In the West Bank, Israeli forces demolished 2 car repair shops in Luban al-Sharqiyya and handed 1 demolition order for a rural school in the Jordan Valley east of Tubas. 13 Palestinians were arrested during raids in and around Bayt Umar, Hebron, Bethlehem, al-Khadir, Qarawat Bani Hassan, Dayr Istya, Kafr Haris, Jaba‘, and Qalqilya; clashes erupted during the raid in Jaba‘, leading to tear-gas related injuries. In Gaza, Israeli authorities said that 1 rocket was launched from Gaza toward Israel, but fell on the Gaza side of the fence. Israeli forces opened fire at farmlands east of Gaza City; no injuries were reported. In the West Bank, Israeli settlers attacked Palestinian vehicles traveling near Sinjil. Israeli forces violently dispersed a protest in Kafr Qaddum, causing tear-gas related injuries. Israeli forces also clashed with Palestinians in Jaba‘, causing tear-gas related injuries. PA forces arrested a number of attendants at a party held in the Nabi Musa mosque near Jericho; it was later revealed that the PA had approved the party as part of a promotional video intended to increase tourism. However, several attendees, including famous Palestinian DJ Sama Abdulhadi, were still detained days later. 1 Palestinian was arrested at a checkpoint near Tubas. In East Jerusalem, Israeli settlers clashed with Israeli police and attacked Palestinian passersby during a demonstration against the police because of the death of an Israeli settler during a police pursuit on 12/21; chants of “Death to Arabs” were filmed during the protest. In Gaza, 3 Palestinians, including a minor, were wounded by Israeli forces during air attacks in Gaza City and substantial damage was reported in al-Bureij refugee camp and Dayr al-Balah, including to a mosque, a children’s hospital, a sports club, and a warehouse; Israel said it had intercepted 1 missile from Gaza prior to its attack. Israeli forces also opened fire at agricultural lands east of Dayr al-Balah and al-Bureij refugee camp; no injuries were reported. In Israel, 2 Christmas trees belonging to Catholic and Orthodox churches in Sakhnin were set on fire. Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 27th Saturday in a row in Jerusalem and Tel Aviv. The protesters are demanding that Prime Minister Netanyahu resign due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (HA 12/26; WAFA 12/27)

According to reports in Le Monde, UAE and Israeli officials are working to eliminate the UNRWA and have been working toward that goal since the 2 countries’ normalization agreement in August. (JP, MEE, YNET 12/27)

In the West Bank, Israeli settlers clashed with Palestinians while touring an evacuated settlement outpost south of Jenin. Israeli forces raided the headquarters of the Union of Palestinian Women’s Committees, an office of the PFLP, and the Abu Judeh Print Shop. Israeli forces also seized 1 coffee shop cart in Huwwara. 26 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bayt Umar, Tubas, Kaubar, Abu Dis, and Jericho. In East Jerusalem, 1 Israeli settler attacked a 6-year-old boy in Silwan. 1 Palestinian began demolishing his grocery store in Jabal Mukabir and 1 Palestinian family received a demolition order for their house in Silwan. 2 Palestinians were arrested in Issawiyya. U.S. president Donald Trump announced that Morocco had decided to normalize relations with Israel in a deal where the U.S. reverses decades of policy to recognize Moroccan sovereignty over the Western Sahara. As part of the deal, Morocco will open a diplomatic office in Tel Aviv and Israel in Rabat, which eventually will be turned into embassies; both will also grant overflight rights to each other. The UN recognizes the legitimate rights of the Sahrawi people to self-determination as it does the Palestinian people. U.S. officials later told Reuters that the U.S. is negotiating with Morocco to sell 4 sophisticated drones to the country. According to the prime minister of Morocco Saad-Eddine El Othmani, the king of Morocco Mohammed VI and PA president Mahmoud Abbas spoke on the phone after the announcement of the normalization deal. Prime Minister El Othmani also said Morocco still rejects the U.S. peace plan and remains “supportive of the Palestinian cause.” Hamas called the normalization deal a betrayal while the PA has been silent. Moroccans protested the normalization in several cities after the announcement. It was reported by the New York Times that the U.S. also promised Morocco to facilitate an investment of $3 billion over 3 years as part of the deal. In the West Bank, Israeli settlers and military escort stormed Joseph’s Tomb in Nablus, leading to clashes with Palestinians protesting the incursion; 2 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries. Israeli forces also violently dispersed a protest in Salfit, leading to tear-gas related injuries. Elsewhere, Israeli forces demolished 6 agricultural structures and confiscated feeding and watering equipment in Dayr Dibwan. 11 Palestinians were arrested during late-night raids in and around Dheisheh refugee camp, Bayt Jala, al-‘Izzariya, Qalqilya, Jenin, and Tubas. Bahrain’s minister of industry, commerce, and tourism Zayed Rashid al-Zayani said, while on a trip to Israel, that Bahrain will not differentiate between products originating in Israel and Israeli settlements. The comments were retracted on 12/4 when Bahrain’s state news agency BNA said the minister was misunderstood and that Bahrain would not violate UN resolutions on the issue. Israeli foreign minister Gabi Ashkenazi and Jordanian foreign minister Ayman Safadi met at a facility by the Allenby crossing between the West Bank and Jordan to talk about Jordanian-Israeli relations and the possibility of renewed talks on Palestinian-Israeli peace. (AJ 12/4)

In the West Bank, Israeli settlers attacked 1 Palestinian minor and his father in Hebron. Israeli settlers also set up tents in Battir near Bethlehem. Israeli forces delivered demolition orders for 1 residential structure and 1 garden in Sabastiyya, 1 pool used for irrigation in Bayt Dajan, and a number of structures east of Yatta. Israeli forces also demolished 1 residential structure near Tubas and dismantled and seized 1 wooden shed in Umm al-Jamal. Israeli forces also shot and injured 6 Palestinians using rubber-coated bullets during raids in Qalandia refugee camp; 1 Israeli soldier was also injured during the clashes, which lasted some 2 hours; 9 Palestinian-owned vehicles were damaged. 12 Palestinians were arrested during raids in and around Nablus, Birzeit, Bayt Umar, Qalandia, Hebron, and Jenin. 7 Palestinians were arrested in the Old City and Issawiyya. The PA civil affairs minister Hussein al-Sheikh announced that the PA would resume coordination with Israel, including security coordination, after suspending ties in May. Civil Affairs Minister al-Sheikh said that Israel had promised to respect its agreements with the PA during “international negotiations conducted by the president [Mahmoud Abbas].” Hamas and Islamic Jihad condemned the PA’s move, saying it undermines reconciliation efforts. PA prime minister Mohammad Shtayyeh said during a Zoom conference organized by the Council of Foreign Relations that the COVID-19 pandemic played a part in the decision as the PA have struggled to find the resources to fight it. Israeli said it defused explosive devices in the Israeli-occupied Golan Heights near the de facto border of Syria. Israel later attacked Syria, striking 8 targets. According to the Syrian state media SANA, 3 were killed, 1 wounded, and Syria intercepted Israeli missiles over Damascus. The London-based Syrian Observatory for Human Rights said 10 people were killed in the strikes. Israel acknowledged to have attacked Syria, saying it was responding to the explosive devices and claiming that it had hit Iranian and Syrian forces in Syria. In the West Bank, Israeli settlers stole and broke farming equipment and sprayed racist graffiti in Turmus ‘Ayya. Israeli forces raided 1 hospital in Tulkarm, firing sound bombs inside of it. Israeli forces also demolished 1 agricultural structure near Bethlehem. 10 Palestinians were arrested during raids in and around Hebron, Bethlehem, Tulkarm, Tubas, and Qalandia. In the West Bank, Israeli settlers assaulted 2 elderly Palestinians south of Jenin, leading to the hospitalization of both Palestinians. Israeli settlers also threw stones at Palestinians driving near Burqa, causing damage. Elsewhere, Israeli settlers vandalized dozens of olive trees in Jalud and 25 olive trees in ‘Ayn Bus. Israeli forces demolished the Palestinian village Khirbet Humsa in the Jordan Valley, including 18 residential tents, displacing 74 people, including 41 minors. Agricultural structures and water tanks were also demolished, and 3 vehicles were seized. The village is located in what Israel deems a firing zone. In Gaza, Israeli authorities claimed that 2 rockets were launched at Israel from Gaza, 1 being intercepted by the Iron Dome. Israel then fired rockets at Nuseirat refugee camp and Khan Yunis, causing damage; no injuries were reported. Sudanese government sources told Reuters that the prime minister of Sudan’s transitional government, Abdalla Hamdok, is ready to proceed with normalization of relations with Israel if the transitional parliament approves. The transitional parliament has not yet been formed. (HA 10/23)

Israeli settlers also attacked 2 Palestinian journalists from WAFA as they were reporting on settler encroachment in Dayr Istya. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. In East Jerusalem, Israeli authorities issued demolition orders for 13 Palestinian-owned houses in Silwan inhabited by 76 people. 10 Palestinians were arrested in and around the Old City and Issawiyya, including 2 Waqf guards. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. In the West Bank, Israeli settlers set up caravans on Palestinian-owned land in the northern part of the Jordan Valley. Israeli forces handed stop-work orders for 7 houses south of Hebron. Israeli forces also seized 1 bulldozer and 1 truck near Tubas. 12 Palestinians were arrested during raids in and around Bethlehem, Ramallah, Nablus, Qalqilya, and Salfit. In East Jerusalem, Israeli forces raided Shu‘fat, firing tear gas at Palestinians. 12 Palestinians were arrested during late-night raids in Issawiyya; during the raids, clashes ensued between Palestinians and Israeli forces; tear-gas related injuries were reported. Israel’s civil administration’s supreme planning council approved 3,071 new settler units in 19 different settlements throughout the West Bank. On 10/14, the same planning council approved 1,877 settler units, making the total of 4,948 settler units for the 2 days combined. According to Peace Now, 2020 has surpassed all other years in approved settler units since Peace Now began counting in 2012. The total amount of settler units approved in 2020 is 12,159. The UN special coordinator for the Middle East peace process Nickolay Mladenov condemned Israel’s settlement expansion, as did the UK, Germany, France, Spain, and Italy in a joint statement. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said during an event with the Washington Institute for Near East Policy that “the only thing that can deliver lasting peace and lasting stability is an agreement between the Palestinians and the Israelis,” suggesting that Saudi Arabia is not close to normalizing relations with Israel. He also said that Saudi Arabia does not have an opinion about other countries that normalize relations with Israel as the UAE and Bahrain have done. U.S. secretary of state Mike Pompeo had said 1 day earlier during a press conference with Foreign Minister Prince Faisal bin Farhan that “[w]e hope that Saudi Arabia will consider normalizing its relationships as well. In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. According to Haaretz, tens of thousands protested throughout Israel, including in front of Netanyahu’s official residence for the 16th Saturday in a row. (AJ, HA 10/10; HA, WAFA 10/11)

PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. It is unclear what the meeting was about. The World Jewish Congress said that Lauder was in Ramallah “for a private visit at Abbas’ invitation, to discuss a range of issues regarding Palestine and the Middle East.” (HA, WAFA 10/10)

In the West Bank, Israeli settlers set fire to hundreds of Palestinian-owned olive trees in Safa after throwing a Molotov cocktail at them; the fire blazed for 3 hours before it was put out by Israeli helicopters. Israeli settlers also raided Burin, attacking Palestinians; 1 Palestinian defending his home was arrested by Israeli forces intervening on behalf of the settlers. Israeli forces violently dispersed a tree-planting event in Bayt Dajan, causing tear-gas related injuries; Israeli forces had tried to prevent Palestinians from reaching the event throughout the day by setting up roadblocks. Israeli forces also violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 4 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces opened fire at Palestinians passing through a hole in the separation wall near Jenin; 1 Palestinian was injured. Israeli forces also delivered a demolition notice for a Palestinian-owned home in al-Khadir. 18 Palestinians were arrested during raids in and around Jericho, Tubas, Hizma, Jenin refugee camp, Nablus, Ramallah, Anata, al-‘Arub refugee camp, and Yatta. In the West Bank, Israeli forces raided Qatanna, leading to clashes with Palestinians; tear-gas related injuries were reported. Israeli forces arrested 1 Palestinian and seized his vehicle. Israeli forces also clashed with Palestinians during a raid in Sabastiyya; 1 Palestinian bystander was hit in the head with Israeli-fired live ammunition. 20 Palestinians were arrested during raids in and around Jenin, Tubas, Qalqilya, Nablus, Hebron, and Ramallah. In East Jerusalem, 19 Palestinians were arrested during raids in and around Issawiyya, al-Tur, and Wadi al-Juz. In Gaza, Israeli forces made incursions to level agricultural lands east of Khan Yunis. In Israel, 2 Palestinians from Gaza were arrested after breaching the Gaza fence; according to the Israeli military, the 2 had 2 defective grenades and 1 knife in their possession when they were arrested. The Israeli ministry of justice said, in response to a petition made by Adalah in August, that Israel will have to limit the amount of home demolitions conducted in Israel, which includes East Jerusalem. (Adalah, WAFA 10/5)

The PA ministry of local government issued building permits for Palestinian residents in the Jordan Valley. The minister, Majdi Salah, said that the PA no longer recognizes the classifications of areas A, B, and C made during the Oslo Accords and therefore is not bound by Israel’s claims of civil and military control in Area C. Israel’s high court of justice rejected a petition to free a 49-year-old Palestinian who is held on administrative detention and has been hunger-striking for more than 60 days. The petition was rejected despite the Shin Bet and the Israeli Central Command caught lying about the Palestinian’s affiliation to Islamic Jihad. According to the prosecutors, he had been filmed saying he was a proud member of Islamic Jihad while interrogated; however, the transcripts do not back up their claim. (HA 10/6)

Israel and Lebanon confirmed that they would begin direct talks about their maritime borders on 10/14. The direct talks will be mediated by the U.S. and the UN. (AJ, BBC, HA, REU, TOI 10/1)

Armenia said it had recalled its ambassador to Israel over Israeli weapons sales to Azerbaijan. Azerbaijan has acknowledged use of Israeli-made drones to bomb Armenian forces and civilians in Nagorno-Karabakh, a de facto self-governed predominantly ethnically Armenian region within the borders of Azerbaijan. At a speech to the UN General Assembly, Israeli prime minister Benjamin Netanyahu claimed that Hezbollah is storing missiles in a neighborhood in Beirut and that Iran is a few months away from enriching enough uranium for 2 nuclear bombs. The secretary-general of Hezbollah Hassan Nasrallah said that Netanyahu’s speech was made to incite the people of Lebanon against Hezbollah and that he was lying about his claims. (HA, REU 9/29)

The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. In Lebanon, the Lebanese government declared a 2-week state of emergency in Beirut in the wake of the deadly blast on 8/4, which killed more than 135 people and wounded more than 5,000. In the Israeli-occupied Golan Heights, 1 rocket or mortar fired from Syria damaged 1 house and 1 vehicle in Majdal Shams. According to the Lebanese network Al Mayadeen, the incident was a response to an Israeli drone flying in Syrian territory. According to Haaretz sources, the Trump administration is considering green-lighting an Israeli plan for annexation of parts of the West Bank which would be rolled out over several installments rather than in 1 sweep. The plan is perceived as able to curb some of the criticism that Israel has received from several staunch supporters of Israel within the Democratic party since announcing its annexation plans. 120 Republican members of the U.S. House signed a letter to Israeli prime minister Benjamin Netanyahu expressing their support for Israeli annexation of parts of the West Bank. The letter said that the Republican lawmakers believe that “Israel has the right to make sovereign decisions independent of outside pressure.” The signatories represent a majority of the 198 republicans in the House. The German foreign minister Heiko Maas met with the Israeli foreign minister Gabi Ashkenazi. After their meeting, Foreign Minister Maas said he expressed Germany’s “serious and honest concern” over Israel’s planned annexation of the West Bank. Mass was set to travel to the West Bank for meetings with PA leadership, but Israel prevented him from traveling there, citing that he would have to quarantine for 2 weeks after going to the West Bank because of COVID-19, despite that Maas’s next destination was to be Jordan. It is worth noting that Israeli settlers, Israeli soldiers, and Palestinian workers do not have to quarantine when traveling between the West Bank and Israel. Israeli MK from the Meretz party, Tamar Zandberg, called Maas’s prevention from going to Ramallah “sabotage” and “ridiculous.” After meeting Foreign Minister Ashkenazi, Mass had a video conference with Jordanian foreign minister Ayman Safadi and PA prime minister Mohammad Shtayyeh, after which they released a joint statement, saying “that it is now a matter of priority to prevent” Israel’s annexation plans.
