In the West Bank, Israeli settlers set up a tent near Qaryut. Israeli settlers also threw stones at Palestinian farmers and set a car on fire in ‘Asira al-Qibliya. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Qalqilya. Israeli forces also razed land, uprooting 120 olive and almond trees in Qusra. Elsewhere, Israeli forces raided ‘Asira al-Qibliya, injuring 15 with tear gas. Palestinian militants from al-Ayyash Battalion launched an improvised rocket at Israel from Jenin before it exploded near the launch site. The launch was said to be retaliation for the settler tour of the Haram al-Sharif compound (see below). In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound for the third time this year. Ben-Gvir was joined by Naqab and Galilee development minister Yitzhak Wasserlauf and some 1,780 other settlers. Hamas, the PA, Morocco, and Jordan condemned the touring of the compound. Palestinians were prevented from entering the compound during the incursion. 16 Jews were arrested at the compound for praying at the site. Hours after National Security Minister Ben-Gvir toured the Haram al-Sharif compound, Bahrain said it had to postpone a visit by Israeli defense minister Yoav Gallant, citing King Hamad bin Isa al-Khalifa’s schedule. (HA 7/28; HA 7/30)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Jeddah, discussing Saudi-Israeli normalization. The New York Times reported that King Salman had intervened to insist that a deal would have to include concessions to Palestine. Later on 7/28, President Biden said at a campaign event that “[t]here is a rapprochement maybe under way” in relation to the Saudi-Israel normalization talks. In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). The Qatari Foreign Ministry condemned the Israeli attacks on Gaza and Lebanon, saying Israel caused the escalation with its attacks on the Haram al-Sharif compound. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting an incursion by Israeli settlers at the Haram al-Sharif compound; 30 were injured by baton rounds and tear gas.

In Gaza, 5 rockets were fired at Israel; 4 of them were intercepted and 1 caused damage to a house in Sderot. Israel subsequently conducted air strikes, causing damage to several homes in al-Bureij refugee camp, Gaza City, and Nusseirat refugee camp. U.S. acting assistant secretary of state for Near East affairs Yael Lempert and deputy assistant secretary for Israeli and Palestinian affairs Hady Amr met with PA president Mahmoud Abbas and Israeli foreign minister Yair Lapid in separate meetings in an effort to calm the situation surrounding the Haram al-Sharif compound, where Israeli forces have attacked Palestinian worshippers for a week, including in al-Aqsa Mosque. The Arab league slammed Israel for interfering with Muslims’ rights to worship at the Haram al-Sharif compound and criticized the Israeli government for continuing to allow Jewish people to worship at the Holy site. In the West Bank, 1 Palestinian high school student who was shot by Israeli forces on 4/9 using live ammunition on her way home from school in Deir Ghazaleh succumbed to her injures. Israeli forces shot and seriously wounded 2 Palestinians during a raid in al-Yamun; 1 would later succumb to his injuries on 4/22. Israeli forces also shot and injured 3 Palestinians during a raid in Qarawat Bani Zeid. Elsewhere, Israeli forces placed dirt mounds on rural roads in the Masafer Yatta area and seized 1 school vehicle in al-Fakhit. 15 Palestinians were arrested during late-night raids in Husan, al-Yamun, Ramallah, and Fasayil. In East Jerusalem, 561 Israeli settlers toured the Haram al-Sharif compound. 1 Palestinian was arrested during a late-night raid. Hamas said it had fired an anti-aircraft missile at the jet conducting the air strike but that the missile had failed to hit the jet. Jordan summoned the Israeli charge d’affaires for questioning about the Israeli-led violence on the Haram al-Sharif compound on 4/15 and 4/17. An investigation by The New Yorker revealed that Spain had used the Israeli company NSO Group’s Pegasus spyware to hack the phones of 60 Catalonian leaders and activists. The investigation also revealed that Pegasus spyware was used against employees of UK prime minister Boris Johnson’s office. Citizen Lab, which cooperated with The New Yorker for the story, suspected that the UAE was behind the hack. In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Kafr Dan on 4/14. Israeli forces violently dispersed Palestinian protesters in Qarawat Bani Hassan, injuring 1 Palestinian minor with live ammunition and others with tear gas; the minor was also arrested. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 3 with baton rounds and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Qaryut, Beita, and Bazariya, leading to tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound, including inside al-Aqsa Mosque, injuring more than 152 Palestinians with baton rounds, batons, and tear gas, including 8 who were admitted into intensive care facilities. Several Palestinian journalists at the compound were violently beaten by Israeli police, causing broken limbs. 3 Israeli police officers were lightly injured. Some 470 Palestinians were arrested at the compound before noon prayers, where some 50,000 worshippers were praying, about half from the West Bank. Around 440 were released within 24 hours, some of whom were banned from entering the compound until after the end of Ramadan. Hamas, the PA, Jordan, Morocco, UAE, Bahrain, the United Arab List, and the Organisation of Islamic Cooperation condemned the Israeli-led violence at the Haram al-Sharif compound (see above). The U.S. state department released a statement urging “all sides to exercise restraint, avoid provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount.” The spokesperson for UN secretary general António Guterres expressed grave concern about the situation in Jerusalem. At a Passover seder hosted by U.S. vice president Kamala Harris and 2nd gentleman Doug Emhoff, the couple served wine made by the settler winery Psagot Winery in the West Bank. The senior advisor for communications to Vice President Harris said in a tweet that “the wine served at the Seder was in no way intended to be an expression of policy.” (HA, MDW 4/17; MEE 3/18)

In the West Bank, Israeli settlers with military escort forced Palestinian shepherds to leave the area they were grazing their sheep in east of Khirbet Makhul. Israeli settlers also stole olive harvests from a Palestinian farmer near the Rachelim settlement. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. Israeli forces also razed tracts of agricultural land near al-Zawiya and Sabastia. 9 Palestinians were arrested, including 7 during late-night raids in Beit Fajjar, Bayt Awa, Beit Sahour, Yatta, Bani Na‘im, and Nablus; 1 was arrested by undercover forces in Jenin and 1 at a checkpoint near al-Ibrahimi Mosque. In East Jerusalem, Israeli settlers from the Elad settler organization seized 1 Palestinian family’s apartment in Silwan, while Israeli forces assaulted the Palestinian owners trying to enter their property. 7 Palestinian minors were arrested during late-night raids in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. According to Hamas, there are 300,000 Palestinians in Gaza actively trying to find work. (HA 10/7; ALM 10/8)

A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. The case was opened after 20 of the Palestinian owners petitioned to have the closed military zone designation rescinded in 2018. (HA 10/6; MEMO 10/11)

Israeli media reported that Israeli security officials met with Egyptian mediators in Cairo to discuss expanding the ceasefire between Israel and Hamas, and to discuss a prisoner exchange between the 2 parties. (MEE 10/6)

The Israeli spyware company NSO Group said it had ended its contract with the UAE after a British court ruled that the emir of Dubai Sheikh Mohammed bin Rashid Al Maktoum used the Pegasus spyware to track his former spouse Princess Haya bint al-Hussein. (AP, HA 10/6; MEMO 10/7)

Axios reported that the U.S. Biden administration has been pressuring the Israeli government to show restraints on expanding Israeli settlements in the West Bank. Israeli prime minister Naftali Bennett is said to have bragged to settler leaders that he had denied President Biden’s request when the 2 spoke on 8/27. (AX 10/6)

In the West Bank, Israeli settlers leveled Palestinian agricultural land near Deir ‘Ammar before Israeli forces removed them from the area. Israeli forces sealed off Sabastia for the 2d day in a row and closed Palestinian stores. 7 Palestinians were arrested during late-night raids in Jalazun refugee camp, Bani Na‘im, Bayt Awa, Ya‘bad, and Beit Sira. In East Jerusalem, some 600 Israeli settlers toured the Haram al-Sharif compound. 6 Palestinians were arrested in Silwan, al-Tur, Isawiya, and at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions and leveled land north of Beit Lahiya and east of Dayr al-Balah. Israeli forces also opened fire at Palestinian agricultural lands east of Khan Yunis and Beit Hanun; no injuries were reported. The PA commission of detainees’ affairs said in a statement that 1 39-year-old Palestinian who died of leukemia 7 months after being released from an Israeli prison perished because of medical neglect while he was incarcerated by Israel. (AJ, WAFA, WAFA 9/23)

The PLO rejected an agreement made between the U.S. and UNRWA to keep the U.S. providing funds to the agency, saying that the agreement is an attempt to abolish the Right of Return for Palestinian refugees. (WAFA 9/23)

It was reported that Sudan had seized a number of companies and bank accounts belonging to Palestinians. According to the reporting, the assets belong to Hamas as a means to generate revenue for the organization. Later, on 9/24, Hamas said that it did not have links to the companies and individuals targeted by Sudan. 1 day later, on 9/25, the PA urged Sudan to hand over the assets to the PA. A Hamas official said the seizing of the funds by Sudan was a way for the new government to win the support of the U.S by slandering Hamas. The U.S. house of representatives passed a bill 420-9-2, providing Israel with another $1 billion of military aid to allegedly restock Israel’s Iron Dome missile defense system after Israel’s attack on Gaza in May. The $1 billion was removed from a stopgap government-funding bill on 9/21, prompting Democratic majority leader Steny Hoyer (D-MD) to present the funding as a stand-alone bill. The 9 representatives to vote against the bill were Rashida Tlaib (D-MI), André Carson (D-IN), Marie Newman (D-IL), Ayanna Pressley (D-MA), Jesús “Chuy” García (D-IL), Ilhan Omar (D-MN), Raúl Grijalva (D-AZ), Cori Bush (D-MO), And Thomas Massie (R-KY). Representatives Alexandria Ocasio-Cortez (D-NY) and Hank Johnson (D-GA) voted present. Representative Tlaib gave a speech before the vote calling Israel an apartheid state, drawing ire from several pro-Israel Democrats, including Ted Deutch (D-FL) who said that calling Israel an apartheid state was anti-Semitic. Later, Israel’s envoy to the UN Gilad Erdan said that the 9 representatives who voted against the bill were “either ignorant or antisemitic.” It is estimated that the deployment of the Iron Dome during May cost Israel a maximum of $120 million. Also in the house of representatives, representative Andy Levin (D-MI), supported by more than 24 Democrats, introduced the Two-State Solution Act, aimed at preserving the feasibility of a 2-state solution. Among its provisions, the bill aims at distinguishing between Israel and occupied Palestinian territory, defined as the West Bank, East Jerusalem, and Gaza. The authors of the bill want the U.S. to label products from occupied Palestine as such and not as Israeli products. It also aims at pushing the U.S. administration to reopen the PLO mission in D.C. and U.S. consulate to Palestinians in Jerusalem. Texas’s state comptroller Glenn Hegar said that Ben & Jerry’s had been added to the state’s list of companies that boycott Israel and that Texas will start to divest from the company. 17 news outlets published a Forbidden Stories and Amnesty International investigation based on a leak of more than 50,000 records of phone numbers, which had been targeted for surveillance with Pegasus spyware from the Israeli spyware company NSO Group’s clients. The investigation found that at least 180 journalists from 21 countries had been targeted by 12 NSO Group clients, including the governments of Bahrain, Morocco, Saudi Arabia, India, the UAE, Mexico, Hungary, Azerbaijan, Togo, and Rwanda. The investigation also found that heads of governments, including Pakistan’s prime minister Imran Khan, France’s president Emmanuel Macron, and Morocco’s king Mohammed VI, were among possible victims. Furthermore, the investigation showed that Pegasus spyware was installed on Saudi dissent journalist Jamal Khashoggi’s fiancée’s phone and that his son had been listed for targeting before Khashoggi was murdered by special forces in Saudi’s embassy in Istanbul on 10/2/2018. Charges against NSO Group that its spyware was used against Khashoggi have been denied by the company. The Israeli government approves all sales of spyware from NSO Group to potential clients. Amazon subsequently said it had shut down its servers used by NSO Group. The investigation comes as a different investigation into another Israeli spyware company Candiru was released on 7/15. The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. In East Jerusalem, 4 Palestinians were arrested during late-night raids in Issawiyya. The Palestinian man who was hospitalized after allegedly being severely beaten during interrogation by the Shin Bet on 9/29 was reported to have suffered broken ribs and kidney failure after the interrogation. The German city Aachen withdrew a $10,900 prize given to the artist Walid Raad because of Raad’s support for the Boycott, Divestment and Sanctions movement. A Jerusalem court ordered the eviction of Israeli settlers from a Palestinian home in Hebron that was acquired by the Israeli settlers on forged documents. The Palestinian family’s home was taken over by settlers in 2005 and the legal proceedings were ongoing since 2007. The Israeli settlers appealed the court’s decision which also stipulated that the settlers must pay the Palestinian family $161,000. Elsewhere in the West Bank, Israeli forces sealed off the al-Ibrahimi Mosque for Muslim worshippers in preparation for Passover celebrations. Israeli forces also arrested 18 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Salfit, and Ramallah. In the raid near Jenin, Israeli forces fired tear gas, causing dozens of residents to suffer from tear gas inhalation. In East Jerusalem, 170 right-wing Israelis, led by Minister of Agriculture Uri Ariel, stormed Haram al-Sharif with Israeli police escort. In Gaza, a prosthetic hospital was inaugurated to help the many Palestinians in Gaza who have lost limbs. The hospital’s expenses are covered by the Qatar Fund for Development. A day after Israel denied access of Christian Palestinians in Gaza to the West Bank and East Jerusalem for Easter celebrations, Israeli authorities reversed its position, allowing 500 Christians to enter the West Bank and East Jerusalem. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary.
