More than 31,553 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,546 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 426 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,476 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 200 tonnes of food aid, equivalent to 10 truckloads, arrive at the coast of Gaza. The aid is delivered in coordination between the charities Open Arms and World Central Kitchen and the UAE. 36 trucks carrying aid enter Gaza. France, the U.S., Germany, and Jordan airdrop aid over northern Gaza. The Wall Street Journal reports that the Israeli efforts to expand the buffer zone along the Gaza fence have caused widespread destruction of buildings and that Israel intends it to be more than half a mile wide. France and Italy reportedly refuse to sign the statement. U.S. president Joe Biden cites the impact of the attacks in the Red Sea on global oil prices when asked about the attacks on Yemen. South Africa presents its case for an injunction against Israel’s war in Gaza at the ICJ, saying Israel is committing genocide. U.S. State Department deputy spokesperson Vedant Patel says, “the allegations that Israel is committing genocide are unfounded.” U.S. congresspeople Rashida Tlaib (D-MI) and Cori Bush (D-MO) issue a statement in support of the case. Iraq also issues a statement in support of South Africa’s case. Amnesty International calls the case “a vital step for the protection of Palestinian lives.” Several Israeli ministers accuse South Africa of hypocrisy for not bringing similar cases against other countries and the Israeli Foreign Ministry calls South Africa the “legal arm” of Hamas. U.S. secretary of state Antony Blinken tells reporters after a meeting with Egyptian president Abdel Fattah el-Sisi in Egypt that Israel’s integration into the Middle East and a path to Palestinian statehood would isolate Iran. Blinken also says the PA has agreed to “pursue meaningful reform.” Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein tells reporters, after meeting Lebanese caretaker prime minister Najib Mikati and other senior officials, that both Israel and Lebanon prefer a diplomatic solution to end the escalation between the 2 countries. A poll conducted by the Arab Center for Research and Policy Studies shows that among 8,000 people in 16 Arab countries 91% of respondents express solidarity with Palestinians and 92% say their plight should be a concern for all Arabs. 94% express a negative view of U.S. policy toward Israel’s war on Gaza. Israeli forces raid Nablus and Abud, injuring 8 people with live ammunition, including a child, and cause widespread destruction in Nablus. Israeli forces also demolish a car wash and a nursery in Kafl Haris. Elsewhere, Israeli forces raze 6 dunams (1.5 acres) of Palestinian-owned land planted with 50 olive trees in Hebron and 2 dunams (.5 acres) of Palestinian-owned land near Bethlehem. Israeli forces also raid a medical clinic near Bethlehem, causing damage. Haaretz reports that Israel demolished 140 Palestinian homes and 84 other structures in East Jerusalem in 2023, marking a 60% increase in home demolitions compared to 2022. The newspaper notes that during the first 9 months of 2023 10 housing units were demolished per month and after 10/7 the figure rose to 17 a month. (HA 1/10)

Hamas official Osama Hamdan says there are no talks about a prisoner exchange, adding Israel is defrauding the Israeli public by circulating reports about talks. Hamdan maintains the Hamas position that it will not engage until Israel stops its attacks on Gaza. Hamdan also calls on the ICJ not to be pressured by the U.S. (AJ, HA, NYT 1/10)

PA president Mahmoud Abbas meets with U.S. secretary of state Antony Blinken in Ramallah, discussing the situation in Gaza and the West Bank. Reports describe the meeting as intense, with Abbas pressing Blinken on Israel’s freezing of the PA’s tax revenue and Israel’s attacks on Gaza. Palestinians protest Blinken’s visit, saying he is not welcome. Blinken later tells the press in Bahrain that Abbas agreed to reform the PA in preparation to take control of Gaza. Abbas flies to Aqaba in Jordan after the meeting with Blinken where he meets Jordanian king Abdullah II and Egyptian president Abdel Fattah el-Sisi, discussing ways to end Israel’s war in Gaza and prevent the displacement of Palestinians. In an English language post on X Israeli prime minister Benjamin Netanyahu says, “Israel has no intention of permanently occupying Gaza or displacing its civilian population,” contradicting statements by several of his coalition members. Israeli war cabinet member Benny Gantz says Hamas no longer has ruling capabilities in Gaza and that Israel will continue its war to prevent Hamas from regaining control. The UN Security Council passes a resolution demanding that Yemen’s Houthi government ends its attacks on ships in the Red Sea and frees the ship Galaxy Leader and its crew. U.S. Republican presidential candidate Ron DeSantis suggests at a presidential primary debate that Egypt or Saudi Arabia should resettle some Palestinians from Gaza if Israel “makes the calculation that [it is needed] to avert a second Holocaust.” Another candidate, Nikki Haley, says the U.S. should give Israel “whatever it wants.” (AJ, HA 1/11)

A poll conducted for the Washington Institute for Near East Policy finds that 96% of Saudis believe all Arab states should sever all ties with Israel. A YouGov poll commissioned by Medical Aid for Palestinians and the Council for Arab-British Understanding shows that 71% of people in the UK support an immediate ceasefire in Gaza, while 17% approve of the UK government’s handling of the war on Gaza. The Jewish Forward reports that the Anti-Defamation League (ADL) has started including pro-Palestine rallies in its tally of anti-Semitic incidents. The report also says that the ADL now deems all anti-Zionist chants and slogans anti-Semitic, leading to pro-Palestine rallies where anti-Zionist slogan were chanted constituting 40% of incidents of anti-Semitism counted in a recent ADL report. The International Ice Hockey Federation bars Israel from participating in world championship events, citing security concerns. Israel calls the ban “anti-Semitic.” The decision prevents the U20 Israeli hockey team from participating in a Division III world championship tournament later this month. (HA, TOI 1/11)

In the West Bank, Israeli settlers assault a Palestinian man at his home in Kisan. Israeli forces shoot and kill a Palestinian man in Tammun during a raid. Israeli forces also continue the raid in Nur Shams refugee camp for the second day in a row. The raid ends after 40 hours with 13 Palestinians suffering from broken bones during Israeli interrogations, 400 Palestinians detained, and vast destruction caused by bulldozers and drone-fired missiles on its second day; 3 Israeli soldiers are reportedly injured during the raid. Elsewhere, Israeli forces begin constructing settler roads in the Masafer Yatta area near Umm al-Khair. Israeli forces also arrest a child and confiscate 60 sheep he is herding. Israeli defense minister Yoav Gallant releases a framework for post-war Gaza in which a Palestinian entity that is not hostile to Israel and is not Hamas nor the PA is in control of Gaza, Israeli settlers do not return to Gaza, but the Israeli military will be able to operate in Gaza and oversee the borders. Gallant also says an international coalition will be responsible for rebuilding Gaza. The PA rejects Gallant’s framework. Gallant also meets with U.S. deputy assistant to the president and senior adviser for energy and investment Amos Hochstein, saying the window for diplomacy with Lebanon is closing. Hochstein also meets with Prime Minister Benjamin Netanyahu, who tells him that Israel is seeking “a fundamental change on its border with Lebanon.” Israeli foreign minister Israel Katz says Israel will return its ambassador to Spain. The UAE, Saudi Arabia, Oman, Bahrain, France, Japan, Germany, Slovenia, the Netherlands, and Qatar condemn statements made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir calling for the displacement of Palestinians in Gaza and the resettling of Gaza by Israeli settlers. U.S. forces conduct an airstrike in Baghdad, killing Popular Mobilisation Forces commander Hajj Mushtaq Talib al-Saidi. Iraqi prime minister Mohammed Shia al-Sudani condemns the attack, calling it a violation of Iraqi sovereignty and later on 1/5 says the government will start the process of removing the U.S.-led coalition from Iraq. Israel chooses British lawyer Malcom Shaw to represent the country at the upcoming genocide hearings at the ICJ. Axios reports that Israel’s Foreign Ministry has sends out a cable to its embassies instructing its diplomats to pressure countries into issuing statements against South Africa’s case against Israel at the ICJ. A political appointee at the U.S. Department of Education, Tariq Habash, resigns over U.S. support for Israel’s attacks on Gaza, saying he will not be quietly complicit. Habash was the political advisor in the department’s Office of Planning, Evaluation and Policy Development. (HA, NYT 1/4)

Peace Now issues a report saying settlement activity in the West Bank has surged at unprecedented levels since 10/7. The report says Israeli settlers have created 9 new settlement outposts, made 18 paved roads, returned to the Amona outpost, closed roads for Palestinian vehicles, and built fences outside settlements. The Intercept reports that all CNN stories related to Israel and Palestine are being reviewed at the CNN Jerusalem bureau before publication, where the stories are subject to the Israeli military’s censor. The Intercept also says CNN has issued directives to its journalists on language to avoid, directed them not to relay statements from Hamas, and has hired a former Israeli soldier from the Military Spokesperson Unit to serve as a reporter. In the West Bank, a Palestinian man succumbed to wounds sustained from Israeli forces last week in Tura. 2 Israeli settlers were injured in what was said to be an attack by Palestinians near the Rimonim settlement north of Wadi as-Seeq. Israeli settlers assaulted 5 Palestinians during raids in Deir Jarir, Qusra, Bethlehem, and Taybeh. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Israeli communications minister Shlomo Karhi said he will ask the cabinet to close Al Jazeera’s office in Israel. Karhi also promoted emergency regulations titled, “Limiting Aid to the Enemy through Communications,” that would allow him to direct Israeli police to arrest people, remove them from their homes, and seize their property if he believes they have spread information that could harm national morale or serve as enemy propaganda. U.S. secretary of state Antony Blinken said President Abbas and “virtually every other leader that I have talked to in the region” warned against the idea of transferring Palestinians from Gaza to the Sinai Peninsula. Blinken also met with Egyptian president Abdel Fattah el-Sisi, announcing the Rafah crossing was open. It was unclear if it was only open for aid or for travel; reporting suggested it was not open for either. El-Sisi criticized Blinken for his remarks in Israel earlier in the week, when Blinken said he came to Israel “as a Jew,” and el-Sisi said the Israeli attacks on Gaza go beyond self-defense and amount to collective punishment. Blinken also met with Saudi crown prince Mohammed bin Salman who, after letting Blinken wait for hours for the meeting, urged him to help stop the attacks, make Israel respect international law, and lift the siege on Gaza. The 31st Arab Summit, held in Algeria, was the 1st since the UAE, Morocco, Bahrain, and Sudan normalized relations with Israel. A spokesperson for the newly appointed UK prime minister Rishi Sunak said that his government does not intend to move the British embassy to Israel to Jerusalem, walking back statements made by Prime Minister Sunak’s predecessor Liz Truss who resigned last month. Truss, who like Sunak had been appointed by the Conservative Party, had told Israeli prime minister Yair Lapid that her government would review moving the British embassy to Israel to Jerusalem last month. Truss served as prime minister for 45 days before resigning due to dissatisfaction with her policies and popularity among Conservative Party members. The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. The PA reported that there were more than 70,000 active cases of Palestinians infected with the Omicron variant of the COVID-19 virus in the West Bank, more than twice the amount from previous COVID-19 surges. While the Omicron variant is less lethal, the high infection rate has put the West Bank hospitals near capacity. According to the Health Ministry, West Bank hospitals were at 85% capacity and more were expected to be admitted to hospitals in the near future. 80 Palestinians were admitted in intensive care and 24 were on ventilators. In Gaza, there were 63 serious cases of COVID-19 infection. At least 4,859 Palestinians have died while infected with the COVID-19 virus since the pandemic hit Palestine in March 2020. About half of Palestinians in the West Bank are vaccinated against the COVID-19 virus. The Omicron variant is able to infect vaccinated people, but symptoms are typically milder for vaccinated people than for those who have not been fully vaccinated. Addameer, al-Haq, Bisan Center for Research and Development, Defence for Children International – Palestine, and the Union of Palestinian Women’s Committees filed a procedural objection to their designation as unlawful, made by the Israeli military’s central command 2 weeks after Israeli defense minister Benny Gantz designated the organizations as “terrorist organizations” in October 2021. The organizations said that they have not been able to review the claims against them as they are classified and thus are unable to defend themselves against the allegations. The Union of Agricultural Work Committee was filing its objection separately, as it was designated unlawful by the Central Command 1 year before the 5 other organizations. (HA 2/3)

In response to a petition filed by Palestinian landowners in Beita to the Israeli supreme court, the Israeli government said that it will continue to allow Israeli settlers to study at the yeshiva built on the evacuated settlement Homesh, despite a law from 2005 barring Israeli settlers from visiting the site. The government further said that it was up to Defense Minister Gantz to raze the remaining structures at the site. Thousands of Israeli settlers visited the site in January without the Israeli military making an effort to enforce the law against them visiting it. (HA 2/4)

Palestinian politician, nephew of Yasir Arafat, and former chairman of the Arafat Foundation Nasser al-Kidwa charged PA president Mahmoud Abbas with destroying the Arafat Foundation in an advance statement for the anniversary of Arafat’s death. Israel claimed to have new evidence against the 6 Palestinian rights organizations recently deemed terrorist organizations by the state, based on a plea deal from a Spanish citizen who worked for Health Work Committee, which is not 1 of the 6 rights organizations in question. According to the indictment, some money raised by the woman was transferred to the PFLP without her knowledge. Representatives Bowman and Pocan also visited Hebron and Susiya with Palestinian activist Nasser Nawajah and the executive director of Breaking the Silence Avner Gvaryahu. A bipartisan group of House representatives and senators led by Chris Coons (D-DE) also met with Prime Minister Bennett and PA prime minister Shtayyeh. Senator Coons said the group had asked Israel to provide more evidence against the 6 Palestinian rights organizations (see above). Members of the Democratic Socialists of America, of which Bowman is a member, debated whether to expel Bowman due to his participation in the meeting with Naftali Bennett and his association with J Street. In the end, the Democratic Socialists of America did not expel Bowman but said that it expected to see significant movement from him on Palestine if it was to endorse him for the 2022 elections. The U.S. Biden administration reverted to the voting pattern of the Obama administration on UNGA resolutions pertaining to UNRWA. The U.S., Cameroon, Canada, the Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, and Uruguay abstained on 1 resolution in support of Palestinian refugees’ right of return, while Israel was the only country that voted against. The U.S. and Israel were the only 2 countries to vote against a resolution calling for Israel to end its occupation of the Golan Heights. The U.S., Canada, Hungary, the Marshall Islands, Micronesia, Nauru, and Israel also voted against a resolution condemning Israeli settlement activity and evictions in East Jerusalem. Israel claimed that the man was shooting at the Israeli troops with an improvised Carl Gustaf rifle. 4 Palestinians were arrested, including 2 during late-night raids in al-Azza refugee camp and Aida refugee camp, 1 on a street in the Old City in Hebron and 1 at Checkpoint 300. In East Jerusalem, Israeli forces shot and killed 1 Palestinian woman in the Old City, claiming she had tried to stab Israeli soldiers. Israeli forces also violently dispersed Palestinian protesters in al-Twana, injuring several by hitting them with rifle butts and tear gas, and 1 was injured by a sound bomb to his head; Israel later opened an investigation into the incident as 6 Israeli activists and 2 Palestinians were said to have been physically attacked by the Israeli forces. Elsewhere, Israeli forces violently dispersed a protest in Beita, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 2 with rubber-coated bullets and others suffered tear-gas related injuries. 4 Palestinians were arrested including 1 at his work in Beit Umar, and 3 at checkpoints in Hebron and Bethlehem. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli military vehicles in Silwan before being bombarded with tear gas and rubber-coated bullets. A similar scenario unfolded in al-Ram and 1 Palestinian was injured by a rubber-coated bullet. Israeli forces also violently dispersed a protest in Sheikh Jarrah, assaulting Palestinians and confiscating Palestinian flags. 1 was arrested during a house raid in the Old City. Israeli defense minister Benny Gantz told Foreign Policy that Israel will accept a new Iran nuclear deal between the U.S. and Iran, but that he hopes the U.S. will make a “plan B.” Foreign Minister Gantz also said about a potential peace agreement, “Abbas is still dreaming of the 1967 lines, this won’t happen. On the anniversary of the normalization deals between Israel, Bahrain, and the UAE, sponsored by the U.S., state department spokesperson Ned Price said that the U.S. is looking at advancing similar deals. Spokesperson Price also praised the normalization deal between Israel and Morocco, but did not mention the Sudan-Israel normalization deal. The U.S., during the Donald Trump administration, gave all 4 countries that normalized ties with Israel different political incentives to do so. The ambassadors of the U.S., Israel, the UAE, and Bahrain also met at an event hosted by former White House official Jared Kushner’s new non-profit organization The Abraham Accords Institute for Peace. The U.S. secretary of State Antony Blinken will host a virtual meeting on 9/17 to celebrate the normalization deals. UAE economy minister Abdulla bin Touq Al Marri also said on 9/13 that the UAE seeks to raise its trade with Israel to $1 trillion in the next 10 years. Jewish Currents reported that representatives Mark Pocan (D-WI), Alexandria Ocasio-Cortez (D-NY), and Rashida Tlaib (D-MI) were leading efforts to add an amendment to the National Defense Authorization Act blocking the delivery of Boeing-made Joint Direct Attack Munitions and Small Diameter Bombs to Israel for 1 year. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. At a signing ceremony in Washington D.C., Bahrain and the UAE formalized their deals to normalize relations with Israel, breaking with the stipulations of the Arab Peace Initiative. The text of the UAE-Israel agreement mentioned the Israeli-Palestinian conflict in 1 paragraph: “Recalling the reception held on January 28, 2020, at which President Trump presented his Vision for Peace, and committing to continuing their efforts to achieve a just, comprehensive, realistic and enduring solution to the Israeli-Palestinian conflict.” The text did not mention halting Israeli annexation of parts of the West Bank nor halting settlement expansion, which has also been linked to the agreement between the UAE and Israel. PA president Mahmoud Abbas called for a Day of Rage and the establishment of a Palestinian state within the 1967 borders. Israeli forces attacked Hezbollah infrastructure in Lebanon, claiming that shots were fired from Lebanon toward Israeli troops the day before. Lebanon’s supreme defense council said it would file a complaint to the UN. Earlier in the day, Israel had proposed changes to the UNIFIL mandate, which Lebanon rejected. U.S. secretary of state Mike Pompeo met with senior members of the royal family in Bahrain to discuss “the importance of building regional peace and stability,” including normalizing ties between Bahrain and Israel. According to Bahrain state news, King Hamad bin Isa al-Khalifa told Pompeo that Bahrain is committed to the Arab Peace Initiative and the creation of a Palestinian state before normalizing relations with Israel. In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

The 2 Trump administration officials leading the Middle East peace team, Jared Kushner and Jason Greenblatt, met with King Mohammed VI of Morocco to discuss June’s Palestinian-Israeli peace summit in Bahrain. U.S. secretary of state Mike Pompeo told a group of Jewish-American leaders at the Conference of Presidents of Major American Jewish Organizations that the U.S. peace plan might be “unexecutable.” He also told the audience that if Israel starts to annex the West Bank, the U.S would consider “What would be the best ways to achieve the outcomes that we think are in America and Israel’s best interests.” Pompeo’s statements were secretly recorded and published in the Washington Post.
