In the West Bank, Israeli settlers brought their livestock to graze on Palestinian-owned wheat and barley crops in al-Twana, causing damage. Israeli settlers also stole fencing in Farkha. Israeli forces shot and wounded 1 unarmed Palestinian man suffering from physical and cognitive disabilities near the separation wall in Qalqilya. It was reported that the man was injured with Tutu ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 10 with baton rounds and others with tear gas. In East Jerusalem, Israeli forces shot and seriously wounded a Palestinian minor in Silwan, claiming he had thrown a Molotov cocktail at Israeli forces. Israeli forces also shot and wounded 1 Palestinian man driving a car in Shu’fat refugee camp, claiming he was speeding toward them. In the Galilee, Israeli forces prevented thousands of Christians from visiting a church for the celebration of the Feast of the Transfiguration. Church officials said the event was coordinated with Israeli police 2 weeks prior but that Israeli authorities retracted its approval on the day of the event, citing fire risk. UNRWA said it had suspended its services in Ain al-Hilweh refugee camp in Lebanon in protest over armed militants operating in its facilities in the camp since violent conflict arose between Fatah and armed Islamist groups on 28 July. Hungarian prime minister Viktor Orbán said Israel and Germany had signed an agreement to jointly manufacture combat drones with Hungary. (HA 8/18)

It was reported that the Israeli government had granted de facto recognition to Israeli settlement outposts that had not received official independent status, allowing the government to fund infrastructure and education in the outposts. The decision has already been approved by the Justice Ministry and will be finalized at the cabinet level in the coming weeks. (HA 8/18)

Israel’s defense ministry said that Israel will pay the family of Omar Abdalmajeed As’ad, a U.S. citizen who was killed by Israeli forces during an arrest raid in Jiljilyya on 1/12, $139,000 in exchange for the family withdrawing its lawsuit against the state. The brother of As’ad told The Guardian that his family had not been contacted by the Israeli defense ministry and that they would not accept a deal that forces them to drop their lawsuit, saying they want justice. In Israel, Israel said a drone crossed from Lebanon into Israel but that it lost radar contact with the drone shortly after. Hezbollah said it had flown a reconnaissance drone over Israel for 40 minutes. Later, Israel violated Lebanese air space by flying 2 low-flying fighter jets over Beirut. Patriarch of the Orthodox Church of Jerusalem Theophilos III, Custos of the Holy Land Francesco Patton, and Armenian Patriarch of Jerusalem Nourhan Manougian wrote a letter to Israel’s environmental protections minister Tamar Zandberg, requesting that she stop plans to expand the Jerusalem Walls National Park. The plans would expand the park into the church properties on the Mount of Olives. The 3 Christian leaders called the plans “a brutal measure that constitutes a direct and premeditated attack on the Christians in the Holy Land,” saying “we cannot help but feel that various entities are seeing to minimize, not to say eliminate any non-Jewish characteristics of the Holy City by attempting to alter the status quo on this holy mountain. They have failed due to the objection and lack of cooperation from the Churches. After their attempts failed, they resorted to statutory powers by advancing a plan to declare vast parts of the mountain as a national park.” The proposal to expand the park was scheduled to be heard at the Jerusalem Municipality’s local planning and construction committee on 3/2. In the West Bank, Israeli settlers slashed the tires of 6 vehicles and wrote racist and incendiary graffiti on Palestinian homes in al-Zawiya, near the Ariel settlement. Israeli settlers also vandalized 40 olive saplings in Yasuf and 50 grape trees in Kafr ad-Dik. Elsewhere, Israeli settlers attacked Palestinian herders and killed 20 sheep in Khirbet Zanuta. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with live ammunition, 7 with rubber-coated bullets, including 2 journalists, and others with tear gas. In East Jerusalem, 5 Palestinians were arrested in the Old City. In the Naqab desert, Palestinians continued to protest, for the 5th day in a row, the forestation project that is seeking to displace Bedouins near Sawa by throwing stones at vehicles, injuring 1 police officer at the Nevatim air base southeast of Beersheba. Hamas official Basem Naim said Hamas and Fatah officials are meeting separately with Algerian mediators in Algiers to reconcile their divisions. Naim said meetings could continue until February and that Hamas has not ruled out direct meetings with Fatah. (MEMO 1/17)

The Israeli Defense and Security Forum, led by 3 former Israeli generals, wrote an op-ed in Haaretz, saying that Israeli leaders need to address the growing issue of Israeli settler violence against Palestinians in the West Bank. (HA 1/14)

The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. The 1st case of the highly infectious Omicron variant of the COVID-19 virus was detected in Gaza. The Omicron variant has become dominant in many countries and is capable at infecting vaccinated people, especially those who have not received a booster shot. Qatar’s envoy to Palestine Mohammad al-Emadi said in a statement that Qatar, the PA, and Gaza’s electrical company have agreed to a project that will see Qatar invest $60 million in a gas pipeline from Israel to Gaza. The project will change the fuel input at Gaza’s power plant from diesel fuel to natural gas. (MEMO, TOI 12/27)

The Israeli government approved a plan to double the settler population in the occupied Golan Heights. The $317-million plan will see Israel construct settler housing units and new infrastructure, including 3,300 new settlement units in Katzrin, 4,065 in Golan Regional Council, and 4,000 in 2 new settlements. Israeli prime minister Naftali Bennett said the government investment in settlements in the Golan Heights was linked to the U.S. Trump administration decision to recognize Israeli sovereignty over the area in 2019 and the current Biden administration’s indication that it will not roll back the decision. Israel’s transportation minister Merav Michaeli of Labor said she opposes the Jerusalem Cable Car project in East Jerusalem. The project has been condemned by Palestinians and Israelis and is set to have its final hearing of petitions against it at the Israeli high court of justice on 11/28. Transportation Minister Michaeli said the project does more scenic and political harm than it does good. (HA 11/26)

A bipartisan group of members of the House of Representatives led by Ritchie Torres (D-NY) sent a letter to the Securities and Exchange Commission chairperson Gary Gensler asking him to review if Unilever is complying with US regulation after its subsidiary Ben & Jerry’s chose not to sell its products in West Bank settlements. The UK parliament approved UK home secretary Priti Patel’s decision to designate Hamas, in its entirety, as a terrorist organization. The UK said the designation was part of the country’s fight against anti-Semitism. The inclusion of Hamas in the Terrorism Act means that people expressing support for Hamas could face 10 years in prison. Both Hamas and the PA condemned Home Secretary Patel’s decision. Israel handed over the corpse of a Palestinian boy to the PA. It later recognized that it mistakenly handed over a corpse it did not intend to and would deliver the intended body soon. The deceased Palestinian it intended to hand over to the PA was a Palestinian minor who was shot and killed by Israeli forces on 10/14. Israel said it would return intended corpse on 11/20. UK home secretary Pitri Patel announced that she had “taken action to proscribe Hamas in its entirety” as a terrorist organization. The decision will mean that anyone expressing support for Hamas or holding a meeting for the group can receive up to 10 years in prison. Home Secretary Patel’s decision still needs parliament approval. Patel said the decision was linked to combatting anti-Semitism in the UK. Hamas criticized the decision, saying that the UK chose to align itself with Israel’s occupation rather than apologizing for the Balfour Declaration and British imperialism. The PA said the decision will make Palestinians’ reconciliation efforts more complicated and undermines Palestinian democracy. The UK along with the EU had already designated Hamas’s military wing as a terrorist organization. The UK follows Israel, Canada, and the U.S. in designating its political wing as a terrorist organization. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. Israeli forces violently dispersed Palestinians protesting in Bayt Dajan and Kafr Qaddum, leading to tear-gas related injuries; 1 Palestinian was hit by a sponge grenade during the protest in Kafr Qaddum. 3 Palestinians were arrested during late-night raids in Jenin and Qalqilya. The PA said that Israel had agreed to vaccinate some 100,000 Palestinian workers from the West Bank who regularly travel to Israel for work. Israeli officials later said that it had not decided whether it would vaccinate the Palestinian workers, but it would discuss the issue. (HA, WAFA 2/19; HA 2/22)

In a statement released by Israeli prime minister Benjamin Netanyahu, he announced that the president of Equatorial Guinea, Teodoro Obiang Nguema Mbasogo, assured him that he would move the country’s capital to Jerusalem from Herzliya. Israeli settlers also raided Jinsafut, but were confronted and left without incident. U.S. president Donald Trump announced that Bahrain had joined the normalization deal between Israel and the UAE and would be part of the signing ceremony in Washington D.C. on 9/15. In Israel, thousands of protesters demonstrated against the Israeli government’s plans to annex parts of the West Bank at Rabin Square in Tel Aviv. During the protest, a video message from U.S. democratic senator Bernie Sanders (D-VT) urged protesters to stand up against authoritarian leaders and annexation and called for an end of the occupation of the West Bank. According to Sanders’s foreign policy advisor, Matt Duss, Sanders made the address following a request by Israeli-Palestinian MKs Ayman Odeh and Aida Touma-Sliman. Qatar announced that it would increase its aid to Gaza by $15 million after a meeting between Hamas leader Yahya Sinwar and Qatari envoy Mohammed al-Emadi.
