 3 Palestinians approaching the border fence, injuring all of them. In the West Bank, Israeli settlers destroy 700 grapevines in a Palestinian vineyard near Hebron. Later, an Israeli settler reports extensive vandalism in his vineyard near Ramallah, apparently in retaliation for the earlier attack. IDF troops conduct raids in al-Am‘ari refugee camp near Ramallah, searching for the Palestinian who dropped a marble slab on an Israeli soldier amid clashes on 5/24. They arrest 5 Palestinians, sparking minor clashes; 13 Palestinians are injured. The IDF also arrests 7 Palestinians during late-night raids near Hebron, Bethlehem, Jenin, and Tulkarm; and patrols near Hebron. In East Jerusalem, Israeli police shoot and injure a Palestinian driver when she allegedly ignores their calls to stop driving toward them. The Israeli police say that they suspected her of carrying an explosive device under her clothes. Separately, Israeli security forces arrest 6 Palestinians for waving Hamas flags at Haram al-Sharif. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. In the West Bank, IDF troops shoot and injure a Palestinian driver after he allegedly rams his car into a group of Israeli security forces at a junction nr. Nablus, injuring 4. They also violently clash with Palestinian protesters at Palestine Technical University in Tulkarm (the IDF maintains a shooting range close to the university and blocked administrators from building a wall to deter violent protests at the range last mo.), w. of Qalqilya, and outside a settlement nr. Ramallah, injuring 16 Palestinians. The IDF assaults 1 Palestinian and arrest 19 others during raids and house searches in Jenin r.c.; 4 villages, Qaddura r.c., and Qalandia r.c. nr. Ramallah; and 7 villages nr. Hebron. Israeli settlers assault Palestinians picking olives outside Burin village nr. Nablus, causing no major injuries; the settlers then set fire to some of the olive trees. Palestinians throw rocks at an Israeli settler’s car driving nr. Ramallah, causing moderate injuries. Palestinian gunmen later open fire on an Israeli settler’s car driving nr. Ramallah, causing damage. They also arrest 6 Palestinians on late-night raids in al-Thawri and Issawiyya. In Israel, Palestinian journalist and administrative detainee al-Qiq begins an open-ended hunger strike after being tortured in Israeli detention. Kerry reportedly rejects Netanyahu’s request for the U.S. to recognize construction within Israel’s settlement blocs in exchange for Israel undertaking measures to improve the humanitarian situation in the oPt. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. PA Pres. Abbas files a request with the Dutch embassy, asking the ICC to open investigations into suspected war crimes committed in the oPt since 6/2013. In response to the PA’s accession to the ICC, the Israeli cabinet decides to freeze the transfer of NIS 500 m. The World Bank transfers $31.6 m. to the PA via the Palestinian Reform and Development Plan Trust Fund. The money was donated by Australia, the UK, and Norway and will fund, among other things, emergency needs in Gaza. (WAFA 12/24; MNA 12/25)

In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. In the West Bank, a Palestinian man enters a supermarket in Mishor Adumim, an Israeli industrial zone in the Ma’ale Adumim settlement bloc, and stabs 2 Israeli settlers, lightly injuring them. An off-duty Israeli security officer shoots him in the leg and the Israeli police detain him. Later, 2 Palestinian men are arrested in connection with the incident and IDF troops raid the injured man’s home in al-‘Izzariya. Separately, IDF troops shut down a secondary school nr. Nablus after a group of Palestinians throws stones at Israeli vehicles on a nearby road on 12/2. IDF troops patrol in ‘Askar r.c. nr. Israeli forces deliver demolition orders and stop-work notices to Palestinians in 2 villages nr. Bethlehem. The IDF conducts arrest raids and house searches nr. Nablus, Ramallah, and Tulkarm. In East Jerusalem, Israeli security forces enter the Jabal Mukabir neighborhood, sparking clashes with stone-throwing Palestinians nr. the homes of the 2 Palestinian men who were killed after they attacked a West Jerusalem synagogue on 11/18. During the clashes, Israeli forces detain 1 Palestinian boy and injure others with tear gas canisters and rubber-coated metal bullets. Separately, Israeli forces arrest another Palestinian boy in Silwan. Meanwhile, around 300 Israeli security officers escort multiple construction vehicles into Shu‘fat r.c., and they demolish around 20 stores and the abandoned Cola building for the expansion of an Israeli checkpoint. Reps. of all the parties in the Knesset meet and agree to hold elections on 3/17/2015. Following the meeting, the full body votes in favor of dissolving the 19th Knesset. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu. Overnight, a mentally disabled Palestinian enters a home in the Yitzhar settlement; Israeli settlers and settlement security officers beat the man, causing moderate injuries, before IDF troops arrive to detain him. The Palestinian leadership has decided to postpone its submission of a UNSC res. calling for a timetable to end the Israeli occupation, originally planned for late 11/2014. The decision is reportedly caused by a combination of strong U.S. opposition, threats of sanctions, and bad timing, with the UNSC largely focused on the negotiations over Iran’s disputed nuclear program. They bring him back to the Messicot settlement and Israeli soldiers detain him for several hours. Nr. Ramallah, Israeli settlers set a Palestinian home on fire and leave racist graffiti on the walls. Palestinian youth set fire to the checkpoint at the entrance to al-Shuhada Street, prompting the IDF to close the checkpoint intermittently for 3 weeks. Jericho and demolition notices for 6 wells in Qusra village in the n. West Bank, where Israeli settlers later attack Palestinian property; 2 of the settlers are detained. Jordan’s King Abdullah says that his country will confront Israel’s “unilateral policies” and work to protect “Muslim and Christian holy sites,” in response to the 10/30 closing of Haram al-Sharif and the escalating tensions in Jerusalem. It is the deadliest single attack on Egyptian security forces in Sinai since the escalation of violence began after the 7/2013 military ouster of thenpres. Mohamed Morsi. The Guardian and Yedioth Ahronoth publish a letter from 43 active reservists and veterans of Israel’s Unit 8200, an elite intelligence gathering division. A mortar shell fired from inside Syria lands in the Israeli-occupied Golan Heights, likely a misfire during battles between Syrian govt. forces and rebels, causing no damage or injuries. (HA, YA 9/12)

The Palestinian and Israeli negotiators agree on an open-ended cease-fire deal, which PA Pres. Abbas confirms in a brief televised address. The agreement contains 3 points: Israel will permit humanitarian aid and construction material to enter Gaza; Israel will restore the fishing zone from 3 to 6 naut. mi. away from the shore, and gradually extend it to 12 by the end of 2014; and indirect negotiations will continue within 1 mo. in Cairo to deal with the remaining disputes, including Hamas’s demand for sea and airports in Gaza, and the release of recently rearrested prisoners who were released in the Shalit deal. Additionally, talks between Palestinian officials and Egyptian authorities are scheduled to take place soon with the goal of opening the Rafah crossing permanently. Israeli PM Netanyahu agrees to the cease-fire deal without putting it to a vote in the security cabinet, a move reportedly opposed by Economy Minister Naftali Bennett. In the Gaza Strip, the IDF continues its assault and armed Palestinian groups continue firing projectiles into Israel until the new ceasefire goes into effect in the evening. The Israeli air force hits approximately 32 targets, while IDF troops stationed along the border fence open fire on 3 occasions, 2 with artillery and 1 with live ammunition. Six Palestinians die in the attacks, and dozens are injured. Among the targets in Gaza is the so-called Italian building, a 13-story residential and commercial complex. Though the building is mostly empty at the time of the Israeli strikes, its destruction leaves around 70 families homeless. Prior to the cease-fire, the armed Palestinian groups launch more than 180 projectiles into Israel, killing 2 Israelis and wounding 5. In the West Bank, 7 Israeli settlers attack a Palestinian nr. Jerusalem with knives and stones, leaving him unconscious. The IDF conducts house searches and raids in Nablus, 3 villages nr. Hebron, 3 villages nr. Ramallah, Jenin, 1 village nr. Jenin, and Tulkarm, arresting 17; patrols in 2 villages nr. Hebron and 2 villages nr. Salfit. In East Jerusalem, dozens of Palestinians gather in Bayt Hanina, al-Tur, and Wadi al-Juz to celebrate the cease-fire announcement and Israeli security forces disperse the celebrations with waste water, sound bombs, and tear gas. Also, Israeli authorities reopen the Erez border crossing, after closing it on 8/24. In the West Bank, a Palestinian teenager dies from injuries sustained in clashes with IDF troops on 8/15. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. In East Jerusalem, Israeli security forces enter Silwan to set up a mobile checkpoint and raid several houses. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 1 is injured by a bullet, and Ni‘lin, where 2 are injured by bullets. In addition, Jewish settlers attack 2 Palestinians in Bayt Hanina, seriously injuring 1. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire.
