In the West Bank, Israeli forces shot and injured 3 Palestinians, including a medic, with baton rounds during a late-night raid in Beita; others suffered tear-gas related injuries. Israeli forces issued a stop-work order for a house in Masafer Yatta. 11 Palestinians were arrested during late-night raids in Aida refugee camp, Azza refugee camp, Beit Umar, and Qalandia refugee camp. In Gaza, 3 Palestinians were arrested by Israeli forces near the Gaza fence east of Rafah (WAFA, WAFA, WAFA 9/14; PCHR 9/21; UNOCHA 9/26)

Israel closed crossings to the West Bank and Gaza for the Rosh Hashanah holiday. The crossings will remain closed until the night of 9/17. The PA called the closure racist and harmful to the Palestinian economy. (HA, WAFA 9/14)

Palestinian prisoners called off a hunger strike scheduled to begin today, saying that the Israeli government had suspended its plans to reduce family visits. (WAFA 9/14)

Lebanese parliament speaker Nahib Berry said a ceasefire had been reach in Ain al-Hilweh refugee camp. 16 people have been killed and some 150 injured since 9/7. (MEMO 9/14)

2 Israelis were sentenced to 11 and 4.5 years in prison for an attack on a Palestinian man in Jerusalem in 2021 during the Unity Intifada. Noam Elimelech was sentenced for stabbing the man 10 times in addition to punching and kicking him and for attacking a police officer. Naftali Elmakais was sentenced for punching the man after he was on the ground. The 2 Israelis also had to pay the Palestinian man $26,000 in damages. 2 other Israelis are convicted but have yet to be sentenced. (HA 9/14)

The Israeli Ministry of Justice said it managed to reconstruct a deleted video related to the arrest and assault on a Palestinian man in Shu’fat in August who had what appeared to be a Star of David imprinted on his face. Israeli police had claimed that there was not any video of the incident and that the 16 police officers who arrested the man all had their body cameras off. (HA 9/14)

PA finance minister Shukri Bishara said that the amount of funds from the PA tax revenue that Israel has withheld since 2019 had reached $800 million. (QDS, WAFA 9/14)

Israeli authorities claimed that they had seized 16 tons of ammonium chloride bound for Gaza from Turkey. Israel said the ammonium chloride can be used for making rockets and Israel has banned the import of the substance to Gaza. (HA, REU 9/14)

PA president Mahmoud Abbas arrived in Havana for the Group of 77+ China summit. Abbas met with Cuban president Miguel Díaz-Canel on the first day of his visit. (QDS, WAFA, WAFA 9/14)

Israeli prime minister Benjamin Netanyahu’s office said that he and U.S. president Joe Biden will meet on the sidelines of the UN General Assembly next week. Netanyahu’s office also said that he will meet with South African tech billionaire and owner of X, formerly known as Twitter, Elon Musk in California on 9/18. Musk has been under fire from the Anti-Defamation League for promoting anti-Semitism on X.  (AX 9/12; ALM, AX, HA, HA, REU 9/14)

Times of Israel reported that Saudi Arabia will co-host an event focused on revamping efforts to end the Israeli occupation of Palestine called “Peace Day Effort for Middle East Peace” on the sidelines of the UN General Assembly annual meeting. The event is also sponsored by the Arab League, the EU, Jordan, and Egypt. Neither the PA nor Israel was invited to partake in the event. (TOI 9/14; QDS 9/15; TOI 9/18)

The U.S. decided to withhold $85 million in miliary aid to Egypt due to Egypt’s decision not to release political prisoners. The funds will be redirected to Taiwan and Lebanon, which will receive $55 million and $30 million respectively. (AJ, MEE 9/14)

In the West Bank, Israeli forces leveled land near Abu Dis to expand nearby settlements. 15 Palestinians were arrested, including 12 during a raid in and around Jenin, Tubas, Hizma, Bethlehem, Harmala, Bayt Umar, and al-‘Arub refugee camp, and 3 Palestinians were arrested at a checkpoint near Hebron. In East Jerusalem, 2 Palestinians were arrested in al-Tur and Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 4 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and al-Bureij; no injuries were reported. (WAFA, WAFA 2/23; PCHR 2/25)

In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel announced that it will share COVID-19 vaccination doses with Guatemala, Honduras, the Czech Republic, and Hungary, all countries that have enhanced ties to Israel in the last couple of years. Israel has been widely criticized for refusing to provide vaccines to Palestinians in the occupied territories, including by U.S. senator Bernie Sanders (D-VT), who said it was “outrageous that [Israeli prime minister Benjamin] Netanyahu would use spare vaccines to reward his foreign allies while so many Palestinians in the occupied territories are still waiting.” The PA foreign minister Riyad al-Maliki called Israel’s decision immoral. The World Bank threatened to suspend its financing of the COVID-19 vaccine campaign in Lebanon after reports that the vaccines had been given to politicians rather than people who should be 1st in line for a vaccine, such as health workers and the elderly. (AP 2/22)

U.S. state department officials attended a meeting at the Ad Hoc Liaison Committee. At the meeting, PA prime minister Mohammed Shtayyeh welcomed the U.S. delegation and said that Israel was systematically destroying the possibility of a 2-state solution. (AP, WAFA 2/23)

6 Jewish American organizations wrote a letter to the new secretary of homeland security Alejandro Mayorkas, urging him to reverse the Trump administration’s policy change of labeling products made in West Bank settlements “made in Israel.” (J Street 2/23; HA, HUFF 2/24)

In the West Bank, Israeli forces demolished 13 buildings in 2 settlement outposts; 6 settlers were arrested. Israeli settlers attacked Palestinian property in Aqraba, damaging animal barns and solar panels and stealing goods. 7 Palestinians were arrested, including 1 at a military checkpoint west of Salfit, and 6 during late-night raids in and around Ramallah, Salfit, Nablus, and Tulkarm. In East Jerusalem, Israeli forces demolished 2 apartments and 4 storage units in Shu‘fat refugee camp. 7 Palestinians were arrested, including 5 during raids in al-Tur; 2 others were arrested while visiting a brother at the Russian Compound detention center. In Israel, Israeli authorities reported that 1 rocket was launched from Gaza; no injuries or damage were reported. Israel’s high court of justice ordered the Israeli government to explain why there has not been an investigation into the construction of unauthorized settlement units in the Hayovel settlement outpost. Peace Now petitioned the high court of justice in 2018 and no construction has resumed in the settlement outpost since the petition. (HA 6/16)

In a press conference, senior Hamas official Salah al-Bardawil called for united Palestinian resistance against Israel as plans for annexation of parts of the West Bank intensify. Al-Bardawil also called for meetings between Hamas and the PLO. (AJ 6/15)

Reuters reported that sources had told the news agency about plans to build a 5-mile settler bypass road in East Jerusalem to connect settlements in the south, central, and north West Bank. (AJ, REU 6/15)

According to reporting by Al Akhbar, Israel approved a $50 million transfer from Qatar to Gaza. (HA 6/15)

The Israeli cabinet approved a $2.3 million budget for an Israeli settlement in the Israeli-occupied Golan Heights named after U.S. president Donald Trump. The plans for Trump Heights were announced in 2019 but had not yet been funded. Israel is planning to build 120 settlement units there. (AJ, HA 6/14)

Both the ongoing wave of small-scale violence and the Israeli crackdown in the oPt continue. Israeli border police shoot and kill a young Palestinian woman nr. al-Ibrahimi Mosque in c. Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. After the incident, IDF troops conduct raids in a nearby village, sparking clashes with stone-throwers and injuring 7 Palestinians. A Palestinian stabs and moderately injures an Israeli settler outside the Ariel settlement. Other Israeli settlers then attack and stab the Palestinian and, hours later, the IDF raids a nearby village, arresting the injured Palestinian. Across the West Bank, the IDF conducts patrols, late-night raids, and house searches, arresting 17 Palestinians. In East Jerusalem, Israeli forces conduct late-night raids in Issawiyya, accidentally detonating an improvised explosive device; 1 border police officer is injured in the blast. At the Palestinian embassy in Cairo, PLO secy.-gen. Erakat announces that the PLO and the Arab League are preparing a proposal for the UNSC to set a deadline on ending the Israeli occupation. (NYT 10/25; HA, TOI 10/26)

Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. Off the coast of the Gaza Strip, Israeli naval forces twice open fire on Palestinian fishing boats, causing damage and detaining 4 Palestinian fishermen. In the West Bank, 100s of Palestinians organized by Fatah gather in various locations to call for boycotts of Israeli products, an end to the Israeli occupation, and for the Israeli govt. to unfreeze transfers of tax revenues held since 1/2. Dozens of Israeli settlers, accompanied by IDF troops perform religious rites in a Palestinian village nr. Nablus, leading to clashes with stone-throwing Palestinians in nearby Balata r.c. and ‘Askar r.c.; 1 Palestinian is moderately injured by live ammunition. The IDF conducts house searches and arrest raids nr. Qalqilya; patrols in al-‘Arub r.c. and Nur Shams r.c., as well as nr. Hebron, Tulkarm, and Jenin. In East Jerusalem, an undercover Israeli policeman arrests a 10-year-old Palestinian in Shu‘fat suspected of throwing stones at the light rail, sparking clashes in the area during which 1 Israeli officer is lightly injured. Meanwhile, Israeli municipal officials deliver a demolition notice to a Palestinian in Sur al-Bahir. Israeli police detain 3 Palestinian women as they exit Haram alSharif. The IDF announces that it has dismissed 43 veterans and active reservists of Unit 8200, an intelligence gathering division, in response to their refusal of service, which they announced in a letter published by the Guardian and Yedioth Ahronoth on 9/12. (+972, HA, YA 1/26)

In the West Bank, an Israeli settler opens fire on a Palestinian taxi driver n. of Hebron, causing no injuries. IDF troops enter Yatta village s. of Hebron and deliver a summons to the home of a Palestinian who has been incarcerated for 3 years. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent violence in Jerusalem, in 5 areas nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Silwad, and outside Ofer prison), 1 village nr. Qalqilya (Kafr Qaddum), Qalandia r.c., and nr. al-Shuhada Street in Hebron, injuring 12 Palestinians. The IDF conducts house searches and raids nr. Tubas. In East Jerusalem, an Israeli man runs over a Palestinian woman with his car nr. Shu‘fat r.c., seriously injuring her. After 3 Israeli settlers provoke local residents in al-Tur, 2 of the settlers are stabbed and 1 Palestinian is hospitalized with moderate injuries. Separately, Israeli settlers attack Ahmad al-Ghoul, the head of the Fatah Youth Movement in Jerusalem, nr. Damascus Gate, moderately injuring him. In n. Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. At least 20 stone-throwing Palestinian demonstrators aearrested during violent riots in al-Ram, near Jerusalem. Reports indicate many residents of Shu'fat in E.
