A Hamas suicide bomber detonates a powerful device on a bus in Haifa, killing 14 Israelis, 1 Filipino, and injuring more than 40. Arafat condemns the attack, outlaws "any movement, organization, or gathering" that does not abide by his cease-fire order, orders confiscation of illegal weapons, reiterates plans for a crackdown, saying that around 90 Palestinians have already been arrested. Israel dismisses the arrests as "a stunt," seals PA areas, bans all Palestinian vehicular traffic, shells residential areas of Jinin. In one of several similar incidents in the Bethlehem area, 20 PSF officers attempting to arrest journalist Issa Zawahara, who has ties to Islamic Jihad, are chased off by an angry crowd of Palestinians. Although Hamas claims responsibility, Israel says the PA is "undoubtedly" behind the manufacture of homemade mortars, which Palestinians have increasingly used since late 1/01. Israeli-Palestinian clashes continue to escalate. In Rafah, the IDF assassinates Islamic Jihad activist Muhammad `Abd al-Al, firing wire-guided missiles fr. helicopter gunships at his truck. (2,000 Palestinians attend his funeral later in the day.) After an Islamic Jihad sniper kills an IDF soldier nr. Rachel's Tomb in Bethlehem in retaliation, the IDF fires missiles, tank shells, machine guns, grenades at Palestinian residential areas of the city, damaging 15 homes and wounding 8 Palestinians, including a 2-yr.-old girl, 3-mo.-old baby. The Popular Front for the Liberation of Palestine (PFLP) detonates a car bomb nr. an IDF patrol outside Qeddumim settlement, causing no injuries. The IDF demolishes 2 Palestinian homes in Bayt Umar; dig a 10 km. trench on Palestinian land in Bir al-Miyar nr. The IDF also demolishes 2 Palestinian homes in Bayt Umar; shells residential areas of Bayt Sahur, Bethlehem, al-Bireh (extensively damaging a school for the blind). Jewish settlers place caravans on a new site nr. Kafr Dik, which has been the target of repeated confiscation attempts since the 1980s, and begin bulldozing the area. Outgoing PM Barak pulls out of a coalition deal with PM-elect Sharon, officially resigns as Labor party head. The Arab League closes its 2-day emergency session, issuing a nonbinding resolution calling for a $1 b. Palestinian aid fund, recommending Arab states postpone further normalization with Israel. Barak formally suspends the peace process. In response, Arafat states that Palestinians have a right to an independent state with Jerusalem as its capital and "to accept it or not to accept--let [Barak] go to hell." Meanwhile, Israeli-Palestinian clashes escalate further, leaving 4 Palestinians dead, over 100 injured; 2 others die of injuries received earlier. The most violent exchange is nr. Bethlehem, where the IDF orders residents of Aida camp, Bayt Jala, Bayt Sahur to evacuate their homes before ordering machine guns, tanks, and helicopter gunships to fire into the area, targeting buildings fr. which snipers shot into nearby Gilo settlement and destroying 2 Palestinian factories, several houses, a power plant. The gunfire continues overnight. In Gaza, the IDF bulldozes Palestinian agricultural land along roads leading to Morag settlement. In Cairo, 1,000s of Egyptian students protest the failure of the Arab League summit to cut ties with or to call for military action against Israel. There are also reports of at least 1 Palestinian protest in Bethlehem denouncing Arab leaders, especially Mubarak, for the weak Arab League statement. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. The U.S. for the 1st time acknowledges that Arafat "may not have control of everything" but still says it expects a cessation of violence "within hours."
