In the West Bank, Israeli settlers raid Burin and Madama, throwing stones at homes and vehicles. Israeli forces demolish 2 homes in al-Matar near Jericho. Israeli forces also raze 15 dunams (3.7 acres) of land, uprooting around 150 olive trees in Husan. Elsewhere, Israeli forces arrest 15 Palestinians during late-night raids in and around Dheisheh refugee camp, Tell, Arura, as-Samu, Tulkarm, and Attil, including a Palestinian prisoner exchanged during the ceasefire deal in November 2023; 13 Palestinians released in the prisoner exchange have been rearrested. In East Jerusalem, Israeli forces arrest 20 Palestinians during raids in Isawiya. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 81 people. Israeli forces also raid al-Shifa Hospital, killing 20 people, including the person in charge of coordinating humanitarian aid to northern Gaza, Fayeq al-Mabhouh, and arresting more than 80 people, including Al Jazeera journalist Ismail al-Ghoul, who is released 12 hours later. An Israeli soldier is killed in combat. In Lebanon, Israeli forces bomb buildings in Adissa, Ramyah, and Kafr Kila. In Yemen, U.S. forces bomb 13 sites, saying they are targeting weapon storage facilities, drones, and anti-ship missiles. More than 31,726 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,792 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 426 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 249 Israeli soldiers have been killed and 1,482 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. A UN report says famine is expected in northern Gaza in May. Secretary-General Antonio Guterres calls the imminent famine “an entirely manmade disaster” that can be halted. Canadian prime minister Justin Trudeau speaks with Israeli war cabinet member Benny Gantz, voicing concerns over the Israeli plans to invade Rafah. In the West Bank, Israeli forces shot and injured 3 Palestinians, including a medic, with baton rounds during a late-night raid in Beita; others suffered tear-gas related injuries. Israeli forces issued a stop-work order for a house in Masafer Yatta. 11 Palestinians were arrested during late-night raids in Aida refugee camp, Azza refugee camp, Beit Umar, and Qalandia refugee camp. Lebanese parliament speaker Nahib Berry said a ceasefire had been reach in Ain al-Hilweh refugee camp. 16 people have been killed and some 150 injured since 9/7. (MEMO 9/14)

2 Israelis were sentenced to 11 and 4.5 years in prison for an attack on a Palestinian man in Jerusalem in 2021 during the Unity Intifada. Noam Elimelech was sentenced for stabbing the man 10 times in addition to punching and kicking him and for attacking a police officer. Naftali Elmakais was sentenced for punching the man after he was on the ground. The 2 Israelis also had to pay the Palestinian man $26,000 in damages. 2 other Israelis are convicted but have yet to be sentenced. (HA 9/14)

The Israeli Ministry of Justice said it managed to reconstruct a deleted video related to the arrest and assault on a Palestinian man in Shu’fat in August who had what appeared to be a Star of David imprinted on his face. Israeli police had claimed that there was not any video of the incident and that the 16 police officers who arrested the man all had their body cameras off. (HA 9/14)

PA finance minister Shukri Bishara said that the amount of funds from the PA tax revenue that Israel has withheld since 2019 had reached $800 million. (QDS, WAFA 9/14)

Israeli authorities claimed that they had seized 16 tons of ammonium chloride bound for Gaza from Turkey. Israel said the ammonium chloride can be used for making rockets and Israel has banned the import of the substance to Gaza. (HA, REU 9/14)

Israeli prime minister Benjamin Netanyahu’s office said that he and U.S. president Joe Biden will meet on the sidelines of the UN General Assembly next week. Netanyahu’s office also said that he will meet with South African tech billionaire and owner of X, formerly known as Twitter, Elon Musk in California on 9/18. Times of Israel reported that Saudi Arabia will co-host an event focused on revamping efforts to end the Israeli occupation of Palestine called “Peace Day Effort for Middle East Peace” on the sidelines of the UN General Assembly annual meeting. The U.S. decided to withhold $85 million in miliary aid to Egypt due to Egypt’s decision not to release political prisoners. The funds will be redirected to Taiwan and Lebanon, which will receive $55 million and $30 million respectively. (AJ, MEE 9/14)

Israeli forces shot and killed 1 Palestinian and injured 8 others during a raid in Balata refugee camp. Israeli forces also demolished a car scrap yard in Ein ad-Duyuk al-Tahta. Elsewhere, Israeli forces issued notifications that it will seize 70 dunams (17.3 acres) of land in Azzun ‘Atma and Masha. 8 Palestinians were arrested during late-night raids in Ya’bad, Dheisheh refugee camp, ad-Doha, Askar refugee camp, and Seida. Israel’s military advocate general said that the soldiers responsible for the death of Palestinian American Omar As’ad on 1/12/22 will not be criminally prosecuted. 78-year-old As’ad died of heart failure after being arbitrarily detained and left on his stomach on the floor in a yard of an abandoned house while handcuffed, blindfolded, and gagged. The U.S. State Department said on 6/14 that it is seeking more information from Israel about the decision not to charge the soldiers. Amnesty International released a report on the Israeli attacks on Gaza between May 9 and May 13, calling on the ICC “to consider the applicability of the crime against humanity of apartheid within its current formal investigation.” Amnesty found that 31 Palestinians had been killed, including in unlawful killings and possible war crimes. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 7 others during a raid in Nablus; 6 were arrested. An Israeli soldier was filmed assaulting the Palestinian human rights activist Issa Amro in Hebron. A video of the incident was circulated by New Yorker journalist Lawrence Wright, who was given a tour of Hebron by Amro at the time of the assault. The Israeli soldier was later sentenced to 10 days in military jail, despite receiving support from Israeli national security minister Itamar Ben-Gvir. 7 Palestinians were arrested during late-night raids in Silwad, al-Mazra‘a al-Gharibiya, Jaba’, Dura, Ein as-Sultan, and Dheisheh refugee camp. In East Jerusalem, a Palestinian 13-year-old allegedly stabbed and killed 1 Israeli soldier at a checkpoint in Shu’fat refugee camp before being shot and injured by a settler. 1 Israeli minor was also stabbed and injured in the Old City; Israeli police later arrested a 14-year-old Palestinian who was said to be a suspect. 3 Jewish-Israelis were charged with terrorism after severely beating 1 Palestinian-Israeli man on 5/12 in Bat Yam. The Palestinian man was pulled from his car and beaten by a large mob of Jewish-Israelis while an Israeli TV crew filmed the incident as it was unfolding. 6 people were for the attack, while TV footage show the faces of several others beating the man who have not been arrested. AP reported that 17 journalists in Gaza had their WhatsApp accounts blocked since 5/21. WhatsApp is owned by Facebook, which has been accused of silencing Palestinian voices. In an attempt to deflect from international outcry, Belarus said it had forced a Ryanair plane traveling from Athens to Vilnius to land in Minsk because a bomb threat in the name of Hamas was made against it. Hamas denied the allegation. In the incident, which happened on 5/23, Belarusian warplanes forced the commercial jet to land in Minsk for Belarusian forces to arrest a passenger who runs a website for opponents of Belarusian dictator Alexander Lukashenko. Israeli forces violently dispersed Palestinian protesters in al-Tur, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries and 2 were arrested. 6 other Palestinians were arrested during house raids in the Old City, Jabal Mukabir, Silwan, and Shu‘fat. In Gaza, 34 Palestinians were killed, including 6 children, and dozens injured, raising the comprehensive death toll since 5/10 from 30 to 64, including 16 children. The casualties included: 4 in a drone strike on a car east of Bayt Lahiya; 8, including 3 children, in 3 air strikes on apartment buildings in Gaza City; 1 child in an air strike on a butcher in Gaza City; 6 in a drone strike on a car in Gaza city, including 3 inside the car and 3 passersby; 1, and 1 wounded, in another air strike on a vehicle in Gaza City; 1 in an air strike in Khan Yunis; 1 in an air strike on agricultural lands near Khuza‘a; 4, and 2 injured, in a drone strike on Nuseirat refugee camp; 2, and 1 child injured, in an air strike on a liquefied petroleum gas distribution vehicle in Khan Yunis; 2, and 3 wounded, including 1 child, in an air strike on a house in Khan Yunis; 2, and 2 wounded, all children, after a helicopter fired missiles at a gas station in al-Fukhari; and the body of 1 Palestinian was found in rubble near Bayt Hanun, it was assessed that he was killed in an air strike on 5/10; the body of 1 Palestinian was found near a mosque in Rafah, the Palestinian Centre for Human Rights said it was unclear if he had been killed by debris from an intercepted rocket or in an Israeli air strike. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. Israeli air strikes also demolished 2 high-rise buildings, the 10-story al-Jawhara building, and the 14-story al-Shorouq building, which housed news outlets and other offices, and the headquarters of the interior ministry and UNRWA schools. In Israel, 1 Israeli soldier was killed and 2 injured from an anti-tank missile fired from Gaza and 1 child succumbed to injuries sustained in Sderot, raising the Israeli death toll to 7. Dozens of rockets were also fired at Israel from Gaza, most of them intercepted. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel announced that it will share COVID-19 vaccination doses with Guatemala, Honduras, the Czech Republic, and Hungary, all countries that have enhanced ties to Israel in the last couple of years. Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. Iran has told the U.S. and the other JCOPA partners that if the U.S. doesn’t start reversing sanctions by 2/23, Iran will ban short-notice inspections by UN officials. Israel stopped a shipment of 2,000 vaccine doses sent from the PA in the West Bank to Gaza. The PA health minister Mai al-Kaila called the Israeli move arbitrary and contravening international law. Knesset foreign affairs and defense committee chairman Zvi Hauser said, “I don’t see Yahya Sinwar giving his vaccine to a merciful nurse. I assume they will go first to Hamas leaders, those who are responsible for the kidnapping of Israelis.” Another MK Avi Dichter argued that Israel should not be willing to help out Palestinians in Gaza because “Gaza has been detached and isolated from Israel . . . the considerations are totally different [than the West Bank].” PA prime minister Mohammed Shtayyeh said that the PA is awaiting more vaccine shipments before it starts vaccinating the general public. In Israel, 1 Palestinian construction worker from the West Bank died while being arrested by Israeli police for working illegally in Israel. The Egyptian authorities refuse senior Palestinian Authority (PA) official Jibril Rajoub entry into Egypt for an Arab League meeting on terrorism and extremism. As the Palestinian school year begins, the PA Education Ministry accuses Israel of withholding the delivery of around 300,000 textbooks to schools in Gaza. The Jerusalem District Court rules that the municipal govt. must draft a plan to build at least 20 playgrounds in Shu‘fat and Bayt Hanina within 5 years, responding to a suit filed in early 2015 by Palestinian residents of East Jerusalem. The petitioners complained about a lack of recreational space in Palestinian areas of the city, citing the huge discrepancy between the number of playgrounds in Jewish and Palestinian neighborhoods. Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further.
