The AMB, Islamic Jihad each fire a rocket fr. Gaza into Israel, causing no damage or injuries. Jewish settlers fr. Yitzhar cut and damage more than 100 Palestinian olive trees nr. Nablus. The Knesset passes a law to compensate Jews who purchased property or held bank accounts in British Mandatory Palestine and whose property was seized by the State of Israel after 1948. Compensation is expected to run to $220 m. Commenting on the passage of the measure, MK Michael Melchior (Labor) says “this is not a question of money but of ethics and morality for the Jewish state.” (AFP 12/24)

In Gaza, 10s of AMB mbrs. hold a press conference to say that they would support postponing of elections if Israel bars East Jerusalem Palestinians fr. voting. Gaza in response to 4 mortars fired by Palestinians into Israel (no damage or injuries on either side); raids, imposes a curfew on Bardala nr. Tubas; conducts arrest raids nr. The IDF assassinates senior AMB mbr. Iyad Qaddas, firing a missile at a house where he is staying in Jabaliya r.c.; a 2d AMB mbr., Iyad Najjar, is killed and 1 AMB mbr. and 5 bystanders are wounded. Following the assassination, the PRC (firing rockets), IDF (responding with artillery and air strikes) trade heavy fire across the n. The Israeli Interior Min. issues demolition orders for 25 buildings in an unrecognized bedouin village in the Negev. Bedouin scuffle with Israeli policemen attempting to serve the demolition orders, leaving 12 bedouin and 12 police officers injured. (YA 11/15)

In light of the 10/16 AMB attacks, the IDF suspends contacts with the PA; closes to private Palestinian vehicles 2 stretches of the main north–south artery through the West Bank (Route 60) between Jerusalem and Ramallah and Jerusalem and Hebron; reinforces troops in the s. West Bank, encircling Hebron, Bethlehem; reimposes recently dismantled checkpoints around Bethlehem, Hebron, Ramallah. The IDF also closes the Qarni crossing for half a day; conducts arrest raids targeting the AMB in Jenin. Some 40 Jewish settlers attack Palestinian vehicles on the Bayt Furik–Bayt Dajan road nr. Israeli DM Shaul Mofaz orders IDF cmdrs. to carry out stringent roadblock checks, demanding that troops “show no pity for anyone, even if it causes traffic hold ups and anger.” In Gaza, the IDF fires on a group of at least 60 stone-throwing Palestinians that attempts to enter the vacated Neve Dekalim site, killing 1 Palestinian, wounding 3. Palestinians in Gaza fire 2 rockets at the Negev, causing no damage or injuries. In the West Bank, the IDF patrols in Tubas nr. Israel releases the leader of the Islamic movement in Israel Shaykh Ra’id Salah, arrested in 5/03, after serving a sentence for directing funds to West Bank and Gaza charities that allegedly support “terrorism”; his sentence was reduced by more than a yr. for good behavior. The IDF imposes a curfew on, patrols in, fires on residential areas of Dayr Istiyya nr. Salfit; patrols in Tamun and Tubas nr. Jenin; occupies 5 Palestinian homes in Allar nr. Tulkarm as observation posts; fires on residential areas of Rafah, wounding a Palestinian infant inside her home. Israel police send a large contingent (20 vehicles) into the unrecognized village of Bir al-Mashash in the Negev, with home demolition orders covering all structures in the village of 4,000 Israeli Palestinians. Claiming retaliation for recent arrest raids and attacks on its mbrs., Islamic Jihad, the Abu Rish Brigades (a Fatah offshoot) take responsibility for 2 Palestinians firing an antitank round at an IDF post on the Rafah border, killing 1 IDF soldier, wounding 2; firing a rocket-propelled grenade at IDF soldiers and civilian laborers working nearby, causing no injuries; the IDF fires back, killing 1 Palestinian militant, while the 2d escapes; Israel vows to launch a crackdown on Islamic Jihad. Hebron for construction of the separation wall; fires steel-coated rubber bullets, tear gas at Palestinians conducting a nonviolent demonstration against the separation wall in Nazlat Issa nr. Tulkarm, wounding 1 Palestinian. Jewish settlers fr. The IDF fatally shoots 2 Hamas mbrs. in an exchange of fire during an arrest raid in Qarawat Bani Zayd, later demolishing the Palestinian home in which they hid; fires on residential areas of Rafah, Tarqumiyya nr. An Israeli court imposes light sentences on 5 Israeli Palestinian leaders of the Islamic Movement, including movement founder Shaykh Raed Salah, who were arrested on 5/13/03 and accused of funneling $10 m. to Hamas, having contacts with Iranian agents.
