The Palestine Chronology

After a day of violence and intense IDF activity across the Ramallah region on 12/13, tensions remain high in the West Bank. The Israeli authorities maintain the closure of all major roads in the area while they search for the perpetrator of the attack that left 2 Israeli soldiers dead. One Palestinian is killed during clashes sparked by an IDF raid in Jalazun refugee camp. Six Palestinians are injured during clashes sparked by a similar raid in nearby al-Bireh. Two more Palestinians are injured when IDF troops violently disperse a protest outside nearby al-Mughayyir. Separately, a Palestinian stabs and lightly injures an Israeli soldier at an IDF post outside the Beit El settlement; the soldier moderately injures the Palestinian in the ensuing confrontation (the Palestinian will turn himself in to the IDF on 12/15). Unidentified assailants throw rocks at Israeli troops outside al-Bireh, moderately injuring 1 soldier. The IDF then seals off the main Ramallah-Nablus road and conducts raids in the area searching for the assailants. IDF troops shoot and injure 5 Palestinians during clashes sparked by a raid in al-Laban near Nablus; violently disperse Friday protests against the Israeli occupation in central Hebron, Luban al-Sharqiyya near Nablus, and Bil‘in near Ramallah (4 Palestinians are injured); arrest 1 Palestinians and issue 1 arrest summons during additional raids near Hebron; and patrol near Hebron, Bethlehem, Jenin, Nablus, Tulkarm, and Salfit. Israeli settlers throw stones at Palestinian vehicles near Nablus and Qalqilya, and open fire on a Palestinian passersby in Jalazun refugee camp (1 Palestinian is injured and several vehicles are damaged). In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Issawiyya. Along Gaza’s border, IDF troops violently disperse thousands of Palestinians gathering to continue the Great March of Return near Gaza City, Jabaliya refugee camp, Khan Yunis, and Rafah; at least 60 Palestinians are injured. An Israeli drone bombs a site near Rafah in southern Gaza, reportedly targeting a group of Palestinians responsible for flying incendiary balloons and kites into southern Israel. Two Palestinians are injured in the strike (1 critically), and 1 motorcycle is destroyed. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (2 fishermen are arrested and 1 boat is confiscated). In the West Bank, Israeli settlers throw rocks at Palestinians harvesting olives near Nablus, causing no injuries but forcing the Palestinians off their land. Later, a larger group of settlers throws stones at Palestinians and their homes in Burin village near Nablus, injuring 5 Palestinians and causing minor damage. IDF troops arrest 3 Palestinians during raids near Hebron, Qalqilya, and Tulkarm; and patrol near Hebron, Tulkarm, Nablus, and Qalqilya. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. They set fire to tires, throw improvised explosive devices, and chant slogans. IDF troops violently disperse them near Rafah, Khan Yunis, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 3 Palestinians are killed and at least 126 are injured (3 critically). This brings the death toll stemming from the Great March of Return to 170. Meanwhile, Israeli artillery also shell a Hamas post near Jabaliya refugee camp, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, an IDF patrol in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents; 7 Palestinians are injured. They also patrol near Hebron and Nablus; arrest 1 Palestinian during late-night raids in Jenin; and violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Luban al-Sharqiyya near Nablus (7 Palestinians are injured). Israeli settlers harass Palestinians picking olives near Nablus, sparking minor confrontations between the harvesters and their own IDF escort; there are no reported arrests or injuries. Israeli settlers also assault and attempt to block Palestinian farmers from accessing their lands in 2 separate incidents near Salfit and 1 near Qalqilya. IDF troops intervene in each ensuing confrontation; 1 Palestinian is injured. In East Jerusalem, Israeli forces conduct raids in Hizma village, sparking minor clashes with stone-throwing residents; 1 Palestinian is injured. In a statement, UNRWA expresses “concern” about Jerusalem mayor Nir Barkat’s 10/4 announcement that he plans to remove the agency from East Jerusalem. “UNRWA has continuously maintained its operations in East Jerusalem since 1967 with the cooperation and on the basis of a formal agreement with the State of Israel, which remains in force,” UNRWA’s statement reads. It’s still unclear when or how Barkat intends to implement his plan. (REU, YA 10/5)

Palestinian citizens of Israel and Palestinians across Gaza, East Jerusalem, and the West Bank observe a general strike in protest of the so-called Nation-State Law, which codified Israel’s status as the nation-state of the Jewish people when it passed in the Knesset on 7/19/18. Israeli forces violently disperse demonstrations against the law on the outskirts of Ramallah, and in Nablus, Qalandia refugee camp, and Qalqilya, as well as 2 neighborhoods in East Jerusalem, (al-‘Izzariya and Abu Dis); 14 Palestinians are injured. Elsewhere in the West Bank, IDF troops patrol in Hebron, sparking clashes with stone-throwing Palestinian minors; there are no reported injuries. They also arrest 3 Palestinians during late-night raids near Hebron and Bethlehem. Along Gaza’s border, IDF troops violently disperse Palestinians gathering near al-Bureij refugee camp, Khan Yunis, and Jabaliya refugee camp throughout the day to protest the Israeli blockade, protest the Nation-State Law, and continue the Great March of Return; at least 44 Palestinians are injured. In the evening, several Palestinian fishing boats sail in a symbolic challenge to Israel’s blockade. They turn back to shore after Israeli naval forces fire warning shots in their direction, causing no damage or injuries. Meanwhile, Israeli firefighters put out 4 fires in southern Israeli border communities reportedly sparked by incendiary kites or balloons flown from Gaza. In East Jerusalem, Israeli settlers assault a number of Palestinians and damage a number of their vehicles in the Old City. Later, Israeli forces violently disperse of Palestinian minors congregating near the Damascus Gate to the Old City; 1 Palestinian is injured and 2 are arrested. In the West Bank, unidentified assailants launch an incendiary kite onto an Israeli settler vineyard outside Ariel, sparking a minor fire. It is reportedly the second time Palestinians in the West Bank have deployed incendiary kites. Israeli forces demolish 2 Palestinian homes near Hebron. IDF troops arrest 7 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Salfit, Jenin, Hebron, and Nablus; and patrol near Tulkarm, Qalqilya, Salfit, and Hebron. A Palestinian succumbs to injuries sustained when Israeli snipers opened fire on Palestinian protesters along Gaza’s border fence on 5/14. He was reportedly selling ice cream from a kiosk when he was shot and critically injured. His death brings the Great March of Return death toll to 112. (WAFA 5/26; PCHR 5/31)

In the West Bank, unidentified assailants set fire to a cherry orchard in the Israeli settlement Kfar Etzion overnight, causing moderate damage. Israeli settlers then set fire to a Palestinian wheat field near Hebron and spray racist graffiti on the walls of a home nearby. Israeli settlers also cut down approximately 1,000 grape vines in a Palestinian agricultural area outside Halhul village near Hebron. Meanwhile, IDF troops conduct raids in Balata refugee camp near Nablus late at night, sparking clashes with stone-throwing Palestinian minors; 3 Palestinians are injured. They also arrest 8 Palestinians during raids near Qalqilya, Jenin, Hebron, and Ramallah. The Organization for the Prohibition of Chemical Weapons (OPCW) announces that the State of Palestine deposited an instrument of accession to the Chemical Weapons Convention on 5/17/17 (the State of Palestine is set to formally adopt the convention on 6/16/18). Meanwhile, U.S. officials say that the Trump administration is considering punitive measures against international organizations that accept Palestine as a member, including the OPCW. In a similar vein, the Times of Israel reports that the Trump administration is considering action against the Palestine Liberation Organization (PLO) office in Washington in response to the Palestinians’ 5/22 referral to the ICC. A Palestinian driver allegedly rams his car into a small group of IDF troops standing along a road near Nablus, killing 2, critically injuring a 3d, and moderately injuring a 4th. The Palestinian driver is arrested. Later, IDF troops conduct raids in the alleged attacker’s hometown, Barta‘a, near Jenin, arresting his brother and ransacking several homes. The Israeli authorities also revoke the work permits of approximately 100 of the alleged attacker’s relatives. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s separation wall, settlements, and occupation, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in Bethlehem, al-Bireh, 4 villages near Ramallah (Budrus, Nabi Salih, Ni‘lin, and Bil‘in), Kafr Qaddum near Qalqilya, Luban al-Sharqiyya near Nablus, and along Gaza’s border near Gaza City, Khan Yunis, and Jabaliya refugee camp. At least 30 Palestinians are injured, including 2 journalists. At a fundraising conference in Rome, officials from 90 different countries collectively pledge $100 m. for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to address the budget shortfall caused by U.S. president Trump’s decision to cut U.S. aid to the agency in 1/2018 (see JPS 47 [3]). The PLO Executive Committee meets in Ramallah and calls on the PA to immediately put together a plan for “disengagement” with Israel on all levels, including security coordination and economic cooperation. Meanwhile, Arab League asst. secy.-gen. Said Abu Ali says that the Arab League has adopted the Palestinian goal of pursuing a UN-mandated multilateral mechanism to administer a new round of Palestinian-Israeli peace talks. For a 4th day in a row, Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in Tulkarm, Salfit, Bethlehem, at Huwwara checkpoint near Nablus, al-‘Arub refugee camp near Hebron, and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, Gaza City, al-Bureij refugee camp, and Rafah; at least 24 Palestinians are injured and 8 are arrested. Meanwhile, Israeli forces confiscate Palestinian agricultural equipment near Nablus. IDF troops arrest 21 Palestinians during late-night raids near Ramallah, Jenin, Bethlehem, Nablus, and Salfit; and patrol near Hebron throughout the day. The IDF demolishes a tunnel leading from Gaza into Israel near Kibbutz Nirim. “The tunnel that was thwarted today was a very significant tunnel and [built] to higher standards than what we are used to seeing,” a spokesperson says. (HA, NYT, TOI 12/10)

Senior PA official Nabil Shaath says that the PA no longer intends to sever all ties with the U.S. over Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “We are not cutting our relationship with America. We are protesting the move of Mr. Trump,” he says. Shaath says that some forms of communication have continued throughout the recent crisis, but that communication about the peace process has been “interrupted.” (TOI 12/10)

Fatah Central Committee member Azzam al-Ahmad says that there have been “obstacles” blocking the PA from taking full control of Gaza, which was supposed to proceed by today after being delayed from the 12/1 deadline initially enshrined in the 10/12 national reconciliation agreement. The 2 sides neglect to set a new deadline, and the future of the reconciliation process is therefore unclear. (AFP, TOI 12/10)

Following days of unconfirmed reports and rumors from the White House, PA pres. Abbas calls upon the leaders of 8 Arab states to pressure U.S. pres. Trump into delaying or cancelling his proposed move of the U.S. embassy in Israel to Jerusalem. According to a PA spokesperson, Abbas “warned categorically that taking such a step would lead to the destruction of the peace process” and create an “uncontrollable situation” in the region. In the West Bank, Israeli settlers assault and injure 3 Palestinians outside Urif near Nablus, sparking clashes between IDF troops in the area and stone-throwing residents of the village; there are no more serious injuries. IDF troops arrest a Palestinian youth, allegedly for carrying a knife in his sock, during a security check at the entrance to al-Ibrahimi Mosque in central Hebron. They arrest 6 more Palestinians during late-night raids near Jenin and Bethlehem, and patrol near Hebron and in Ramallah. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in al-Suwana and Hizma. Chief of the Palestinian Civil Police Hazim Attallah announces that the PA resumed security coordination with Israel 2 weeks ago, approximately 3 months after Pres. Abbas suspended it on 7/21 in response to new Israeli security measures at Haram al-Sharif (see JPS 47 [1]). (REU, TOI 11/8)

PA pres. Abbas tells Hamas leader Haniyeh by phone that he is “satisfied with the atmosphere” created by Hamas’s 9/17 pledge to dissolve its administrative committee in Gaza. He also promises to follow up when he returns from his trip to the UNGA in New York this week. (TOI, WAFA 9/18)

On the sidelines of the UNGA in New York, U.S. pres. Trump meets with Israeli PM Netanyahu to discuss the 7/14/2015 Iran nuclear deal and the Palestinian-Israel peace process. In a joint press conference, Trump says he still believes there is a “good chance” Palestinian-Israeli peace will happen. Netanyahu, for his part, focuses his remarks on Iran. After the meeting, the White House releases a statement saying that Trump and Netanyahu discussed their “continuing efforts to achieve an enduring Israeli-Palestinian peace agreement, the optimism in the region about peace, and expanding economic opportunities to improve conditions for peace.” (HA, NYT, TOI 9/18; HA, TOI 9/19)

Also in New York, Netanyahu publicly meets with Egyptian pres. Abdel Fattah al-Sisi for the first time. They discuss ways to resume Palestinian-Israeli peace talks, according to the Egyptian embassy in Washington. (HA 9/18; HA, YA 9/19)

The U.S. military opens its first base on Israeli soil in the Negev. The base will house dozens of U.S. soldiers, who will operate a large ballistic missile radar system. (HA, YA 9/18)

The raids in Qalqilya spark clashes with stone-throwing Palestinians; 1 Palestinian is injured. The Israeli press reports that the Israeli PM’s office approved a plan to increase the municipal boundaries of Qalqilya, which would allow the construction of approximately 14,000 new Palestinian homes in Area C of the West Bank. PM Netanyahu’s office later confirms that the plan was presented in 2016 and approved by the cabinet. The Samaria Regional Council pledges to file a formal petition against the plan. Israel’s Knesset advances a bill that would deduct from the monthly transfers of tax revenues to the PA a sum equal to the amount that the PA pays to Palestinians convicted of serious crimes against Israelis and their families. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. Israel’s Housing Ministry has revived plans for the construction of 10,000 housing units in a Jewish settlement in the West Bank nr. Qalandia, according to a report today in Haaretz. The Egyptian authorities refuse senior Palestinian Authority (PA) official Jibril Rajoub entry into Egypt for an Arab League meeting on terrorism and extremism. After a cabinet meeting, PA PM Rami Hamdallah announces that the PA has decided to postpone municipal elections by 4 mos., to 2/2017. Earlier in the day, the Central Elections Commission criticized the High Court’s 10/3 decision to cancel the vote in Gaza, saying that excluding Gaza would only compromise the political situation further and recommending a postponement. Separately, a senior PLO official says that the Palestinians recently rejected a U.S. offer for a trilateral peace summit with Israel, and that the Palestinians instead insisted on 2 central preconditions for any meetings: release of the 4th tranche of prisoners that were set to go free in connection with the last round of talks in 3–4/2014 and a settlement freeze. As the Palestinian school year begins, the PA Education Ministry accuses Israel of withholding the delivery of around 300,000 textbooks to schools in Gaza.
